OIC Inbrief
The event OIC, MIDN Conrad, shall brief competing teams on the overall competition standards and scoring in regards to the Drill Meet.
USS Carmen Familiarization
Event staff shall brief the participating team in the usage USS Carmen. Teams will have the opportunity to practice general ship-handling in USS Carmen in order to establish familiarity.
Quiz
A quiz, covering material pertinent to shiphandling, shall be administered to all members of the participating team. There will be 15 questions.
OOD Briefing
The event OIC, MIDN Conrad, shall brief the participating team’s designated OOD on the flow of events within the situation along with specific instructions as to the rules and procedures. Any questions should be asked and answered at this time.
Ship Simulation
Timing shall commence upon simulation initialization. The simulation shall consist of a departure from Naval Station Mayport, basic maneuvering, and applications of the Rules of the Road. Penalties shall be awarded for unsafe ship-handling practices. The application of maneuvering boards for navigation and screening shall be tested. The Ohio State University Surface Warfare Officer Instructor, LT Shopland shall serve as the USS Carmen Commanding Officer and head judge for this evolution. MIDN Conrad shall operate the instructor console and oversee the simulation while MIDN Conrad assists in assessing the competing team.

The simulation and timing shall be terminated upon arrival at the “finish line.” At which time, MIDN Conrad shall convene to review penalties and total time. MIDN Conrad shall debrief the competing team’s designated OOD in order to clarify total time and penalties awarded.
Dismissal
Competing team shall be dismissed from the pilothouse and the scenario shall be reset.
Purpose
The intent of this evolution is to evaluate ship handling, communication, and leadership skills between small groups of midshipmen.
Scheme of Evolution
Using USS Carmen (DDGS-71), Midshipmen will navigate an Arleigh-Burke class guided-missile destroyer through set training environment to complete in the fastest time. The training environment shall include navigational hazards such as: channels, buoys, other ships, and other obstacles.
Rules
1. All ship movement shall be in accordance with the International Rules of the Road (COMDTINST M16672.2D/COLREGS).
2. All ship commands shall be given in accordance with U.S. Navy standard commands. Reference CH 8 of the watch officer’s guide.
3. Teams shall consist of four to five members including an Officer of the Deck, a Junior Officer of the Deck, a Conning Officer, and a Helmsman.
a. The Officer of the Deck shall be responsible for providing overall guidance and leadership of the team.

b. The Junior Officer of the Deck shall be responsible for charting problems including tracking and maneuvering boards. They shall be at the RADAR watch station unless a RADAR operator is designated.
c. The Conning Officer shall be responsible for carrying out the orders of the OOD and conn the ship.
d. The Helmsman shall be responsible for carrying out the orders of the Conning Officer by means of the ship’s helm and engine order telegraph.
e. The optional fifth member may be delegated to the lee-helm, charting assistance, RADAR, or any other duty as seen fit by the OOD.
4. The order of events for the competition are as follows:a. 5-Minute overall competition and drill meet briefing.b. 10-minute quiz pertaining to Chapter 8 of the Naval
Watch Officers Guide and COLREGS.c. 10-minute period to test the ship simulator in an open
environment.d. 5-minute briefing period between competition OIC and
team OOD.e. 40-minute period to complete the scenario in the
fastest amount of time. f. 5-minute OOD debrief
5. Penalties shall be awarded additional time to their raw score for the following:
a. Collisions with any asset in the simulation will result in disqualification.
b. Violation of the COLREGS (30-Seconds).c. Out of Channel (10-Seconds).d. Over rudder limit (2-seconds for each second over
limit)i. Rudder limit: 30 degrees in either direction
e. Over speed limit (2-seconds for each second over limit)i. Speed limit in channel: 15.0 knotsii. Speed limit in area: 25 knots

6. The usage of Standard Commands and good bridge team leadership and coordination shall be evaluated by LT Shopland on a 1-20 scale and a 1-15 scale respectively.
7. The competition will be scored with the quiz accounting for 10% of the total score and the simulation accounting for the remaining 90%. Breakdown of scoring is as follows:
a. Quiz – 15 pts possibleb. Bridge team evaluation – 15 pts possiblec. Communication Evaluation- 5 pts possibled. Bridge to Bridge Evaluation- 10 pts possiblee. Standard Commands Evaluation - 20 pts possiblef. Maneuvering Boards – 15 pts possibleg. Placement – 30 pts possible
