Thi Bivm was slowlj ruing yesterday, with fully five feet water in the canal in th evening, a rise of a little over two inches in the previous 4 bour. On the falla there were two feet water for steamboats, and we noticed quite a fleet of light fiatboats descending the chute yesterday. The weather was both cold and clear all day yesterday, and ice was freely made, even in the snn. The weatber was also clear and bright last night, the first clear day and and night we hare had since last October. By our dispatches from Pittsburgh, it appears that there were but four leet water in the chan- nel, and the weatber clear and cold. Considera- ble snow had fallen in that region, and along the Allegheny, in some places the snow being six in- ches deep. This, with a little warm weather and rain, would cause a rapid rise in the river in that quarter. At Cincinnati the river was still rising a little yesterday. The John Gault, from Cairo, reports the lower Ohio falling quite last, caused by the rapid decline in the Mississippi, which draws the water off from the Ohio more rapidly than heretofore. The late high stage of water in the Mississippi made back water in the Ohio extend as far as Padueah. Now the lower part of the riTer, especially Cumberland bar, will be as shoal and difficult to navigate as Scuffle town. By a dispatch from Eransville yesterday morn- ing, we learn that there was four and a half feet water on iScuffietown bar. The Pacific which left this port Saturday eren- ing full of passengers for the South, was at Evans-viii- e at 10 o'clock Monday morning. She had not been aground anywhere, and went along astonish-o- g weii lor the stage of water. US? The following m regard to the rates of lreid 10 2em Orleans trom Cincinnati, and further particulars of the disaster of the Fulton City, we copy from the Gazette of yesterday: Whisky and oil 75c : trk 15: bacon, hmor etc SoaAOc per cwt; machinery fl 00; hones flO per The oficers of all the steamers arriving from Pitts- burgh, yesterdsy, report the Fulton Cits lvlnir mirtr. It is thought that the cabin all! coat off. The water is still up into tte centre of the cabin, an 1 the boat lies careened to her itarboard. There were only six lives lost, as stated by us yeiterday. Their names, save the deck hand, we have net yet as- certained. The Iowa brought down, yesterday, four eonrlcU from Greenup Coimty, Sr., en rout to Frankfort. A betvy raof storm prevailed along the river above this port, niht before last. The Stum Tigs. We recently announced the arrival of a pair of steam tow boats on the Mis- sissippi, from Philadelphia, for New Orleans. The route tLey traveled was first up Delaware river to Karitan, and down the Baritan to New Yoik Hay, up the Hudson river to Troy, then into the Erie canal to Syracuse, then into the Oswego canal to Oswego, from Oswego up Lake Ontario to the Wfcllacd canal, in Canada, then across Lake Erie to Detroit, Lake St. Clair and St. Clair river into Uurnu, through the Straits of Mackinaw into Lake Michigan, and thence to Chicago, from Chi sago into tae Illinois and Michigan canal to in tue Illinois river, and down that to the Mississippi, and thence to New Orleans. They are named C. A. Mosher and Gunnison, and have made fourteen miles an hour, one towing the other. For Memphis axd Whits River. The substan- tial and rery comfortable steamer, John Briggs, takes her departure to Cairo, Memphis, and' White river this leveuirg. She starts at 4 o'clock with the mail, iu charge of Capt. Cobb, one of the most rel.able, safe, and thorough boatmen afloat, and we commend her to both passengers and trippers. Sue is a very staunch boat, pro vided with an excellent, well furnished cabin, and outlit complete. During the past summer Capt. Cobb fend Ler thoroughly overhauled and refitted, and ahe cow looks like a new boat on her first trip. She is ol light draft, and will go out with- out delay, uud take New Orleans freight and passengers. Everhart, is the regular Green river packet tins eveniug. She is the finest boat in toe trade, and a very comfortable one for tra- velers. Toe TekNEssKE River. The fleet packet Time takes her departure to all points along the Ten- nessee river this evening. She starts at 5 o'clock in the temporary charge of the clerk, Mr. McVey, who is one of the best and most attentive clerks on the river. The Orb, which came in from upper poits before daylight, yesterdav morning, had some S inches of saov on her guards and nosing She had been in a snow storm. Business among the boats and boatmen has revived in earnest, with no less than thirty arrivals and departures of boats