    INDIAN ECONOMIC SERVICE/INDIAN STATISTICAL SERVICE EXAMINATION, 2012

    (COMMISSIONS WEBSITE : www.upsc.gov.in)No. 12/3/2012-EI(B): A combinedcompetitive examination for recruitmentto Grade IV of the Services mentionedin Para 2 below will be held by the UnionPublic Service Commissioncommencing from 1st December 2012in accordance with the Rules publishedby the Ministry of Statistics &Programme Implementation in theGazette of India dated the 1stSeptember, 2012. The examination willbe held at the following centres:-AHMEDABAD JAIPURALLAHABAD JAMMUBANGALORE KOLKATA

    BHOPAL LUCKNOWCHANDIGARH MUMBAICHENNAI PATNACUTTACK SHILLONGDELHI SHIMLADISPUR THIRUVANAN-HYDERABAD THAPURAMThe centres and the date of holding theexamination as mentioned above areliable to be changed at the discretion ofthe Commission. Applicants should notethat there will be a ceiling on the numberof candidates allotted to each of theCentres, except Chennai, Delhi, Dispur,Kolkatta and Ahmedabad. Allotment ofCentres will be on the "first-apply-first-allot basis, and once the capacity of a

    particular Centre is attained, the samewill be frozen. Applicants, who cannotget a Centre of their choice due toceiling, will be required to choose aCentre from the remaining ones.Applicants are, thus, advised that theymay apply early so that they could geta Centre of their choice.NB: Notwithstanding the aforesaidprovision, Commission reserve theright to change the Centres at theirdiscretion if the situation demands.Blind candidates will, however, berequired to take the examination atanyone of the seven centres viz.Chennai, Delhi, Hyderabad, Kolkata,Lucknow, Dispur and Mumbai.Candidates admitted to the examinationwill be informed of the time table andplace or places of examination. Thecandidates should note that no requestfor change of centre will be entertained.2. (a) The Services to which recruitmentis to be made on the results of thisexamination and the approximatenumber of vacancies in Grade IV of theServices are given below :-(i) Indian Economic Service - 31(ii) Indian Statistical Service - 29NOTE : 3 vacancies have been keptreserved for PH category candidates(one for Hearing Impairment and two forLocomotor Disability or Cerebral Palsy)for Indian Statistical Service by theGovernment through lES/ISS Exam,

    2012.One vacancy for Blind or Low Visioncategory has been kept reserved forIndian Economic Service by theGovernment through IES/ISS Exam,2012.The number of vacancies mentioned

    above is liable to alteration.Reservation will be given effect to asper policy of the Govt.

    (b) A candidate may compete for anyone of the Services only viz. the IndianEconomic Service or the IndianStatistical Service, for which he/she iseligible in terms of the rules.

    A candidate will be eligible to get thebenefit of community reservation onlyin case the particular caste to whichthe candidate belongs is included in thelist of reserved communities issued bythe Central Government. If a candidate

    indicates in his/her Application Form forIndian Economic Service/ IndianStatistical Service Examination that he/she belongs to General Category butsubsequently writes to the Commissionto change his/her category, to areserved one, such request shall not beentertained by the Commission.While the above principle will be followedin general, there may be a few caseswhere there was a little gap (say 2-3months) between the issuance of aGovernment Notification enlisting aparticular community in the list of any

    of the reserved communities and thedate of submission of the applicationby the candidate. In such cases therequest of change of community fromgeneral to reserved may be consideredby the Commission on merit.The closing date fixed for the receipt ofthe application will be treated as the datefor determining the OBC status(including that of creamy layer) of thecandidates.

    3. ELIGIBILITY CONDITIONS :(I) Nationality

    A candidate must be either :

    (a) A citizen of India, or(b) a subject of Nepal, or

    (c) a subject of Bhutan, or

    (d) a Tibetan refugee who came over toIndia before 1st January, 1962 with the

    intention of permanently settling in India,or

    (e) a person of Indian origin who hasmigrated from Pakistan, Burma, Srilanka

    or East African countries of Kenya,Uganda, the United Republic of

    Tanzania, Zambia, Malawi, Zaire andEthiopia or from Vietnam with the

    intention of permanently settling in India.Provided that a candidate belonging to

    categories (b), (c), (d) and (e) aboveshall be a person in whose favour a

    certificate of eligibility has been issuedby the Government of India.

