❱ STRATEGIES & PHILOSOPHIES

〉 These are the highest level project documents to be found in OCCMS and those which require mandatory Project Manager Approval. The objective of the documents in Module A is to identify, set out and explain clearly and unequivocally the approach and direction which the project will take when carrying out the work to be undertaken during the Completions & Commissioning phase. The suite of documents in Module A addresses:

❱ COMPLETIONS & COMMISSIONING STRATEGY & SCHEDULE

❱ COMPLETIONS WORK WHICH PRECEDES START-UP

Work which is specifically of a Brownfield nature is covered in the Brownfield Completions & Commissioning Philosophy document.

❱ PROCEDURES

〉 Documents contained in this module are specifically designed to be implemented after Mechanical Completion has been achieved through to RFSU, to bring all disciplines together in a safe and controlled manner in order to check: • Interactive and Dynamic Functionality • Initial Production, Ramp-Up & Operational Performance

〉 Documents of this nature are by their very existence acutely technical and require a high standard of control and organisation during the preparation period. For that reason the module also contains a precise Tracking & Approval Process for heightened awareness of responsibilities and the importance of structured and formal approvals.

❱ PROCESSES

〉 The role of maintaining direction through a process of exact and explicit instructions becomes ever more necessary as the work moves into the execution. The means by which everyone works together and ensures that commonality in approach exists is critical. This module has taken what it considers to be the most critical key areas of work execution and has embedded within its templates, flowcharts and spreadsheets which if tailored to the precise needs of the project will provide and maintain the level required in control and direction. Every aspect of work activity in completion and commissioning has been identified and the corresponding control process for that activity has been included.

➥❱ A BALANCED APPROACH TO MANAGING COMPLETIONS DATA

〉 Easily used by all parties (company, contractor, sub-contractor and 3rd parties) with write/read or read only access and with appropriate levels of security protocols for access management, change control and protection of information.

〉 Meets the specifications and supports the strategy laid down by a client, and where necessary the contract, throughout Construction, Pre-Commissioning, Static and Dynamic Commissioning, Startup, Performance Testing, and finally Handover, Acceptance and Project Close-Out.

〉 Provides full traceability and an auditable compliance and integrity path upon demand at any time throughout all project phases from start to finish.

〉 The choice of ITR practice within the CMS of either; paper (conventional), reduced paper or paperless.

〉 The means and method whereby dynamic procedures (commissioning, start-up and performance testing) can be ‘digitally monitored’ for status and stage completion (of the procedure).

〉 A suite of handover and acceptance certificates supporting requirements for progressive system completion for Mechanical Completion, Ready For Commissioning/Pre-Commissioning, Static and Dynamic Commissioning, Performance Testing and Final Acceptance & Handover.

〉 A database capable of rapid and automatic pre-population from standard engineering databases.

〉 Automatic allocation of equipment type by discipline to its relevant ITR.

〉 Generation of standard reports on a day to day basis to a set format.

〉 Generation of custom reports upon demand to an ad hoc format specified at the time.

〉 Management and control of changes to the data within the database.

〉 Punch list control and management.

〉 Site and technical query control and management.

〉 Preservation control and management.

〉 Interface capabilities with Engineering and Document Control.

〉 Interface capabilities with HSE especially in terms of JSA requirement to task and ITR.

〉 Interface capabilities to Materials & Spares.

〉 Optional web browser access.

❱ INMACC – INTERFACE MANAGEMENT IN COMPLETIONS & COMMISSIONING

〉 Through experience, Orion recognise the vulnerability and threat to the success of a project if communicative lines of interface are not maintained and the resultant exchange of information is either lost or forgotten.

〉 INMACC is a uncomplicated process which: • Identifies the interfaces • Puts the tools in place to facilitate control • Establishes a unified common control process • Prioritises, plans and schedules the interface correspondence • Maintains and reports progress, identifies shortfalls and closes issues when

interfacing groups reach a mutual satisfactory conclusion

〉 The process will work between all and any interfacing parties whether they are client to client, client to contractor or contractor to contractor.

〉 Once again, the process will work if it is owned, applied and people are made accountable.

❱ TIMACC – TOTAL INTEGRITY MANAGEMENT IN COMPLETIONS & COMMISSIONING

〉 Orion have included this process in the suite of OCCMS functionalities and have deliberately separated this into a unique module because of the level of importance and potential success it can give if applied correctly.

〉 The 13 Key Focus Areas have been chosen as those which if left unattended, or even given less attention than they deserve are, at the end of the day, likely to affect the plant’s ability to start up successfully and to ramp up to full and sustainable production.

〉 The process works through ownership and accountability and has a direct line through a steering committee to the project manager.

〉 Owners are selected from the existing project and operations teams for their skills, experience and expertise in their chosen field. Through a process of examination, advice and appropriate corrective actions are duty bound to ensure and ultimately report their personal satisfaction (to the project manager) that the Key Focus Area to which they have been assigned has passed the test of Total Integrity examination.

〉 The system will work, it has worked and can work for you – if the process is applied.

❱ RIMACC – RISK MANAGEMENT IN COMPLETIONS & COMMISSIONING

〉 RIMACC operates within the boundaries defined as Completions & Commissioning and is a function of the overall HSE Management Plan.

〉 RIMACC does not replace nor does it replicate other HSE processes.

〉 It is stand alone within the HSE MP and is designed to asses the risk(s) which correspond to the scale and nature of the task(s) being undertaken when carrying out Completion & Commissioning activities.

〉 The RIMACC process has 5 principal stages namely: • Identification of the hazards and effects which give rise to the risk • Evaluation of the risk level to determine it’s tolerability • Identification of risk reduction measures • Reassessment of the risk in light of the measures to confirm the risk is ALARP • Determine and set the requirements necessary to ensure the risks are

managed at a predetermined level

〉 RIMACC has been developed to interface and interact directly with ORBIT and through electronic ‘linkage’ will ensure that the correct risk evaluation is undertaken prior to the relative Completion & Commissioning activities.

❱ HOW DID WE GET HERE?

COMPLETIONS AS A CONCEPT IS NOT NEW AND COMMISSIONING HAS BEEN AROUND FOR A LONG TIME.

However, what is new is a “Fully Packaged” solution, complete with procedures, processes and documentation supported by a database holding the name and availability of every top class manager, project engineer, discipline engineer, supervisor and technician.

❱ TODAY’S SITUATION - ASK YOURSELF THESE QUESTIONS:

〉 Is my project fully optimised for Commissioning?

〉 Is Completions my focus right now?

〉 Do we have a system in place which binds everyone together, and into which everyone contributes?

〉 Are we all working towards common objectives?

〉 Are we all working as a team?

〉 How many answers were No?

The more NOs you have the more need you have for OCCMS

❱ THE CHOICES ARE...

1) Bring in individual expertise and (hope to) create a team, who (you hope) will develop a system to (hopefully) do the work. Or:

2) Bring in a system, and support this with a team of experts who will do the work.

❱ GOAL & OBJECTIVE –– OUR GOAL IS TO SECURE SUCCESS FOR YOUR PROJECT. TO DO THIS WE WILL NEED TO:

Review your project and its current position & objectives in regard to modern day Completions & Commissioning management.

〉 Compare and carry out a Gap Analysis (of the review) against the capabilities and potential of OCCMS.

〉 Submit an OCCMS solution for your project.

〉 Work with you at the earliest practical opportunity and implement OCCMS.

〉 Establish precise and tangible targets and objectives.

〉 Let the system do its job.
