2. Harvesting Objectives

The objective is to thin all Blackbutt, Blue Gum and Flooded Gum stands of both the older (1960’s) and younger (1990’s) plantation to a final stocking.

The original plantation stands were established by the Forestry Commission of NSW in the mid to late 1960’s. The Bobo wildfire of 1994 severely burnt much of this plantation and was subsequently salvage logged and replanted with Blackbutt and Blue Gum in 1997-1999. Some of the original plantation (not severely burnt) was preserved around drainage lines and depressions (see peach coloured areas on HPOM). Some of the younger plantation had a 1st thinning in 2007 (see hatched area on HPOM).

Plantation Thinning of the younger plantation (1997, 98 & 99 age class) is to remove approximately 𝟐

𝟑⁄ of the stand, using a random tracking approach and

4. Harvesting Exclusions, Modified Harvest Areas and Boundary Management

Exclusion/Boundary Conditions

Typhonium sp. aff. brownii

1. Contractors and staff working within this plantation area must be trained in the recognition of Typhonium sp. aff. brownii and any new locations of the species within the authorised area are to be preserved in accordance with the following conditions (see attached description).

2. A 50-metre buffer area shall apply to all plants or groups of plants

to be measured from the outside edge of the plant or group of

plants during their vegetative phase (i.e. has above-ground foliage) (see HPOM).

3. Except for the maintenance of existing roads, operation of any

machinery that causes ground disturbance is prohibited within Typhonium sp. aff. brownii buffer areas during its vegetative phase.

4. Any other plantation operations such as hazard reduction burning, herbicide spraying, manual planting or harvesting that is likely to disturb topsoil layers must not be carried out with Typhonium buffer areas while the plant is in its vegetative phase (has above ground foliage) and only be carried out during the dormant period which is normally from May to the first period of good spring rain in each year (often late winter).

Forest Management Zones (FMZ)

FMZ 4 – Native forest (light green on operational map) is not available for harvesting under this harvest plan. A small number of extraction tracks through native forest are to be utilised to access plantation from Dump 12. Use of extraction tracks and dumps within native forest areas must comply with the TSL and EPL. The HC must assess extraction tracks and receive approval from the Planning Supervisor prior to use. The Crew must endeavor to minimize disturbance within native forest as far as practicable.

FMZ 5 – Hardwood Plantation – Available for harvesting in accordance with the conditions of this harvest plan (yellow and peach on operational map).

Rainforest See section 8 ‘Flora, Fauna and Endangered Ecological Communities’

5. Haulage Route and Contractor Travel Route

Haul Route Haulage is planned to access the Eastern Dorrigo Way via Moses Rock Road and the Morora Road (Lower Bobo Road).

BEWARE – This haulage route is regularly used by the public (both recreational and local traffic).

The Eastern Dorrigo Way and the Morora Road (Lower Bobo Road) do not have

B-double gazettal. Therefore B-doubles are not permitted within this

operation.

All operational staff are to communicate relative location along the haulage

route using Km markers. Apply Rural Road Safety Strategy Appendix 1

Communication Procedure

Broken Bridge

(Crossing A)

Crossing A is a timber bridge that requires re-decking. The current decking is

rotten and dangerous. No vehicles are to cross this bridge until the

refurbishment has been completed.

Speed Limit • A 60km/hr maximum speed limit applies to log trucks on the gravel road sections of the haulage route.

• A 20km/hr speed limit applies to all operational vehicles when passing the Cascade township (near the intersection with the Megan-Briggsvale Road) as per on-site signage.

Non-haulage Roads There are a number of non-haulage roads as indicated on the operational map. They may be used with HC approval for forwarding provided they are drained to the appropriate specifications. They may be used for vehicular access where they have been assessed by the HC prior to use, and are in a stable condition unlikely to cause environmental harm.

6. Community

Issue Conditions

Recreational access to harvesting area

For public safety Orange Trees Road, will be closed during the period of roading and harvesting operations.

The HC must erect closure notices on all entry points to the operational area.

7. Infrastructure

Infrastructure Conditions

All Mapped Trails Mapped trails must be reinstated to similar or better condition to that prior to harvesting/extraction and comply with the Code. Where trails do not comply with the Code the HC, in consultation with the RS, must determine the most appropriate maintenance work.

8. Flora, Fauna and Endangered Ecological Communities

Condition Prescription

Koalas The HC and Crew must look for koalas, and evidence of koalas (scats), throughout the operation. The Planning Supervisor must be notified immediately if a koala is detected within the plantation area.