    A candidate in whose case a certificateof eligibility is necessary, may be

    admitted to the examination but the offerof appointment may be given only after

    the necessary eligibility certificate hasbeen issued to him/her by the

    Government of India.(II) Age Limits :

    (a) A candidate must have attained theage of 21 years and must not have

    attained the age of 30 years on 1stAugust, 2012, i.e. he/she must have

    been born not earlier than 2nd August,1982 and not later than 1st August,

    1991.

    (b) The upper age limit prescribed abovewill be relaxable as follows:(i) upto a maximum of five years if a

    candidate belongs to a ScheduledCaste or a Scheduled Tribe.

    (ii) upto a maximum of three years inthe case of candidates belonging

    to Other Backward Classes whoare eligible to avail of reservationapplicable to such candidates.

    (iii) upto a maximum of five years if acandidate had ordinarily beendomiciled in the State of Jammu& Kashmir during the period fromthe 1st January, 1980 to the 31stday of December, 1989.

    (iv) upto a maximum of three years in

    the case of Defence Servicespersonnel disabled in operationsduring hostilities with any foreign

    country or in a disturbed area andreleased as a consequence thereof:

    (v) upto a maximum of five years in

    UNION PUBLIC SERVICE COMMISSION

    Government strives to have a workforce which reflects gender balance and women candidates are encouraged to apply.

    IMPORTANT

    1. CANDIDATES TO ENSURE THEIR ELlGIBILlTIY FOR THE EXAMINATION:

    Candidates applying for the examination should ensure that they fulfil all eligibility

    conditions for admission to the Examination. Their admission at all the stagesof the

    examination will be purely provisional subject to satisfying the prescribed

    eligibility

    conditions.

    Mere issue of e-Admission Certificate to the candidate wil l not imply thathis/her candidature has been finally cleared by the Commission.

    Verification of eligibility conditions with reference to original documents is taken

    up

    only after the candidate has qualified for Interview/Personality Test.

    2. HOW TO APPLY:

    Candidates are required to apply online only by using the websitewww.upsconline.nic.in Brief instructions for filling up the online Application

    Form have been given in Appendix-II. Detailed instructions are available on theabove mentioned website.

    3. LAST DATE FOR SUBMISSION OF APPLICATIONS:

    The Online Applications can be filled upto 1st October, 2012 till 11.59 pm,

    after which the link will be disabled.

    4. The eligible candidates shall be issued an e-Admission Certificate threeweeks before the commencement of the examination. The e-Admission

    Certificate will be made available in the UPSC website [www.upsc.gov.in]for downloading by candidates. No Admission Certificate will be sent by

    post. All the applicants are required to provide valid and active E-Mail I.D.while filling up Online Application Form as the Commission may use

    electronic mode for contacting them.

    5. SPECIAL INSTRUCTIONS:

    Candidates are advised to read carefully Special Instructions to theCandidates for Conventional Type Tests (Appendix-III).

    6. FACILITATION COUNTER FOR GUIDANCE OF CANDIDATES:

    In case of any guidance/information/clarification regarding their applications,candidature etc. candidates can contact UPSCs Facilitation Counter near C

    Gate of its campus in person or over Telephone No. 011-23385271/011-23381125/011- 23098543 on working days between 10.00 hrs. and 17.00 hrs.

    7. Mobile Phones Banned:

    (a) Mobile phones, pagers or any other communication devices are not allowedinside the premises where the examination is being conducted. Any infringement

    of these instructions shall entail disciplinary action including ban from future

    examinations.(b) Candidates are advised in their own interest not to bring any of the banneditem including mobile phones/pagers or any valuable/costly items to the venue

    of the examination, as arrangement for safe-keeping can not be assured.Commission will not be responsible for any loss in this regard.

