Welcome to the 2014 Oak Cliff Community Profile andMembership Directory. It is our mission at the Oak CliffChamber of Commerce to provide programs andservices that stimulate sustainable growth and

development in the area. In keeping with our mission of stimulating new sustainable growth and enhancing quality of life for the area, the Chamber has been involved in a number of initiatives over the years.Whether it is development projects for the Trinity River, revitalizingJefferson Blvd., rezoning for different sections of Oak Cliff, taking our legislative agenda to Austin or bringing the historicstreetcar back to the area, the Chamber serves as an advocate for the community.

In addition, the Chamber is always looking for new ways to addvalue for our membership. We offer informative and timelyprograms on critical business issues, exclusive discount programs with organizations such as Office Depot and ConstantContact, free weekly small business counseling sessions,

educational and networking events that help our members growtheir business and much more. We make it our goal to help ourmembers succeed.

We also want our residents to succeed. We sponsor a scholarshipprogram for Oak Cliff high school seniors and are active inneighborhood clean-up drives.

Just a few miles southwest of Downtown Dallas you willfind the unique and culturally diverse community of OakCliff. Oak Cliff derives its name from the massive oaktrees and rolling hills that characterize the landscape of

this area just across the Trinity River. Oak Cliff offerspanoramic views of Downtown and close proximity to all thatcity life has to offer.

As early as 1837 pioneering families settled in this area, butthe settlement of William H. Hord and his family in 1845 isgenerally thought to be the start of what would later becomeOak Cliff. Hord and his family opened a boarding house,gradually creating a small farming community that becameknown as Hord’s Ridge. By 1887, this thriving communityhad caught the attention of Thomas L. Marsalis and John S.Armstrong, two developers who envisioned great things forthis beautiful landscape. The several hundred acres theypurchased in and around Hord’s Ridge was transformed intoa prestigious residential area and was officially renamed Oak Cliff.

Oak Cliff became incorporated as a city in 1890 with apopulation of 2,470 people. Although Armstrong would laterleave the partnership, Thomas Marsalis continued to developthis area and planned a vacation resort that included a four-story Victorian hotel, an opera house, a zoo and an elevatedrailway over the Trinity that connected Oak Cliff to the Dallascourthouse. The Panic of 1893 brought Marsalis’ vision to ashuddering halt. With the economy in decline, he was forcedto sell the property.

Financial hardship caused voters to approve annexation ofOak Cliff into Dallas in 1903, increasing the size of the city ofDallas by one-third. Although Oak Cliff became synonymouswith the growing city of Dallas, the physical barrier of theTrinity River continued to give Oak Cliff an identity all its own.

Between 1911 and 1920, Oak Cliff saw an increase in itspopulation, with many large houses being built along Oak Cliff ’s tree-linedstreets and growing interest from developers and business owners alike. LakeCliff Park was established as an amusement park complete with water rides, avaudeville parlor, a roller-skating rink, a carousel, six tennis courts and atrolley ride. By 1921, the community was becoming a leading place for

businesses of all kinds. Theeconomic appeals encouraged theestablishment of the Oak Cliff andDallas Commercial Association —an organization that later becamethe Oak Cliff Chamber ofCommerce.

The Great Depression broughtabout an economic decline for OakCliff. It was during this time thatOak Cliff ’s dynamic law-breakingduo, Bonnie and Clyde, began theircrime spree throughout Texas andsurrounding states. It wasn’t untilthe end of World War II that OakCliff began to attract thousands ofnew families and businesses again.The Oak Cliff streetcar providedquick access to any part of Dallas

during this time and the 820-acre Wynnewood Village became the shoppinghub of Oak Cliff.

The late 1950s and early 1960s were a dark time for Oak Cliff. The tornado of1957 devastated many of Oak Cliff ’s historic homes. The shock of theassassination of President John F. Kennedy on November 22, 1963, left a darkcloud of sadness on the city of Dallas and Oak Cliff in particular. Accusedassassin, Lee Harvey Oswald, himself an Oak Cliff resident, reportedly shotDallas Police Officer J.D. Tippet in Oak Cliff and fled to the nearby TexasTheatre where he was arrested. Despite these events, Oak Cliff continued togrow, and by 1980 redevelopment of the Bishop Arts District, Davis Street,Hampton Road and Fort Worth Avenue brought about a resurgence of manyOak Cliff neighborhoods.

Oak Cliff ’s historical past is still apparent, from the original city of Oak Cliff onthe north to the many smaller communities that became part of Oak Cliff overthe years. Today, Oak Cliff ’s dynamic community, made up of a blend ofAnglos, African Americans, Hispanics, Native Americans and Asians,continues to celebrate its great diversity year after year. The strong sense ofcommunity spirit is undeniable, with a population that is distinguished by itsindependence, hard work and unwavering pride for the place they call home.

