MTIS Registration and Access Rights
OCIMF MTIS – Organisations
OCIMF MTIS is made up of (1) Terminal Operators and (2) MTIS Recipients:
Terminal Operators
• Operate the Terminals and supply the data for the MTPQ documents
• Manage access rights to choose which recipients can access MTPQs
• Can be OCIMF Member owned or 3rd party Terminals
MTIS Recipients
• Register as either an OCIMF Member or 3rd party recipient
• 3rd party recipient types are shipping agents, shipping companies, charterers,
vetting departments and port authorities
• Recipient can access MTPQ documents where the Terminal Operator can
provided access to their recipient type

Terminal Operator Registration
• Terminal Operator registrant supplies their organisation details and submits
the application agreeing to OCIMF’s Terms and Conditions
• OCIMF Member owned and 3rd party owned terminals register through the
same portal
MTIS Recipient Registration
• Recipient Organisation registrant supplies their organisation details an
submits the application agreeing to OCIMF’s Terms and Conditions
• Registrant provides the recipient type, e.g. OCIMF Member or 3rd party
(further types supplied)
Once validated by OCIMF the registrant user is created as a “Organisation
Supervisor” and are then able to create further users and manage their
organisation details.

OCIMF MTIS – MTIS Recipient Registration
The Terminal Operator can set the access rights to their MTPQ documents to:
• Allow all MTIS Recipient Organisations access to their MTPQ formation, or
• Allow only specific types of recipient access to their MTPQ information, which,
if selected, allows further selection by recipient type.

OCIMF MTIS uses four system roles to control access and management of
data as shown below.

Organisation Supervisor
This role can be applied to Terminal Operators and MTIS Recipients and
allows the user to be able to create and manage other users within their
organisation as well as managing the organisation’s details. This role is given
to the user who registers for MTIS membership.
Terminal Administrator (e.g. Terminal Supervisor)
This is a Terminal Operator only role and allows the user to be able to create
terminals and berths.
Terminal User (e.g. Jetty/Berth Operator)
This is a Terminal Operator only role and allows the user to edit the contents
of their MTPQ documents.
Recipient User (e.g. Port Agent/Charterer or OCIMF Member)
This role is given to MTIS Recipients automatically and allows the user to
search the MTPQ index and view MTPQ documents where the operator has
given viewing rights to their recipient type.

When creating new users the supervisor can choose to pass on the
organisation supervisor role as well as assign either the terminal user and/or
terminal administrator roles too.

Click the organisation name link in the header row to access the organisation
details page then click the “Add User” button.

Enter the details of the new user and click save to show the user roles panel.
Click the toggle buttons (highlighted below) to identify which roles to give to
the new user.
OCIMF MTIS – Terminal Administration Structures
Terminal Operators can choose to follow one of two approaches to structuring
their terminal administration:
1. Centralised administration – all terminals are managed within a single
organisation account with users for each of the users and managers within
their terminals. In this case only the single centralised organisation needs
to manage their users and set their distribution policy for MTIS recipients.
2. De-centralised administration – each terminal or collection of related
terminals will have their own organisation account to house the terminal
records. Each organisation account will be unrelated in MTIS and users as
well as distribution policies for MTIS recipients will need to be managed
separately.
Following a de-centralised administration approach each terminal operator will
need to register for their own account which will not be associated with the
other parts of the business in the system.
