Change of Leadership

...From page - 1

r. M. Chandrasekhar Reddy, who has been heading the Institute as the Director MGeneral, has relinquished from the service of ni-msme on 12th October, on the expiry

of the term of his appointment.

Mr. Reddy assumed the office as DG on 12th April 2012. During his tenure, the Institute has

celebrated a sparkling Golden Jubilee function. He took the initiative to commemorate the

history of the pioneer entrepreneurship development institute in the form of a pictorial

volume titled Golden Nuggets. Under his stewardship, the proposal of making ni-msme into

MSME University was given a new lease of life and taken forward. A Livelihood Business

Incubator has been established at the Institute as a result of his efforts. The IT enabled

ESDPs and on-location programmes have also gathered momentum due to his initiative.

Prior to becoming the DG, Mr. Reddy had a long history of project-based association with ni-

msme. Especially in cluster development programmes executed by the Institute, he was

deeply involved.

ni-msme family thanked him for his efforts towards enhancing the Institute’s profile, and

wishes him a successful future.

Mrs. Rohini, Chief Administrative Officer, ni-msme, congratulated the participants on successful completion of their training,

and called on them to continue their contact with the Institute post-return to homeland.

Towards the end of the event, the Chief Guest and the Guest of Honour distributed programme completion certificates to the participants, in which the CAO and the Programme Directors also joined. The event, which ended with vote of thanks by Mr. Vivek, AFM and Rector of ni-msme, received Press and media coverage.

nvironment is the life-giver, life-saver and life-sustainer for all living beings on Planet Earth. It has interface with every Easpect of Nature and universe that impacts or influences life and living conditions: water, air, soil, clouds, crops, green cover, water table, atmosphere, wild life, flora and fauna, bio-diversity, etc; environment embraces everything. Glacier melting, global warming, ozone layer rupture, air pollution, water contamination, toxic residues of weedicides and pesticides in harvests, etc. are all part of environmental concerns. Environmental protection means caring for our resources and our health, and ensuring that the generations to come will have life sustaining environment.

Spread of industrialisation and technological advancements have intensified the environmental concerns world over. MSMEs especially have been coming under heavy criticism as high pollutant generators. Industries like pharmaceuticals, chemicals and dyes, and electroplating are counted among the MSMEs releasing alarming levels of hazardous wastes into the environment. The pollutants may be solids, liquids or gases, they affect the life quality and longevity of humans as well as other life forms. Thus pollution control and environment protection have emerged as major concerns across world countries during the past decades.

Most of the countries around the globe have adopted some form of measures to check pollution and safeguard environment. A number of international conventions and treaties have also emerged with the prime object of protecting environment: The Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal, effective 1992; Stockholm Convention on Persistent Organic Pollutants, effective 2004; Minamata Convention on Mercury, adopted 2013; Strategic Approach to International Chemicals Management, 2006 – India has ratified all these conventions.

The Govt. of India too has put in place a number of legislations and framed several sets of rules to mitigate atmospheric pollution and arrest environmental hazards. These are: Wildlife (Protection) Act, 1972 (amended 2006); Forests (Conservation) Act, 1980 (amended 1988); Water (Prevention and Control of Pollution) Act, 1974 [(amended 1988) The Central and State Pollution Control Boards are established under this Act.]; Air (Prevention and Control of Pollution) Act, 1981 (amended 1987); and, Environment Protection Act, 1986 (amended 1991). EPA is a landmark legislation that provides singular focus in the country for the protection of environment and plugging the loopholes in the earlier laws. It is an umbrella legislation providing framework for the coordination of Central and State governments, drawing under its wing the Water and Air Acts as well.

The Govt. of India, recognising that environment protection is indispensable for the survival of living beings, has constituted a separate Ministry of Environment and Forests for dealing with environmental concerns. Further more, the government has schemes to encourage MSMEs to adopt environment porotection measures: Adoption of Clean Technologies in Small Scale Industries; Waste Minimisation in Small Scale Industries; Environmental Control; Alternative Energy Use Scheme; Ozone Depleting Scheme. Besides, financial support is also extended to MSMEs for adopting clean technologies.

ni-msme has been actively involved in designing programmes spotlighting pollution control, waste management and re-use, GMP, green cover, environment protection, eco conservation, renewable energy sources. Some of the Institute’s recent programmes that received high acclamation are: Air pollution control technologies for MSMEs; Industrial hazardous waste management for MSMEs; Environmental impact assessment, etc. are as per MoEF guidelines; Cleaner technologies for MSMEs; and, Alternative energy options. The Institute's programmes on ED and enterprise promotion include modules on Recycling options, Solar energy, Industrial waste management, E-waste management, etc. are for sustainable development.

While legislations and rules do their work, achieving low levels of waste generation calls for commitment and cooperation on the part of entrepreneurs. ni-msme also conducts awareness programmes to educate the entrepreneurs about the sustaining benefits of clean technologies, GMP, etc., by way of enhanced competitiveness and marketability of their products. Environment protection is, all said and done, everybody's responsibility. It asks for the seeing attitude.

Ultimately, we must be guided by the dictum: Environment will protect us if we protect environment.