Oak Cliff constitutes a significant portion of the City of Dallas — the third-largest city in Texas and the ninth-largest city in the country. The Cityoperates under the city manager/city council form of government, which isled by a 15-member City Council. The council is composed of 14 members,

elected at large from single-member districts, and the mayor, who is elected by theentire city. Currently, eight council districts oversee portions of the Oak Cliffcommunity.

The City maintains two service centers and police operations bureaus in Oak Cliff,as well as its Municipal Center, which houses several City departments and is theprimary permitting site for the City of Dallas. An enhanced 911 system has been inplace for several years, serving the area’s police, fire and medical emergency needs.The City has also incorporated a 311 system, designed to give citizens easy accessto City government in order to report emergencies that are not life threatening innature. The City is a national leader when it comes to implementing interactivecommunity policing initiatives, and has both mobile police and permanent policestorefront operations conveniently located throughout Dallas — including several inOak Cliff.

Dallas County government is led by the Commissioner’s Court, a governing bodyconsisting of the County Judge (elected at-large) and the four-member CountyCommissioners (elected from each district). The County maintains a sub courthousein North Oak Cliff, as well as two additional offices for area Justices of the Peaceand Constables.

The lively Bishop Arts District has been anintegral facet in the Oak Cliff community since1903. The district was once regarded as thecity’s busiest trolley stop, but lost its glimmer

with the discontinuation of the trolley and the changingdemographics in the 1960s and 1970s. For nearly 30years, the area known as the Bishop Arts District wascompletely inactive, reflected in the numerous boardedup storefronts along its streets.

The Bishop Arts District


Methodist Dallas Medical Center, initiallyknown as simply Dallas MethodistHospital, was the first hospital tocompose the extensive Methodist

Health System (MHS) — one of Dallas’ oldestnonprofit health systems. Opened in 1927 as a100-bed hospital, the facility has transformed intoa 515-bed medical center equipped with allprivate rooms and a medical staff of more than300 knowledgeable physicians. The hospital isrecognized as the chief teaching and referralcenter for MHS and one of the leading teachingand referral centers in the state. It offers one ofonly three emergency departments in Dallas toprovide trauma care and houses a neonatal ICUthat serves as a referral center for more than 30hospitals in the northern and eastern portions ofTexas. The Methodist Dallas Transplant Institute,one of the largest and most active multi-organtransplant centers in the Southwest, and the Sam& Anne Kesner Heart Center are leading centers ofexcellence at Methodist Dallas Medical Center as well.

Also serving the Oak Cliff community is Methodist Charlton Hospital, an excellentteaching and community hospital boasting an ICU and a $116 million bed tower thatopened in the summer of 2009. The hospital also operates one of four Family

Practice Medical Residency Programs in thearea. In August of 2011, the MHS Board ofDirectors approved plans for a facilityexpansion of both Methodist Charlton andMethodist Dallas to include a total of 58 newpatient emergency rooms, six trauma suites,eight surgical suites, a 36-bed critical careunit, 36 new patient care beds and the abilityto expand for future growth.

University General Hospital (formerly SouthHampton Community Hospital) is a publicly-owned, 69-bed general acute care hospitalthat offers medical services such asbariatrics, cardiovascular services,neurosurgery, podiatry, general medicine &surgery, and much more. University GeneralHospital was the first hospital to be awardedthe JCAHO (Joint Commission onAccreditation of Healthcare Organizations)award with no adjustments or

recommendations required in hospital services. Their mission is to provide thehighest quality and most cost effective healthcare services to the communities theyserve. Their goal is to create a healing environment through excellence in patientcare, positive attitudes and the energetic spirit of every one of their employees.

Located in East Oak Cliff is the Dallas Veterans Affairs Medical Center (VAMC), areferral center for VA North Texas Health Care System employing approximately3,300 people and welcoming more than 800 volunteers. The 84-acre campus iscomplete with a 289-bed acute-care medical center, a Transitional Care Unit,Domiciliary Care Unit, Spinal Cord Injury Center, Telemetry Unit and a 56-bedPsychiatric Residential Rehabilitation Treatment Program, along with multi-specialtyoutpatient clinics. With a strong partnership with The University of TexasSouthwestern Medical Center at Dallas, VAMC has established itself as a majorteaching and medical research center.

