Dear Friends and Members,
I would like to take this opportunity to thank everyone who came out to support
our last ASPE Site Tour Dinner Meeting for Future Surgery Center and Hybrid
Operating Suite with UCSD Architect and Project Manager Mark Rowland. The entire
evening was truly enjoyable. ASPE appreciated the time, effort, and skills of the
guest speaker. The audience turnout was great and excited.
In today’s construction market, The Cost of Customer Satisfaction is a concept that aims to enhance
supply chain integration by supporting and assisting joint practices. For decades, businesses in many
industries have sought to reduce personnel costs by automating their processes to the greatest extent
possible. In customer service, that has led many companies to implement systems online and by phone
that answer as many questions or resolve as many problems as they can without a human presence. But
in the end, there are customer service issues for which human interaction is indispensable, creating a
competitive advantage. Amazon is an example of a company that is doing all it can to automate a vast and
complex operation. It has to, given that it delivered five billion packages to customers' doors in 2018, and
that's just the purchases made by Prime members. Nevertheless, Amazon still offers 24-hour customer
service by phone, in addition to email and live chat services.
Most successful businesses recognize the importance of providing outstanding customer service.
Courteous and empathetic interaction with a trained customer service representative can mean the
difference between losing or retaining a customer.
My Chapter Board of Directors and I look forward to welcoming you all at ASPE, an organization
where you will not only polish your professional skills but also become a better Estimator.

1,200 individually cut perforated panels using a multi-level cantilever scaffolding system. For the 2,200 concrete
embeds used, each was strategically placed to firmly secure over two tons of designed aluminum throughout the
eight floors of the library. In true California Sheet Metal fashion, both the aesthetic and environmental appeal was key
in erecting this artistic and sustainable structure. CSM was awarded the California SMACNA 2014 Tom Guilfory
Memorial Craftsmanship of the Year Award for the San Diego Central Library.
Petco Headquarters
The Petco Corporate Headquarters in Rancho Bernardo
shows how CSM has used digital imagery and 3-D
modeling to create the 3D images of Petco's dog and
cat logo using pixelated dog paws with sizes ranging
from ½” to a 4” circle all punched out across 21 panels.
The computer-assisted machine that perforated metal is
in high demand at the CSM shop. It was also used in
hundreds of other projects and designs.

CSM fabricated and installed the ¼” stainless steel decorative screen featured prominently on the university’s science
building, Sator Hall. The screen perforations are composed of the Greek Alpha and Omega symbols placed to
represent the constellations of the night sky. The computer-assisted machine that perforated metal was also used in
this project and design.
The High Capacity CNC (Computer Numerical
Control) Laser
The high capacity CNC laser has auto-loading and auto-offloading capability. The CNC router with 40 ft x 8 ft cutting surface. The German-made automated panel bender significantly reduces panel fabrication times. There are numerous computerized brake-forming machines.
At the ASPE San Diego site tour, members and guests will tour California Sheet Metal’s shop. Attendees will learn more about the CNC sheet metal manufacturing machinery from the California Sheet Metal representa-tives along with an in-house presentation from Dan Kilcoyne, CPE, facade estimator.
Dan Kilcoyne is the Director of Estimating for California Sheet Metal. His 20+ years in the field as Field Foreman and member of Local 206 continues to inform his rich understanding of materials, crew, labor and ensuring the quality of all CSM’s estimates.

