SchematicsWhen creating a metering strategy, one of the most

important elements is to ensure that the installation team has

a clear picture of the objective and requirements. To this end

Autometers offer a service where we will work with consultants

and specification documents to create a simple schematic overview of

the metering connectivity. With a description of recomended cable types,

product requirements and objectives, this ensures that all concerned have an

understanding of the objectives prior to the commencement of installation.

In our experience, when these documents have been produced, not only has the installation been quicker,

but the commissioning process has been more accurate ensuring client satisfaction.

Below and opposite are examples of documents produced for multi-utility installations using the Horizon system.

For robust, accurate and future proofed communication installations Autometers would recomend the use of our “Modbus

Junction Boxes”. When installed on Modbus networks these simple yet effective interfaces ensure that in the event of

product upgrading or removal, the Modbus Network remains active. This means no loss of data from those devices still active

and ensures that all reporting and invoicing packages remain accurate and reliable.

Connection OverviewAll kWh meters are connected on 3 Modbus LANS back to a Master Horizon HC1-P Collector using Modbus connectivity. This ensures no deviation of reading when producing reporting and Tenant billing.

All additional utility meters are connected via Pulse output to Horizon HCC Data Collectors. These are in turn connected on the Modbus network back to the HC1-P.

Data from all meters is logged and transfered to a secure server and accessible via user name and password.

Comparison of historical dataWith the ever increasing cost of energy, having the ability to compare data is imperative. Horizon enables information from any meter to be compared on a daily, weekly, monthly or yearly basis.

Data can be used for efficiency monitoring or simply to monitor the effect that climatic conditions have on the energy usage.

Virtual metersVirtual meters can be created from actual meters in the form of either summated or net calculations. This can be done for both Modbus and Pulsed Meters and once created these meters can then be viewed in the logical view and operate log and export data as if they were actual devices. These are especially useful when total loads are required to be known for either utilities or individual clients etc.

Local and Remote Alarming Knowing that you are near to critical levels or when you have lost supplies in todays busy environment is imperative. Horizon offers remote email or on screen alarming for all critical data. Available for both Pulse and Modbus Meters the kWh non usages ensures that an alarm is raised in the event that no kWh have been consumed on a pre determined log interval. This is extremely useful for client monitoring or for domestic applications. Historical alarms are stored showing the time the alarm was activated and the time it was reset.

HS-IR Invoice Reporting PackageBilling via user settable Cost Centers for Electricity, Water, Heat & Gas etc. Billing can be automatically generated and emailed in user defined time intervals. Customer logos can be added if required.

Using the Horizon HS-IR package, Manual and automatic invoicing are available. These can be raised for single or grouped meters based on the logical view configuration. Separate templates can be created for each logical group enabling specific departmental or customer invoicing.

Invoices can be created with customer logos and all invoices are created with sequential numbering. All elements of the invoice are programmable - including the description.

HS-CR Costed Reporting PackageWhether information is required for a single meter or for all meters within a logical group, Costed reporting enables both manual and automated reporting to include utility unit costs, Standing Charges and Climate change levies if required.

Documents are created in PDF format for each meter with a Summary total of all meters within the group and can be created with Customer logos if required.

HS-PAMS/TAMS - Public and Technical Awareness MonitorsThe PAMS (Public Awareness Monitor) is a display created from ALL meters within a location. It offers a “live” 24Hr visual profile of consumption with a graphical breakdown of cost centres of the clients choice. It also offers CO2 emission figures in Red when increasing and Green when decreasing.

The TAMS (Technical Awareness Monitor) is a display created from a Subset/cost centre of the PAMS display. It also offers a “live” 24Hr visual profile of consumption with a graphical breakdown of those meters within the Subset/Cost requested.

HS-RSM - Remote Site ManagementRemote Site Management for Horizon Monitoring SystemFor those with less time or who require assistance the RSM offers ;

HCC 16 Channel Pulse collector with Modbus Connectivity The HCC has 16 independently programmable pulse inputs enabling multi utility

pulse collection. Inputs can be programmed as single or two rate for day/night monitoring if required.