vesterday. That is a pretty good port list for one day. STo the attentions or Capt Reeder, clerk of the Joliu Gault, from Cairo, we are indebted for a river memorandum. The John Gault has been laid up lor a few days For the "East. The Superior is the regular mad packet for Cincinnati She is in charge of Capu Ditman.with oarcourteaus, popu- lar friend, R. &. Dunning, in the clerk's office. The Chess Tournament Philadelphia, Nov. 16. The great chess tour- nament between the New York Club and the Phil- adelphia Athenxutn was commenced last even-in- the moves being telegraphed over the wires of the American telegraph company. For the perfect working of this noveltj the nicest accura- cy was requisite, and, under the supervision of the able corps of electricians employed by the American company, the players were not, in the least, inconvenienced by the distance at which their opponents were stationed, the New York players, in the rotunda of the Merchants' Ex- change, of their city, and the members of the Athenaeum in one of the private offices of the American telegraph company. Previous to the commencement of the play Phil- adelphia notified New York of the intention to adjourn at half past nine, which New York agreed to. The last move of the latter was played at that hour, and uo return was made, and some of the members of the Philadelphia committee retired at 10 o'clock. A message was received from Pro!. Allen, the umpire of the New York club, stating that it is the general custom in match game to adjourn when an equal number of moves have been played, and relernng, among other stances to the ruling of the chess congress last year, rroiessor Allen replied that a special ar rangement overrules the general custom. ;N mportant advantage is gained yet on either side From "Washington Washington, Nov. 16. The returns from Illinois, says the Cincinnati Enquirer, would seem to indicate the defeat of the Republicans and a choice of a Legislature favora ble to the return of Mr. Douglas to the United states senate, i his result we are prepared to set claimed by the opposition press as a creat rebuke to the Administration, but we do not not so regard it or oeneve it was intended Dy the people of lilt nois. What are the facts: Two candidates are be fore the people of Illinois for Senator, Mr. Doug as uuu iur. The mass ol the friends of the Administration, it is evi dent from the returns, voted for the Douglas mciuuers oi tue legislature and lor the can didates for Congress and State officers Ihe latter, Alessrs. Fondy and French, be fore the election, wrote letters for PubHcation in which they declared themselves favorable to the administration of Mr. Buchanan, and their intention of giving it their surtDort. This, and the fact that Mr. Douglas had always, up to the cwiumencemeni oi tne last session ot Congress, stooa squsreiy upon toe democratic platform and that it was vehemently insisted by his mends that it was his intention to do so i future, gave him the great mass of the Demo cratic vote, lie bad long been their leader, an it was not unnatural that they were reluctan to give him up, and weie disposed to overlook wnat inev noped would be but a single error, and to place hiui in a position where he could again do honorable service to the organiza lion. iney prelerred Mr. Douglas to Mr. Lincoln because Lincoln would oppose the Demo cratic party aud the administration on all points while Mr. Douglas, if his friends could be be lieved, would ive to both his support. In acting they agreed with Vice Presidunt Breckin inridge, James D. Clay, Senator Brown, and other prominent democrats, who, while they differed wim uougias on the nansas Question, thought i the better policy. The result will be looked to witn some interest to see if their confidence is well judged or misplaced. If Mr. Douglas con tinues his separation of last winter from the De mocratic organization, the Democracy of Illinois will repudiate him; but we hope he will take counsel of his wisest friends, and be fathful to their pledges, by supporting cordially Democratic poncy, and ine administration In its endeavor to carry it out. Thi Bivm was slowlj ruing yesterday, withfully five feet water in the canal in th evening,a rise of a little over two inches in the previous 4bour. On the falla there were two feet water forsteamboats, and we noticed quite a fleet of lightfiatboats descending the chute yesterday. Theweather was both cold and clear all day yesterday, and ice was freely made, even in the snn. Theweatber was also clear and bright last night, thefirst clear day and and night we hare had sincelast October.

