2 RYDE CIVIC HUB - INTERNATIONAL DESIGN COMPETITION

REPORT SUMMARY Council at its meeting on 14 April 2015, resolved to not proceed with the planning proposal that was seeking to rezone the Civic Centre site and further resolved to establish a Ryde Civic Hub Committee, to develop a new vision for the Ryde Civic Centre site. In Council’s resolution on 14 April 2015, it specified that the Ryde Civic Hub Committee’s Terms of Reference, would include the following;

3 (a) To establish an international architectural design competition to provide an iconic architectural vision for the site, conducted generally in accordance with the NSW Government’s Design Excellence Guidelines;

This report provides information and recommendations in establishing an international design competition for the site, known as Ryde Civic Hub. This report addresses the following areas and makes recommendations where required, to initiate the international design competition;

1. THE SITE – defining the land on which the competition will apply;

2. DESIGN COMPETITION - providing an overview of the competition types and recommends that an open competition be held for the site and for the competition to be undertaken in 2 stages. This approach is suggested as it:

explores the widest exploration of potential solutions.

selects a limited number of concepts that can be further developed in the second stage; and

provides the opportunity for comments by the jury and the community to be incorporated in the second stage of the development.

3. PRINCIPLES GOVERNING THE SITE – including an outline of uses/activities that should be located on the site;

4. PROGRAM – outlining the key stages and dates for the competition.

5. RESOURCES REQUIRED TO UNDERTAKE THE COMPETITION – THE

report notes that 2 Council staff will be required to support the project and seeks approval from Council in the appointment of a Competition Advisor, the Jury and a Probity consultant;

6. BUDGET AND FUNDING SOURCE – the report recommends a budget of $800,000 to be sourced from the Civic Centre Reserve with the balance of funds required to be transferred from the Fit for Future Reserve.

RECOMMENDATION:

a) That Council endorse the site known as Ryde Civic Hub to be the subject of an International Architectural Design Competition.

b) That Council endorse the principles (outlined in this report) to inform the preparation of the brief for the International Architectural Design Competition.

c) That Council endorse the appointment of a Competition Advisor to coordinate and advise Council on the delivery of the International Architectural Design Competition.

d) That Council endorse the appointment of a Probity Advisor to provide the appropriate probity framework for this competition.

e) That Council note the actions taken by the General Manager in the

appointment of the Executive Officer – Civic Hub and an additional Support Officer.

f) That Council endorse the program and timeframes (as outlined in this report)

for the International Architectural Design Competition.

g) That Council allocate a budget of $710,000 to the International Architectural Design Competition, funded from the Civic Centre Reserve with the balance of $61,000 being transferred from the Fit for the Future Reserve to the Civic Centre Reserve.

Background Council on 14 April 2015 resolved not to proceed with the planning proposal to rezone the Ryde Civic Precinct to a special uses zone – community uses and public administration building and to re-instate the maximum building height on the Civic Centre site to RL 91. The Department of Planning and Environment confirmed on 14 May 2015 that the planning proposal for the Ryde Civic Precinct will not proceed. The site is deferred from Local Environmental Plan (LEP) 2014 and the LEP 2010 is the relevant planning tool governing the zone, height and floor space. The current controls for Precinct are as follows:

Zone: B4

Height: 75m, 21.5m and 15.5m (as illustrated in the diagram below height

Floor space: the floor space on the site is determined by a maximum useable floor area not FSR. The total net useable floor area for the Precinct is 100,000m2

DCP 2014 Part 4.4 Ryde Town Centre also applies to the Precinct. The DCP outlines controls that guide the development of the site - e.g. setbacks, access and design outcomes.

Council at this meeting on 14 April 2015 resolved:

1. That Council not proceed with the current Planning Proposal seeking to re-zone the Ryde Civic Centre site and the General Manager immediately write to the Minister for Planning to formally withdraw the proposal.

2. That pursuant to clause 260 of the Local Government (General) Regulation

2005, Council establish a ‘Ryde Civic Hub’ Committee (a formal Standing Committee of Council) to develop a new vision for the Ryde Civic Centre site.

