SECTION A: REQUEST FOR EOIA.1 Background

AEMO is a company limited by guarantee. Its functions include:

Market and system operator of the National Electricity Market (NEM) in accordance with the National Electricity Rules (NER);

Market operator of a number of retail gas markets and short term trading markets for gas in eastern and southern Australia in accordance with the National Gas Rules;

Market and system operator of the Victorian wholesale gas market in accordance with the National Gas Rules;

National transmission planning for electricity transmission networks.

With its broad national focus for the future, AEMO’s objectives are to promote efficient investment in and operation of Australia’s electricity and gas services for the long-term interests of consumers with respect to price, quality, safety, reliability and security of energy supply.

A.2 Request for EOI

AEMO is the independent market and system operator of the NEM. AEMO operates the NEM by balancing demand for, and supply of, electricity through a pool and spot market. AEMO is also responsible for maintaining power system security.

Ancillary services are services that are essential to the management of power system security and must be acquired by AEMO in accordance with Chapter 3 of the NER. In this instance, AEMO is proposing to acquire network support and control ancillary services (NSCAS).

EXPRESSIONS OF INTEREST ARE INVITED for the delivery of network support and control ancillary services being voltage control ancillary services (VCAS) in the New South Wales region of the NEM.

NSCAS Quantity Procedure; and

Tender Guidelines for NSCAS.

SECTION B: INFORMATION FOR RECIPIENTSB.1 Recipients Must Inform Themselves

Prior to submitting an EOI, Recipients represent to AEMO that they have conducted all necessary investigations and have informed themselves fully concerning the nature, extent and requirements of this Request for EOI and the Services to be delivered, and made all examinations, investigations, interpretations, deductions and conclusions as to the costs, procedure and any difficulties in doing so.

B.2 Queries

Recipients must address any queries to the AEMO NSCAS Manager in writing.

B.3 Conditions of submitting an Expression of Interest

Recipients must comply with Section C.

B.4 Nature of Request for Expression of Interest

This Request for EOI is not intended to have any contractual effect. Short-listed Recipients may be invited to submit tenders for the delivery of the Services at the conclusion of the EOI process.

B.5 Confidentiality

This Request for EOI contains confidential information about AEMO and its activities. It is provided to enable Recipients to submit EOIs. Recipients are not permitted to use any information contained in this Request for EOI for any other purpose. Recipients must take all reasonable steps (both physically and electronically) to protect the confidentiality of this Request for EOI and all communications arising out of it, or the Recipient’s submission of an EOI.

B.6 Glossary

In this Request for EOI:

A capitalised word or phrase has the meaning set out opposite that word or phrase below, or the meaning set out in the Details;

A word or phrase in this style has the same meaning as given to that term in the National Electricity Rules (NER);

Unless the context otherwise requires, this document will be interpreted in accordance with Schedule 2 of the National Electricity Law.

Addendum Any document issued after the date of this Request for EOI and labelled as an “Addendum” to this Request for EOI; collectively known as “Addenda”.

AEMO Australian Energy Market Operator Limited ABN 94 072 010 327. References to AEMO include, where the context requires, AEMO’s employees, officers, contractors, consultants, advisers and other persons authorised to act for AEMO.

Business Days A day other than Saturday, Sunday and any other day not taken to be a public holiday in Victoria.

EOI or Expression of Interest The submission lodged by the Recipient in response to AEMO’s Request for EOI for NSCAS.

EOI Form The document contained in Section D.

NSCAS Description The description referred to in clause 3.11.4(a) of the NER.

VCAS Equipment The equipment nominated in Schedule 2 of the EOI Form by the Recipient for the delivery of the Services.

NSCAS Quantity Procedure The procedure referred to in clause 3.11.4(b) of the NER.

NEM National Electricity Market.

NSCAS network support and control ancillary services

NSP Network Service Provider

Reactive Plant Plant which is normally specifically provided to be capable of providing or absorbing reactive power as defined in the NER.

Recipient A person in receipt of this EOI.

Request for EOI Is the collection of documents incorporating: Section A: Request for EOI Section B: Information for Recipients Section C: Request for EOI Conditions Section D: EOI Form

and all schedules, attachments and appendices to those documents together with the NSCAS Description, the NSCAS Quantity Procedure, and the Tender Guidelines for NSCAS.

Services The services more particularly described in Schedule 2 of the EOI Form.

Statement of Compliance The document contained in Schedule 1 of the EOI Form.

Tender Guidelines for NSCAS The tender guidelines for network support and control ancillary services published by AEMO on its website following its determination under clause 3.11.5(b) of the NER.

