HistoryINTA was born in 1976 in Paris as the International New Town Association, at a time when large-scale urban development projects were conceived in support of the general economic growth. INTA’s founders believed in the importance of exchanging international experiences and knowhow between all the actors involved in those ambitious projects reshaping territories and living environment. Today, INTA’s members are still convinced that only by putting the efforts of all urban actors together, a sustainable and integrated urbanity can be attained.

Working MethodTo facilitate the exchange of experiences, develop cooperation between public and private sectors and build professional competences on integrated urban development, INTA members coproduce solutions through international and regional exchanges on urban issues. The International Secretariat coordinates the network and its activities: an Annual World Urban Development Congress, international conferences and seminars, the World Urban Development Council, Prospective Roundtables, Brainstorm sessions, Study visits and Advisory panels, in which a group of members advises another member institution on a particular urban project. Publications follow these activities to disseminate the results first to members then to larger audiences.

Approach and Areas of actionThe reach of INTA covers urban development on all scales, but a common thread runs through all activities: integration of the sectoral policies implemented by public and private sectors in areas such as strategic territorial planning, public spaces, urban forms and architecture, innovation and the knowledge economy, mobility and accessibility, local public services, new patterns of production and distribution, creative clusters, economic attractiveness, housing, urban regeneration, heritage and tourism, social inclusion, territorial marketing, local governance, sustainability and energy efficiency, etc.

Only when integrated, such policies make it possible to reshape territories, their functions, social life and economic activities. These policies are the drivers of changes for many territories, such as New Towns, neighbourhoods, municipalities, metropolitan areas and urban regions. Innovative approaches are opportunities to draw up and to induce new forms of dialogue and negotiation, as well as new relationships between social players, resulting in an effective system of urban governance.

Objective 2030 is a programme under which several INTA activities will benchmark and anticipate trends that support new, intelligent and sustainable urban growth.

In this programme, INTA members will work together towards a forward-looking, long-term vision on the future development of cities and territories with the aim to access approaches, policy and management tools needed today to make tomorrow's urban development sustainable.

The aim of Objective 2030:

• To create a better understanding of the role of innovation in the production of new urban services,

• To propose comprehensive policies for implementation,

• To build management capacity to strengthen the development skills at local and regional levels required by the innovation flowing into the urban system.

Objective 2030 serves as the common thread through the whole INTA programme of action and as an agenda for meetings of the World Urban Development Council; it shapes the Congress programme, it outlines the panels and the summer course and finally it leads to a series of publications, to which members contribute with cases and experiences.

Communities of Competences

The Communities of Competences provide multi-sectoral platforms to promote excellence and share practices in specific urban fields.

The objective of the communities is to identify issues that cities and territories will be confronted with in the coming 20 years and to develop management policies that need to be implemented to ensure further sustainable development.

The communities look at urban processes and strategies from an integrated perspective, bringing together complementary factors and functions that will shape future development of cities and territories.

The final results of the work of the communities will be brought together at the World Urban Development Council and presented at INTA’s Annual Congress.

Members of the communities exchange knowledge and experiences and provide each other with strategic advice to reinforce, disseminate and promote innovative solutions in their particular field of interest. Thanks to their engagement in the Communities, INTA members are equipped with instruments, methods and support to take justified urban strategic decisions.

Critical issues identified by the Communities of Competences will be explored through a series of Prospective Roundtables.

The Roundtables focus on the whole range of physical, economic, social and cultural factors that will transform and shape future urban policies.

The Roundtables bring together practitioners from INTA’s network: national and local urban policy makers, urban actors, opinion leaders, professionals, economic actors, end users and community representatives, researchers, etc.

Each roundtable, of limited participation for 2 full days, establishes how cities might evolve over the next decades, outlines the conditions and criteria that will make tomorrow's cities sustainable, proposes the financial and governance arrangements, cross-sectoral partnerships, public policy interventions, community initiatives to make these transformations happen in a sustainable way.

The INTA World Urban Development Congress is the forum for all those who want to be part of the transformation taking place in urban society, to influence policy and to access the instruments and information to control and manage their own future.

The Congress is developed to provide urban stakeholders with support for strategic debate, which will help them to make justified policy choices.