3. That pursuant to clause 261 of the Local Government (General) Regulation

2005 the General Manager prepare a report to Council detailing the proposed Terms of Reference and functions of the Committee which shall include (amongst others);

a. To establish an international architectural design competition to provide an iconic architectural vision for the site, conducted generally in accordance with the NSW Government’s Design Excellence Guidelines;

b. To prepare a public consultation strategy;

c. To prepare a new master plan for the site including a site specific Development Control Plan; and

d. To prepare a business case(s) to determine options for how the site could be developed whilst retaining the majority (or all) of the site in Council’s ownership.

4. That all costs associated with the establishment and operation of the Ryde

Civic Hub Committee be funded from Council's Fit for the Future reserve. This report relates to Part 3 (a) of the resolution and provides information on the requirements to commence an international design competition for the site – known as Ryde Civic Hub. The areas/topics addressed in the report relate to:

As outlined above – the planning controls for the remainder of the site are under LEP 2010. Design Competition The purpose of an architectural design competition is to promote innovative design solutions that achieve high quality buildings and spaces within the city centre, and can generate a wide range of solutions to meet a variety of design challenges. Design competition objectives include:

To achieve a diversity of architectural response;

To achieve a high standard of architectural excellence;

To encourage flexibility within the urban design controls to allow for newer or unexpected solutions;

To provide incentives through greater FSR and/or height; and

To encourage a sense of civic pride.

The format, rules and details must be tailored for each competition to accommodate the particular requirements of each project. A Design Competition is appropriate when the project:

is of public significance;

will benefit from a wide degree of design investigation;

is to be on a significant or unusual site;

will benefit from the public interest that a competition can generate; and

where design excellence is a high priority.

Two excellent examples of successful international design competitions which were included in the Councillor briefing on Tuesday 2 June 2015, have been included in this report to provide examples and insights on the processes undertaken in completing these competitions. The examples are;

Types of competition The Royal Institute of Architects identifies four competition types: Ideas competition

Ideas competitions are held for projects that may or may not be built. They are useful to explore significant design issues or design opportunities for significant sites. Open Competition

Open competitions permit any architect to enter the competition and are appropriate where:

all competing architects have an equal opportunity to be selected on the basis of design merit; and

the design objectives can be clearly stated and project requires the widest exploration of potential solutions.

Limited or selected competition

Limited or select competitions restrict entry for specific reasons, such as:

the architect residing within a specified area;

budget restrictions;

awareness of and sensitivity to local, regional or cultural issues; and

small projects.

Commissioned competition

Commissioned competitions are appropriate where the client wishes to have the design options for a project investigated by a small number of architects whose work is of interest. The architects are paid a fee to cover the costs of their work. A competition could be undertaken in 1 or 2 stages;

One-stage competitions select a winner and other prize-winning designs in one step. For ideas competitions and projects of moderate size, a one-stage competition is usually sufficient to explore the design options for a project.

Two-stage competitions are appropriate for complex projects. They encourage architects to undertake a broad exploration of design concepts in the first stage and allow detailed development of limited number of designs in the second stage.

Suggested approach

In considering the competition types and nature of the site it is suggested that Council hold an open competition that is undertaken in 2 stages. The approach is suggested for the following reasons:

explores the widest exploration of potential solutions;

selects a limited number of concepts that can be further developed in the second stage; and

provides the opportunity for comments by the jury and the community to be incorporated in the second stage of development.

The type of competition will be confirmed by Council as part of the preparation of the competition brief.

Principles to inform the Competition Brief

The Committee, as part of developing the competition brief, will consider a range of matters and identify principles to guide the design outcomes for the site. Based on the presentation and discussions at the Councillor Workshop on 2 June 2015, the following principles have been developed:

1. Use of the Site/Content

The uses on the sight should include, as a minimum the following;

Council Offices accommodating all the administrative functions of Council i.e. staff situated at Constitution Road and 1A Pope Street are located on the site;

Council Chambers including Councillor facilities;

Multi-functional space – that allows for uses such as conferences, performances and community hall;

Plaza/Open Space – that can accommodate performances;

Commercial activities – retail, office business uses; and

Residential – incorporating key worker housing.

The above list is a core set of activities that are required on the site – additional activities will also be explored and invited as part of the brief (eg. Transport hub and Cultural/Community Facility)

2. Utilisation of existing infrastructures

The design would be encouraged to explore integration with the pedestrian bridges and use of the existing vehicle tunnels to enter and exit the site. The alignment of Blaxland Road and road/intersection improvements would be dictated by the proposed design solution for the site.

