This annual report highlights the Food Bank’s achievements, accomplishments, and supporters for fiscal year 2007-2008. While it is important to look back on our successes, it is equally important to note that the economy is in a much different state than it was at the end of June 2008.

Second Harvest Food Bank and our partnering agencies have seen a new face of need. People with strong work histories and solid educational backgrounds are seeking food and other safety net services for the first time in their lives. These people have been pushed into applying for help after being caught up in a perfect storm of the mortgage crisis, job loss, hiring freezes, loss of medical benefits and a reduction in hours by many local companies.

At the start of this fiscal year (July 2008), leadership at the Food Bank forecasted and budgeted for a 3% increase in need for services. In fact, this past holiday season we saw an unprecedented 16% growth in food distributed and a 13% increase in our client base. We do not anticipate this number dropping significantly at any point in the coming months.

While the need for assistance grew at an alarming rate, the community came together once again to help our neighbors in need. The outpouring of support during the holidays was overwhelming. Inspired individuals gave their time and money in record amounts while companies stepped up their support by increasing matching gift guidelines and donated money earmarked for holiday parties.

Through the continued support of our individual donors, community and faith-based organizations, and corporations, we are optimistic that we will be able to continue to meet this growing need.

For all of us at Second Harvest Food Bank of Santa Clara and San Mateo Counties, thank you for your continued support. Your efforts make a difference in the lives of families, children, seniors and individuals in our community.

Private Donations Ranging from $3 to $317,000 Feed the HungryMany believe the most significant contributors to Second Harvest Food Bank are the government and large corporations. Wrong.

The average individual donation made to the Food Bank is $255. And the majority of contributions (54%) are from individuals in this community who want to make sure others don’t go to bed hungry.

It isn’t just the Warren Buffetts or the Bill Gates who are affecting real change. It’s the soccer moms, the postal worker, the high school students and the retired engineers. We are making strides towards ending local hunger with the partnership of 27,000 local people who have one thing in common — you each care.

The Power of OneHere are a few examples of the individuals who have found their own unique ways of embracing our mission.

•AlysMilner: Having experienced hunger as the child of a young widow, she and her husband make an automatic monthly contribution through the Monthly Harvest Club.

•DaveSeverns: Over an eight month period, Dave decks out

his house, invites others to watch his spectacular Christmas light display, asks neighbors to bring donations and matches every dollar.

•GennaConrad: Appalled that kids her age don’t know where their next meal will come from, 17 year-old Genna single-handedly organized her own Rock Hunger concert and donated the proceeds.

•MauraBurns: A local paralegal was inspired by her company’s food drive. For a one week period during the holidays, she donated $1 for every comment made to her blog posting about the Food Bank.

Organizations:GroupsofIndividuals WhoCareSecond Harvest enjoys support from corporations, foundations, civic groups, congregations and organizations. Within each organization it is usually the passion and commitment of one or two individuals who make this support possible.

•PatPlant: She mobilizes congregations and supports interfaith efforts to end local hunger (in addition to making a personal contribution each month). At her own church she helped facilitate the collection of 57 tons of food over six years.

•BinhPetit: A Commodity Manager at Cisco, she turned Cisco’s annual vendor appreciation event into a powerful fundraising event benefiting Second Harvest.

•JohnFarley: A local weatherman for NBC, John leveraged his visibility by partnering with Lucky’s and coordinating a massive Bay Area food and fund drive the weekend before Thanksgiving.

PrivateandPublicPartnerships inActionCollaboration is critical to the success of hunger alleviation efforts. All private and public agencies must work together if our shared vision of ending hunger is going to become a reality.

Second Harvest Food Bank collaborates with the local food stamp offices by conducting outreach to eligible food stamp recipients. Food Bank employees help low-income individuals complete government assistance applications, helping families receive benefits in a number of days rather than weeks.

CountingtheUncountedThe Hunger Index only measures the food needs of households who live at or below 200% of the federal poverty level ($42,400 for a family of four). Reliable food security data for those households living above this poverty threshold, but below self-sufficiency, is currently not available.1

HungerIndexMethodologyThe Hunger Index was developed by a team of researchers from Santa Clara University and executives at Second Harvest Food Bank, using data collected by the USDA, UCLA, California Food Policy Advocates and others. The full study will be released shortly.

