The timing of the grants and the longer term broadband mapping efforts present an urgent, essential need for a quick and accurate baseline mapping initiative in the next few months.

Perspectives on Broadband Mapping
The overall goal of the broadband stimulus initiative is to maximize broadband universality and to achieve economic benefits in terms of both economic development and jobs.
• Both the “supply” of broadband facilities and the “demand” for broadband are, accordingly, critical for maximizing these benefits.
• Some current and planned broadband mapping approaches have focused almost exclusively on the “strict supply side”—emphasizing the location of facilites--underemphasizing the “demand side (i.e. real availability as measured by penetration and whether broadband services are affordable).
• From this perspective, both AVAILABILITY and AFFORDABILITY are essential
Many existing providers have emphasized their deployment of broadband services where it is viewed as commercially viable
However, given the goals of the stimulus package a longer-term view is needed that may entail stimulus monies targeted at initiatives that may not meet commercial viability thresholds
Our approach emphasizes a judicious look at the need for broadband primarily from the user side, tempered by service coverage by providers

Key Principles for Broadband Mapping Activities
• Mapping of broadband resources needs to be carried out by an independent third party -- with access to unique data that can provide an accurate view of the marketplace. The proposed team is such an independent third party with unique access to the needed data.
• Broadband resources must include both wired and wireless resources
• To the extent possible, broadband resources must include available data from multiple public and private sources and include data made available by providers
• Data from providers and public sources must be verified through independent means including surveys and other third-party measurements
• The data needs to encompass service availability, speed levels, pricing or spending and broadband penetration
• Data needs to be cast at small geographic level -- the census block group (CBG) would be ideal for two reasons:
the Census Bureau reports demographic statistics at this level
CBGs do not change with population growth—other geographies may change (such as zip codes which grow and evolve over time)
• Lastly, any baseline mapping should be set up to be easily compatible with whatever longer-term mapping solution is put in place
Broadband mapping, whether baseline or longer term, needs to unimpeachable and needs to include multiple sources of data to assure accuracy of the findings.

Baseline Broadband Mapping Requirements
We propose a baseline mapping initiative to capture key broadband availability and usage metrics, guided by a few design principles ensure a balance between speed and scope.

The data obtained at the zip or zip+4 level will be analyzed and projected to the CBG level for availability, penetration, and affordability.