The HCC also has a Modbus communications port using the Autometers V6 Protocol which enables the HCC to be included within Modbus LANS connected to the Horizon HC1 or HC1-P Data Collectors giving the potential of over 2000 Pulse meters being monitored and logged on a single LAN.

HC1 Data Storage Device with 3 Modbus LANS, 10 Pulse inputs and SD Card Data Storage

The HC1 is a Din rail-mounted Data collection device capable of collecting and storing on a 1GB SD Card information from over 300 meters via 3 seperate RS485 Modbus communication ports and 10 Volt free pulse inputs.

All data is stored in CSV Files for simple access via Excel. Simply remove the SD Card from the HC1 and transfer to a PC for viewing and analysis.

HC1-P Data Storage Device with 3 Modbus LANS, 10 Pulse inputs and GPRS remote connectivity

The HC1-P is a Din rail-mounted Data collection device capable of collecting, storing and transfering via GPRS connectivity information from over 300 meters via 3 seperate RS485 Modbus communication ports and 10 Volt free pulse inputs.

All data is logged and transfered to the Horizon Web server for remote access from any web enabled device via user name and password protection. Various annual packages are available to access, analyse and extract data. SEE HORIZON SOFTWARE FOR MORE DETAILS.

ACG Autometers Certified Gateway ACG-5 is the latest development from Autometers moving the installation of

electricity meters with communication to a new level.

Answering the needs of the market where meters are required to be fitted with Modbus RS485 and then wired from the meter to an external junction box for onward connection to a building management system.

This is an intelligent gateway providing a patch lead connection system with an inbuilt test facility. This provides a simple, accurate installation and a means to provide certification of connectivity and communication prior to dispatch from the manufacturing facility.

The ACG-5 has been designed to enable either one display per meter, or two or more displays for client selectable “groups” of meters, i.e Lighting, Power etc, this gives the client full flexibility and ensures that the system is both engineering complete and user functional.

The IC-5 is a new and innovative meter by Autometers Systems Ltd, specifically designed to cut down the engineer’s installation and wiring time. The IC-5 breaks new grounds in its design, not only in enabling the meter to be unplugged from the meter base allowing for any future updates, but also in the design of the meter base where current shorting links and in-line voltage protection fuses have been built in as standard. Twin Modbus communication channels, two volt free pulse outputs, one programmable, ensures accurate remote monitoring of data, particularly when used in conjunction with the Autometers Horizon System.

The IC-5 meter is fitted with two Modbus channel outputs, one is a wired set of terminals and one is a J45 socket. The J45 socket is normally used for the remote register or connection to the ACG (Autometers certified gateway) the wired terminals to the BMS system.

ICU-5 Remote Display for the IC-5 meter The remote displays are a new concept in metering and offers a lot of beneficial

advantages, such as installing the meter in a more convenient area where the mains cables can be shorter and more easily connected, enabling the remote display to be fitted in a more suitable position for ease of use

The new displays have a larger viewing area with a bright backlight which enables a very clear display of the information, 12 separate keys for quick reference to individual parameters such as Volts and Amps and simple connectivity using patch leads which simply plug into the back of the display to the meter or gateway, and by using the remote display (working on low voltage only) makes it even safer to use

IC-910 kWh with Pulse Output IC 910 is the latest 96mm panel-mounted programmable kWh meter from

Autometers and incorporates all the latest technology and features to make it accurate, reliable and easy to install. The meter comes with a large 7-digit LCD displaying kWh and three small digits situated below indicating if the current transformers have been fitted correctly.The IC 910 is fitted with a volt-free pulse-output relay which enables the meter to send pulses to an external management system and is compatible with the Horizon Range of data loggers.

