The Need for GM Wheat

Althoughproviding~20%ofthedailycaloriesandproteinpercapitaworldwide,wheatisrelativelyanoutcastfromtheposseofbiotechcrops.Scientistsaddressthis"abandonment"issueinaperspectivearticleinScience.

Theauthorspresentedapromisingshortertimeforwheat improvement via genetic engineering thantraditional crossbreeding and speed breeding, as

wellas the lossof resistanceand tolerancegenescausedbywheatdomestication.Theneed forGMwheat is intensified by the devastating effect ofwheatblast,whichalsohaspossiblenegativeeffectsonricecultivation.AfricaandAsia,thetwomostpopulousregionswithhighincidencesofmalnutritionandpoverty,willbethe primary benefactors once GM wheat isdeveloped.

Theburdenofwheatpriceriseislikelytopinchthesmallerplayersmore,giventhattheydonothavethebrandloyaltythatthelargercompaniesenjoyThebiscuitwithyourteacouldsoonbemorecostly,thankstoasharpriseinwheatprices,bothinthedomesticandinternationalmarkets.Britannia,whichmakesbothbreadandbiscuits,andParleareconsideringpricehikesfortheirproducts,asisITCthatsellsbiscuits,alongwithAashirvaadatta. Smaller manufactures are also likely followsuit.Inthepastmonth,wheatpriceshaveincreased6.3percent.Thereason:productionisexpectedtobe1.5percentlower,intermsofcropacreage,than

theearlierestimate.Thegovernmenthasthisyearprocuredmorethantargetedwheat,inabidtoensurefoodsecurity.Thishasresultedinlowerstockintheopenmarket.Varun Berry, managing director, BritanniaIndustries,said,“Wewillneedapriceincrease.Wehaveensuredadequatewheatsupplybutatsomestage this struggle is going to end. It's probablygoingtobea3-4percentpriceincrease,startinginthefourthquarterof2018-19.”

MSPs and return over cost of production for Kharif Crops (2018-19)

Government announces minimum support prices(MSPs) for 22 mandated crops and fair andremunerativeprice(FRP)forsugarcaneonthebasisof recommendations of the Commission forAgricultural Costs & Prices (CACP), afterconsidering the views of State Governments andCentral Ministries/Departments concerned andotherrelevantfactors.Themandatedcropsare14cropsofthekharifseasonviz.paddy, jowar,bajra,maize,ragi,arhar,moong,urad,groundnut-in-shell,soyabean, sunflower, sesamum, nigerseed andcotton; 6 rabi crops viz. wheat, barley, gram,masur(lentil),rapeseed/mustardandsafflowerandtwoothercommercialcropsviz.juteandcopra.Inaddition,theMSPsoftoriaandde-huskedcoconutare f ixed on the basis of the MSPs of rapeseed/mustardandcopra,respectively.

Governmenthasannounceditshistoricdecisionon04.07.2018tofixMSPatalevelofatleast150percentof the costofproduction for14kharif crops2018-19seasonwhichredeemsthepromisemadeintheUnionBudgetfor2018-19.Earlier,theMSPfixedforCoprafor2018andjutefor2018-19 are at level of 150 percent and 163.21percentofcostofproductionrespectively.StatementindicatingMSPsandreturnovercostofproduction for Kharif Crop of 2018-19 is atAnnexure.

Under theNationalFoodSecurityAct,2013,poorfamilies are guaranteed five kg of foodgrains perpersonpermonth,atheavilysubsidisedratesofRs1-3perkgAditiGoyal|TheWire“Afteraprolongeddecline,worldhungerappearstobeontheriseagain”,claimsareporttitled'TheStateofFoodSecurityandNutritionintheWorld(2017)'bytheFoodandAgricultureOrganisationoftheUN.Nowhere is thismore true than in India,which ishometo190.7millionundernourishedpeople,themost in any country.While thismay seem like afantasticclaiminthecontextofthefastestgrowingeconomyintheworld,herearesomestatisticsfromthereport:

14.5%oftheIndianpopulationisunder-nourished47.5millionIndianchildrenunderfiveyearsofagearestunted–again,themostinanycountryintheworld51.4%ofIndianwomenofreproductiveage(15-49years)sufferfromanaemia

64.9%ofIndianwomen(thehighestproportioninthe world) rely exclusively on breastfeeding forfeedinginfantsbetween0-5monthsofage

Thesenumberscertainlytellastory–butnumbersare,bydefinition,abstractconcepts.Puttingafacetothisstorymayhelp–orfaces,inthiscase.Afewdaysago,threesisters(Mansi(8),Shikha(4),Parul(2)) inDelhi'sMandawali areadiedof starvation.Amita Saxena, the medical superintendent of LalBahadurShastriHospital,toldNDTVthat“….therewasnotaspeckfoundinthestomach,bladderandrectumofthechildren……itlookedliketheyhadnoteatensinceeight-ninedays”.