VCAS or Voltage Control Ancillary Services

As defined in the NSCAS Description.

SECTION C: REQUEST FOR EOI CONDITIONSC.1 Submitting an EOI

(a) Lodgement Requirements

A Recipient must submit an EOI that meets the following requirements:

The EOI must be completed (that is, Section D: EOI Form and all relevant schedules are completed) and signed (in the case of a body corporate, by a duly authorised officer), and all pages of the EOI initialled.

A Recipient must lodge a separate EOI Form for each Service offered.

A Recipient can submit their EOIs by selecting from two options below:

(1) Delivery by Post or Courier Recipient must submit one original and one copy of all EOIs (in hard copy) and one electronic copy (CD or USB) in Word or Excel in a sealed envelope to be placed in the EOI Box at the following address by 4:30 pm (EST) on the Closing Date:

The Recipient must ensure the hard and electronic copy of its EOI are identical and agrees that AEMO may rely on either version when evaluating this EOI.

Additional documentation may be submitted by Recipient with their EOI if, in the Recipients’ opinion, it is necessary for a proper understanding of their EOI.

(b) Statement of Compliance

The EOI Form and schedules have been developed to enable AEMO to evaluate EOIs in accordance with the evaluation criteria detailed in Section C.9.

If a Recipient cannot comply with any element of the EOI Form or schedules, the Recipient must specify in the Statement of Compliance the nature of, and reasons for, the non-compliance.

Recipients should note that a failure to comply with any of the lodgement requirements may lead to rejection of their EOI.

C.2 Facsimile EOIs not Acceptable

EOIs submitted by facsimile will not be accepted.

C.3 Information Provided by AEMO

Upon submission of their EOI, Recipients are taken to have:

carefully examined and satisfied themselves of the requirements of this Request for EOI;

examined all information relevant to the risks, contingencies and other circumstances relevant to the Services, as may be available by making reasonable enquiries; and

satisfied themselves as to the correctness and sufficiency of their EOI.

C.4 Disclaimer

Except to the extent required by law, AEMO does not accept any responsibility to Recipients or third parties, under the law of contract, tort (including negligence) or otherwise, for any loss or damage whatsoever that may arise from any information provided by AEMO.

AEMO accepts no responsibility for any interpretation that may be placed on this Request for EOI.

The information contained in this Request for EOI is furnished for the convenience of Recipients. Any information provided by AEMO is not guaranteed and EOIs must be based on Recipients’ own investigations and determinations. AEMO makes no warranties or representations on the contents, or adequacy, of any information provided to Recipients.

C.5 No Liability

Except where it would be illegal to do so, AEMO is not liable in any way for the accuracy or completeness of this Request for EOI, or liable for any loss or damage of whatever kind (whether foreseeable or not) however arising, suffered or incurred by any person in connection with this Request for EOI (including by reason of any negligence, default or lack of care).

C.6 Queries, Discrepancies or Errors

If Recipients find any discrepancy, error, or have any doubt as to the meaning or completeness of this Request for EOI and they wish to clarify the discrepancy, error or doubt, they should notify the AEMO NSCAS Manager in writing at least 7 days before the Closing Date, whereupon AEMO may issue an Addendum clarifying the discrepancy, error, or query (as the case may be) in accordance with Section C.7.

C.7 Addenda

No representation or explanation to Recipients as to the meaning of this Request for EOI will be taken to be included in this Request for EOI unless it is contained in an Addendum.

C.8 EOIs Commercial-in-Confidence

EOIs will be treated as confidential and will not be disclosed outside AEMO unless it is:

for the purpose of assessing the feasibility of any proposed services;

required by law, or in the course of legal proceedings;

requested by any regulatory or other government authority having jurisdiction over AEMO, or its activities; or

to AEMO’s external advisers, consultants or insurers,

in which case the Recipient is deemed to have consented to this disclosure by providing the EOI.

C.9 EOI Evaluation

Without prejudice to AEMO’s right to reject non-conforming EOIs, during the EOI evaluation process, AEMO may seek clarification from Recipients of matters raised and rectification or resolution of errors or omissions in EOIs. Recipients may be invited to attend meetings with AEMO to review and discuss any such matters.

The criteria to be used in the EOI evaluation process may include, but will not be limited to:

the Recipient must be or intend to register as a Registered Participant;

compliance of the offered Service with the NSCAS Description;

application of the NSCAS Quantity Procedure;

the expected reliability and availability of the offered Service;

compliance with the NER;

effectiveness of Services to fill NSCAS gap;

Occupational Health and Safety; and

any other factors AEMO considers to be relevant.

