I. NUCLEAR INTER JURA 2016 – Welcome message from the Nuclear Law Association, India
The 22nd INLA Congress will take place in New Delhi from Monday 7 to Friday 11 November 2016. The next INLA Congress being organised for the first time in India is a proud moment for the Nuclear Law Association, India (NLA). NLA was established by a group of lawyers with an intent to engage the legal community and civil society as well as the nuclear establishment on important nuclear law developments in India. Nuclear energy finds itself at yet another crossroads, with its growth opportunities significantly shifting away from Western European and Northern American countries to more rapidly expanding economies, such as India, which are vigorously pursuing all sources of energy to meet the energy demand of their societies. India, with its unique three-stage nuclear power program adopted in 1954, looks at nuclear energy with a long-term vision build on a strong history of R&D, self-reliance and frugal engineering. It is now keen to rekindle international technical and commercial collaborations. NLA believes the INLA Congress in New Delhi creates an excellent platform for members of the legal fraternity from across the globe, all NLA members and INLA members, to interact and share views on key contemporary developments in the nuclear legal field, while also being apprised about all facets of India’s vast civil nuclear energy program and future opportunities. We’ve put together a 5-day program which reflects these developments, with topical panel discussions and esteemed Speakers from around the world. We’ve also drawn up a 5-day accompanying partner program, and built in a social outing as well as a Welcome Dinner & Gala dinner for all participants to have sufficient time to get to know each other better. This Second Announcement will contain all relevant information in terms of registration fees, the venue, accommodation options, travel packages prepared for participants, and step-wise instructions about your conference VISA, and important dates to keep in mind. We welcome you warmly to India, to experience the diversity of India in all its colours!

II. About INLA & NLA
INLA The purpose of the International Nuclear Law Association/Association Internationale du Droit Nucléaire, which was created in 1972, is to promote the study of legal issues associated with the peaceful uses of nuclear energy and to encourage the exchange of information in this field. Every two years, it organises a Congress called “Nuclear Inter Jura” in which nuclear lawyers worldwide participate. INLA counts about 600 members. NUCLEAR LAW ASSOCIATION, INDIA (NLA)
The Nuclear Law Association, India (NLA) was established in 2011 at New Delhi, India. The Association is a forum for the legal community to discuss issues relating to peaceful use of nuclear energy in India. NLAI aims to promote knowledge sharing and influence policy formulation through seminars, workshops, certified training courses, essay competitions, research and general outreach.

IX. HOTEL RESERVATIONS
A. ROOM RESERVATIONS AT THE IMPERIAL HOTEL (CONFERENCE VENUE) - Early bird rates applicable up to 31 May 2016
- A limited number of rooms have been blocked at the venue hotel for the conference. Rooms are available on first come first served basis until 31 May 2016 after which the hotel cannot guarantee the rates/room availability.

- To avail of the specifically negotiated rates for conference participants, you will have to
follow the booking process described below (do not book your room via the general website of The Imperial):
- If you provide your credit card information directly on the room reservation “Booking Form”,
the hotel will process the room booking request immediately.
- You will find the “Booking Form” enclosed as Annex 2.
- However, if you are not comfortable to provide your credit card details on the “Booking Form”, you will need to provide it over the phone and would need to follow the process described below:
1. Send an email to Mr. Karan Kapoor asking him to block your room as per the details
mentioned in the room registration “Booking Form” (without mentioning credit card details).
2. Upon receipt of the “Booking Form”, Karan will send you a reply email with your specific reference number.
3. You then must call the reservations line of the hotel (+91) 11 - 4111 6304 within 96 hrs (4 days) after receipt of Karan’s email; while providing your reference number and your credit card details over the phone.
4. The reservation office is open from Monday to Sunday, 0900 hrs to 1800 hrs. 5. The room cannot be guaranteed, if the hotel does not receive a call from you within the
stipulated time (i.e. 4 days from receipt of Karan’s email with your reference number). 6. The hotel will charge 1 night room rate on the credit card at the time of confirmation of
the room.
B. ROOM RESERVATIONS – ALL OTHER HOTELS - Early bird rates applicable up to 30 September 2016
- The hotel tariff is specially contracted for Nuclear Inter Jura 2016 by CIMGlobal, the official Conference Manager of the 22nd Nuclear Inter Jura Congress.