Thisisnotanisolatedincident–inOctoberlastyear,

11-year old Santoshi, in Jharkhand, died ofstarvation when her mother's ration card wascancelled after she failed to link it toAadhaar. Inanotherrecentoccurrence,RajendraBirhor,a40-year-oldtribalmaninJharkhanddiedofstarvation,ashisfamilydidnothavearationcard.Hisdeathfollowed that of Chintamani Malhar, another 40-year-old in the same district who had died ofstarvationacoupleofweeksearlier.

Apartfromhunger,thereisanothercommonthreadthatruns throughall thesedeaths– theclaimsofauthorities that the deaths were caused due to“illness”.InSantoshi'scase,themother,KoiliDevi,wasthreatenedthatherdeceaseddaughter'sbodywouldbedugupandcutopenforpostmortem,ifshe continued to insist that her daughter died ofstarvation.ScrollreportedthatKoiliDevidisplayedunusualresiliencewhensherationalised,“Nowthatmy daughter is dead, how does it matter whatanyonedoeswithherbody?”

Why is this happening in a country whichsupposedly produces more food than it needs?According to the World Economic Forum, Indianeedsapproximately230milliontonnesoffoodperyeartofeeditspopulation–andIndia'sfoodgrainoutput in 2016-2017was a record 273.3milliontonnes.

Rats may be one answer. Sharad Pawar, formerunion agriculture minister, once told Parliamentthatnearly40%ofthevalueofannualproductionoffoodinIndiaiswasted,withcropslefttorotinthesunwithoutstorageortransportation,oreatenbyinsectsandrats.

TheIndiangovernmentisreportedlytryingtoresolvethese issues through newer distribution strategies,useoftechnology,improvementofcoldchainfacilitiesandtie-upswithprivateplayers.

However,thesemeasures,evenifimplemented,wouldstill not be sufficient to put food in the mouths ofSantoshi,Parul,ShikhaandMansi,fortheissuerunsdeeperthanalackofinfrastructuralfacilities.

InIndia,infrastructuralconstraintsaside,theredoesexistabasicframeworktoensurethatpoorfamiliesa re p rov i d ed w i t h a minimum quantity of food.Under the National FoodSecurity Act, 2013, poorfamiliesareguaranteedfivekgoffoodgrainsperpersonper month, at heavilysubsidised rates of Rs 1-3perkg.TheAct reportedlycovers 75% and 50% ofIndia's rural and urbanpopulations respectively,and yet, the Santoshis andParuls of India continue tofallthroughthecracks.

The reason is simple – toavail the benefits of theNationalFoodSecurityAct,familiesarerequiredtoholdrationcards,andnow,theAadhaar has furtherexacerbated the issue.Authorities at the groundlevelinsistthattheserationcardsmustbelinkedtoAadhaar,despite thefact that the constitutional validity of Aadhaar ishanginginbalance–theverdictinthematterhasbeenreservedbytheSupremeCourt.

Thefundamentalquestionhereisthatshouldaccessto something as basic as food be governed by theavailabilityofdocumentationsuchasanAadharcard?RighttoFoodisabasichumanright,andinIndia,is

TheUN'sCommitteeonEconomic,SocialandCulturalRightsinitsMay 1999 publication 'Substantive Issues Arising in theImplementationoftheInternationalCovenantonEconomic,Social,andCulturalRights–GeneralComment12–TheRighttoAdequateFood'notedthat,Fundamentally,therootsoftheproblemofhungerandmalnutritionarenotlackoffoodbutlackofaccesstoavailablefood,interaliabecauseofpoverty,bylargesegmentsoftheworld'spopulation…

Further, with regard to the State's obligation to ensure access toadequatefood,thereportwentontonotethat:

15.Therighttoadequatefood,likeanyotherhumanright,imposesthreetypesorlevelsofobligationsonStatesparties:theobligationstorespect, to protect and to fulfil. In turn, the obligation to fulfilincorporates both an obligation to facilitate and an obligation toprovide.Theobligationtorespectexistingaccesstoadequatefoodrequires States parties not to take any measures that result inpreventingsuchaccess.TheobligationtoprotectrequiresmeasuresbytheStatetoensurethatenterprisesorindividualsdonotdepriveindividualsoftheiraccesstoadequatefood.Theobligationtofulfil(facilitate) means the State must pro-actively engage in activitiesintendedtostrengthenpeople'saccesstoandutilizationofresourcesandmeanstoensuretheirlivelihood,includingfoodsecurity.Finally,wheneveranindividualorgroupisunable,forreasonsbeyondtheircontrol, to enjoy the right to adequate foodby themeans at theirdisposal, States have the obligation to fulfil (provide) that rightdirectly……

Intermsoftheabove, it is incumbentonStatestonotonlyensureavailabilityofandaccesstoadequatefood,butalsotoensurethatnomeasuresaretakensuchthatthereisahindranceinaccessingfood.Mostimportantly,wheneverpeopleareunabletoenjoyaccesstofooddirectly, it is the responsibilityof the State to fulfil that obligationdirectly.