AEMO may, in its absolute discretion, evaluate and accept EOIs that do not meet the lodgement requirements in Section C.1, but AEMO is not obliged to do so.

C.10 AEMO not Bound to Proceed

AEMO is under no obligation to complete the process outlined in this Request for EOI, invite any Recipient to submit a tender, or ultimately purchase any goods or services that comprise any part of the Services.

C.11 No Obligation to Debrief

AEMO is under no obligation to debrief any Recipient as to AEMO’s evaluation of EOIs, or give any reason for the acceptance of or non-acceptance of any EOI.

C.12 No Reimbursement for Costs of submitting an EOI

No Recipient is entitled to be reimbursed for any expense or loss incurred in the preparation and submission of its EOI or for any costs incurred in attending meetings with AEMO during the EOI evaluation process.

C.13 Ownership of EOIs

AEMO will retain and own all EOIs lodged as a result of this Request for EOI. Apart from AEMO’s right to copy EOIs for the purposes of evaluation, Recipients’ intellectual property rights in their EOIs are not affected by AEMO’s rights under this Section C13.

C.14 No Publicity

Recipients must not make any public or media announcement about this Request for EOI or the outcome of this Request for EOI without AEMO’s prior permission.

C.15 No Collusion or Dealings with Competitors

Recipients must ensure that they (and their principals, employees, agents and contractors) do not:

(a) discuss this Request for EOI with any other person they know has received this Request for EOI or might reasonably be expected to have received this Request for EOI; or

(b) engage in any conduct that is designed to, or might have the effect of, lessening competition in the supply to AEMO of the Services.

Recipients who wish to engage in legitimate teaming or sub-contracting discussions with persons who might deliver the Services must gain AEMO’s prior approval to do so.

DESCRIPTION OF PROPOSED SERVICES

AEMO is calling for submissions in response to this EOI for delivery of voltage control ancillary services as detailed in Schedule 5.

The Recipient proposes the following Services:

Short term solution - VCAS Equipment with ability to provide reactive power absorption capability from 30 June 2013 for the period of up to 12 months with an option to extend the Service for a further 12 months.

□Long term solution – VCAS Equipment which has ability to provide reactive power absorption capability for a period of 5 years or longer, for example installation of new or utilisation of existing reactive plant.

□Combination of short term and long term solutions –Existing VCAS Equipment will provide reactive power absorption capability from 30 June 2013 until long term VCAS Equipment such as reactive plant is constructed to deliver a long term capability for a period of 5 years or longer.

Please note that each individual short term or long term proposal can be independently accepted or rejected.

Depending on the type of Service, Recipients must complete the relevant part(s) of the remainder of this Schedule 2 and provide the relevant supporting documentation requested in Schedule 3.

1. Short Term Solution - VCAS Equipment

1.1 Description of Proposed Services

The Recipient proposes that the Services be provided for AEMO to utilise as outlined in items 1.2 and 1.3.

1.2 Details of VCAS Equipment The Recipient provides the following short term VCAS facilities:

Service Commencement Date Indicate the date, or a range of dates, by which the VCAS equipment would be available to provide Service.

SUPPORTING DOCUMENTATION

In support of its EOI, the Recipient must provide the following information:

1. Existing VCAS Equipment 1.1 Test Procedure

The Recipient must provide a copy of the test procedure that proposes the method to test and prove:

the reactive power absorption capability of the VCAS Equipment as specified in Schedule 2;

the accuracy of the remote indicators to be used to transmit reactive power measurements to AEMO in order to measure the quantity of reactive power absorbed at the nominated connection point;

steps requires to enable VCAS Equipment;

the time taken to enable VCAS Equipment:

that VCAS Equipment can deliver sustained reactive power absorption for the duration stated in the levels of performance referred to in items 1.3 and 2.3 of Schedule 2.

1.2 Other Test InformationThe Recipient must also provide:

results of any tests conducted during the past 12 months, and any additional supporting information to demonstrate the capabilities of the VCAS Equipment to provide the Services;

maintenance records for the past 12 months for the VCAS Equipment;

the Recipient’s schedule of planned works for the VCAS Equipment for the next two years, including anticipated repairs, maintenance and outages;

the Recipient’s proposed methodology for addressing any unplanned maintenance to the VCAS Equipment;

evidence establishing that a connection agreement is in place as between the Recipient and the relevant Network Service Provider to allow delivery of the proposed Services;

capability diagrams showing reactive power absorption limits, if applicable; and

maximum time that the reactive power absorption can be sustained, if applicable.