IC-970 Multifunction Power meter with Pulse output The IC 970 is the latest 96mm panel-mounted, programmable, multifunction

meter from Autometers displaying kWh, kVarh, kVah, Volts, Amps, power factor, Inst watts, kVar, kVa, Max demand, kW, Min and Max values it incorporates all the latest technology and features to make it accurate, reliable and easy to install. The meter has been specifically designed to make it user-friendly and easy to access the information. It has a large 20- character, four-line back light display and is capable of indicating electrical parameters by a simple press of a key.

Programming the meter is done via the front keys; a special feature is the “information” key which when pressed will display all the meter’s parameters. The meter is fitted with two volt-free pulse-output relays which enables the meter to send pulses to an external management system

IC-995 Multifunction Power meter with Harmonics and the Modbus built in The IC 995 is the latest in the developing range of IC 900 Series. In addition

to the standard measured features of its predecessors, kWh, kVarh, kVah, Volts, Amps, power factor, Inst watts, kVar, kVa, Max demand, kW, Min and Max values, the IC 995 breaks new ground. SU-8C A summation panel-mounted meter The SU-8C summation panel-mounted meter (96mm) has been designed

to work with Autometers range of pulse-output meters. Where space is at a premium the SU8C can accept up to 8 separate meter inputs, show each input as a separate register and also show a summation of all 8 registers as a total.

Fitted as standard with Autometers IC 900 RS 485 Modbus communication module (Autometers protocol V6) for outward transmission of all the SU-8C information.

The PX-5-7 is a new plastic enclosure which includes the IC-5-7 meter. See the IC-5-7 on page 9 for more technical details. The PX-H57 metered enclosure is a new Plastic enclosure which includes the IC-5-7 meter and the Horizon HC1 data logger, specifically designed to enable a simple and easy installation and yet keep the enclosure robust and aesthetically attractive. The new slimmer and more modern enclosure is manufactured in 3 mm plastic with an opening clear window at the top for removing the data card from the HC1 See the Horizon HC1 for more technical details and a clear window with a slot in covering the meter display adding extra protection and yet still allowing the use of the three keys on the meter for access to the many displays.

The top clear window has two screws which allow the window to be sealed against un lawful use. Using the new IC-5 meter with the built in shorting terminals and in built voltage fuses with the HC1 enables the capture of over 80 parameters of electrical data as well as be an easy and simple installation.

The metal enclosure is manufactured in 1.2mm steel and is powder coated in a light grey (RAL 7035) to give a strong, robust and aesthetically pleasing appearance.

The IC-5 range of meters have voltage and shorting links built into the meter saving on any additional costs of purchasing and wiring external voltage and shorting terminals for the current transformers.

The IC-5 range of meters are 3 phase 4 wire, 5amp current transformer operated meters 230/400 volt 50 Hz.

ATB 23008 13 Terminal Connection Block With Shorting Terminals The ATB 23008 is a surface connected 13 way terminal shorting block

The terminals are housed in a Bakelite box with a clear cover.

RTCT Ring type Split Core Current Transformer The RTCT range of tape insulated current transformers, is a current transformer

which has been designed to open into two halves. The benefit of this is that it can be placed into position easily with out the disconnection of the main cables it is monitoring.The tape enables the current transformer to be manufactured smaller and can be more suitable in confined areas.

Before fitting any current transformer the circuit must be totally isolated. Under no circumstances should you try and install current transformers to a live circuit.

ASR Quick Release Split Core Current Transformer The ASR-1 range of split core current transformers have been specifically

designed by Autometers Systems Ltd to be small and easy to open and yet maintain the accuracy required for kwh meters, the quick release button makes this current transformer the easiest and quickest to fit around cables.

This new range of current transformers have a moulded case for better insulation and has a red push release button which opens the current transformer for quick and easy installation. The terminals have two red insulated covers for connecting the S1 and S2 cables which clip down over the terminal screws fully insulating the connections.