Supplementing these large-scale medical campuses is a wealth of physicians,clinics and specialty hospitals representing numerous areas of expertise. Fromchiropractors, dentists and home health specialists to mental health,ophthalmologists and surgeons, Oak Cliff residents are sure to find the medicalattention they need in order to maintain a healthy lifestyle.

This southwest suburban community of approximately 280,000residents is proven ideal for lifestyles of all kinds. Families,corporate executives, young professionals and seniors have all founda place to call home in Oak Cliff.

The eclectic assortment of housing options in Oak Cliff is as diverse as theresidents making up its neighborhoods. Like Kings Highway, many of Oak Cliff ’s historic neighborhoods haveinvested in the renovation and restoration of older buildings — a trend thatstarted in the 1980s when urban pioneers began moving into thedeteriorating North Oak Cliff neighborhoods, transforming them intobeautiful urban showplaces.

I-30 outlines the community’snorthern edge, I-20 sits to the south, Loop 12/Spur 408 is found to the westand I-45 traverses the eastern border. I-35, also known as the NAFTA (NorthAmerican Free Trade Agreement) Highway, and U.S. Highway 67 bisect OakCliff, serving the area’s north-south traffic. Supplementing the highwaynetwork is a great system of major and minor local thoroughfares, which limitthe number of traffic tie-ups in Oak Cliff.

The City-operated Dallas Executive Airport is located in the heart of the area,and the public-use elevated historic Heliport/Vertiport is situated in the city’sCentral Business District on the south end of the Dallas Convention Center.Both Dallas’ Love Field and the busy Dallas-Fort Worth International Airportare located just 30 minutes from the area.

An affordable alternative when it comes to regional travel is offered throughDallas Area Rapid Transit (DART), which operates light rail operations from South Oak Cliff and West Oak Cliff to downtown Dallas. A superior system of local and express bus routes connect riders to the light rail lines and bustransfer centers. In addition to these options, DART operates a heavy rail linethat travels from Dallas’ Union Station to the Fort Worth and Dallas-Fort WorthInternational Airport.

Oak Cliff Street Car

In 1887, steam-powered streetcarscould be seenrunning along over20 miles of trackthroughout the OakCliff community.Much to thechagrin of theresidents, the laststreetcar wasremoved in 1956 to

make way for the network of steam engines that had begun to dominate thecity. Today there is a movement to revitalize this once historic landmark. OnApril 27, 2011 Dallas City Council voted to approve the first leg of a streetcarsystem that will travel from Union Station downtown, across the HoustonStreet bridge to Colorado and Beckley next to Oak Cliff ’s Methodist Hospital.With the support of DART, funding for the streetcar has been secured andplans are in place to have a streetcar up and running by October 2014.

Downtown Dallas and its surroundingarea is a true cultural mecca, housingexquisite galleries, museums andtheaters. Oak Cliff is home to the famed

Texas Theatre — opened in April 1931, thetheatre served as a lavish gathering spot in thesouthwest Dallas community. The Texas Theatreon Jefferson Boulevard earned infamous historicrecognition on November 22, 1963 after police

discovered Lee Harvey Oswald, President John F.Kennedy’s accused assassin, within the theatre.Following years of disrepair, the 12,000-square-foot theatre was purchased by the Oak CliffFoundation that began restoration efforts in2001. The theatre was later sold to AviationCinemas who has successfully transformed thetheatre back to its former glory.

The Kessler Theater on Davis Street has been transformed into a musical venue torival some of the best jazz and blues venues in North Texas. It has already inspiredan original music and documentary film, “Resurrecting the Kessler,” and has hostedmany well-known music acts. Similarly, the Bishop Arts Theater Center opened itsdoors in 2008 with a full season of new and time-honored plays. TeCo TheatricalProductions, under the direction of founder Teresa Coleman Wash, operates thetheater. The venue features a proscenium theater with 170 seats, an art gallery, anarts business incubator center and a learning laboratory.

Located just off US 67 is the International Museum of Cultures (IMC), a uniquecultural anthropology museum. IMC features the lifestyles of contemporary peoples

from across the globe through a range of interesting exhibits. Interactive displaysfrom Africa, Southeast Asia, New Guinea, China, Mexico and Native America line thewalls of the IMC.

Oak Cliff hosts a multitude of both cultural and community-friendly events everyyear. Prominent Hispanic holidays such as Cinco de Mayo and Dies y Seis deSeptiembre are widely celebrated with parades along Jefferson Boulevard, andFiestas welcome all residents and visitors of the area to participate. AfricanAmerican Kwanzaa festivities, presented the seven days after the Christmas holiday,are also part of the annual events calendar of Oak Cliff. Go Oak Cliff, a localorganization, plans events in the popular Bishop Arts District such as an annualMardi Gras parade and celebration, Bastille on Bishop, Blues, Bandits & Barbequecook-offs, Jingle Bells on Bishop and much more.