By our dispatches from Pittsburgh, it appearsthat there were but four leet water in the chan-nel, and the weatber clear and cold. Considera-ble snow had fallen in that region, and along theAllegheny, in some places the snow being six in-ches deep. This, with a little warm weather andrain, would cause a rapid rise in the river in thatquarter. At Cincinnati the river was still risinga little yesterday.

The John Gault, from Cairo, reports the lowerOhio falling quite last, caused by the rapid declinein the Mississippi, which draws the water off fromthe Ohio more rapidly than heretofore. The latehigh stage of water in the Mississippi made backwater in the Ohio extend as far as Padueah. Nowthe lower part of the riTer, especially Cumberlandbar, will be as shoal and difficult to navigate asScuffle town.

By a dispatch from Eransville yesterday morn-ing, we learn that there was four and a half feetwater on iScuffietown bar.

The Pacific which left this port Saturday eren-ing full of passengers for the South, was at Evans-viii- e

at 10 o'clock Monday morning. She had notbeen aground anywhere, and went along astonish-o- g

weii lor the stage of water.US? The following m regard to the rates oflreid 10 2em Orleans trom Cincinnati, andfurther particulars of the disaster of the FultonCity, we copy from the Gazette of yesterday:

The water is still up into tte centreof the cabin, an 1 the boat lies careened to her itarboard. There were only six lives lost, as stated by us yeiterday.Their names, save the deck hand, we have net yet as-certained.

The Iowa brought down, yesterday, four eonrlcU fromGreenup Coimty, Sr., en rout to Frankfort.

A betvy raof storm prevailed along the river abovethis port, niht before last.

The Stum Tigs. We recently announced thearrival of a pair of steam tow boats on the Mis-sissippi, from Philadelphia, for New Orleans. The route tLey traveled was first up Delawareriver to Karitan, and down the Baritan to NewYoik Hay, up the Hudson river to Troy, then intothe Erie canal to Syracuse, then into the Oswegocanal to Oswego, from Oswego up Lake Ontario tothe Wfcllacd canal, in Canada, then across LakeErie to Detroit, Lake St. Clair and St. Clair riverinto Uurnu, through the Straits of Mackinaw intoLake Michigan, and thence to Chicago, from Chisago into tae Illinois and Michigan canal to

in tue Illinois river, and down that to theMississippi, and thence to New Orleans. Theyare named C. A. Mosher and Gunnison, and havemade fourteen miles an hour, one towing theother.

For Memphis axd Whits River. The substan-tial and rery comfortable steamer, John Briggs, takes her departure to Cairo, Memphis, and'White river this leveuirg. She starts at 4 o'clockwith the mail, iu charge of Capt. Cobb, one ofthe most rel.able, safe, and thorough boatmenafloat, and we commend her to both passengersand trippers. Sue is a very staunch boat, provided with an excellent, well furnished cabin, andoutlit complete. During the past summer Capt.Cobb fend Ler thoroughly overhauled and refitted, and ahe cow looks like a new boat on her firsttrip. She is ol light draft, and will go out with-out delay, uud take New Orleans freight andpassengers.

EsT" Among the arrivals and receipts at NewOilcans on the l"th were the Eclipse, from Carolina Landing, with S,095 bales of cotton; John

neat and cuu lets passenger packet, io chargeof Capt. U. A. Everhart, is the regular Greenriver packet tins eveniug. She is the finest boatin toe trade, and a very comfortable one for tra-velers.

