The ideal candidate will direct the activities of the second largest housing authority in Southern California, which receives funding from the U.S. Department of Housing and Urban Development (HUD) to administer the Section 8 Housing Choice Voucher (HCV) Program, as well as other targeted and grant funded rental subsidy programs for more than 24,000 low-income households. In addition, the Director is responsible for enforcing housing quality standards, coordinating affordable housing preservation activities, and ensuring sound management of CDC/HACoLA housing policies, procedures and regulations, as well as for the development and implementation of their Homeless Initiative Strategies. The ideal candidate will be a key executive developer of, and contributor to, strategic solutions in support of a variety of federally and locally funded housing assistance and preservation programs. The candidate must possess a thorough and substantive, experience-based understanding of the principles and priorities of public sector administration and management, and have extensive understanding of federal, state, and local regulations related to various types of affordable housing programs and funding mechanisms. Skills & Abilities • As a key member of the Executive Leadership Team, supports the Executive Director in ensuring the vision, mission, goals, objectives, and

requirements of the Division are achieved on time and within budget. • Oversees the development, utilization and enhancement of established administrative structures to ensure that internal and external policies,

procedures and resources are developed and dedicated to support full adherence to contractual and regulatory compliance obligations associated with each of the Division’s funding sources.

• Performs supervisory responsibilities including assigning and reviewing work, training, addressing employee problems, establishing objectives, interviewing applicants, hiring employees, discipline, discharge, salary increases and performance plans and evaluations.

• Ensures all division staff to maintain a high degree of professionalism and exceptional internal and external customer service, including but not limited to waiting list administration, intake/assessing clients’ needs, occupancy, inspections, and quality assurance.

• Maintains program compliance for the certification and HUD compliance with Section 8 Management Assessment Program (SEMAP), and agency plan certifications. Identifies areas of compliance risk and oversees risk audits as necessary pertaining to HQS, SEMAP, Finance, Fair Housing, etc. Presents thoughtful solutions for managing and mitigating risks.

• Ensures that program operations are performing at a high level throughout the year and are achieving all performance standards, quality metrics and SEMAP goals as identified and required.

• Oversees the planning, development, implementation and administration of housing subsidy programs (i.e., Housing Choice Voucher (Section 8), Family Self-Sufficiency Services (FSS), Continuum of Care (CoC), VASH, Housing Opportunity Persons Living With Aids (HOPWA), etc.), tenant protection programs and family self-sufficiency programs.

• Prepares new or reapplies for grant applications to secure maximum program funding. • Develops and manages the annual Division budget including Section 8, VASH and CoC, as well as CDBG and HOME funds. Tracks budget

goals, revenues, and expenditures. • Manages the development and implementation Division services and Homeless Initiative Strategies by coordinating and facilitating programs

and projects with other County departments, outside agencies and/or organizations. • Represents the agency in a highly professional manner to various representatives of federal and local agencies, professional groups, and/or

community meetings. • Interacts with businesses, public officials, and public agencies; attends professional meetings, seminars, and conferences to keep abreast of new

trends, activities, and concepts in affordable housing, particularly as it relates to housing subsidies and preservation. Travel to various locations throughout the County is required.

• Communicates clearly both orally and in writing. Is concise, accurate, organized, professional and timely. Demonstrates effective communication techniques and adapts to the unique needs of different people and circumstances; connects with peers, subordinates, and others. Actively listens, clearly and effectively shares information and asks for clarity/direction as needed. Participates and shares ideas and opinions through individual and group interactions.

• Monitors and tracks non-routine legal matters and their dispositions to ascertain long- and short-term effects and impacts as it relates to the agency’s practices, budget, and image in the community; initiates, coordinates, and monitors eviction proceedings.

Education and Experience

OPTION I • Bachelor’s degree in public or business administration or closely related field. • A minimum of five (5) years of experience comparable to the duties of a Manager I with CDC/HACoLA, performing professional level duties

involving activities related to housing development, housing preservation, housing rehabilitation, housing management, Section 8 and community development programs.

• Three to five (3-5) years of supervisory experience is required. OPTION II • Bachelor’s degree in public or business administration or closely related field. • A minimum of eight (8) years of progressively responsible and relevant experience in the administration of public housing and/or assisted housing

programs. • Experience in the management of a Section 8 rental assistance program. • Must obtain program-related certifications as required. • Three to five (3-5) years of supervisory experience is required.

The annual salary range for this position is $120,000 to $176,436 per year, DOQ. The County of Los Angles is the most populous county in the Los Angeles metropolitan area of California with more than 10 million inhabitants as of 2017. As such, it is the largest non-state level government entity in the United States. Its population is larger than that of 41 individual U.S. states. It has 88 incorporated cities and many unincorporated areas and at 4,083 square miles, it is larger than the combined areas of Delaware and Rhode Island. The county is home to more than one-quarter of California residents and is one of the most ethnically diverse counties in the U.S. Its county seat, Los Angeles, is also its most populous city at about 4 million people. Schools Second largest in the nation, the Los Angeles Unified School District enrolls more than 640,000 students in kindergarten through 12th grade. The District covers 710 square miles, and includes Los Angeles, as well as all or parts of 31 smaller municipalities, plus several unincorporated sections of Los Angeles County. Venice Beach is a popular attraction where its Muscle Beach used to find throngs of tourists admiring "hard bodies." Today, it is more arts-centered. Santa Monica's pier is a well-known tourist spot, famous for its Ferris wheel and bumper car rides, which were featured in the introductory segment of the television sitcom Three's Company. Further north in Pacific Palisades one finds the beaches used in the television series Baywatch. The fabled Malibu, home of many a film or television star, lies west of it. In the mountain, canyon, and desert areas one may find Vasquez Rocks Natural Area Park, where many old Westerns were filmed. Mount Wilson Observatory in the San Gabriel Mountains is open for the public to view astronomical stars from its telescope, now computer-assisted. Many county residents find relaxation in water skiing and swimming at Castaic Lake Recreation Area – the county's largest park by area – as well as enjoying natural surroundings and starry nights at Saddleback Butte State Park in the eastern Antelope Valley – California State Parks' largest in area within the county. The California Poppy Reserve is located in the western Antelope Valley and shows off the State's flower in great quantity on its rolling hills every spring.

Venice Beach
