Invigilator
The examination invigilator is the person in the examination room with responsibility for conducting a
particular examination session in the presence of candidates. Invigilators have a key role in upholding the
integrity of the examination process.

Introduction
Welcome to an exciting journey in the Tax Profession!
This document contains the rules and regulations for the Tax Professional Initial Test of Competence
Assessment (ITC). The ITC was previously known as the Knowledge Competency Assessment and also
referred to as the RPL exam or entry exam. The ITC or RPL Prior Learning Competency Assessments are
available to candidates from non-accredited programmes and individuals already in practice. Candidates can
enter into and progress in the learning programme leading to the Occupational Certificate: Tax Professional
Qualification.
Candidates must obey all instructions issued by an invigilator. Failure to do so is a serious breach of the
competency assessment regulations. It is therefore imperative that all announcements as outlined in this
document are read out to the candidates.
Assessment Structure and Requirements
The RPL Initial Test of Competence Assessments consists out of four papers.
- The four papers are written in two sessions on the same day.
- Each paper counts 30 marks
- The length of each sessions is 3½ hours.
- A minimum of 50% must be achieved to successfully pass the Assessments.

The RPL Initial Test of Competence Assessments assesses candidates against the assessment criteria for the
knowledge and practical skills modules of the Tax Professional Occupational Qualification.

Assessment Marking
Session 1: Paper 1 and 2: 60 marks
Session 2: Paper 3 and 4: 60 marks
Questions are answered in different coloured answer books.
Marks or percentages will be an indication of pass mark and performance.
To be successful, a candidate have to pass papers with at least 50% pass mark.

Guidelines for Invigilators and Candidates
Seating Arrangements
The desks in the examination venue are set-up in alphabetical order with students’ name, surname and
student number displayed on the desk.
Candidates must sit at the desk which has a label with their assigned candidate student number.
An examination register must be placed on the desk for completion by the candidates.
Candidates must place their printed examination confirmation letter and ID Book or driver’s licence on
their table with the examination register for identification purposes by invigilator.
Please note: Seating is venue specific and the venue Invigilator will give clear instructions in terms of
seating arrangements at each respective venue.

Candidate Examination Number
SAIT takes all reasonable steps to ensure that candidates cannot be identified in any way or that the
objectivity of the marking and adjudication processes is compromised. To this end, SAIT use the
candidates’ student number (examination number) as unique identifier and give clear instructions to
candidates not to write their names on any of the assessment stationary.
The candidate will receive an examination confirmation letter prior to the assessment confirming the
candidates’ student number.
The student number must be written on the cover of each answer book and only the student number
must be visible on assessment stationary.
The candidates name must not appear anywhere on or in the answer books, not even on scrap paper
or in file names.
Candidates must hand in all assessment related stationary at the end of the assessment.
Assessment stationary
Candidates will receive a hard copy of the assessment.
Candidates will receive answer books in different colours.
Each question will indicate what colour answer book need to be used.
Please write your student number on each answer book.
Please indicate how many answer books have been used per question.
Permitted Texts and Calculator
Open book policy applies for the Initial Test of Competence (RPL) Assessment.
No access to the internet will be permitted during the examination (either by means of computers, cell
phones, smart phones, tablets or any other similar technology).
Candidates are allowed to bring publisher bound editions of text books like but not limited to:
- SAIT Compendium of Tax Legislation;
- SAICA Legislation Handbook;
- LexisNexis Professional Tax Handbook Legislation Volume 1 & 2
- Silke
- Huxham & Haupt, Notes on SA Income Tax

