    INTRODUCTION

    This guide has been developed by One Call Systems International and

    Common Ground Alliance (CGA) as an aid in the prevention of damage

    to underground facilities. Protecting the underground infrastructure is a

    shared responsibility.

    One part of that shared responsibility is the need for an excavator to

    "Call Before You Dig". This directory is a tool to assist the excavating

    community to better access one call centers as well as provide a sum-

    mary of the state damage prevention laws.

    One call centers are an integral part of this shared responsibility and are

    available as a resource to the excavating community. One call centers

    can assist in training and safety programs, community outreach and

    education events and provide a number of excellent training materials to

    make this shared responsibility function efficiently. This guide is a tool to

    access these resources as part of a damage prevention campaign.

    You are also encouraged to access the CGA's website at www.common-

    groundalliance.com. The CGA website describes the work of the CGA,

    its committees and regional partners, the training materials availablefrom the CGA, and the CGA's Best Practices which are the cornerstone

    for stakeholders' understanding their roles in the protection of the under-

    ground infrastructure.

    States. This quick and efficient one call center access will notify the

    appropriate utilities, who then send locators to the requested site to mark

    Common GroundAlliance (CGA)

    Whether you are a facility owner or operator, locator,

    design professional, one call center employee, excavator,contractor, or other stakeholder, ensuring the safety of those

    who work or live in the vicinity of underground facilities and

    protecting vital services is everyone's responsibility.

    The Common Ground Alliance is a nonprofit organization

    dedicated to shared responsibility in damage prevention

    and promotion of the damage prevention Best Practices

    identified in the Common Ground Study Report. Building

    on the spirit of shared responsibility resulting from the

    Common Ground Study, the purpose of the CGA is to

    ensure public safety, environmental protection, andthe integrity of services by promoting effective dam-

    age prevention practices.

    OCSI Mission Statement

    The purpose of One Call Systems International (OCSI) is

    to promote facility damage prevention and infrastructure

    protection through education, guidance and assistance.

    One Call System Benefits

    Hundreds of thousands of miles of underground facilities

    are vulnerable to excavations activities. The use of one call

    systems and the locating of underground facilities prior toexcavation has a positive impact on worker safety, public

    safety, protection of the environment and preservation of

    the integrity of the buried infrastructure essential to today's

    society.

    Best Practices

    The Common Ground Alliance is dedicated to shared

    responsibility in damage prevention and the promotion of

    the "best practices". A few of the damage prevention best

    practices are:

    Encourage participation by all stakeholders in their local

    one call center program

    Include the location of existing utilities on plans

    Record the actual placement of utilities upon installation

    Utilize technologies and methods that render

    underground facilities easily locatable

    Locate accurately and mark utilities properly, employing

    trained personnel

    Call before you dig

    Know local one call laws, policies & practices beforebeginning excavation activities

    Utilize safe digging practices when excavating in the

    vicinity of existing utilities

    Respect utility markings during excavation

    Use qualified personnel in all areas of damage prevention

    When in doubt contact your local one call center

    One call, as a stakeholder industry, has one seat onthe CGA Board of Directors. The one call director iselected from the industry to serve a three year termand is responsible for communicating CGA issuesand initiatives to the one call industry. The one calldirector may be delegated to serve as CGA BoardLiaison to one or more CGA Committees.

    Membership in each of the following CGA Committeesis open to any CGA/OCSI member. Each stakeholder

    One Call Systems

    International (OCSI) CommitteeSince 1976, OCSI has been the internationalorganization of choice for the one call industry, buthas never been a formal, self-directed association.Given the compatibility of their respective missionstatements and the level of OCSI membersparticipation in CGA, OCSI elected to apply to theCGA to become part of the CGA in 2003.

    The CGA Board of Directors subsequentlywelcomed OCSI as an affiliated CGA committee.OCSI first met as a CGA Committee in December

    2003 and since that meeting the OCSI Committeehas grown to over 60 active participants and 224members.

    The mission of OCSI is to promote facility damageprevention and infrastructure protection througheducation, guidance and assistance. AlthoughOCSI focuses on one call industry issues andinitiatives, it is structured similarly to other CGAcommittees and encourages participation from allburied facility damage prevention stakeholders.

    OCSI functions with two co-chairs, alternately

    elected for two year terms and has severalstanding subcommittees.

    In order to facilitate communication within the onecall industry, OCSI has divided North Americainto eight regions, similar to the regions used bythe American Public Works Association with theexception that Region 8 comprises all of Canada.Primary and secondary representatives havebeen nominated for each region. Each regionalrepresentative is responsible for distributinginformation to and soliciting comment from onecall centers in that particular region in responseinstructions from the chair of the RegionalRepresentatives Subcommittee. This processallows, for example, comment on proposed BestPractices from every one call center in North

    America.

    The one call industry isa significant stakeholderin the buried facility

    damage preventionprocess and itsmembers have beenvery active participantsin the Common Ground

    Alliance and its variouscommittees.
