The Foundation’s vision is to create a sustainable and successful educational system in Nigeria that educates and empowers every child. Its mission is to improve learning environment in primary schools by holistically creating world-class basic education systems to the communities. Oando Foundation is committed to transforming the educational system in Nigeria through the Adopt-A-School Initiative (AASI). AASI is a Public-Private Partnership designed to improve the deplorable state of public schools and quality of education offered through an integrated and holistic approach aimed at upgrading adopted schools to acceptable standards.In view of current and proposed expansion of the AASI, Oando Foundation hereby invites eligible consultants and Consultancy Firms to submit proposals for providing consultancy services.Project LocationsOando Foundation’s programmes are currently implemented in the following states:

North Central - Abuja. Kwara, Niger, Plateau North East – Adamawa, Bauchi, Taraba North West – Kaduna, Katsina, Sokoto South East – Ebonyi, Enugu South South – Akwa Ibom, Bayelsa, Cross River, Delta and Rivers South West – Ekiti, Lagos, Ogun, Ondo, Osun and Oyo

Eligibility CriteriaExperienced Consultants and Consultancy Firms with a track record of working in Nigeria’s education sector that fulfil the following criteria can apply.

Not less than 5 year working experience in Nigeria educational sector Good understanding of Nigeria’s education sector Experience designing, implementing and scaling up education programmes

aimed at improving the quality of basic education, enhancing student performance

Experience developing Monitoring and evaluation systems, (results-oriented performance indicators), conducting rapid impact assessments and research

Experience designing and implementing innovative Teacher Capacity Building programmes evidenced by a demonstrable increase in learning outcomes

Experience improving community/stakeholder engagement in school governance and management

Communication and Knowledge Management Expertise

Interested consultancy firms must meet the above criteria ando Must be registered with the corporate affairs commissiono Have a minimum of 5 competent staffo 3 years audited accounts

Interested Individual consultants must meet the above criteria ando Have a minimum of 10 years of Experience

BackgroundOF is in a partnership to implement a programme designed to get 60,000 Out Of School Children (OOSC) back to school within 3 years and requires the services of a consultants to develop concepts, process design etc.In the first year of this partnership, OF is required to carry out the following activities

Hold engagement meetings with all relevant stakeholders to explain the objectives of the programme

Develop school selection criteria and select 42 new schools for adoption Develop costed strategy for the adopted schools Implement a school feeding programme in 9 northern states Renovate schools in northern Nigeria Develop and implement concept for a Walk-In Centre Develop a costed strategy for scaling up ICT, Scholarships and school feeding

programme Train School Based Community Members (SBMC) in 30 schools to

undertake community based research and identify OOSC Build the Capacity of teachers in 47 schools in pedagogy and subject

knowledge Provide teaching and learning materials in all adopted schools Train staff of LGEA managing adopted schools on supporting school census

and Education Management Information Systems Support LGEA staff in analysing multiple data on OOSC and identifying

priorities Conduct baseline survey on adopted schools and communities Produce project inception report

Scope of Work for Consultant/Consultancy Firm

OF requires consultancy services from qualified consultants and consultancy firms. The consultants are expected to assist the foundation to

1. Conduct rapid assessment that will inform programme redesign of activities in selected communities. The states of has and will have adopted schools is presented in Table

2. Conduct a mapping of out of school children in selected communities3. Develop a monitoring and evaluation framework, tools and processes for

monitoring interventions 4. Assist and redesign components presented above5. Facilitate workshops, seminars and strategic workshops

5. Organisation’s Information - Provide the legal name of your organization, type, contact address, date of establishment and other required info about the organisation including a description of your mandate, mission and vision statement etc. A copy of the Organisations CAC registration is required. This should be uploaded as appendix A

6. Competencies – List areas your organization’s core competencies, experience and ability to implement development interventions. Ensure this is reflected in the experience section.

7. Staff Analysis: State number of staff currently employed in your organization and the positions they occupy (Not vacant positions. Clarify whether these staff are permanent or part-time, paid or unpaid. List the salary band for each staff. Salary Band classification is as follows:

Band A = Above 10 million naira Band B = 5 to 10 million naira Band C = 1-5 million naira

Band D = Below 1 million naira

8. Project Management Experience & History: Please provide past and current education interventions and or researches you have implemented. State briefly the results against each interventions/project (Proof may be required). Provide references for all clients you have provided consultancy services to in the last 4 years.

9. Relevant project: Highlight the relevant education project managed by your organisation/ individual consultant. Proof may be required.

10.Financial: Please provide a financial proposal for each component you wish to provide service. Clearly state unit and total cost per budget line and grand total in your financial proposal.
