• NDCC has been spearheading the “whole-of-government” approach to address disasters in the country

• Lessons have been learned from each major disaster that contribute to the continuous improvement of disaster response

• Lessons learned workshops have been instrumental in enhancing systems, capabilities and coordination mechanisms

• Aftermath of recent major disasters will provide an effective venue and dynamic process to once again enhance the Philippine Disaster Management System amidst a changing global environmental landscape

• With the devastating effects left by the three tropical cyclones “Ondoy”, “Pepeng” and “Santi”, lessons learned must be captured at the local, regional and national levels as well as interaction with the international humanitarian community

Common guide questions for use in break-out sessions

Session 1 (Day 1 – 10:45-12:00)

• What was the significance of community-level preparedness based on DCC sharing?• How much was the extent of awareness on early warning and info dissemination?• Had dedicated response assets and responders been well employed/ mapped?

Session 2 (Day 1 – 13:15-14:30)

• Was a semblance or manifestation of an Incident Command System apparent?• How extensive was the spirit of volunteerism and actual volunteers utilized?• Were there common needs and gaps in emergency responses/ actions?

Session 3 (Day 2 – 13:15-15:00)

• What went well with the coordination of responses by various stakeholders?• What could have facilitated more comprehensive needs assessments? (timeliness)• Which initiatives and innovations have proven effective and efficient? (incl GENDER)

Session 4 (Day 2 – 15:15-17:00)

• How can available information be well integrated horizontally and vertically?• How well were available resources allocated, deployed and managed?• What steps need to be undertaken to improve over-all coordination?

Session 5 (Day 2 – 17:00-18:00)