2. VCAS Equipment to be constructed

The Recipient must provide:

a high level construction and commissioning plan;

if possible, proposed operating arrangements for the VCAS Equipment; and

a description of how the VCAS Equipment will meet the levels of performance in Schedule 2

NSCAS REQUIREMENTS

Requirement for VCAS

AEMO identified VCAS requirements for the next five years in the southern part of the New South Wales region. The VCAS is required to avoid overvoltage under lightly loaded power system conditions. The VCAS requirements were also published in the most recent National Transmission Network Development Plan2.

Currently overvoltage in southern NSW is being managed by utilising generating units operating in synchronous condenser mode under a network control ancillary services contract with AEMO. This contract will expire in June 2013.

The NSCAS gap for VCAS arises from 30 June 2013.

AEMO’s objective is to fill the VCAS requirements at the least cost possible. AEMO’s preference is to procure VCAS that will deliver a long term solution to resolve the overvoltage issues identified in this Schedule 5. AEMO understands that it may take some time to construct and commission any new infrastructure that may be required to deliver such a service, during which an interim solution may be required. AEMO is therefore inviting expressions of interest for delivery of VCAS capable of immediate reactive power regulation as well as proposals for the construction and installation of reactive plant to deliver more permanent solution for voltage control. Recipients may express interest in providing either the short term solution, the long term solution, or both.

Examples of short term VCAS (likely to be provided under an agreement for a one or two year term) include:

Unused reactive power capacities of generating units, including wind farms, solar power generating units and any other forms of electricity generating units. The typical modes of operation are as follows:

o Synchronous Condenser Mode: a mode of operation of a generating unit with the reactive power capability to supply or absorb reactive power without producing active energy; and

o Generation Mode: a mode of operation of a generating unit with the reactive power capability to supply or absorb reactive power in excess of its performance standard for reactive power while producing active energy in response to dispatch instructions. The reactive power capability of a generating unit for VCAS is the amount beyond the reactive power capability specified in the performance standards up to the limit specified in a capability diagram.

Using demand side management such as:o control of customer load in response to certain signals; ando installation of, or utilisation of, existing small scale generation.

Long term solutions could be delivered though installation of reactive plant, such as:

capacitors and reactors; synchronous condensers, static VAR compensators (SVCs), static compensators (STATCOMs); or HVAC and HVDC transmission lines.

These examples are not exhaustive and there may be other ways of providing the VCAS requirement.

VCAS capability required is set out in Table 5.1 below. The quantity could vary depending on the most optimum location and type of VCAS provided. In addition, for power system security, AEMO may achieve diversity in the locations from where the VCAS are sourced by limiting the amount to be sourced from any one location.

Most optimum locations for delivery of reactive power absorption are Kangaroo Valley and Upper Tumut 330 kV substations. Power system simulations have indicated that a combination of reactive power absorption capability from both locations would be most effective, approximately 10% from Kangaroo Valley area and 90% from Upper Tumut area.

VCAS is most likely to be required during the times of low demand in Canberra area and low transfers on the Victoria to NSW interconnector. This typically occurs overnight (10PM – 7AM) and also during weekends and public holidays.

Table 5.2 provides the list of electrically closest locations to Kangaroo Valley and Upper Tumut on the transmission system from which reactive power absorption could be delivered. These locations are listed in order of locational effectiveness. Locational effectiveness refers to the ability of VCAS Equipment connected to one particular location to reduce the overall reactive power absorption requirement at both Kangaroo Valley and Upper Tumut.

For example if 100 MVAr of VCAS is connected into Canberra or Williamsdale substations the overall VCAS requirement at Kangaroo Valley and Upper Tumut is reduced by 97 MVAr, therefore this particular location is 97% effective at reducing overvoltage at both Kangaroo Valley and Upper Tumut.

Please note that locational effectiveness in Table 5.2 should be used as guidance only. Effectiveness in managing overvoltage on the power system will depend on combination of VCAS Equipment utilised at any one time and the prevailing power system conditions in southern part of the NSW region.

AEMO will make an assessment of the optimum combination of VCAS based on the proposals received and ability of each proposal to meet evaluation criteria as specified in section C9. AEMO will then invite tenders to procure sufficient VCAS to fulfil the NSCAS gap in the NSW region.

Figure 5.1 below illustrates geographically the position of the Upper Tumut and Kangaroo Valley. Other surrounding locations from which nominated VCAS could be sourced (listed in tables above) are also shown on the map.
