samples taken at the T
own
s stormw
ater outfalls over 4 quarerly sampling periods. In addition to sam
pling at outfalls, water quality
samples of storm
water r
uoff were also collected and analyzed at ten (10) locations throughout the T
own at entrances to catch basins
for the purposes of gaining a better understanding of the impacts of urban runoff on storm
water contam
ination.
The D
PW conducted rain barel distributions on 1 M
ay and 24 June 2008. The D
eparment advertised through the local new
spaperand cable T
V. B
enefits ofrain barels were even prom
oted in tax bils. The D
PW
is continuing this program in the S
pring of Perm
itY
ear 7 promoting the benefits of rain barel usage for capturing roof r
uoff and providing rain barels at a nom
inal fee to localresidents. The next rain barel sale event is scheduled for 29 A
pril 2009.
Ilicit Discharge D
etection and Elim
inationT
he IDD
E Program
activities continued the aggressive schedule to complete the top-dow
n inspection and testing of the entire MS4
system by P
ermit Y
ear 7. Over the past year 106 out of 172 key junction m
anoles (61%) p
lus 94 upstream tributar manoles were
inspected and tested for the presence of ilicit connections indicator parameters. T
hrough Permit Y
ear 6 a total of approximately
252000 linear feet of storm
drain, representing over 86 percent of the entire MS4 system
, has been inspected and tested under theID
DE
Program
. A total of 148 drain m
anoles were sandbagged and m
onitored for contaminated flow
under dr weather conditions.
As a result, 165 dye tests w
ere performed to confirm
the locations of ilicit connections resulting in 6 confirmed ilicit connections
being identified and removed.
Enacting protocols in its ID
DE
program, the T
own continued w
et weather testing w
ith its water quality m
onitoring this past year.R
efinements are being m
ade to GIS m
apping of the Tow
ns storm
drain, sewer and w
ater systems that w
ere completed in 2005.
Through the M
WR
A L
ocal III Financial Assistace Program, alm
ost 6400 linear feet of sew
ers were T
V inspected this past year to
look for defects and deficiencies including possible indirect comm
unication between the sew
er and nearby storm drain. T
he DPW
with its sew
er consultant completed construction plans, bid and had nearly 4
000 linear fee of defective sewers identified by T
Vinspection replaced or rehabilitated. T
he completion of the sew
er improvem
ents will reduce III and the potential for inter-
comm
unication with nearby storm
drains.
Construction Site Storm
water R
unoff Control
The D
PW is one of m
ultiple deparents responsible for reviewing site developm
ent plans prior to Site Plan Approval by the Planning
Board and ensuring that the proper m
easures are incorporated for controllng erosion and sediment runoff to the T
own
s stormw
atersystem
and waterw
ays. Developers and land ow
ners seeking new constrction permits are provided a set of the T
own
s standard siteconstruction details including erosion and sedim
ent control requirements. T
he DPW
performs inspections of the constrction sites of
all sizes to ensure compliance w
ith the stormw
ater ruoff control requirements. T
he DPW
also enforces its parking lot drainagestandard of using oil/gas
eparators for areas with 4 or m
ore parking spaces if they connect to the Tow
ns drainage system
. The D
PWrequires new
construction sites to post a copy of their Constrction P
ermit in a conspicuous location for easy reference by the public.
The perm
it sign includes the phone number of the D
PW for the public to report com
plaints of erosion and sedimentation, litter or other
contaminants from
the site reaching public ways. N
o complaints w
ere received in the reporting period.
