    Dear Commissioner, Ministers, colleagues.These are turbulent and exciting times. Turbulent because we are facing an economic crisis, an environmental crisis, an energy crisis. Exciting because we in this room represent a sector that holds the solution to these problems. Offshore wind is Europes largest domestic energy resource. It is free from greenhouse gases. It requires no domestic or imported fuel. And it creates jobs here in Europe, the worlds offshore technology leader.

    *Offshore wind can revolutionise our future. The potential is huge. According to the European Environment Agency, the winds that blow off Europes coasts can provide all our power seven times over!

    **The developer interest is huge. EWEA has surveyed all key players in the offshore sector and can today identify proposals for over 100 GW of offshore wind projects in European waters. These are all at some stage of development. These would provide 10% of our power and would avoid 200 million tonnes of carbon dioxide emissions every year. The vast investor interest in offhore wind energy means that this technology will bring significant carbon reductions before 2020, unlike other large-scale technologies that are being discussed

    *The energy potential, developer interest and benefits of offshore wind are clear. This is why, today, EWEA is launching a new report Oceans of Opportunity : Harnessing Europes largest domestic energy resource [shows report] featuring key new research findings and recommendations for the future development of the offshore wind industry:

    *In 2010, the sector will install more than 1 GW and the market for offshore wind in Europe will reach 2.5 billion Euros.*EWEA has set a target of 40 GW of installed offshore capacity in Europe by 2020...Do this target 40 GW - sound too ambitious? It is not! Over 12 years, from 1992 to 2004, the EU market for onshore wind grew by an average of 32% a year. To achieve 40 GW by 2020 we need a growth rate of 28% a year. The wind energy industrys achievements on land can be repeated at sea. *EWEAs offshore scenario can be compared to the growth of the European onshore wind market at a similar time in the industrys development.*For 2030, EWEAs target for offshore wind in Europe is 150 GW...*So: we have a booming industry. We have massive developer interest. Most important of all, we have huge energy potential. But some obstacles remain. It is crucial that we develop Europes electricity grids. They need to be upgraded and interlinked so more power from offshore wind can be transported to consumers. For this reason EWEA is launching its 20 Year Offshore Network Development Master Plan today, as part of its new report.

    *In the plan, EWEA recommends new grids to be built by 2020 and 2030. Our recommendations are based on the 11 offshore grids currently in operation, and adapting, where necessary, the 21 others being considered by the grid operators in the North and Baltic Seas.*[All layers animated Explain as you click through them]Implementing EWEAs network plan will create a truly pan-European electricity super highway. Such a highway is essential for a single European electricity market, which will bring affordable electricity to consumers. It will reduce fuel import dependence. It will allow CO2 free electricity to be transported across Europe. And it will allow Europe to access its largest domestic energy source.

    *So, the benefits of grid development are multiple. Accordingly, EWEA urges the European Commission to incorporate EWEAs recommendations when drafting its Blueprint for a North Sea Grid next year. We urge the European Network of Transmission System Operators to incorporate them when drafting its 10 Year Network Development Plan next year.The offshore wind sector needs strong political support and action from Europes policy-makers. In this way, it will become a multi-billion euro industry. It will deliver thousands of green collar jobs. It will be part of a new renewable energy economy. It will confirm Europe as the world leader in offshore wind power technology. *The European offshore wind industry is committed to delivering sufficient numbers of wind turbines, foundations, research and development efforts and in return calls on the European policy-makers and the European Commission to support its endeavours to deliver vast quantities of clean power, energy security for Europe and thousands of new high quality jobs. *The declaration has been signed by these leading companies.