    CANDIDATES ARE REQUIRED TO APPLY ONLINE ONLY.

    NO OTHER MODE IS ALLOWED FOR SUBMISSION OF APPLICATION.

    horoscopes, affidavits, birth extractsfrom Municipal Corporation, servicerecords and the like will be accepted.

    The expression Matriculation/HigherSecondary Examination Certificate inthis part of the instruction includes thealternative certificates mentionedabove.

    NOTE 1:- Candidates should note thatonly the Date of Birth as recorded inthe Matriculation/Higher SecondaryExamination Certificate or anequivalent certificate as on the dateof submission of applications will beaccepted by the Commission and nosubsequent request for its changewill be considered or granted.

    Note 2 :- Candidates should also notethat once a Date of Birth has beenclaimed by them and entered in therecords of the Commission for thepurpose of admission to anExamination, no change will beallowed subsequently (or at anyother Examination of theCommission) on any groundswhatsoever.

    Note 3 :- The candidate shouldexercise due care while entering their

    date of birth in respective column ofthe Online Application Form for theExamination. If on verification at anysubsequent stage, any variation isfound in their date of birth from theone entered in their matriculation orequivalent Examination certificate,disciplinary action will be takenagainst them by the Commissionunder the Rules.

    (III) Minimum Educational Qualifi-cations :

    A candidate for the Indian EconomicService must have obtained a Post-graduate degree in Economics/AppliedEconomics/Business Economics/Econometrics and a candidate for the

    Indian Statistical Service must haveobtained a Post-Graduate degree inStatistics/Mathematical Statistics/Applied Statistics from a Universityincorporated by an Act of the Central orState Legislature in India or othereducational institutes established by anAct of Parliament or declared to bedeemed as a University under Section3 of the University Grants CommissionAct, 1956, or a foreign universityapproved by the Central Govt. from timeto time.

    Note I : A candidate who has appearedat an examination the passing of whichwould render him/her eligible to appearat this examination but has not beeninformed of the result, may apply foradmission to the examination. Acandidate who intend to appear at sucha qualifying examination may also apply.Such candidates will be admitted to theexamination if otherwise eligible, buttheir admission would be deemed to beprovisional and subject to cancellation,if they do not produce proof of havingpassed the requisite qualifyingexamination along with the DetailedApplication Form which will be requiredto be submitted by the candidates whoqualify on the result of the written partof the examination.

    Note II : In exceptional cases, theUnion Public Service Commission maytreat a candidate who has none of the

    foregoing qualifications as a qualifiedcandidate provided that he/she haspassed examination conducted by otherInstitutions, the standard of which in theopinion of the Commission, justifieshis/her admission to the examination.

    Note III : A candidate who is otherwisequalified but who has taken a degreefrom a foreign University may also apply

    to the Commission and may beadmitted to the examination at thediscretion of the Commission.

    (IV) Physical Standards:

    Candidates must be physically fitaccording to physical standards foradmission to Indian Economic Service/Indian Statistical Service Examination,2012 as per Regulations given inAppendix III of the rules for the IndianEconomic Service/Indian StatisticalService Examination, 2012 published inGazette of India dated 1st September,2012.

    4. FEE :Candidates (excepting Female/SC/ST/PH candidates who are exempted frompayment of fee) are required to pay afee of Rs. 200/- (Rupees Two HundredOnly) either by depositing the moneyin any Branch of SBI by cash, or byusing net banking facility of SBI, StateBank of Bikaner & Jaipur/ State Bankof Hyderabad/State Bank of Mysore/State Bank of Patiala/State Bank ofTravancore or by using Visa/MasterCredit/Debit Card.

    Note: 1. Candidates should note thatpayment of examination fee can bemade only through the modesprescribed above. Payment of feethrough any other mode is neither validnor acceptable. Applications submitted

    without the prescribed fee/mode (unlessremission of fee is claimed) shall besummarily rejected.