The landscape of Oak Cliff showcases numerous park sites, including friendlyneighborhood parks, historic regional parks, smaller pocket parks andgreenbelts, which are equipped with amenities such as swimming pools,playgrounds, picnic areas, walking trails and more.

In memoriam to his late wife, Elizabeth Patterson Kiest, Edwin Kiest — publisher ofthe Dallas Times Herald — donated 247 acres of land to the City of Dallas for useas a regional park. Over the years, Kiest Park has transformed into one of the city’sfinest and most popular parks. Today, the park features ball and soccer fields, atennis center, a swimming pool, a recreation trail complete with exercise paths, aplayground with accommodations for handicapped children, a recreation center, apavilion, a picnic area and the 2.5-acre Kiest Memorial Garden.

Established in 1938 with funds bequeathed by Dr. W. W. Samuell, the rustic, 16-acreFounders Park encompasses the beautiful Cliff Towers of 1926 and Founders Plaza(added in 1974). The park meets with Lake Cliff Park to the south, showcasing a 44-acre park and lake overlooking the Downtown Dallas skyline. Kidd Springs Park isanother historic park site in the area featuring 31 acres of land, a small spring-fedlake and an oriental garden. Since its opening in 1989, Joe Pool Lake has become afavorite destination for outdoor enthusiasts in the Dallas-Forth Worth Metroplex.Lynn Creek Marina, Joe Pool Marina, and seven boat ramps are scattered around thelake, serving the lake’s fishers and boaters. The 1,826-acre Cedar Hill State Parklines the northeast corner of Joe Pool Lake and offers more than 300 campsites withhundreds of picnic tables and barbeque pits. Lynn Creek State Park, a day-use area,is located along the northwestern portion of the lake and offers boat access, a beacharea, picnic sites and sand volleyball courts. The 791-acre Loyd Park supplies boatramps, campsites, hiking and equestrian trails, picnic facilities, a softball field anda volleyball court, while Britton Park is primarily utilized for access to thesouthernmost parts of Joe Pool Lake.

In addition to the parks and lakes of Oak Cliff are a number of recreation centerswhere children and adults can access an exhaustive list of engaging sports andrecreational activities. The Oak Cliff Family YMCA is a prominent resource forrecreation, education and culture in the community.

Oak Cliff is also a great place for golfers of all skill levels. The area hosts two finemunicipal golf courses — Cedar Crest Golf Course (voted Golf Digest’s 2008-2009Best Places to Play) and the newly renovated Stevens Park Golf Club — along withthe beautiful Golf Club of Dallas, which has been the past site of several PGA andsenior tournaments. Dallas National Golf Club is a newer addition to the golfofferings of Oak Cliff. Opened in spring 2002, this exclusive private golf club,situated on the west side of Oak Cliff, was designed by world-renowned designerTom Fasio and has earned recognition as Golf Digest’s 2007-2008 America’s 100Greatest Golf Courses and 2007-2008 Best Courses in the State.

The Trinity River Corridor Project has been noted as one of the most monumentalpublic works and urban redevelopment projects ever attempted. More than $1 billionin infrastructure is planned for the corridor, which runs along one side of Oak Cliff.Residents and visitors will be able to take advantage of new parks, lakes, multi-usetrails, an interpretive center and further recreational amenities. The establishmentof the Trinity River Corridor will ultimately enhance the quality of life for thisgeneration and for those to come.

Oak Cliff residents take advantage of the outstanding educationalopportunities found through Dallas Independent School District, the 12thlargest public school district in the U.S. Approximately 16,000 studentsare enrolled in one of 225 schools composing the district, with more than

21,000 employees making up the staff and faculty — making it one of the largestemployers in Dallas.

Voters passed a $1.37 billion building program that has resulted in the addition of20 new school facilities and more than 1,500 classrooms, plus major renovationsto its existing school buildings. The results of this major investment includesmaller student-to-teacher ratios, advanced technology in technology and sciencelabs, and ultimately an enhanced learning environment for students. Through thisbond program, the Oak Cliff area has received five new elementary schools andone new middle school, along with renovations and/or additions to alreadyestablished facilities — including W.H. Adamson High School, one of the oldestschools in the city.

In addition to the Dallas ISD, a small portion of southeastern Oak Cliff is served bythe Wilmer Hutchins School District, and several neighborhoods in the southwestsection of Oak Cliff enroll in the Duncanville Independent School District.