Closerhome,specificallyinthecontextoftheNationalFoodSecurityAct, in thematterofSwarajAbhiyanvsUnionof India (2016), theSupremeCourtnotedthat:

……there can be no doubt that the right to food is actually aconstitutionalrightandnotmerelyastatutoryright….Inanyevent,eveniftherighttofoodisastatutoryright,itwouldbetheobligationoftheStatetomakeallpossibleeffortsandsomemoretoensurethat

Further, thecourtalsostated that “It ishigh timethatthemachineryundertheNFSActisputinplacebyallconcernedotherwisetheenactmentofsocialjusticelegislationswillhavenomeaningatall…..”

Giventheabove,theneedofthehouristoensurethat the machinery put in place to enforce asubstantive right does not end up becoming thebiggestbarriertotherealisationofthatright.Itisset law that procedures cannot impact vestedsubstantive rights – and the right to life andcorrespondingly,food,isthemostsubstantiveofall

rights.

TheforecastforRussianproductionwasrevisedup1 million mt to 68 million mt. Colouredwheatinpurple,blackandbluecolourhasbeen grown by two brothers of Pangalian villagenearhere.PrabhdayalSinghPangliandPavittarPalSinghPangliareconfidentthatthecolouredwheatshalldiscouragetheailments,amajorityofwhichturntobechronicwiththepassageoftime.

PavittarPalSinghPangli,whoisalsothepresidentoftheBorlaugFarmers'AssociationforSouthAsia,hassignedanMoUwithNABI,aprominentinstituteofbiotechnology,fortheproductionandprocessingofcolouredwheat.

Coloured wheat is rich in many ways since thecontentofanthocyaninisashighas40to140ppmascomparedtothetraditionalwheatinwhichitis5to15ppm.Anthocyaninisanantioxidantwhichissaid to remove free radicals from the body, apart

from reducing the risk of diabetes, cholesterol,obesity,agingandcanceretc.Colouredwheatisalsobelieved to have enhanced zinc content, amicronutrient of which many individuals ofdevelopingcountriesaredeficientin.

“Though the average yield of coloured wheat iscomparativelylow,itspriceisdefinitelylowerthanrice.Moreover,withpeoplegettinghealthconsciousday by day, they wish to eat nutritional diet.Coloured wheat can provide all such benefits,”sharedPavittarPalSinghPangli.

Pangli,whohasgrowncolouredwheatinhisfieldsat Panglian village, opined, “Wheat has a veryimportantplace inour livesasa largenumberofIndiansconsume itdaily.Their lackofknowledgeaboutagriculture,however,makesthemvulnerableto misunderstandings, which are fuelled bypropaganda.ColouredwheathasbeendevelopedatNABI after rigorous research of seven years byroutine and safest method of plant breedingtechnology. This new research of bio-fortifiedcoloured wheat will be a big boost to end thenutritionalhunger.”

Sensing the urgency, Food Corporation of India(FCI)isbelievedtohavesoughtanimmediate'in-principle'approvalfromthefoodministrytoshift8-10lakhtonneofwheattowarehousesinstateslikeAndhraPradesh,TelanganaandMadhyaPradesh.

“Building warehousing infrastructure is an on-going process. Till then, wheat stocks have beenkeptinopen,thoughcoveredunderplasticsheets.Thisyear,60lakhtonneofwheatwaskeptinopenunder covered andplinth (CAP) storage after theprocurement. Out of this, only 10 lakh tonne hasbeen evacuated,” said KAP Sinha, principalsecretary(food)ofPunjabgovernment.HesaidFCIhas been informed about the situation and theconditionsofthegrain.

Since,Punjabconsumeslessthan10lakhtonneofwheatannuallywhereas farmerssellalmost theirentireproducetotheCentralPool(about127lakhtonnein2018-19),FCIusedtoshiftthosesurplusgrainstomajorconsumingstateslikeUttarPradeshandBiharunderthepublicdistributionsystem.However,duetoarecordprocurementof50.87lakhtonneinUttarPradeshin2018,FCIcouldnotshiftthewheatfromPunjabimmediately.

