OMMAS - Master Data Creatio

Master Data

This module deals with Master entries, which are used in other

modules. These Masters need to be standardized before operating

the other modules of the system. It maintains Master data of Districts,

Constituencies, Blocks, Villages, Habitations, Panchayat, Existing

Roads (DRRP – Rural Roads Plan), Contractors etc.

This module is a compilation of important static information, which will

not change very often and will be further used in planning and

analysis.


Rural Road Plan :-

• Rural Road Plan Consists of the list of Proposed roads for

providing connectivity to unconnected habitations to already

connected habitations or to the existing all-weather road.

• This module will help to prepare the road plan at block level

which will then be compiled at district level as District Rural

Road Plan.

Proposals :-

• Proposals are prepared annually and submitted for Project Clearance

• This module aids in the preparation of district level Annual Proposal, its compilation at State level and submission to MoRD for Project Clearance.

• The Proposals are vetted by STA checked at NRRDA and cleared by MoRD.

Tendering :-

• This module helps to generate draft tender papers based on the approved estimates and schedule for work execution.

• There is provision for publishing the tender notices on the web and for comparison of submitted bids and award of work to selected contractor

• This Module will handle the finance-related transactions that will occur in the entire process of road construction, including the details of fund releases and utilization.

Accounting system for PMGSY has two types of Funds

1. Programme Funds used for work execution i.e., Construction, up

gradation, plantation and sign board of roads.

2. Administrative Expenses Funds used for meeting contingent

expenditure such as Telephone Expenses, Office Expenses ,

Traveling Expenses etc.

OMMAS provides Vouchers Entry, Receipts and Transfer Entry

separately for both fund types.

Quality is the essence of PMGSY works. To achieve this following three tier Quality Control Mechanism has been setup to check the Quality of works being executed under PMGSY.

At Contractors/ PIU level: As per SBD the contractor is required to compulsorily set up a testing lab. The PIUs also set up a lab at District level to check quality.

• At State Level: An independent team of State Quality Monitors routinely check the works as allotted.

• At Central/ National Level: The National Quality Monitors are deputed to various States to check the Quality.

• There are 15 items of quality checks at IInd tier and 49 items in IIIrd tier with quality grading are entered into OMMAS. 10 photographs of each inspection are to be uploaded.

Maintenance And Handover of Assets

• After completion of work, the road is to be maintained for 5 years and then handed it over to local authority.

• It will contain the entire history of the road as

well the norms prescribed for their maintenance to aid the local/state departments in maintenance planning

Security and Administration

• This module helps to keep track of different types of OMMAS users (DPIU, MRD etc.) . The administrator will create and manage different types of users as and when required.

• User and group accounts are assigned privileges and are granted varying levels of access to system resources. Users must present their credentials (user name and password) for identification before being granted access to a resource.