Candidates may not have in their possession any loose papers whether affixed to the permitted texts.
Only standard publishers bound editions are allowed.
Any additional references or updates which the SAIT Assessments Committee deems appropriate shall
be supplied to the candidates with the examination papers.
Candidates may underline, sideline, highlight and flag in the permitted texts. Writing on flags is
permitted for reference and cross-referencing purposes only. Writing may only refer to the section in
the legislation.
The invigilators will ask for books and flip through them to ensure that there is no other material in
between. This is a standard examination rule that needs to be performed. The invigilators have absolute
power to remove candidate’s books.
Calculator Policy
Candidates are only allowed to use silent, electronic, battery-driven pocket calculators. The calculators
shall be cordless and may not have print-out facilities. Calculators that have a full set of alpha
characters/keys are prohibited.
Programmable calculators are not allowed.
The calculator function on mobile telephones or any other electronic device, including but not limited
to, laptops and tablets may not be used.
Candidates may not share a calculator in the examination venue.
Remember spare batteries for calculators.
Answer Books
Candidates must submit all answers in the answer books provided by SAIT.
Candidates will receive a different colour answer book for each paper.
- Please answer each paper in a different coloured answer book.
- The cover page of the assessment will indicate what colour answer book need to be used for a
paper.
- Candidates will need to read the instructions on the cover page of the assessment paper and
listen carefully to the invigilator’s instructions on this.
Write in ink or ball point pen. Do not write answers in pencil, even if it is illegible, it is liable not to be
marked.

Candidates may not use correction pens (Tipp-ex) or similar materials to block out words or figures.
Draw a line through the incorrect word / figure.
Answer the questions using effective presentation and pay particular attention to the use of concise
language, clarity of explanation and logical argument. Marks will be awarded for these aspects of a
candidates’ response.
It is the candidate’s responsibility to ensure that all answer books are handed in to the invigilator before
leaving the examination venue, as answer books handed in thereafter will not be marked.
Time Instructions
Session 1: Paper 1 & 2
All candidates must be seated by 8:30 and the examination instructions will be read at 8:45.
The assessment will start at 9:00.
If candidates are more than 30 minutes late, for any examination paper, candidates will not be
permitted to enter the examination venue.
Candidates will have 3hours 30 minutes of writing time per session.
Candidates will be informed of the time per hour, halfway through the examination and 30 minutes
before the end of the examination.
Once the examination is over, candidates must remain seated until the invigilators have collected all
the assessment stationary and answer books. The invigilator will give permission for candidates to leave
the examination venue.
Session 2: Paper 3 & 4
All candidates must be seated by 12:50 and the examination instructions will be read at 12:55.
The assessment will start at 13:00.
Candidates will have 3hours 30 minutes of writing time per session.
Candidates will be informed of the time per hour, halfway through the examination and 30 minutes
before the end of the examination.
Once the examination is over, candidates must remain seated until the invigilators have collected all
the assessment stationary and answer books. The invigilator will give permission for candidates to leave
the examination venue.

Leaving the Examination Venue
Should candidates need to leave the examination venue during the examination time, candidates
should inform the invigilator without disturbing the other candidate’s.
Candidates are not allowed to take their mobile phone when they do leave the examination venue and
the candidate need to be escorted.
If a candidate leave the venue without the invigilators permission, the candidate are not allowed to
return to the examination venue.
If a candidate wish to leave the examination venue before the end of the examination, the candidate
must hand in all their assessment stationary to the invigilator before he/she leaves.
A candidate cannot leave the examination venue until 60 minutes after the start of the assessment
paper.
The candidates will be informed of the time 30 minutes before the end of the assessment. After this
time call, all candidates must remain seated until all assessment stationary have been collected.
End of Examination
Candidates must immediately cease writing and close their answer books when the invigilator indicates
the examination is over.
Candidates will not be allowed time at the end of the examination to complete the front cover of the
answer books. Candidates must do this before the examination starts.
Candidates must remain seated until all answer books have been collected.
Candidates can leave only when the invigilator gives permission to do so.
General Information
Before, during and after the examination, candidates are not allowed to behave in a manner which will
distract their fellow candidates. Any inappropriate behavior by candidates needs to be reported to
SAIT’s Head of Education.
Candidates are not permitted to communicate with, receive assistance from, or copy from the paper of
another candidate. Any such incident need to be reported to SAIT’s Head of Education immediately and
disciplinary action may be taken.