“Last year also therewas about 37 lakh tonne ofwheat purchased in UP while the procurementincreasedbyover37%thisyearfromthepreviousyear. The state requires about 55 lakh tonne ofwheat annually under theNational Food Security

Act.TheCentrehasallocated18.66 lakh tonneofwheattoUttarPradeshduringApril-July,”officialssaid.

There has been a policy decision on the grainmovement under the central pool stocks and itallows transportation to the consuming centresfrom the producing regions only once to avoidduplicationintransportcosts,officialssaid.Since this time, thewheathas tobekept insomewarehouses urgently, the Centre has identifiedthesethreestates–AndhraPradesh,TelanganaandMadhyaPradesh–wherethegrainscanbestoredandwillbeshiftedtotheconsumingstatesinduecourse,theofficialssaid.

Thewheatproductionin2017-18cropyear(July-June)hasnowbeenrevisedto99.7milliontonne.The total procurement of wheat by FCI alsoincreased to 35.51 million tonne this year from30.83milliontonnein2017.

TheCentrehasalreadyallowedFCItosellupto10million tonneofwheat from its stock in theopenmarketthroughtender.Undertheopenmarketsalescheme (OMSS), the Centre has fixed the wheatpricesatRs1,900perquintal(forJuly-September),whichisRs110perquintalhigherthanthelastyear.The OMSS prices are Rs 1,925 and Rs 1,950 perquintal forOctober-Decemberand January-Marchperiods,respectively.

Canada wheat crop seen down 3.3% from 2017

OTTAWA, ONTARIO, CANADA—Loweryieldsdueto adverse weather in Canada are expected toreduce2018productionofallmajorgrainsexceptdurumandbarley,includingallwheatdown3.3%andcanoladown10%,StatisticsCanadasaidinitsfirstsurvey-basedcropforecastoftheseason.“Wheat conditions, including lower-than-averageprecipitation in several parts of Canada, areexpected to drive down production and lower

anticipatedyieldsforsomecrops,”StatisticsCanadasaid in itsProductionofprincipal fieldcrops, July2018 report released Aug. 31. “In addition, hightemperaturesinsomeareasmayhavecontributedtoanexpecteddecreaseinproductionandaverageyieldsforsomecrops.”

Production of all wheat was forecast at 28.987milliontonnes,down996,900tonnes,or3.3%,from29.984million tonnes in2017,StatsCanadasaid.Spring wheat other than durum was forecast at21.559 million tonnes, down 607,300 tonnes, or2.7%,from22.167milliontonneslastyear.Winterwheat outturn was estimated at 2.394 milliontonnes,down461,100tonnes,or16%,from2.855milliontonnesin2017.

Butdurumproductionwasforecastat5.034milliontonnes, up 71,500 tonnes, or 1.4%, from 4.962milliontonneslastyear.

“Total harvested area of wheat in Canada isexpected to increase 9.4% from 2017, to 24.3millionacresin2018,”StatisticsCanadasaid.“Totalyields at the national level are expected to fall11.5%,fromanaverageof49.6bushelsperacrein2017to43.9bushelsperacrein2018.”

Provincially,allwheatproductionintop-producingSaskatchewanwasforecastat12.8milliontonnes,down0.8%from12.9milliontonneslastyear,duetoaforecast13.5%increaseinharvestedareain2018more than offset by a 13% reduction in averageyield.

Canolaproductionwas forecast at 19.162milliontonnes,down2.166million tonnes,or10%, from21.328milliontonnesin2017.Thereductionwasbased on harvested area forecast at 22.5 million

acres,down1.7%from2017,andanaverageyieldof37.5bushelsperacre,down8.5%,StatisticsCanadasaid. Production in Saskatchewanwas forecast at10.1 million tonnes, down 10%, in Alberta at 6milliontonnes,down12%,andinManitobaat2.9milliontonnes,down8%.

Oats production in 2018 was forecast at 3.305milliontonnes,down428,400tonnes,or11%,from3.733milliontonneslastyear.

Productionofcornforgrainwasforecastat13.789milliontonnes,down306,500tonnes,or2.2%,from14.095milliontonnesin2017.

Soybeanproductionwas forecastat7.010milliontonnes, down706,400 tonnes, or9%, from7.717million tonnes last year. Soybean production hadbeenincreasingannuallyforseveralyears.

Ofthekeycrops,theonlyincreaseinproductionwasforecast for barley at 7.992 million tonnes, up100,300tonnes,or1.3%,from7.891milliontonnesin 2017 as an 11.5% increase in harvested areamorethanoffsetsanexpected9%declineinaverageyield.

Production, harvested area and average yieldforecasts were based on a survey of 13,110CanadianfarmerstakenfromJuly6toAug.1.Final2018productionestimateswillbereleasedDec.6andaresubjecttorevisionfortwoyears,StatisticsCanadasaid.