Supporting the success of Dallas Independent School District and more than adozen other public school systems in the area is Dallas County Schools. Thisentity stands as a school district/governmental agency designed to provideinvaluable assistance to more than 425,000 students in Dallas County, includingtransportation, instructional media, and psychological and technology relatedservices.

A host of excellent charter schools and private institutions are readily available topre-kindergarten through high school students as well. Oak Cliff is home to LaAcademia de Estrellas, an excellent kindergarten through 7th grade public charterschool that has plans to add 8th grade in the near future; the J. The University of North Texas System is an educational leader in the North Texasregion. The city of Dallas foresees continual growth inthe area and is working to add new employmentopportunities and residents in the coming years.The City’s Comprehensive Plan projects that

another 200,000 households and 400,000 jobs will beadded by the year 2030. Dallas is directing this growthinto new developments and redevelopment sitesthroughout the area — including its southern sector.

In the last few years, Oak Cliff has become a focalpoint for development in Dallas, as City officials haverealized that further growth should be concentrated onthe southern end of Dallas — an area that offers largetracts of quality, developable land and a viableworkforce population.

Oak Cliff has experienced an upward trend in itseconomic vitality over the last decade or so, when the

City of Dallas placed heavy emphasis on southernsector development. Infrastructure improvements,including the interchange at I-30 and Cockrell HillRoad and access roads, as well as proposals for newaccess roads along portions of I-20 in South Oak Cliff,are opening up accessibility and vast tracts of openland for new development.

The 900-acre Pinnacle Park, the Mountain Creek areaand the Dallas Executive Airport are all experiencingexpansion initiatives by the City. Stonebridge OfficePark, Southport, and across Cockrell Hill Road areprime industrial parks, and further tenants areexpected for the business parks that have beendeveloped on the other side of I-30 over the last 10-plus years. Other smaller industrial and businessparks dot the map of the area, with many still offeringvacant land to potential developers. Prime land is alsoavailable for development within the Gateway area ofOak Cliff — including the old Burnett Field siteadjacent to the great Trinity River Corridor.

Plans for the expansive Trinity River Corridor continueto progress. For years, the Trinity River has served as a barrier between the northern and southerncommunities of Dallas. In 1998, Dallas votersapproved a $246 million bond issue for this significanturban development effort. The institution of the Trinity River Corridor Project in Dallas is vital, as itwill address a number of regional concerns, includingflood protection, environmental management,recreation, transportation and community/economicdevelopment. The blossoming community spirit and extraordinaryamount of diversity emanating from Oak Cliffneighborhoods is an impressive feature not found inmany places. This attribute is distinct in the area’s

rich spiritual community, which is represented by an arrayof houses of worship. In fact, Tenth Street in Oak Cliff wasat one time listed in the Guinness Book of Records ashaving the country’s largest concentration of churchesalong one street. While that most likely does not ring truetoday, people from all walks of life are still sure to find aplace of worship. Small fellowships and largercongregations sit side-by-side in Oak Cliff, many of whichhave been rooted in the community for more than a century.

The long-standing Catholic Diocese of Dallas hasestablished five parishes in Oak Cliff, and the enduringCatholic Charities of Dallas maintains an integral presencein the community, operating near the Winnetka Heightsneighborhood of north Oak Cliff. The community is alsohome to several churches, many of which are new or areundergoing expansion in Oak Cliff andserve the African American population.

The International Linguistics Center islocated in Oak Cliff as well, offeringtraining programs for missionaries andhelping indigenous people create thewritten Word for their language. Inaddition, the Christ for the NationsInstitute, an international,interdenominational educationalorganization, has been devoted totraining and equipping students fromaround the world in East Oak Cliff formore than 30 years.

The Oak Cliff Chamber of Commerce is a 450+ member nonprofit corporation.Rich in history and tradition, the Chamber’s mission is to promote economicdevelopment and the quality of life in the area of Southern Dallas generally knownas Oak Cliff.

Created in 1920, the Oak Cliff Chamber is one of the oldest in the Dallas area. Theleadership of the Chamber includes an active Board of Directors presided over by theChairman of the Board. Our committees are currently involved in Oak Cliff issues such aseducation, economic development, legislative affairs and community affairs.

NEW HEADQUARTERS FOR THE CHAMBER

The Oak Cliff Chamber will soon relocate to our new headquarters located at 1001 NorthBishop Avenue (near the Bishop Arts District). This new facility will allow the Chamber toexpand services for our membership to include a business accelerator program, meetingspace for organizations in the community, as well as the creation of an Oak Cliff Visitor’sCenter to educate visitors, future residents and business leaders on all the possibilitiesOak Cliff has to offer.