3. Planning Controls

The planning controls in LEP 2010, LEP 2014 and with DCP Part 4.4 Ryde Town Centre are to be used as a starting point to guide development on the site. However, it should be noted that some flexibility to vary the planning controls will be allowed in response to any design that exhibits outstanding architectural or urban design merit. For example, if an iconic design for the site is submitted, Council should give consideration to amending the planning controls if it is in the public interest.

A number of additional matters such as ownership models of the site and viability of the development and financial return to Council/Community would not be considered as part of the competition process. Detailed consideration and analysis of these matters would occur, if Council progressed to Stage 2 of the development process.

May to June Selection of winning concept(s)

July to August Community commentary on the winning concepts

September Selection of the preferred design(s)

The above is an indicative timeframe, however there will be extensive community consultation throughout the program period. This is in accordance with Part 3(b) of Council’s resolution of 14 April 2015, and a draft public consultation strategy will be prepared and presented to a future Committee meeting for consideration and recommendation to Council. This is to ensure that the community is regularly informed, notified and consulted throughout the life of the design competition. Resources To successfully deliver this international design competition the following resoures are considered necessary;

Two staff members

o Executive Officer - to work with the committee and ensure the delivery

of the project (this position is currently being advertised)

o Support Officer - to provide assistance with research and administraive

functions

The General Manager is in the process of recruiting these positions from within the organisation.

Design Competition Advisor

The position of Design Competition Advisor is responsible for planning, organising and running a design competition. It is recommended that Council endorse the appointment of a Design Competition Advisor that will coordinate and advise Council throughout the International Design Competition. The cost for the advisor will be allocated from the proposed budget of $150,000. A selective quotation process will be undertaken in procuring the Advisor.

Jury

Generally a jury should has between three to five members. Competition juries may be comprised of the following:

o relevant practising design professionals - such as sculpture;

o architecture, planning, landscape or engineering;

o relevant scholars/academics; and

o representatives of the Council and/or eventual users.

It is recommended that Council appoint a jury of five members and for the General Manager to seek submissions from suitable candidates for endorsement by Council.

Probity Advisor

The Probity Advisor will ensure an appropriate probity framework to ensure rigor and transparency in the competition process. It is recommended that the General Manager call selective quotations for the appointment of a Probity Advisor, with the cost to be met from the proposed budget for consultants.

Budget and Funding Consideration has been given to the operational requirements and the budget of recent competitions held in Green Square and on the Gold Coast to assist in determing an realistic budget for the Civic Hub competition. International Design Competition Prizes While the issue of prizes offered within the International Design Competition will be determined when Council considers the design competition brief, it is suggested that a budget of $200,000 be allowed at this stage in determining an appropriate budget allocation for this project.

Therefore, the estimated budget for the international design compettion is between $600,000 to $800,000. It is recommended the budget be set at $710,000 with the budget breakdown as follows:

Staff Resources $180,000

Consultants – Design Competition Advisor and Probity Advisor

$150,000

Jury $100,000

Prizes $200,000

Advertising / promoting the competition $ 50,000

Public exhibition / community consultation $ 30,000

It is proposed to fund the competition from Council’s Civic Centre Reserve which has a current balance of $649,000. As this balance is deficient by $61,000 from the proposed budget of $710,000, it is recommended to transfer this amount from the Fit for the Future reserve. This will result in a balance in the Fit for the Future reserve of approximately $1.3 million. Options 1. That Council take no action in this matter. This option will not address the future

public benefit that can be realised by the appropriate devlepment of the Ryde Civic Hub site.

This option is not recommended. 2. That Council endorse undertaking an ideas competition. This option would

require no jury, award no prizes and therefore could be undertaken at minimal cost. However, this may not be useful for Council in developing a design for the Civic Hub site.

This option is not recommended. 3. That Council endorse undertaking an open international design competition as

detailed in this report, in exploring all potential solutions and designs for Councils unique Civic Hub site. By Council adopting this option, it is anticipated that this will provide the greatest benefit to the City of Ryde community, in respect of this site.

This option is recommended.
