At Arbutus #5 Park

Present: Park Commission Justin Friend, Butch Strait, Beth Friend, Carie Layton, Mark Baker, Mike Hintz, Deb Lannen. Dusty Christensen from Mansfield Land Use Consultants.

Absent: Susan LaRose-Grover

1. Called Meeting to Order: Chairperson Justin Friend called the meeting to order at 6:00 pm.

2. Pledge of Allegiance was recited by all in attendance

3. Roll Call: Roll was called by Deb Lannen

4. Public Comment: none

5. Approval of Agenda:

Lannen moved and Layton seconded, with the addition of adding Lil Libraries under Reports.

6. Reports: Township Board chose not to endorse a specific candidate for the open

position on the Parks Commission. They would like the Parks Commission to review the applicant's information, perhaps interview candidates, and make a recommendation back to the Township Board. Parks Commission will add this item to the agenda for the regular Parks Commission meeting September 19'h.

Lil Libraries, Carie Layton, reported that the person available to fix the libraries roofs is no longer available. Bob Burns said he will work on the roofs over the winter.

7. Old Business: Bob Burns, maintenance, has two estimates from companies for aluminum

fence and vinyl chain link fence. 235 feet offence is needed. The aluminum

priced out at $6469 .00 dollars and the chain link at $3596.00 dollars. Discussion on the best type of fence and whether the commission wants to continue using wood that is currently being used. A suggestion was made on an estimate for wolmanized wood fence. Motion by Strait to table until an estimate can be obtained. Seconded by Lannen.

8. New Business: Arbutus #5 Park, 30 minutes was spent walking the park and discussion on

possibilities of a Master Plan. Ideas discussed are as follows; A) Move the current fishing pier to a new location B) Add a Mobi-mat for handicap accessibility C) Redo retaining wall D) Add a gate to current fencing to playground area to eliminate use as a boat

access E) New placement for bathroom building

Discussion about adjoining 1 acre property of land that is For Sale for $325,000 dollars. Mr., Christiansen discussed a grant that could be possible for funding as a source for purchasing the property. Motion by Layton to have Mansfield Land Use Consultants to draw a master plan for Arbutus #5. Seconded by Baker. Motion carried Mr. Christiansen to proceed, amount not to exceed $1500.00 dollars. Yeas: Friend, Lannen, Hintz, Layton, Baker Nays: Strait

1. Call Meeting to Order: Chair Friend called the meeting to order at 6:02pm.

2. Pledge of Allegiance was recited by all in attendance

3. Roll Call: Roll was called by the Recording Secretary

4. Public Comment Jill Noland of Station Street in Traverse City owns acreage in the Holiday Hills area and asked if the township could buy it and keep it as a preserve or park. She asked to be placed on the agenda in the future.

5. Approval of the Agenda: Additions to the agenda include July 17, 2017 Parks Tour minutes to item #5; Fencing to Item BC and Holiday Hills Property to item 7B. Commissioners also wanted to postpone the September 12, 2017 Special Meeting Minutes.

Lannen moved and Strait seconded to approve the agenda as amended.

Yeas: Lannen, Strait, LaRose-Grover, Friend, Baker, Hintz, Layton Nays: None

6. Approval of August 21, 2017 Regular Meeting Minutes and September 12, 2017 Special Meeting Minutes Layton moved and Baker seconded to adopt the August 21, 2017 Regular Meeting Minutes as presented.

Yeas: Layton, Baker, Hintz, LaRose-Grover, Lannen, Strait, Friend Nays: None

Layton moved and Strait seconded to approve the July 17, 2017 Parks Tour Minutes as presented.

Yeas: Layton, Strait, Baker, Hintz, Lannen, LaRose-Grover, Friend

Nays: None

7. New Business

A. Park Commission Appointment Friend said that the Township Board would like the Parks Commission to take action on this item and interview.the candidates for the vacancy. The commission decided to invite three candidates to interview at the next regular meeting.

B. Holiday Hills Property Commissioners discussed the property details with Noland. She said that the 68 acres has been appraised at $375,000- $1.1 million but has most recently been appraised for $500,000. Sewer and water are available in the subdivision. Nolan has tried working with Mt. Holiday and the Grand Traverse Land Conservancy. Grants are available for the purchase process if the board chooses to move forward. Noland will bring more materials regarding the property to the next meeting.

8. Old Business A. Recreation Plan

Friend said that Planner Brown had sent out updates to the plan which included revised numbers but priorities are still needed. Friend will review minutes and forward priorities on to Planner Brown.

B. Park Equipment Friend said that there is $25,000 in the budget for new playground equipment. Commissioners discussed the expenditure and decided to earmark the money specifically for Arbutus playground equipment.