If a koala is located during harvesting, the inhabited tree must be marked by the HC or Crew, a 50m buffer instigated around the inhabited tree and a temporary corridor of unharvested vegetation retained (collectively referred to as the temporary protection zone (TPZ)) to link the inhabited tree to the nearest retained native vegetation. Harvesting operations may then proceed around the TPZ. When the koala has moved from within the TPZ, all available trees within this area may be harvested.

The impact of the plantation harvesting operation on koalas will be minimised by not harvesting native forest adjacent to the plantation during the operation.

Rainforest Indicative rainforest boundaries (pink on the operational map) must be field verified by the HC prior to harvesting within 100m. Verified rainforest must be excluded from harvesting.

Endangered Ecological Community (EEC)

Endangered Ecological Community (EEC) ‘Lowland Rainforest in the NSW North Coast and Sydney Basin Bioregions’ is potentially present within these compartments. The HC and Crew must search for areas of this forest community using the indicative rainforest boundaries (pink on the operational map) as a guide. If areas are present they must be excluded from harvesting. FCNSW EEC Identification Guide to be used to identify if vegetation constitutes this EEC.

Unique and Special Wildlife Values

The following endangered species are known to occur within 5km of the harvest area:

• Mixophyes iteratus (Giant-Barred Frog) • Mixophyes balbus (Stuttering Frog) • Typhonium sp. aff. brownii • Olearia flocktoniae (Dorrigo Daisy Bush)

• Kardomia silvestris (formerly Babingtonia)

• Marsdenia longiloba, (Slender Marsdenia)

• Triplarina imbricata (Creek Triplarina)

Pre-harvest field work has not identified these species within the operational area.

The HC and Crew must review descriptions and diagrams of these species (see

attached) prior to commencing operations. If identified during operational

activities the Planning Supervisor must be notified immediately and operations

halted until appropriate conditions are determined.

Native Habitat Trees Native habitat trees must be retained during harvesting. Native habitat trees should be easily identified due to the presence of hollows and their large size, compared to the surrounding plantation trees. To avoid doubt, native habitat trees do not include crop trees or plantation ingrowth from native species.

9. Protecting Soil and Water

Issue Conditions

Drainage Lines

(1st & 2nd Order)

Thinning within the buffer zone of 1st and 2nd order drainage lines is permitted under this plan, but harvesting must comply with the following prescriptions:

(1) No harvesting machinery is permitted to enter the 5m zone (area immediately surrounding either side of all drainage lines) for the purposes of harvesting. Harvesting operations must use “reach in” techniques to harvest this area.

(2) The top 200mm of soil must be dry enough to allow operations without risk of soil erosion to the edge of the drainage feature.

(3) Directional felling must be used to prevent as much as practicable the felling of trees into the defined channel.

(4) If directional felling cannot practicably be carried out, or if trees are accidentally felled into the defined channel, the relevant trees must be removed from the channel, unless the removal is likely to cause more than minimal disturbance to the bed and banks of the channel.

(5) If logs are removed from within a buffer zone, subject to suitable weather conditions, any disturbed area must be restored to 70% groundcover within 7 days and any furrow created by the removal of the logs must be filled or drained to prevent concentrated flow into the drainage line.

Harvesting within buffer zones must comply with conditions 16, 62-63 of the Plantations and Reafforestation (Code) Regulation 2001.

To assist in locating drainage line features the operational map contains indicative LIDAR derived drainage features. These indicative features may be drainage lines, depressions or neither. The Operational Map indicates the buffer zones for mapped drainage lines (10m for 1st and 2nd order streams). This prescription does not apply to mapped drainage lines that are identified as drainage depressions in the field (see clause below).

Note: Harvesting within the 5m Zone (area immediately surrounding either side of all drainage lines) should aim to thin from above -removing the larger trees

Drainage Depressions Within 5m of the centre of drainage depressions trees may only be harvested if the top 200mm of soil is dry enough to avoid erosion to the feature. Machinery within 5m of the centre of drainage depressions must:

(1) Not create log furrows. (2) Minimise soil exposure by using slash, littler and other ground

cover; and by using walkover extraction techniques where possible.

(3) Prevent skewing of machinery tracks. (4) Not travel along drainage depressions. (5) Elevate the leading edge of the log when skidding.

Rivers

(3rd order or higher stream with permanent flow)

All 3rd order and higher drainage lines within the plantation will be conservatively managed as rivers with a 20m hard buffer. The crew must identify the boundary using GPS. No harvesting is permitted within the buffer zone of a wetland or river (3rd order or greater drainage line).