    Note: 2. Fee once paid shall not berefunded under any circumstances norcan the fee be held in reserve for anyother examination or selection.

    Note: 3. For the applicants in whosecase payments details have not beenreceived from the bank, they will betreated as fictitious payment cases andtheir applications will be rejected in thefirst instance. A list of all such

    applicants shall be made available onthe Commission website within twoweeks after the last day of submissionof online application. The applicantsshall be required to submit the proof oftheir fee payment within 10 days fromthe date of such communication eitherby hand or by speed post to theCommission. On receipt ofdocumentary proof, genuine feepayment cases will be considered andtheir applications will be revived, if theyare otherwise eligible.

    ALL FEMALE CANDIDATES ANDCANDIDATES BELONGING TOSCHEDULED CASTES/SCHEDULEDTRIBES AND PHYSICALLYDISABLED CANDIDATES ARE NOTREQUIRED TO PAY ANY FEE. NOFEE EXEMPTION IS, HOWEVER,AVAILABLE TO OBC CANDIDATESAND THEY ARE REQUIRED TO PAYTHE FULL PRESCRIBED FEE.

    Physically disabled persons areexempted from the payment of feeprovided they are otherwise eligible forappointment to the Services to be filledon the results of this examination onthe basis of the standards of medicalfitness for these Services (includingany concessions specifically extendedto the physically disabled). A physicallydisabled candidate claiming agerelaxation/fee concession will berequired by the Commission to submit

    along with their Detailed ApplicationForm, a certified copy of the certificatefrom a Government Hospital/MedicalBoard in support of his/her claim forbeing physically disabled.

    NOTE : Notwithstanding the aforesaidprovision for age relaxation/feeexemption, a physically disabledcandidate will be considered to be

    the case of ex-servicemenincluding Commissioned Officersand ECOs/SSCOs who haverendered at least five years MilitaryService as on 1st August, 2012and have been released (i) oncompletion of assignment(including those whose assignmentis due to be completed within oneyear from 1st August, 2012)otherwise than by way of dismissalor discharge on account of

    misconduct or inefficiency, or (ii)on account of physical disabilityattributable to Military Service, or(iii) on invalidment.

    (vi) upto a maximum of five years inthe case of ECOs/SSCOs whohave completed an initial period ofassignment of five years of MilitaryService as on 1st August, 2012and whose assignment has beenextended beyond five years and inwhose case the Ministry ofDefence issue a certificate thatthey can apply for civil employmentand that they will be released onthree months notice on selectionfrom the date of receipt of offer of

    appointment.(vii) upto a maximum of 10 years in the

    case of blind, deaf-mute andOrthopaedically handicappedpersons.

    NOTE I- Candidates belonging to theScheduled Castes, Scheduled Tribesand the Other Backward Classes whoare also covered under any otherclauses of para 3(II) (b) above, viz.those coming under the category of Ex-servicemen, persons domiciled in theState of J & K, Physically disabled etc.will be eligible for grant of cumulativeage-relaxation under both thecategories.

    NOTE II- The term Ex-servicemen will

    apply to the persons who are definedas ex-servicemen in the Ex-servicemen(Re-employment in Civil Services andPosts) Rules, 1979, as amended fromtime to time.

    Note III-The age concession under para3 (II) (b) (v) and (vi) will not be admissibleto Ex-Servicemen and CommissionedOfficers including ECOs/SSCOs whoare released on own request.

    NOTE IV- Notwithstanding the provisionof age-relaxation under para 3 (II) (b)(vii) above, a physically disabledcandidate will be considered to beeligible for appointment only if he/she(after such physical examination as theGovernment or appointing authority, asthe case may be, may prescribe) isfound to satisfy the requirements ofphysical and medical standards for theconcerned Services/posts to beallocated to the physically disabledcandidates by the Government.

    SAVE AS PROVIDED ABOVE THEAGE LIMITS PRESCRIBED CAN INNO CASE BE RELAXED.

