The Clerk advised members that the co-option vacancy would be re-advertised.

006. Finance & General Purposes Committee

Members were advised that the Finance & General Purposes Committee meeting of 24February had been cancelled.

Members asked questions regarding the financial report. A question was asked about thepossible costs of Coronavirus. The Clerk advised that at this stage the financial risk wasnot known, but would be kept under review. The Clerk told members that advice fromPublic Health England was that in the event of a building being contaminated a period of72 hours should pass before the building is deep cleaned.

Members noted the Finance Report to the end of January 2020.

007. Planning & Transport Committee

Members received an update from the Planning & Transport Committee meeting of 19February and 5 March.

At the meeting of 19 February, members recommended refusal of application20/00020/FUL 1 Newell Green Cottages and application 20/00052/FUL Church of StMichael and All Angels, land north of church car park.

The meeting of 5 March mainly covered tree applications.

008. Amenities Committee

Members received an update from the Amenities Committee meeting of 3 March whichcovered work on the allotments and on the water connection.

009. Minutes from Committees

The minutes of the Finance & General Purposes Committee meeting of 14 January 2020,the Planning & Transport Committee meeting of 23 January and 19 February 2020 andthe Amenities Committee of 21 January 2020 were noted by members.

010. Suspension of Financial Regulation 11.7

Cllr Mrs Wallen declared an interest in this matter as an allotment plotholder.

Members were asked to consider suspending Financial Regulation 11.7 to permit thepurchase and installation of the storage building at the allotment site. A paper wascirculated in advance and included the required risk assessment.

Cllr Strudley proposed that the financial regulation be temporarily suspended and thiswas seconded by Cllr Dr Barnard. As required by the regulations a named vote was taken.

Cllrs Dr Barnard, Mrs Barnard, Chambers, Mrs Collings, Ms Dulieu, Fitzwilliams, Mrs Gill,Ms Jones and Strudley voted in favour. Cllr M Jones voted against. The resolution waspassed.

011. Annual Governance preparat ions

The Clerk circulated to members ahead of the meeting the Risk Register and AssetRegister for 2019/20. Members asked the Clerk to ensure that access to bank accountswere included on the risk register.

It was proposed by Cllr Dr Barnard to approve the Risk Register and Asset Register andseconded by Cllr M Jones. Members present APPROVED the documents.

012. Local Government Boundary Review (Bracknell Forest Council)

The Clerk circulated to members ahead of the meeting the draft response to the LocalGovernment Boundary Review. Members were advised that further consultation wouldtake when the draft proposals of the commission were published. Some minoramendments were suggested and accepted.

Cllr Strudley proposed that the response be submitted to the Local Government Boundary Commission for England and this was seconded by Cllr Fitzwilliams and APPROVED by members present.

Warfield 125

Members received an update on the plans and activities for the Warfield 125th

anniversary events. The Clerk confirmed that additional funding was available in the2020 budget.

Members noted that Cllrs Dr Barnard, Mrs Collings and Ms Thorin had been appointed tothe working group.

015. Representative Reports

Cllr Dr Barnard advised members that BFC was receiving regular updates on Coronavirusand they were following Public Health England guidelines.

The local plan responses had been published.

Work was continuing on Princess Square and the stripping out of the old Bentalls site.

Ward members were working with BFC officers to explore the pedestrian crossingoptions across Harvest Ride at Julius Hill.

Cllr Mrs Wallen said that an additional member was needed for the Planning Committee.No members came forward.

Cllr Mrs Gill asked about usage of the Sentinel speed camera. It was explained that it wascurrently in use in other parts of the northern parishes, but that Warfield had use for a 4months of the year.

Cllr M Jones asked about the bins at the Memorial Ground. The Clerk advised that thecaretaker was monitoring them and emptying as required.

Cllr Fitzwilliams updated members on Jealotts Hill and that the partners would berecommending the setting up of a Community Interest Company. Details were beingworked out and would be brought forward to council in May, in conjunction withBracknell Town Council.

Cllr Mrs Collings advised members of the meeting of the BFC Nature Partnership.

Cllr Ms Dulieu reminded members of the Village Fete on 9 May.

It was agreed by members that the council litterpick would be organised at a later date.

PLANNING RESPOSES SUBMITTED

1.0 Purpose of this report

1.1 This report contains the planning responses submitted to Bracknell Forest Council since the lockdown period commenced.