Drainage feature mapping To assist in locating drainage line features the operational map contains indicative LIDAR derived drainage features and associated exclusion zones. The mapping has assessed the stream bank and exclusion conservatively. However due to the wide flat drainage features and poor Lidar coverage there will be some errors in the mapping of exclusion zones. The HC may measure and approve harvesting in a mapped drainage feature exclusion where there is a mapping error.

Slope Limits for Harvesting Machinery

> 30 degrees: Harvesting is not permitted

Condition 59(2) of the Code, regarding the assessment of slope within the majority of the plantable area, applies to this operation.

Ground Cover Any areas of significant soil disturbance must be stabilised by the Crew to prevent soil erosion (e.g. spreading grass seed).

Log Dumps Refer to Conditions 60, 61 and 61A of the Code

Log stockpile areas within native forest areas must be approved by the Planning Supervisor prior to use and must be located so as to minimise disturbance to understorey elements.

Roading Management During Harvesting

HC is responsible for monitoring road and crossing drainage during haulage.

Wet Weather Harvesting Refer to Condition 64C of the Code.

Indicative areas suitable for wet weather harvesting are marked on the operational map (yellow with brown dots).

Crew is responsible for implementing automatic closures and following notified closures.

HC is responsible for ensuring crew notified when notified closure is lifted.

Extraction Tracks Refer to Condition 64A and 64B of the Code.

Crew is responsible for progressive drainage of extraction tracks.

10. Drainage Line Crossing Approvals

Crossing Conditions

Several drainage line crossing points have been identified during planning and are shown on the HPOM

Where practical extraction routes must avoid drainage line crossings.

Slash crossings must be used to cross drainage lines and depressions, but only if there is no water flowing in the channel or depression.

The HC must assess indicative drainage line crossing points and determine the most suitable location. The HC must authorise the use of drainage lines crossings prior to use.

Harvesting machinery must cross drainage lines at authorised crossings as per conditions 37-41 the Code.

1. Objectives

• Roadworks are required to service plantation harvesting operations within the above compartments. These compartments are scheduled for harvest in mid 2018.

• The operational map shows the location of the proposed works.

• Attachments: Financial Analysis Spreadsheet gives full details of costs, benefits, material & plant requirements.

2. Specifications and Legal Conditions

This operation must comply with:

• Standard Operating Procedures for Native Forest Operations on the North Coast.

• Licence Conditions issued by Forestry Corporation of NSW under the Forestry Act (2012).

• State Forests of NSW Forest Practices Code - Part 2 Timber Harvesting in Native Forests February 1999 and Forest Practices Code Part 4 Forest Roads and Fire Trails (February 1999).

• Integrated Forestry Operations Approval issued under part 5B of the Forestry Act 2012 (IFOA) including the associated licences:

- Threatened Species Licence issued under the Threatened Species Conservation Act (1995).

- Fisheries Licence issued under section 220ZW of the Fisheries Management Act 1994.

- This operation is a non-scheduled operation under the Environment Protection Licence issued under section 55 of the Protection of the Environment Operations Act 1997. Roading and harvesting operations are licensed. All EPL conditions will apply to roading operations.

3. Special Conditions

Feature Conditions

Threatened Species A number of Typhonium sp. individuals have previously been identified as occurring adjacent to Dump 5 Trail (south of Dump 5 – see HPOM). Operators to minimise disturbance to road verge in these areas.

Giant-Barred frogs have been identified adjacent to Crossing A (wooden bridge). Operators to minimise disturbance to road verge in this area.

A number of other endangered species have been identified as potentially occurring within the operational area. All operators are to use the species descriptions and diagrams in the appendix of this plan to identify any endangered species.

The Dorrigo Daisy Bush Road Maintenance Protocol must be implemented when conducting roadworks within the operational area.

Roading Co-ordinator must mark area in the field that requires Dorrigo Daisy Bush Road Maintenance Protocol

Safety Issues (includes hazards, public use of roads)

• Tree removal should be undertaken mechanically where possible. Refer to Safety Procedures 4.25 “Manual Tree Felling” and 4.26 “Management of Hazardous Trees & Overhead Hazards”.

• Remove vegetation within 3m of the road prism only where required to maintain safe sight distance and passage of trucks.

• Note: Clearing is generally permitted within 3m of the road prism for all roads. Ground disturbance and tree debris may impact outside this 3m either side of the road prism as is required to effect clearing within 3m of the road prism. Conditions 5, 6 and 47 Schedule 5 of the EPL must apply.