C onstruction in Southern California, particularly the San Diego area, will face
unparalleled challenges in the next few years while managing available
resources to complete projects on time and within budget. My current assignment at
the San Diego County Regional Airport Authority for the Airport Design &
Construction Department included a recent study to access the impact of these major
projects on the upcoming Airport Development Program and the replacement of
Terminal 1. This $3 Billion dollar undertaking involves landside components (terminal
complex, roadways, parking garage, ancillary structures, etc.), airside improvements
(taxiways and apron pavement for terminal gates and aircraft overnight parking),
transit upgrades to eventually incorporate the extension of trolley service to the
airport, and a 125,000 square foot office building to serve as the headquarters for the Airport Authority.
In addition to the ADP work, that study outlined these significant projects underway or in the planning
stage:
1. Manchester Gateway Center
2. Seaport Village Redevelopment
3. San Diego Convention Center expansion
4. Chula Vista Bayfront Development
5. San Diego State Sports Complex and Education/Housing Facilities in Mission Valley at the
former Jack Murphy Stadium site
6. University of California at San Diego “Transformational Building Program”
7. Trolley extension to University Towne Center and UCSD campus
8. Bond programs at K-12 schools and community colleges
9. Potential construction at military bases (dependent on Federal funding)
10. Projects at SeaWorld, Legoland, and the San Diego Zoo
We are currently experiencing labor shortages, difficulty in obtaining materials and procuring equipment,
and finding qualified project management staff to supervise and direct team members in accomplishing the
work. Expectations that this situation will improve are not likely for the future given the volume of projects in
the pipeline.
I was invited to attend a National Association of Women in Construction, San Diego Chapter meeting on
September 10, 2019, to hear a presentation by Eric Smith PE DBIA, Associate Chancellor, Capital
Management Program at UCSD, on their “Transformational Building Program.” The various projects cited
during his talk will extend through the end of 2025. One of the PowerPoint slides highlighted five key points
concerning the Reality of the Market:
$15+ Billion to be bought in San Diego during 2020-2021.
Demand will stretch already limited capacity.
A/E/C (Architectural, Engineering, Construction) community will have many choices.
Prices will be driven by labor shortage.
Owners will be competing for limited resources.
UCSD anticipates having over 2,000 tradespeople employed on their projects by the end of 2021. The
Facilities Design and Construction group looks to drawing from a select pool of Architects/Engineers and

Services; a certified small, woman-owned general requirements
contractor providing temporary fencing, job site trailer installation, and
temporary labor across the San Diego market.
Claudia began her journey in the construction industry in 2002 as an Intern
for Lendlease on the construction of a midrise condo project in the heart of
downtown San Francisco. After graduating from Chico State with 3
successful internships and a permanent position with the company as a
Project Coordinator under her belt, Claudia was proud to officially begin her
career as an estimator for Centex Homes. She continued her career in the
housing industry working as a Procurement Agent and Project Manager.
Now as a business owner, Claudia is able to use all the skills she learned
through the years in the field and in the office to run her own company, D 3
Construction Services.
The ASPE has already been a wonderful support system and she looks
forward to continuing to learn from the exceptional industry professionals within the organization. ■

endeavor. Their office will be primarily utilizing integrated CM/GC and progressive Design/Build delivery
methods. Responding to the above market realities will entail hiring and retaining the best talent available
in the area while embracing diversity in the workplace and among the contracting community. UCSD’s
strategy strives to become the most attractive owner in the marketplace by enticing contractors,
subcontractors and suppliers to think strongly about the advantages of participating in their program.
Their leadership clearly understands the benefits of supporting industry organizations as part of that
process.
Overall this philosophy incorporates high-trust relationships between its partners, a focus on team
success, open, authentic and transparent communication, and remaining a good steward to both
educational and business interests. These points of view will necessitate an emphasis on integrity,
fairness, allowing everyone to voice their opinions, insisting on accountability, commitment to service, and
taking pride in their work to provide the best product for the campus. UCSD’s culture needs to become
contagious in order to impact these and future projects. Other owners in the San Diego marketplace need
to pay attention to these goals and objectives laid out by UCSD. Their representatives should
acknowledge the challenges ahead, and address the fact that a competition will exist to find the best firms
who have access to available resources to build their facilities.

L orena Quintero joined the industry in 1995. She is a Territory
Sales Manager for Willscot and handles the south San Diego and
El Centro areas. Lorena loves the construction industry and offers a
wide broad of experience in helping General Contractors and School
Districts with solutions on “Ready to Work packages,” temporary
modular space, relocatable Classrooms, containers and furniture. No
Challenges in the field stop her.
Lorena is excited for the opportunity to serve on the San Diego ASPE
Chapter #4 on the 2019-2020 Board of Directors. She believes this
association is so empowering because it has allowed her not only to
explore new ideas and experience that she would not understand
before, but also to meet new people in the estimating department and create longtime
friendships.
Lorena is also involved on the Board of Directors for NAWIC since 2018-present and WCC 2019-
present. She continues to be an active member of multiple committees including: Social Media,
Golf Committee, Ways & Means and Block Kids. A single mother of two wonderful teenagers
who started college this year, Lorena likes to spend time with her kids traveling to Mexico and
trying new extreme sports.