X. VISA INSTRUCTIONS
We request you to strictly comply with the step-wise instructions regarding your VISA application. In case of doubt, you may always contact: [email protected]
We suggest to both the conference participants as well as their accompanying partners to apply for their respective CONFERENCE VISA / TOURIST VISA at least 3 months before the date of the conference, i.e. 1st August, 2016, onwards, to ensure all applications will be processed in time.
A. Conference Participants = CONFERENCE VISA
1. Each conference participant will need to comply with the specific VISA application formalities
as identified by the Indian Consulates / Embassies in their respective countries – but under
all conditions MUST APPLY FOR A CONFERENCE VISA. Failure to do so, may lead to a
rejection to enter the country. Hence, we request you to follow this diligently.
2. YOU MUST SEND US AN EMAIL WITH THE REQUEST TO ISSUE YOU AN “INVITATION
LETTER”: The Nuclear Law Association, India, as the conference organiser will be issuing each
confirmed conference participant / Conference VISA applicant a personalised Invitation
Letter, which will contain the details of the conference and the duration of the conference.
In order to obtain this Invitation Letter in your name, you must send us a request to the
following email address, so we can prepare your Invitation Letter:
3. The Invitation Letter will be accompanied by a “No Objection” letter from the Nodal
Ministry, in our case: the Department of Atomic Energy (DAE). You will need to submit the
Invitation Letter along with this “No Objection” letter from the DAE to the Indian Consulate
/ Embassy in your country while applying for your conference VISA.
4. A conference participant is also allowed to combine his conference participation with
tourism. In that case you should specify the extended dates based on your prior / onward
travel dates when applying for your Conference VISA. Again: even when combining your
conference with tourism, you must apply for a CONFERENCE VISA (NOT A TOURIST VISA).
5. Please bear in mind that a general requirement when applying for your conference VISA is
that your passport must have a validity of 6 Months (180 days) from the date of application
with at least 2 blank pages.
6. The issuance of the conference VISA – based on the invitation letter from the Nuclear Law
Association, India – should go smoothly, but citizens of the following countries should
expect some extra time taken as missions abroad will be sending your applications to the
Ministry of Home Affairs / Ministry of External Affairs for additional scrutiny, and are
requested to apply well ahead of time: Afghanistan, Pakistan (and people of Pakistani
origin), Iraq and Sudan.
7. Apart from the Invitation Letter issued by the Nuclear Law Association, India, you will need
to verify and comply with the general list of documents to be submitted to the Indian
Consulates / Embassies, in your respective countries.

8. Lastly, apply for your CONFERENCE VISA at least 3 months before the date of the
conference, i.e. 1st August, 2016, onwards, to ensure you obtain your VISA well in time.
B. Accompanying Partners = TOURIST VISA / e-TOURIST VISA (for 150 countries)
1. Accompanying partners of participants attending the 22nd Nuclear Inter Jura Congress In
New Delhi, will need to simply apply for a TOURIST VISA or electronic TOURIST VISA
(applicable now for 150 countries), the process which is explained on this Government of
India website: https://indianvisaonline.gov.in/visa/tvoa.html
2. Hence, for accompanying partners the regular route of TOURIST VISA applications will
apply and the Nuclear Law Association, India (as a conference organiser), will not be
issuing invitation letters (this is also not a requirement under tourist visa route).
3. However, do make sure that your passport has a validity of 6 Months (180 days) from
the date of application with at least 2 blank pages. This is a standard requirement.
4. Moreover, there is a 2-month gap rule for visitors to India applying for a TOURIST VISA
from the following countries: Afghanistan, Pakistan, Iraq, Sudan, and foreigners of
Pakistani origin.
5. Lastly, apply for your TOURIST VISA 3 months before the date of the conference, i.e. 1st
August 2016, onwards, to ensure you obtain your VISA well in time.
XI. CONTINUING LEGAL EDUCATION / CONTINUING PROFESSIONAL DEVELOPMENT CREDITS
All INLA members may want to explore in their respective jurisdictions whether credits can be obtained under the Continuing Legal Education (“CLE”) or Continuing Professional Development (“CPD”), or similar programs, for attending the 2016 INLA Congress. INLA will seek to accredit the conference for such CLE credits (US / State-wise), but since some jurisdictions require advance approval of CLE courses, participants should inform conference organizers well in advance if they would like to receive CLE credits.

Highlights: Jaipur, Taj Mahal and the famous Pushkar Camel Fair with Royal tented stay. Route: Delhi-Pushkar-Jaipur-Agra-Delhi. This trip is available at two accommodation levels: ’luxury’ and ‘comfortable’. The tour can be extended into a longer Rajasthan tour, depending on your available time. Dates: from Saturday 12 – Thursday 17 November TAJ MAHAL This quick tour is ideal for those with limited time. There are 2 options: 1 night/1 day package We leave right after the conference and drive to Agra. Dinner and overnight stay at a luxury hotel. Get up early the next morning for a visit to the Taj Mahal while the sun rises, a breathtaking moment! We return to the hotel for breakfast. A visit to the Agra Fort concludes this trip. It’s back to Delhi after that, arriving in the late afternoon.

Same day package We leave at 6 am on Saturday morning 12 November and drive to Agra, reaching around 10.30 am. We will visit the Taj Mahal, a beautiful sight in the late morning sun. After that we stop for a well-deserved lunch, followed by a visit to the Agra Fort. We drive back to Delhi, arriving around 8 pm. Date: from

MOUNTAINS Four day trek: The Chandrashila Summit This is a beautiful 4-day trek (leave Saturday by late night train) and for first-timers this trip is a great way to discover the joys of trekking in the Himalayas. Chandrashila is the summit of the Tungnath. Located at a height of about 4,000 metres (13,000 ft) above sea level. Associated with some mythological legends, the summit offers spectacular views on the mighty Himalayas. Four days of camping and trekking will reenergise both body and mind!
