    PROGRAM eel'ICTIVENESS*.-

    New Hampshiro Yankee has been involved in the systematic-

    collection and analysis of objective FFD data since the inception iof the current regulations. The information collected for this !period is presented in the graphic analysis beginning after the ;management summary in this report.

    During this period NHY brought in over 600 short term contractorsto work a refueling outage. Approximately seven hundred andfifty pre-badging and random tests were conducted on those shortterm contractors, resulting in 10 positive tests. If those :refueling outage related tests are deducted from the total tests, '

    the positive percentage rate for non-outage related tests isapproximately 0.55% for this period.

    For the. year, 1991, the positive percentage-rate, not includingthe-refueling outage tests, was 0.4%.- This rate is lower than :the 0.75% positive percentage rate NHY experienced in 1990. |There were no drug or alcohol related accidents or incidents in1991.which had the possibility of affecting public health orsafety.

    All available evidence indicates that the continued support of fmanagement and' employees has provided the basis for the FFDprogram's effectiveness in achieving-a workplace free from the

    effects of drugs and alcohol.

    INITIATIVES

    The followingLitems are a summary of initiatives talen by NewHampshire Yankee based-on program reviews and identified *

    weaknesses. i

    1. Installed additional facsimile machine to minimize delay inreceiving test results during refueling outags period.

    ,

    2. Recertified all collection personnel in the operation of theRBT III, evidential grade breath analysis unit. RecertifiedScreening Facility Supervisors and Technicians in thecalibration of this unit. -A ractory representativeconducted all training and certification.

    3. Enhanced FFD computer program to track use of individualbreath analysis machinos to better forecast maintenance andreplacement of units.

    To ensure laboratory quality control, NilY contracted with DuoResearch Inc., Annapolis, MD, to provide blind performance test '

    specimens that were submitted to the contracted lillS-certifiedlaboratory, SmithKline Beecham C1]nical Laboratories, Philadelphia, 'PA, in accordance with the NRC Guidelines (10 CFR 26, Appendix A). iApproximately 80 percent of these blind performance test specimens !were blank (1.c. certified to contain no drug) and the remaining i

    During the last six months of 1991, NilY submitted 179 blind iperformance test specimens to SmithKline Beecham Clinical ,Laboratories with the following remaltst ;

    *This total includen five samples containing a high concen-tration of the over-the-counter stimulant ophedrine that were sontto challenge the laboratory on its ability to distinguish this drug

    from methamphetamine. This was prompted by a number of falsepositive reports generated in three other laboratories. All fivesamples were correctly reported negative. {

    One of the blind specimens, containing cocaine metabolite, wasincorrectly reported as negative. Duo Research conducted anunannounced inspection _and record audit and determined that thisincorrectly reported result did not constitute unsatisfactoryperformance.

    ;Another blind specimen submitted during this period containingd-mothamphetamino and d-amphetamine was incorrectly reported by the 1contracted laboratory as-positive for both substances. The correctresult should have been positive only for d-methamphetamine. DuoResearch conducted an unannounced inspection and determined thecause to be a protocol violation and an administrative falsopositive. The inspection report emphasizes that the consequence ofa similar error on a real specimen would not- place the donor in anyjeopardy, since amphetamino must be- present -in order for