Candidates are advised to bring a watch for your own time keeping purposes as if is not always possible
to ensure you are seated with a clear view of the venue’s clock.
All mobile phones and other communication devices must be switched off before candidates enter the
examination venue as instructed by the invigilator. Candidates will not be allowed to use such devices
for timekeeping during the examination. If found with any such device during the examination it will be
treated as an offence. It is also an offence to send or receive calls or messages during an examination,
or allow ringtones or pre-set alarms to cause a disturbance. Any phones left in bags or coats in the hall
which ring will be switched off by the invigilator.
Belongings, which candidates are not permitted to have with them at their examination desk, should
be left in the designated place as indicated by the invigilator.
Very small handbags may be left underneath the candidates’ chair. Candidates were advised not to
bring anything valuable to the hall as all items are left at their own risk.
Smoking is not permitted in the examination venue.
Food and drink
Candidates may bring food or drinks into the examination venue, provided it is of a nature that, in your
opinion, will not cause a disturbance.
Misconduct
Any activity that is irregular or dishonest or likely to give an unfair advantage to any candidate shall be
considered to be misconduct.
The chief invigilator at the examination venue will report to SAIT Head of Education all cases of
suspected misconduct in connection with the examination.
SAIT reserves the right to suspend marking or to withhold publication of the results of any paper of
candidates suspected of having been involved in any misconduct in connection with a paper, pending
the findings of the SAIT Disciplinary Committee as the case may be, into the alleged misconduct.
Results
SAIT will notify each candidate per e-mail when the results will be published.

The results of the 2017 Tax Professional Initial Test of Competency (RPL Assessment) will be published
on the SAIT website.
SAIT will display a list of candidates’ results at its Head Office in Pretoria and reserves the right to publish
candidates’ results in any other manner that it may consider appropriate.
Under no circumstances will results be given telephonically or per sms.
Examination Scripts
Examination scripts and other submitted documents shall remain the property of SAIT and will not be
returned to candidates. SAIT retains the right to use the scripts and other submitted documents for
reasons it deems appropriate.
Examination scripts are kept for a maximum of 6 months after the results have been published.
Only candidates who were unsuccessful can request a copy of their answer books and mark sheets.
The Request for Scripts form will be available from SAIT upon request. Please refer to the Access to
Information Policy/Request for Examination Answer Books.

INVIGILATOR’S CHECKLIST
Examination Preparation Procedures
Obtain the couriered examination package from the venue contact person as per prior arrangement.
Once received, contact the Head of Education, confirming receipt of the examination package, and
report immediately whether the package is / is not sealed.
Open the examination package in the presence of the venue contact person
The sealed package, marked Paper 2, inside the received examination package should be handed back
immediately to the venue contact person for safe lock-up, for session 2 of the examination.
The sealed package, marked Paper 1, should be handed to the invigilator.
Proceed to the examination venue.
Compare the candidate register list to the labels of the assigned candidates’ examination numbers.
Attach the provided labels of the assigned candidates’ examination numbers on the desks in sequence.
The provided examination register must be placed on each desk for completion by the candidates.
Appropriate exam papers.
- Session 1: Paper 1 & Paper 2
- Session 2: Paper 3 & Paper 4
Any additional references or updates provided are supplied to the candidates with the examination
papers.
A Confidentiality Agreement, Invigilators Report and Irregularity Report document will be provided to
be completed by the Invigilator noting for instance the start time, end time, candidate number etc. If
there are any irregularities during the session please use the Irregularity Report provided to you to
officially document the irregularity.
Be Contactable
Please have your mobile phone with you during the examination and ensure that the Head of Education
have the correct contact information for you.
The Head of Education will contact you at 7:30 each morning of the examination to confirm that
everything is in order and has been set up.

It is essential to keep your phone on vibrate during the examination in case any announcements are to
be made. If you receive a call from the Head of Education during the exam, please accept the call but
do not speak until you have left the examination venue. The Head of Education will know that you have
answered the call and cannot talk until you have left the examination venue. Under no circumstances
allowed to speak on your phone in the examination venue.
Candidate Administrative Procedures
All candidates can enter the examination venue from 7:45 and must be seated by 8:30.
Session 1: Paper 1 & 2
All candidates must be seated by 8:30 and the first examination instructions will be read at 8:30; second
instructions read at 8:45.
Read the First Examination Instructions.
Distribute Answer Books
Allow candidates to settle-in, complete examination register and details on examination answer
books.
Read Second Examination Instructions at 8:45.
Distribute the Assessment papers.
Announce Start Time at 9:00.
Candidates will have 3hours 30 minutes of writing time per session.