Created in 1977, the World Urban Development Congress gives the opportunity to: • Access an open forum with a myriad of perspectives, backgrounds and nationalities• Establish productive contacts with decision makers and practitioners in development• Discover concrete proposals for innovative territorial development projects• Understand changes in decision making towards a more efficient governance• Share know how on strategies for balanced and sustainable urban development• Be part of a network of high-level urban practitioners

An INTA Panel is an international voluntary advisory service in support to public authorities or private sector stakeholders, providing a coherent urban development vision, based on highly intensive exploration of all issues and opportunities.

This unique development problem-solving process provides policy-makers with an external vision and new operational plans as well as recommendations for its implementation. The service is developed to assist urban policy makers to make justified policy choices and provide them with support for strategic debate.

A worldwide flexible resource with top-level hands-on experienceDue to the generosity of its members INTA is able to bring together, from its wide membership' expertise, international panels of up to 15 urban practitioners including public and private developers, local and regional development officials, members of the financial community, architects, planners, engineers and academics, with extensive experience in the issues to be reviewed.

To facilitate the exchange of experiences and knowledge and develop cooperation between public and private sectors, INTA’s members co-produce international and regional meetings on urban issues that require global attention due to most recent urban changes. Urban leaders and practitioners meet and share their extensive knowledge and expertise on the fields under review.

These international events are organised in co-operation with the host institution or city and local key-actors from the private and public sector. The programme is built up around interventions of speakers from different backgrounds all with specific expertise in the topics and policy debates with decision-makers, usually complemented with technical visits and mobile workshops.

INTA contributes to the professional skill development of its members by providing training programmes. The INTA training programme provides a cross-sector view of urban problems proposing matching tools and methods to solve conflicts and contradictions between urban development policies.

The training programme benefits from strategic partnerships with leading knowledge institutions and associations worldwide.

Master classes Master classes of 90 minutes with leading experts from academia or practice on tackling urban issues.

Training seminar Professional Training of three days for targeted audiences to develop skills and competences in specific urban fields. The interdisciplinary programmes give participants the opportunity to see how integrated approaches are being pursued internationally, and to discuss ways of incorporating emerging trends in local programmes of urban and regional development.

Study visits Tailor-made study tours through the mobilisation of the INTA network, benchmarking the achievements of member institutions. Offering intensive learning-by-seeing opportunities, INTA contributes to the transfer of know-how on sustainable development strategies.

Summer course International Summer Course for professionals in urban development focusing on innovative practices that strengthen local urban development and regeneration strategies. The Course is designed to have immediate benefit to the professional work of the participants, as they will be able to apply the acquired knowledge to the projects they are involved with. The blend of theory and practical exercises enable to contextualise the learning and understand the impact of urban development policy on the ground.

BURA Regeneration Training In collaboration with the British Urban Regeneration Association, Learning and Skills regeneration training seminars of one to five days are delivered by leading practitioners to increase your capacity to meet current economic, environmental and social challenges faced in British regeneration.

Stadslab European Urban Design Laboratory Master Class Developed by Fontys University, INTA members are offered the opportunity to participate to the Stadslab Master Class of one week to six months, designed with practical and theoretical knowledge on European urban design and work practices. Participants develop their design skills, while simultaneously increase their professional working knowledge of European planning practice, design methods, international process management, communication etc.

INTA urban policy practitioners and policy makers are convened in a permanent international forward-looking think-tank, the World Urban Development Council, which meets twice a year to appraise major trends and issues on world urban policy.

The think-tank aims to anticipate changes in the urban society and to allow INTA to maintain its conceptual edge so that different views on sustainable urban development and emerging trends and challenges can be presented to its membership. The World Urban Development Council is the place where both the major changes and future avenues of urban development are reassessed. The debates inside the Council position INTA as a thought leader and a force for proposal with public and private urban development players throughout the world.

The Council is a non-partisan place where public and private urban actors can be heard on major urban issues and are engaged in open debate leading either to conflict or opposition but in the end to conciliation.

The Council is also an instrument to monitor and capitalise on INTA actions, acting as a permanent advisory board, providing advice and expertise on urban situations. The outcome of the debates take the shape of a regular publication, with reports, studies on urban issues, texts from researchers or practitioners with differing views.