LaRose - Grover moved and Strait seconded to ask the township board to allow the $25,000 to be kept in the Park Budget to be earmarked for the playground at Arbutus #5and maintain the old playground equipment in storage for future use.

C. Fencing Bob Burns, Township Maintenance Supervisor said he received one bid for 235 feet of split rail fence for $2,100 and 235 feet of two-inch round wolmanized fencing for $2,700. Commissioners asked him to gather more bids since this one was just received.

10. Park Representative for Next Township Meeting Baker will represent the Township Board at the October gth Board meeting. Hintz ill represent the Park Commission in November and Lannen will be present in December. Board members also asked to discuss the 2018 Meeting Dates and Schedule at the next meeting. It will be placed on the agenda. Friend thanked Strait for his service to the township.

11. Adjournment Friend moved to adjourn the meeting at 6:53pm.

Please accept this as my letter of interest for East Bay Charter Township's current opening on the Parks Commission.

My wife and I recently relocated to East Bay Township from metro-Detroit. We have been annual visitors of this area for the last five years and each time we visited we found it harder and harder to leave. Now that we will be permanent residents, it is my desire to get involved with local government and put my education and experiences to use for my community.

Public service is very important in my family. My father was a firefighter for almost four decades. Before going to law school, I briefly followed in his footsteps, working as a firefighter in our hometown. As my dad made the transition to fire chief, I accompanied him to city commission meetings and got an up close look at how local government operates. From that time, it has always been my intention to get involved in local government.

I have been practicing as a municipal lawyer for several years. My experience has included issues relating to tax boards of review, issues pertaining to assessment of property, drafting/amending ordinances, and FOIA and OMA compliance. I also have a great deal of experience managing large projects and complex litigation.

I have no doubt that my skillset and desire to serve my community would be a value asset to East Bay Township and I sincerely hope to hear back from you regarding the current opening. Should you require further information from me, please do not hesitate to ask.

This letter is to inform you that I am seeking to fulfill the vacancy position for East Bay Township's Park

Commissioner.

For the past 34 years I have been a resident in East Bay Township and have always enjoyed all the

recreational activities the area provided and continues to provide. I am now at a position in my life that

would allow me to help serve the community as a park commissioner and am seeking to fill that position.

During the last 13 years, I have worked taking care of people's homes and properties in the surrounding area

and am still working part-time in that capacity. I also volunteer for various non-profit groups including Father

Fred Foundation, Northwest Food Coalition, and Horse North Rescue.

In 2011, beginning with four students, I began a program called Blessings In A Backpack which helps feed

hungry school children over the weekends during the school year. To date, this program which is now under

the umbrella of the Father Fred Foundation, is serving over 300 students weekly.

I believe community involvement is a key to have a successful city and township and working with others to

improve the livelihood of people is one of my ambitions. My facilitating expertise can help develop, care, and

manage our beautiful local parks and bring a sense of local unity through recreation and relaxation in which

these area parks provide for children, families, and seniors.

I am eager to learn more about serving as a park commissioner and hope you would consider my application.

Letter of Interest: East Bay Township Park Commission Vacancy

Dear Supervisor Friend,

I am very interested in filling the East Bay Township Park Commission vacancy. I became a resident of East Bay Charter Township in early May of this year and instandy fell in love with the community. I believe it to be a great balance of natural beauty and amenities. I moved to the Grand Traverse area to take my current position of Deputy Planner under Rob Larrea at the Charter Township of Garfield. In that position, I am responsible for parks and recreation planning for the Township.

In particular, I am currendy working to update our Five-Year Parks and Recreation Master Plan, to create conceptual designs for future park development, and to acquire additional parklands. · I noticed that East Bay Charter Township is also set to update their Parks and Recreation Plan and I think that I would bring value to this update process as a Cotnmissioner in light of my experience on the staff side.

Prior to taking my current position, I did some work on parks and recreation planning for client communities of McKenna Associatt!S in Northville, Michigan, as well as fot Dexter Township, Michigan, and the City of Ypsilanti, Michigan. I hold a master's degtee in land use and environmental planning from the University of Michigan at Ann Arbor. I have never served on a Township board or commission, but I have experience in guiding and advising boards and commissions. A partial tenn such as this one seems to be a good place to start.

More generally, I have simply always been someone who values parks. Growing up in southeast Michigan where the environment is overwhelmed by concrete made parks particularly important to me as a lover of nature. Since I am currendy living in a condominium complex without a yard or much accessible green space (Holliday Village), East Bay Charter Township's parks and recreation opportunities are especially important to me as a resident. I do hope to purchase a home in East Bay Charter Township in the near future.