Procedures during the Examination
Completed examination registers are collected, keeping them in sequence, while checking the
candidates’ identification and confirming their details and examination registration number as per their
examination letter.
The collected candidate examination registers are checked against the overall candidate register list,
and absentees are noted on the candidate registration list. The name of each absentee is then noted
on the examination register against their name; noting that they are absent. Please initial next to the
entry.
The examination registers are counted, and compared to the number of names noted as present on the
candidate registration list.
Please take a head count and make sure the number of candidates agree with the number of
examination registers.
When all totals agree, sign the candidate register list.
The number of present and absent candidates for a particular examination should be sent to the Head
of Education by text message.
If a candidate is more than 30 minutes late from the commencement of the writing of the examination
(arriving 9:30 or later), the candidate will not be permitted to enter the examination venue.
If a candidate asks a question on the examination paper please contact the Head of Education, who will
give you the appropriate reply to the question asked, having checked it with the Examiner if necessary.
Please do not enter into any discussions with the candidates regarding the content of the examination
paper.
Please do not give your opinion on the examination papers to candidates.
If a candidate wish to leave the examination early, collect all their assessment stationary. No candidate
may leave during the first 60 minutes of the examination process or in the last 30 minutes. No candidate
is allowed to take the assessment paper or any assessment stationary with them when they leave.

If a candidate wishes to leave the examination venue, please ensure that they are accompanied. If they
are going to the bathroom, please wait outside the main doors and escort them back into the
examination venue. Please ensure that there is always at least one invigilator remaining in the
examination venue. Candidates are not allowed to take a mobile phone with them when they leave the
venue.
If you are experiencing any problems with the venue you are in – for instance, noise, heat, lighting etc.
– please inform the contact person at the venue and the Head of Education. Please also make a note of
the problem on the provided Invigilators Report.
If there are any disturbances during the examination, or there are any complaints, make sure to inform
the Head of Education immediately as action may need to be taken. Please make note of these on the
Irregularities Report provided for this purpose.
Candidates need to be informed of time intervals per 60 minutes.
Candidates need to be informed of the time halfway through the examination.
Candidates need to be informed of the time 30 minutes before the end of the examination.
Once the examination is over, candidates must remain seated until you have collected all the
assessment stationary and have given permission for candidates to leave the examination venue.
Procedures at the end of the Examination
At the end of the examination, please call: “STOP WRITING AND HAND IN ALL ASSESSMENT
STATIONARY”. Candidates must immediately cease writing and start compiling their answer books for
hand in.
They need to place their answer books into the sleeve provided.
Candidates must remain seated until all assessment stationary have been collected.
Candidates may only leave the examination venue once all the assessment stationary are collected.
Reconcile the number of signed examination registers with the number of answer book packs collected.
This should tie in with the head count of candidates that were in the examination venue.
The registration list, signed examination registers and answer book packs should be parcelled (sealable
folder will be provided), and submitted to the venue contact person for safe lock-up and couriering, as
per arrangement.

It is essential to read out all necessary announcements in order to ensure that candidates in all examination
venues across the country are being given the same information.

Per answer book – note on coloured answer book and place additional answer books for that question
inside the coloured answer book.
Per paper – note how many answer books are submitted in total for the paper on the outside sleeve of
the paper. Please place all answer books in the sleeve.
Candidates will be penalised if they do not hand in their examination script/paper.

You are only allowed to familiarise yourself with the Instructions on the cover page.
You may not leave the examination venue during the first 60 minutes of the examination
process or in the last 30 minutes.
Please check that your Paper contain the correct amount of pages.

You are reminded that there is no finishing up time and anyone continuing to type now will be in
contravention of the examination regulations.
Please have all your assessment stationary ready to be handed in.
Please remain seated until all envelopes have been collected and you are given permission to leave the
examination venue.
Please compile your answer books.
Please indicate how many books you have used per question and per Paper.
Per answer book – note on coloured answer book and place additional answer books for that question
inside the coloured answer book.
Per paper – note how many answer books are submitted in total for the paper on the outside sleeve of
the paper. Please place all answer books in the sleeve.
Candidates will be penalised if they do not hand in their examination script/paper.
You may now quietly leave the examination venue.
Please take all personal belongings with you.