    The date of birth accepted by theCommission is that entered in theMatriculation or Secondary SchoolLeaving Certificate or in a certificaterecognised by an Indian University asequivalent to Matriculation or in anextract from a Register of Matriculatesmaintained by a University, and thatextract must be certified by the proper

    authority of the University or in theHigher Secondary or an equivalentexamination certificate.

    These certificate are required to besubmitted only after the declaration ofthe result of the written part of theexamination.

    No other document relating to age like

    eligible for appointment only if he/she(after such physical examination as theGovernment or the appointing authority,as the case may be, may prescribe) isfound to satisfy the requirements ofphysical and medical standards for theconcerned Services to be allocated toPhysically disabled candidates by theGovernment.

    Note I : Applications without prescribedFee (Unless remission of Fee is claimed)shall be summarily rejected.

    Note II : Fee once paid shall not berefunded under any circumstances norcan the fee be held in reserve for anyother examination or selection.

    Note III : If any candidate who took theIndian Economic Service/IndianStatistical Service Examination held in2011 wishes to apply for admission tothis examination, he/she must submithis/her application so as to reach theCommissions Office by the prescribeddate without waiting for the results oran offer of appointment.

    5. HOW TO APPLY:(a) Candidates are required to applyOnline using the link www.upsconline.nic.in Detailed instructions for filling upOnline Applications are available on theabove-mentioned website.

    (b) The applicants are advised to submitonly single application. However, if dueto any unavoidable situation, he/shesubmits another/multiple applications,then he/she must ensure that applicationwith the higher RID is complete in allrespects like applicants details,examination centre, photograph,signature, fee etc. The applicants whoare submitting multiple applicationsshould note that only the applicationswith higher RID (Registration ID) shallbe entertained by the Commission andfee paid against one RID shall not beadjusted against any other RID.

    (c) All candidates, whether already inGovernment Service, or in Governmentowned industrial undertakings or othersimilar organisations or in privateemployment should submit theirapplications direct to the Commission.

    Persons already in Government service,whether in a permanent or temporarycapacity or as workcharged employeesother than casual or daily ratedemployees or those serving under PublicEnterprises are however, required toinform in writing their Head of Office/Department that they have applied forthe Examination.

    Candidates should note that in case acommunication is received from their

    employer by the Commission withholdingpermission to the candidates applyingfor/appearing at the examination, theirapplications will be liable to be rejected/candidature will be liable to be cancelled.

    NOTE 1 : While filling in his/herapplication form, the candidate shouldcarefully decide about his/her choice forthe centre for the Examination.

    If any candidate appears at a centreother than the one indicated by theCommission in his/her e-AdmissionCertificate, the papers of such acandidate will not be evaluated andhis/her candidature will be liable tocancellation.

    NOTE-2 : Incomplete or defective

    applications shall be summarily rejected.No representation or correspondenceregarding such rejection shall beentertained under any circumstances.

    (d) Candidates are not required to submithard copy of their application to theCommission at this stage.

    The candidates applying for theexamination should ensure that they

    fulfil all the eligibility conditions foradmission to the Examination. Theiradmission at all the stages ofexamination for which they areadmitted by the Commission viz.Written Examination and InterviewTest will be purely provisional,subject to their satisfying theprescribed eligibility conditions. Ifon verification, at any time, beforeor after the written Examination orInterview Test, it is found that they

    do not fulfil any of the eligibilityconditions, their candidature for theexamination will be cancelled by theCommission.

    Candidates are requested to keep readythe attested copies of the followingdocuments for submission to theCommission soon after the declarationof the result of the written part of theexamination which is likely to bedeclared in the month of July, 2013.

    1. Certificate of Age.

    2. Certificate of EducationalQualification indicating the Subjects.

    3. Certificate in support of claim tobelong to Scheduled Caste, ScheduledTribe and Other Backward Classes,

    where applicable.4. Certificate in support of claim for age/fee concession, where applicable.