From our 2005 Hunger Analysis, the Food Bank learned that one of the cities in our community with the most pronounced unmet need for food assistance is Daly City. In response, the Food Bank partnered with the DeLue Boys and Girls Club to implement the Kids Nutrition on Weekends (Kids NOW) Program. Every Friday afternoon as they are leaving the Club, children ages 6-18 receive an assortment of approximately 8-10 food items to take home. Items often include fresh fruit, granola bars, tuna, cereal, meals in a can and juice boxes. While the items vary from week to week, all are healthy; the Food

Bank is committed to providing items with high nutritional value.

Working with local, regional and national donors, food distributed increased by more than 11%. The increase was primarily in healthy, fresh fruits and vegetables grown in California that were arranged by the California Association of Food Banks through their Farm To Families Program.

The families look forward to it twice monthly and even still they come in asking if it could be more often. Many low-income families outside of our regular distribution area codes come in just for the produce and have expressed how this has really filled a need they have in their households. Even our homeless population has enjoyed and benefited from the fresh produce. They all show up to take what they can eat readily and are extremely thankful for the wholesome food that is so often given to families and not as often to that sector of the population.”

Produce Mobile distribution of healthly produce increased to 37 sites. New partners included Heathy Start, Luther Burbank School, Hoover School, and Indian Health Center. FASTTeamCreated and trained by staff nutritionists, the Food Analysis Safety Team (FAST) monitors food safety and quality of food inventories on a daily basis. Each trained staff member ensures that all food that is distributed meets quality standards.

The 3-point system ranks the product from little or no nutritional value to high value. Measurements will be used when evaluating our food procurement system and to improve the offering of product to partner agencies and clients.

Increasing the Produce Mobile sites not only provided fresh fruits and vegetables to our clients, it helped to develop a greater sense of community in the low-income neighborhoods where it distributes. Many of the sites are walking neighborhoods and the process of walking together to get food helped people meet each other and form a community.

PartnershipWithFirst5SantaClaraCountyMeeting our joint goals of growing healthy children, First 5 of Santa Clara County sponsored 2 new Produce Mobiles to reach low-income children and their parents.

SpecialdistributionmodelsforBrownBagMountain View Firefighters “Create A Smile” Program donated food and reusable cloth bags for their local Brown Bag site. Firefighter volunteers helped bag and distribute food. Volunteers from Mater Dolorosa Church organized a cadre of helpers to delivery to homebound seniors in South San Francisco. They delivered every week to more than 200 Brown Bag members.

HungerIndexThe 2007 Hunger Index was developed by a team of researchers under the direction of Dr. Sterling Starbird, Faculty Director for the Undergraduate Program at Leavey School of Business in Santa Clara University and executives at Second Harvest Food Bank, using data collected by the USDA, UCLA, California Food Policy Advocates and others. The Hunger Index represents how much hunger exists in our community and measures unmet food need. According to the Hunger Index which tracks and documents hunger and food security levels among very low income populations in Santa Clara and San Mateo Counties, hunger levels dropped 6% between 2005 and 2007. “The amount of food needed during this period of time grew, but the food assistance programs grew faster. In order

to continue reducing hunger, all public and private sources must outpace the need for food, which in part is driven by population growth,” commented Cindy McCown, Senior Director of Programs and Services at Second Harvest Food Bank and a member of the research team that compiled the Hunger Index. On the bright side, the Hunger Index indicates that a 29% increase in total food assistance provided by all sources (compared to a 15% increase in need) did reduce hunger. What the Hunger Index does not measure are those households above a specific poverty threshold but below self-sufficiency. The data is quite conservative because it only reflects food security levels for individuals living at or below 200% of the federal poverty line ($42,400 for a family of four). To be self-sufficient in Santa Clara or San Mateo Counties, a family of four (with two working parents) must earn at least $77,069 a year.1

Passage of the Farm Bill—increasedUSDACongress passes the new Farm Bill which allocates funds and federal commodities through a variety of federal nutrition programs. Additional Food Assistance Program commodities were made available to the Food bank.

