At the outset Commissioner for Public Instruction welcomed theChairperson and members present at the meeting. Commissioner for PublicInstruction made a presentation on the functioning and status of AksharaDasoha programme in the State. Functions of Steering cum MonitoringCommittee were discussed. The followingpoints were raised and discussed inthe meeting and decisions taken.

1. Likelihood of shortage of rice in December 2005.

The, Commissioner for Public Instruction brought this to the notice ofmembers on the basis of the informati.on obtained during the meeting ofDistrict Nodal officers on 30-11-05.

The Managing Director, KFCSC assured the chair that he had sufficientstock of rice and there would be no shortage for the month of Dec 2005 as theyhave written to Secreatry, RDPR to divert food grain received under otherschemes so that MDM programme would not suffer. The Secretary RDPRagreedt.;this.

Smt Valsala, Regional Manager, FCr has said that foodgrains are beingprocured and there will be no shortage. She agreed to supply good qualityrice.

The c.P.!. suggested to facilitate the simultaneous lifting of A.P.L. andB.P.L rice M.D.,KFCSC has assured thclt this suggestion will be kept in t"0indwhile stocks are lifted from FCr.

2. Supply of poor quality dal for Mid day Meal Programme.

It was brought to the notice of the chair that sub standard dhal is beingsupplied to the Mid day Meal Programme. Managing Director, KSCFC hasassured that action wJ11be, taken against the contracto~s and insisted thatvigilance at the local levellbas also required to check the quality of both riceand dal.

The chairperson ~uggested that village level monitoring is necessary toensure that good quality rice and dal are supplied to schools under theprogramme.

3. Supply of cool<ing gas.

Commissioner for Public Instruction brought to the jJotice of the chair thatin some districts the irregu.lar supply of cooking gas had caused hindrance tothe smooth implementation of the Akshara Dasoha programme. Commissionerfor Public Instruction said that he had (:onsulted Chief LPG Manager, IOCip thisconnection and had got an assurance that there would be separate allocation

3~9r Mid day Meal programme. Hence the Chief LPG Manager has requestedlilat indent should be placed with the concerned territorial manager of the oilcompanies by the 25th of every month and if any agency refused the requisitesupply the action would be initiated against it.

Shri. N.L Narendra Babu, MLA has suggested the idea of steam cooking tobe introduced at the school level as it would reduce the consumption of cookinggas.

4. Joint inspection committee to check quality of food grains.

It was noted that the DC is chairperson of many committees at theDistrict level, he/she often cannot spare the required time, hence it was agreedthat the Deputy Director, Food should be made the chairman of the JointInspection team.

5. Supply of additional nutrition.

The incidence of children complaining of giddiness, vomiting after theconsumption of Vitamin 'A' tablet in Govt Primary School, Shanthi village,Hassan district was raised at the meeting. The' chairperson asked about the labreport, and action taken. Commissioner for Public Instruction said that thereport will be obtained before the 10th of this' month and action will be initiatedagainst those responsible for the inc!dence.

6. The President, State Primary School Association, Bangalore requested theCommittee not to involve teachers in the cooking process since this affected thetime available for teaching. He said teachers shall supervise at the time ofserving food to the children.

He also suggested that a Central kitchen be set up and the works handingover of programme to NGOs.

Supervision by SDMCs at the school level is not upto the mark becausethey are not able to spend 2 to 3 hours at the school every day. HenceDepartment may think of appointing Manager/Organiser for each school.

The committee noted that many NGOs are involved in the pr:ogramme,but teachers must be responslb!e for overall supervision.

7. Role of NGOs

The role of NGOs like ISKCON, Kannada Kasturi Kala Sanga, AdamyaChetana trust, etc., was appreciated in the meeting. It was agreed that stepsshould be taken to encourage more NGOs to take part in this programme.

The performance of the?e NGOs should be monitored at the district levelby the Chief Executive Officer, Zilla Panchayath of the concerned district.

Involving Sthree Shakthi groups in this programme also needed to beencouraged. The Chief Executive Officer, Zilla Panchayat of the concerned districtshould check the qualityof food being served by all such organizations.

8. Evaluationof Midday meal programme.

Dr. Rama K. Naik has taken up the Evaluation of "Akshara Dasoha"programme in Karnataka and the presentation of the report shall be taken up shortly.

9. Impact of Akshara Dasoha (MidDay MealProgramme)

This programme has come as a boon to children.

Attendance has increased by 3% after implementation of the programme.

Shri N.L. Narendra Babu expressed the need to introduce health card andregular health check up of school children. "

10. After detailed discussions the following decisions were taken

i) GOQdquality food commoditiespre to be _supplied.ii) It should be ensured that gas cylinders are supplied on time to

cooking centres. ,

iii) It should be ensured that teachers should not be entrusted withbuying vegetables, shifting of gas cylinders etc., Their duty is onlyto supervise the programme. '

iv) The involvement of SDI'-1Csneeded to be improved especially withreference to monitoringthe quality of foodgrains.

The meeting ended with Commissioner for Public Instruction extended histhanks to the members present.