    5. Certificate in support of beingphysically disabled (where applicable).

    Immediately after declaration of resultof the written part of the examination,successful candidates may be intimatedby the Commission electronically andthey shall be asked to submittedDetailed Application Form (DAF) online.The successful candidates have to sendthe printout of this DAF with each pageduly signed along with the attestedcopies of the above mentionedcertificates to the Commission at thattime. Originals will have to be produced

    at the time of interview. The interviewletter to the candidates may also beissued electronicaIly. If any of theirclaims is found to be incorrect, theymay render themselves liable todisciplinary action by the Commissionin terms of Rule 12 of the Rules for theIndian Economic Service/IndianStatistical Service Examination, 2012notified in the Gazette of India dated1st September, 2012 and alsoreproduced below :

    A candidate who is or has been declaredby the Commission to be guilty of :

    (i) Obtaining support for his/hercandidature by any means, or

    (ii) impersonating, or

    (iii) procuring impersonation by anyperson, or

    (iv) submitting fabricated documents ordocuments which have been tamperedwith, or

    (v) making statements which areincorrect or false or suppressingmaterial information, or

    (vi) resorting to any other irregular orimproper means in connection with his/her candidature for the examination, or

    (vii) using unfair means during theexamination, or

    (viii) writing i rrelevent matter, includingobscence language or pornographicmatter in script(s), or

    (ix) misbehaving in any other manner inthe examination hall, or

    (x) harassing or doing bodily harm tothe staff employed by the Commissionfor the conduct of their examinations,or

    (xi) being in possession of or usingmobile phone, pager or any electronicequipment or device or any other

    equipment capable of being used as acommunication device during theexamination, or

    (xii) violating any of the instructionsissued to candidates alongwith theirAdmission Certificates permitting themto take the examination, or

    (xiii) attempting to commit or as thecase may be abetting the commissionof all or any of the acts specified in theforegoing clauses;

    may in addition to rendering himself/herself liable to criminal prosecution, isliable

    (a) to be disqualified by the Commissionfrom the examination for which he/sheis a candidate and/or

    (b) to be debarred either permanentlyor for a specified period

    (i) by the Commission from anyexamination or selection held by them;

    (ii) by the Central Government from anyemployment under them; and

    (c) if he/she is already in service underGovernment to disciplinary action underthe appropriate rules.

    Provided that no penalty under this ruleshall be imposed except after -

    (i) giving the candidate an opportunityof making such representation, in writingas he/she may wish to make in thatbehalf; and

    (ii) taking the representation, if any,submitted by the candidate within theperiod allowed to him/her intoconsideration.

    6. LAST DATE FOR SUBMI-SSION OF APPLICATIONS.:The Online Applications can be filledupto 1st October, 2012 till 11.59 PMafter which the link will be disabled.

    7. CORRESPONDENCE WITHTHE COMMISSION:The Commission will not enter into anycorrespondence with the candidatesabout their candidature except in thefollowing cases:

    (i) The eligible candidates shall be issuedan e-Admission Certificate three weeksbefore the commencement of theexamination. The e-AdmissionCertificate will be made available in theUPSC web-site [www.upsc.gov.in] fordownloading by candidates. NoAdmission Certificate will be sent bypost. For downloading the e-AdmissionCertificate/e-Admit Card the candidatemust have his/her vital parameters likeRID & Date of Birth or Roll No. (ifreceived) & date of birth or name, fathersname & Date of Birth available with him/her. If a candidate does not receive

    his/her admission certificate or anyother communication regarding his/her candidature for the examinationthree weeks before the commence-ment of the examination, he/sheshould at once contact theCommission. Information in this regardcan also be obtained from theFacilitation Counter located in theCommissions Office either in person orover phone Nos. 011-23381125/011-23385271/011-23098543. In case nocommunication is received in theCommissions office from thecandidate regarding non-receipt ofhis/her e-Admission Certificateatleast three weeks before the

    examination, he/she himself/herselfwill be solely responsible for non-receipt of his/her e-AdmissionCertificate.

    No candidate will ordinarily beallowed to take the examinationunless he/she holds ane-admission certificate for the

    examination. On receipt of e-Admission Certificate, check itcarefully and bring discrepancies/errors, if any, to the notice of UPSCimmediately.