FoodStampsThe collaboration and partnerships with San Mateo and Santa Clara County Human Service Agencies were strengthened to be able to provide more effective outreach to underserved community members. Strategies included posting Food Bank Food Stamp enrollment staff at Family Harvest, Pantry and Soup Kitchen programs, as well as placing notices in buses, on trains and the backs of grocery store receipts.

Food AssistanceBy collaborating with a network of 328 partner nonprofit

agencies operating 1,051 food distribution sites we provided 33.3 million pounds of food. Partner agencies include shelters, pantries, soup kitchens, children’s programs, senior meal sites, and residential programs. Also included are our Direct Service Programs: Produce Mobile, Mobile Pantry, Brown Bag, Family Harvest and Partners in Need.• “I think that the services that the Food Bank provides are

great. They really feed a lot of people in the County and this is great because with our economy right now a lot of people are not eating right. I am glad that they can help us feed our students during the Summer...” El Concilio of SM County

Brown BagWeekly bags of groceries were provided to 8,200 low-income

senior households. On average, each household received 25 pounds of food each week. The average household income for beneficiaries was $1,008 per month.• “The various items received are so fresh and most needed by

Family HarvestGroceries were provided to an average of 3,200 low-income

Partners in NeedGroceries were provided to an average of 190 low-income

Mobile PantryEach month complete compliment of groceries was delivered

to geographically isolated communities and those with limited services. At 5 locations, an average of 562 households was served.• “Today is a happy day! Today is a happy day! The Food Bank

is coming, the Food Bank is coming, my friends are coming! It’s a Happy Day! It’s a Happy Day!” Dante, grandson of a Mobile Pantry client, sings this every month on the morning of the distribution

Produce MobileFresh fruits and vegetables were provided to an average of

4,246 households each month. Distribution of produce was made at 37 distinct community sites. 1.9 million pounds of healthy, fresh produce was distributed.• “This strengthened our families, our school, our community

and our relationships with one another. When members of the Hoover community come into the school and see that it’s their own neighbors who are helping to provide this service, it makes a huge difference on the experience. No one is here to judge or be judged; everyone is here to simply work together and help one another out.” Angelica Resendez, Hoover School Wellness Coordinator, Redwood City

Food ConnectionStaffed by bi-lingual operators, the hotline made an average

of 2,500 referrals to local food assistance programs each month. Callers were provided with information on food resources that included pantries, hot meal programs and Food Stamps. Public Allies Silicon Valley, an AmeriCorps program, assists the hotline by providing 2 staff members.

Community NutritionLow-income families, seniors, and individuals were provided

with resources for improving health, nutrition, and wellness. Nutritionists support partnering agencies and clients through providing multi-lingual teaching materials, technical assistance, trainings and workshops on a range of topics.• “We feel Second Harvest did an excellent job in providing

quality, nutritious snacks for the kids in our program during the summer period. Keep up the good work.” Mid Peninsula Housing

Kids NOW (Nutrition on Weekends)Piloted in FY 07-08, the program partnered with the Mid-

Peninsula Boys & Girls Club to meet the needs of hungry children and families by providing them with nutritious and easy to prepare food to take home on weekends and over school vacations when other resources such as free or reduced cost school lunches are not available. • “Thanks for the supply of food. Food Stamp OutreachAbout one in two eligible families in San Mateo and Santa

Clara Counties are not taking advantage of the Federal Food Stamp Program, translating to a loss of over $95 million worth of food into the hands of low-income families. Food Connection staff and Public Allies have partnered with Santa Clara County Social Services Agency and San Mateo County Human Services Agency work closely with potentially eligible families and individuals to inform them about Food Stamps and to provide application assistance. Providing personal assistance to families helps them to overcome the barriers to participation which include lack of understanding of the program, transportation, mixed immigration status families, and concerns that participation would affect future citizenship.

VolunteersThank you to the countless number of volunteers who

contribute their time, talent and energy to ensure we are able to deliver on our Mission. Volunteers are actively engaged throughout our Agency helping sort food, with administrative tasks, in the field at distribution sites, on our boards and committees and with special projects. Of specific note is the increase in skill set volunteers. We thank you and are grateful to every aspect of contribution. Volunteer hours for FY 07/08 were 214,398 a 14% increase over last FY keeping pace with the increased demand for services. Volunteer Value per Charity Navigator Rating — an astounding $3.8 million dollars.