Toe TekNEssKE River. The fleet packet Timetakes her departure to all points along the Ten-nessee river this evening. She starts at 5 o'clockin the temporary charge of the clerk, Mr. McVey,who is one of the best and most attentive clerkson the river.

The Orb, which came in from upper poitsbefore daylight, yesterdav morning, had some Sinches of saov on her guards and nosing Shehad been in a snow storm.

Business among the boats and boatmenhas revived in earnest, with no less than thirtyarrivals and departures of boats vesterday. Thatis a pretty good port list for one day.STo the attentions or Capt Reeder, clerk of theJoliu Gault, from Cairo, we are indebted for ariver memorandum.

The John Gault has been laid up lor a few daysFor the "East. The Superior is the regularmad packet for Cincinnati She is incharge of Capu Ditman.with oarcourteaus, popu-lar friend, R. &. Philadelphia, Nov. 16. The great chess tour-nament between the New York Club and the Phil-adelphia Athenxutn was commenced last even-in-

the moves being telegraphed over the wiresof the American telegraph company. For theperfect working of this noveltj the nicest accura-cy was requisite, and, under the supervision ofthe able corps of electricians employed by theAmerican company, the players were not, in theleast, inconvenienced by the distance at whichtheir opponents were stationed, the New Yorkplayers, in the rotunda of the Merchants' Ex-change, of their city, and the members of theAthenaeum in one of the private offices of theAmerican telegraph company. The following isa report of the moves:. Game No. I

A message was received from Pro!.Allen, the umpire of the New York club, statingthat it is the general custom in match game toadjourn when an equal number of moves havebeen played, and relernng, among otherstances to the ruling of the chess congress lastyear, rroiessor Allen replied that a special arrangement overrules the general custom. ;N

Illinois Election A Republican Defeat. The returns from Illinois, says the Cincinnati

Enquirer, would seem to indicate the defeat of theRepublicans and a choice of a Legislature favorable to the return of Mr. Douglas to the Unitedstates senate, i his result we are prepared to setclaimed by the opposition press as a creat rebuketo the Administration, but we do not not so regardit or oeneve it was intended Dy the people of liltnois. What are the facts: Two candidates are before the people of Illinois for Senator, Mr. Dougas uuu iur. Lincoln, ice iormer claimed to be

supporter of the Admiuistration in every thinexcept us Kansas policy. Mr. Lincoln was itavowed opponent in every particular. The massol the friends of the Administration, it is evident from the returns, voted for the Douglasmciuuers oi tue legislature and lor the candidates for Congress and State officersIhe latter, Alessrs. Fondy and French, before the election, wrote letters for PubHcationin which they declared themselves favorable tothe administration of Mr. Buchanan, and theirintention of giving it their surtDort. This, andthe fact that Mr. Douglas had always, up to thecwiumencemeni oi tne last session ot Congress, stooa squsreiy upon toe democratic platformand that it was vehemently insisted by hismends that it was his intention to do so ifuture, gave him the great mass of the Democratic vote, lie bad long been their leader, anit was not unnatural that they were reluctanto give him up, and weie disposed to overlookwnat inev noped would be but a single error, and to place hiui in a position where he couldagain do honorable service to the organizalion. iney prelerred Mr. Douglas to Mr.Lincoln because Lincoln would oppose the Democratic party aud the administration on all pointswhile Mr. Douglas, if his friends could be believed, would ive to both his support. Inacting they agreed with Vice Presidunt Breckininridge, James D. Clay, Senator Brown, and otherprominent democrats, who, while they differedwim uougias on the nansas Question, thought ithe better policy. The result will be looked towitn some interest to see if their confidence iswell judged or misplaced. If Mr. Douglas continues his separation of last winter from the Democratic organization, the Democracy of Illinoiswill repudiate him; but we hope he will takecounsel of his wisest friends, and be fathful totheir pledges, by supporting cordially Democraticponcy, and ine administration In its endeavor tocarry it out.