    The candidates should note that theiradmission to the examination will bepurely provisional based on theinformation given by them in theApplication Form. This will be subjectto verification of all the eligibilityconditions by the UPSC.

    The mere fact that an e-admissioncertificate to the Examination hasbeen issued to a candidate will notimply that the Commission hasfinally cleared his/her candidatureor that the Commission has acceptedentries made by the candidate in his/her application for the Examinationas true and correct. Candidates maynote that the Commission will takeup the verification of eligibilityconditions of a candidate, withreference to original documents,only after the candidate has qualifiedthe Indian Economic Service/IndianStatistical Service (Written)Examination. Unless theCommission formally confirmscandidature, it continues to beprovisional.

    3. ALL QUESTION PAPERS MUST BE ANSWERED IN ENGLISH. QUESTION PAPERS WILLBE SET IN ENGLISH ONLY.

    4. Candidates must write the papers in their own hand. In no circumstances will they be allowedthe help of a scribe to write the answers for them. However, blind candidates will be allowed towrite the examination with the help of a scribe. An extra time of 30 minutes for each paper will alsobe allowed to a blind candidate.

    An extra time of twenty minutes per hour shall be permitted for the candidates with locomotordisability and cerebral palsy where dominant (writing) extremity is affected to the extent ofslowing the performance of function (minimum of 40 % impairment) in Indian Economic Service/Indian Statistical Service Examination. However no scribe shall be permitted to such candidates.

    Note (1): The eligibility conditions of a scr ibe, his/her conduct inside the examination hall and themanner in which and extent to which he/she can help the blind candidate in writing the Indian

    Economic Service/Indian Statistical Service Examination shall be governed by the instructionsissued by the UPSC in this regard. Violation of all or any of the said instructions shall entail thecancellation of the candidature of the blind candidate in addition to any other action that theUPSC may take against the scribe.

    Note (2): For purpose of these rules the candidate shall be deemed to be a blind candidate if thepercentage of visual impairment is forty per cent (40 %) or more. However, the extent of visualimpairment should have to be corroborated by a certificate in the prescribed proforma from aMedical Board constituted by the Central/State Government along with their Detailed Application

    Form.Note (3):The concession admissible to blind candidates shall not be admissible to those sufferingfrom Myopia.

    5. The Commission have discretion to fix qualifying marks in any or all the subjects of theexamination.

    6. If a candidates handwriting is not easily legible, a deduction will be made on this account, fromthe total marks otherwise accruing to him/her.

    7. Marks will not be allotted for mere superficial knowledge.

    8. Credit will be given for order ly, effective and exact expression combined with due economy ofwords.

    9. In the question papers, wherever required, SI units will be used.

    10. Candidates will be allowed the use of Scientific (Non-Programmable type) Calculator at theexamination. Programmable type calculators will, however, not be allowed and the use of suchcalculators shall tantamount to resorting to unfair means by the candidates. Loaning orinterchanging of calculators in the Examination Hall is not permitted.

    11. Candidates should use only International form of Indian numerals (e.g. 1,2,3,4,5,6 etc.) whileanswering question papers.

    PART-IIViva voceThe candidate will be interviewed by a Board of competent and unbiased observerswho will have before them a record of his/her career. The object of the interview is to assess his/her suitablity for the Service for which he/she has competed. The interview is intended tosupplement the written examination for testing the general and specialised knowledge and

    abilities of the candidate. The candidate will be expected to have taken an intelligent interest notonly in his/her subjects of academic study but also in events which are happening around him/her both within and outside his/her own State or country, as well as in modern currents of thoughtand in new discoveries which should rouse the curiosity of well-educated youth.

    2. The technique of the interview is not that of a strict cross examination, but of a natural, throughdirected and purposive conversation, intended to reveal mental qualities of the candidate andhis/her grasp of problems. The Board will pay special attention to assessing the intellectualcuriosity, critical powers of assimilation, balance of judgement and alertness of mind, the abilityfor social cohesion, integrity of character, initiation and capacity of leadership.