IntroductionThe Measuring Instruments Directive (MID) is a European Directive (2004/22/EC) harmonising the requirements of ten different measuring instrument types, including active electrical energy meters. A MID approved instrument will have passed specific conformity assessment procedures and have MID markings which allow the instrument to be used in any EU Member State. The aim of the Directive is to create a single market in measuring instruments for the benefit of manufacturers and, ultimately, consumers across Europe.

In the UK, the MID is implemented by Regulations for the different instrument types and these are available to download from the following website: http://www.legislation.gov.uk/uksi

For MID electricity meters the relevant legislation is:

The Measuring Instruments (Active Electrical Energy Meters) Regulations (SI 2006/1679)

Electricity meters that are put into use in accordance with these Regulations are “deemed” to be of an approved pattern or construction and installed in an approved manner. Such meters are also “deemed” to be certified where required. MID meters therefore meet the requirements of the Electricity Act 1989. However, this does not apply if the error of measurement exceeds that prescribed in the Regulations.

The Regulations came fully into force on 30 October 2006 and since this date all new designs of electricity meter that are within the scope of the Directive must meet the Essential Requirements of the Directive plus the instrument specific requirements detailed in Annex MI-003.

Meters approved under UK national legislation prior to October 2006, and that are in-service prior to October 2016, can continue in-service for as long as they meet the requirements under the Electricity Act 1989 but any meters newly installed after October 2016 must be MID approved.

Scope of MIDThe MID is applicable to instruments for domestic, commercial and light industrial use although these terms are not defined. When the UK implemented the MID for electricity meters (SI 2006/1679) it was agreed that the MID would not apply to meters where:

The maximum quantity of electricity supplied exceeded 100 kilowatts per hour; and

The meter provides measurement on a half-hourly basis

Electricity meters outside the scope of MID will therefore continue to be approved by NMO under UK national legislation. Meters above 100kW/hr must also meet the additional requirements of the Balancing and Settlement Code, administered by Elexon.

MID Approval ProcessUnder the MID, electricity meters are approved by notified bodies designated by Member States. Manufacturers of active electrical energy meters can obtain approvals from any notified body in any EU Member States. There are a number of different conformity assessment options available for MID approval and manufactures are free to choose between these. For active electrical energy meters the options are:

B+D (i.e. Type Examination and Quality Assurance of the Production Process)

B+F (i.e. Type Examination and Product Verification)

H1 (Full Quality Assurance plus Design Exanimation)

MID CertificationUnlike meters approved under UK national legislation, certification is not recognised as a separate process under the MID. MID electricity meters are either approved and certified (Annex B+D, Annex B+F or Annex H1) or they are not. MID electricity meters that have only Annex B (i.e. type approval) are not approved for either primary (i.e. supplier-consumer) or secondary (i.e. landlord-tenant) billing applications.

MID MarkingsThere is no statutory list of MID approved electricity meters (i.e. the equivalent of “Schedule 4”) although NMO publish approval certificates issued by notified bodies in the UK.

MID approved active electrical energy meters can be identified by their specific markings, as required under the Directive. These consist of the CE marking, the MID marking which is made up of the letter ‘M’ and then the year of manufacture (for example a meter manufactured in 2011 would have the following MID marking ) and a four-digit code representing the Notified Body that approved and verified the meter. If your meter does not display these markings, it will not be MID approved.

In-Service TestingThere are no prescribed certification lives for MID approved electricity meters so NMO, in consultation with the Industry, has developed In-Service Testing (IST) procedures for monitoring the performance of gas and electricity meters approved under the MID. These procedures will enable suppliers and asset owners to demonstrate they are fulfilling their statutory obligation to keep their meter populations in proper order for correctly registering the quantities of gas and electricity consumed.

The guidance documents seek to draw together information which relates to the regulations from other sources such as from WELMEC (European Cooperation in Legal Metrology), EU Commission, OIML (Organisation of International Legal Metrology) and ESI (European Standards Organisations).