2.0 Submissions

20/00214/OUT Land east of Old Priory Lane and west of Maize Lane, Warfield

Outline Application for up to 305 dwellings (C3 use), a primary school (up to 2 forms of entry), (D1 use), public open space, landscaping, surface water drainage and associated engineering works, all matters reserved except means of access with Maize Lane. RECOMMENDED REFUSAL

Comments

1. Non-compliance with the SPD and MasterplanThe master plan submitted is not compliant with the central area master plandocument (CAMPD) of Feb2015 produced in accordance with the Warfield SPDarea. For the following reasons: Land north of field 3 (to border Warfield St) is not included within the

submitted plan The number of units proposed (305) exceeds the approx 270 as illustrated by

the CAMPD An access roundabout for the site from Priory Lane/Harvest Ride junction is

excluded. Homes are shown on the proposed school site The Warfield Street South character area is not sufficiently adopted. Warfield Parish Council have noted that the submitted plans exclude parcels

of land adjacent to Old Priory Lane and Warfield Street. These parcels of landare shown on the area 1 masterplan and are marked on the submittedmasterplan as ‘future residential development’. In our view, this does notrepresent a true masterplan for this part of area 1 and that the futuredevelopment should be included within this outline application, as BracknellForest Council insisted for the masterplan of the western section of area 1 inthe land bordering Forest Road and Watersplash Lane.

The proposed development exceeds the number of units outlined in the BFCMasterplan document.

Warfield Parish Council has noted the comments in the transport assessment regarding the reasoning for not including a roundabout within the proposal. We believe this view be flawed. The new junction proposed will add to the issue of traffic flows in the area, as is seen with the current arrangement at Priory Lane and Harvest Ride, which the proposed roundabout would have assisted in resolving.

The CAMPD requires a two-form entry school to be provided . The proposals make an alternative proposal to build a single form entry, with the option to expand to two-form entry at a later date. The Local character appraisal for Warfield Street South says that ‘The area should be informal and semi rural and mainly consist of detached and semi-detached houses with long gardens and generous set backs’. In addition there is a requirement for housing fronting onto the green area that is also not met.

2. Trees and Hedges

The Council is concerned that the removal of 40% of extant hedging and 50% of trees will have a negative impact on the area for a significant period of time, despite theoretical biodiversity gains in the longer term. New planting will take many years to mature and will note be a substitute for existing mature hedging and trees. The Landscape and Visual Impact Report says that proposed planting and management would only deliver moderate beneficial effects at year 15 of the project. 543m of hedgerow ranked as important will be removed against 188m of non-important* which is detrimental to the environment and contrary to 1997 Hedgerow Regulations. There are also major inconsistencies between the March 2020 Ecological Assessment, the Design Access Statement and the Tree Survey regarding the extent of hedge removal and which hedges are to be fully or partially removed and the length of such hedges. Hedge 29 does not feature as does a mature chestnut tree at the southern end of field 5. There also appears to be no justifiable reason to remove tree 7090 as on inspection this tree has no impact in terms of distance on the proposed development. The Design Access Statement (part 2 fig.20) shows important hedgerows to be retained and these match 5,9,18 and 19 in the Ecological Assessment which marks them for removal.

*Site Ecological Assessment 3. Biodiversity

Removal of hedge 20 will disturb a badger sett in that area. As this area is designated as a wildlife buffer this is contradictory and would appear incompatible with the 1992 Protection of Badgers Act.

4. Highways and Transport

The council considers the modelling for car journeys is flawed as it uses ward data for Binfield with Warfield rather than Warfield Harvest Ride area to which it adjoins and is more representative of the development. The council objects to the main access to the site and subsidiary access points being located on Maize Lane. Maize Lane is predominately single carriageway road and we have concern for the safety of pedestrians and vehicle movements with the accessways proposed as well as for vehicles servicing the proposed properties. Concern is also expressed for the potential for vehicles using this area during school drop-off and pick-up times.

The council is concerned that insufficient allocation has been made for drop-off areas around the school site and the potential for build-up, as seen at other developments, for traffic building up by on-street parking or access blocking.

5.0 Public Rights of Way

Members are concerned about the use of Hedge Lane, a designated Bridleway (BR26), as the main east-west accessway particular for accessing open spaces and the play area. The concern about the shared nature of the accessway as the main route across the development area.

CLERKS REPORT

1.0 Purpose

1.1 This report contains the report of the Clerk on activity undertaken by parish staff along with other information.

2.0 Report

2.1 A full report was circulated to members on 5 June and members will receive updates through other reports included in this meeting.

2.2 The council commissioned a bench to mark the 125th anniversary of the council. This has been produced by Antoni Ross of Winkfield. An image of the bench is attached. The siting of the bench is being finalised, but is most likely to be at the Warfield Memorial Ground.

3.0 Parish Plan

The parish council continues to be vigilant over delivery of the Warfield SPD as evidenced by recent planning responses.

Recycling at the Parish Office is currently suspended due to the office closure. Reactivation of this provision will be risked assessed in line with COVID-19 regulations.

Where a planning application is for the removal of a tree, the parish council now has a default response that a native species should be planted to replace it. Trees or hedges damaged or removed are queried with the appropriate planning authority.

The parish council continues to report incidence of flytipping and has encouraged self-reporting via the BFC website.