    SECTION-IISTANDARD AND SYLLABI

    The standard of papers in General English and General Studies will be such as may be expectedof a graduate of an Indian University.

    The standard of papers in the other subjects will be that of the Masters degree examination of anIndian University in the relevant disciplines. The candidates will be expected to illustrate theory

    The candidates are required to pay a fee of Rs.200/- (Rupees Two Hundred only)

    [excepting SC/ST/Female/Physically Handicapped candidates who are exemptedfrom payment of fee] either by depositing the money in any branch of SBI by cash,or by using net banking facility of State Bank of India/ State Bank of Bikaner &Jaipur/State Bank of Hyderabad/State Bank of Mysore/ State Bank of Patiala/State Bank of Travancore or by using any Visa/Master Credit/Debit Card.

    Before start filling up of Online Application, a candidate must have his/herphotograph and signature duly scanned in the .jpg format in such a manner thateach file should not exceed 40 KB and must not be less than 3 KB in size for thephotograph and 1 KB for the signature.

    The Online applications(Part I and II) can be filled from 1st September, 2012 to 1st

    October, 2012 till 11.59 p.m., after which link will be disabled.

    Applicants should avoid submitting multiple applications. However, if due to anyunavoidable circumstances, any applicant submits multiple applications then he/she must ensure that the applications with higher RID is complete in all respects.

    In case of multiple applications, the applications with higher RID shall be entertainedby the Commission and fee paid against one RID shall not be adjusted againstany other RID.

    The applicants must ensure that while filling their Application Form, they areproviding their valid and active E-Mail IDs as the Commission may use electronicmode of communication while contacting them at different stages of examinationprocess.

    answer book, please see that it is complete. In case there are any missing pages, it

    should be got replaced.

    Do not tear out any pages from the Answer Book. If you use more than one Answer

    Book, indicate on the cover of first Answer Book the total number of Answer Books

    used. Do not leave any blank, unused spaces between answers. If such spaces are

    left, score them out.

    5. Answers in excess of prescribed number will be ignored

    The candidate must attempt questions strictly in accordance with the directions given

    on each question paper. If questions are attempted in excess of the prescribed numbershall be valued and the remaining answers will be ignored.

    6. Questions relating to graph/precis should be attempted only on graph/precis sheets

    to be supplied on demand by the Invigilators. All loose sheets such as precis sheet,

    drawing papers, graph sheets etc. whether used or not, should be placed inside theanswer books and fastened along with the additional answer book(s), if any.

    Candidates who fail to observe this instruction will be penalized. Do not write your roll

    number on these sheets.

    7. Unfair means strictly prohibited

    Do not copy from the papers of any other candidate nor allow your papers to be copied

    nor give nor attempt to give nor obtain nor attempt to obtain irregular assistance of any

    description. It will be responsibility to every candidate to ensure that his/her answersare not copied by another candidate. Failure to do so will invite penalty, as may be

    awarded by the Commission for adoption of unfair means.

    8. Conduct in Examination Hall

    Do not misbehave in any manner or create disorderly scene in the examination hall or

    harass or bodily harm the staff deployed for the conduct of examination. You will be

    1. Articles permitted inside Examination Hall

    Battery-operated pocket calculators of non-programmable type only, mathematical/

    engineering/drawing instruments, including a flat rule divided on the edges into inches

    and tens of an inch and into centimeters and millimeters, a slide rule, set squares, a

    protractor and a pair of compasses, pencils, coloured pencils, mapping pens, eraser,

    T-square and drawing board for use wherever necessary. Candidates are not allowed

    to bring with them any Tables or Charts for use in the Examination Hall.

    Mobile phones, pagers or any other communication devices are not allowed inside

    the premises where the examination is being conducted. Any infringement of

    these instructions shall entail disciplinary action including ban from futureexaminations.

    Candidates are advised in their own interest not to bring any of the banned items

    including mobile phones/pagers to the venue of the examination, as arrangements

    for safekeeping cannot be assured.
