B. Fees

The fee should be calculated using the following six-step process and worksheet. Please see Instructions before filling out worksheet. Step 1/Type of Activity: Describe each type of activity that will occur in wetland resource area and buffer zone. Step 2/Number of Activities: Identify the number of each type of activity. Step 3/Individual Activity Fee: Identify each activity fee from the six project categories listed in the instructions. Step 4/Subtotal Activity Fee: Multiply the number of activities (identified in Step 2) times the fee per category (identified in Step 3) to reach a subtotal fee amount. Note: If any of these activities are in a Riverfront Area in addition to another Resource Area or the Buffer Zone, the fee per activity should be multiplied by 1.5 and then added to the subtotal amount. Step 5/Total Project Fee: Determine the total project fee by adding the subtotal amounts from Step 4. Step 6/Fee Payments: To calculate the state share of the fee, divide the total fee in half and subtract $12.50. To calculate the city/town share of the fee, divide the total fee in half and add $12.50.

6. General Project Description:

Installation of an infiltration basin to provide stormwater treatment to runoff from MassDOT roads contributing to Town Line Brook. Drainage infrastructure will be installed to rout stormwater runoff to the proposed infiltration basin. A forebay, basin and armored spillway will be installed to treat and infiltrate approx. 2 inches of runoff over the impervious area and safely pass larger sized storms.

1.0 Introduction The intent of this project is to implement water quality improvements under the Massachusetts Department of Transportation’s (MassDOT’s) impaired water stormwater compliance program. Stormwater Best Management Practices (BMPs) will be installed within the watershed of an Unnamed Tributary, locally known as “Town Line Brook” (MA93-51) as part of MassDOT’s Impaired Waters Retrofit Initiative to improve water quality. This project is proposed to be included as part of MassDOT’s 5.0-mile Resurfacing Project (#607174) of Route 1 starting in Chelsea and extending northerly into Saugus. The resurfacing project will include the southbound on- and off-ramps to Route 60 from Route 1, and the western portion of Copeland Circle. The resurfacing portion of this project has previously received a Negative Determination of Applicability issued by the Revere Conservation Commission on November 5, 2014. This current permit application is solely for the installation of stormwater improvements to provide treatment to roadway runoff in the area of the Route 60 and Route 1 intersection. The installation of new drainage structures and BMPs will address impaired waters and mitigate the impact of impervious cover from the MassDOT roadway in this area. No roadway expansion or increase in impervious area is proposed as part of the proposed BMP construction, the project is exclusively to treat stormwater runoff prior to reaching Town Line Brook and ultimately Pines River. 1.1 Project Description The proposed project is an effective impervious cover (EIC) reduction project for stormwater runoff draining to Town Line Brook. Through this proposed project, the Massachusetts Department of Transportation (MassDOT) will implement an infiltration basin within a section of the large grassed infield of the Copeland Circle rotary in the City of Revere, Massachusetts. Town Line Brook is a tidal river that extends from Route 99 in Malden 1.6 miles east to its confluence with Pines River (MA93-15) at the Route 1 Bridge in Revere. The Town Line Brook watershed includes urban, industrial, and densely developed residential areas in the Cities of Malden, Everett, and Revere. Much of the watershed is drained through Municipal Separate Storm Sewer Systems (MS4s) which discharge directly into the Tributary. Town Line Brook is listed under Category 5, “Waters Requiring a TMDL”, on MassDEP’s final Massachusetts Year 2012 Integrated List of Waters (MassDEP, 2013). The Unnamed Tributary is impaired by the following causes: taste and odor, fecal coliform, alteration in stream-side or littoral vegetative cover, physical substrate habitat alterations, other flow regime alterations, debris/floatables/trash. Impairments for primary contact, secondary contact, and aesthetics are attributed to fecal coliform bacteria, trash and debris, and odor (MassDEP, 2007). The sources of these contaminants are presumed to be discharges from separate storm sewer systems, sanitary sewer overflows, urban runoff/storm sewers, and potentially illicit connections (MassDEP, 2007). The Unnamed Tributary is covered by the Final Pathogen TMDL for the North Coastal Watershed (MassDEP, 2012).

1.2 Project Goal The goal of this project is to install the proposed infiltration basin to provide stormwater treatment and reduce effective impervious cover resulting in an improvement to water quality entering Town Line Brook, and ultimately Pines River. The target goal of the project is a reduction of 1.7 acres (81% of DOT directly contributing impervious cover) of effective impervious cover (EIC) on urban roadways owned by MassDOT within the watershed.  Through the installation of the proposed infiltration basin and routing existing and proposed stormwater infrastructure to the proposed infiltration basin, direct impervious cover within the watershed and associated pollutant loads to Town Line Brook will be reduced. The infiltration basin will provide treatment for approximately 2” of runoff from the surrounding subcatchment area. 1.3 Project Background & Existing Conditions The watershed contributing to the Town Line Brook is approximately 2,730 acres and includes areas in Malden, Revere, Everett, and Melrose. MassDOT’s property that directly contributes stormwater runoff to the Unnamed Tributary is comprised of approximately 0.26 miles of Squire Road (Route 60) from the Route 1 rotary to the Malden and Revere city line. This road is a divided road with turning lanes into adjacent commercial properties and includes portions of the western side of the Copeland Circle rotary. The project will include the southbound on- and off-ramps to Route 60 from Route 1, and the western portion of Copeland Circle. Stormwater improvements through the installation of new drainage structures and BMPs will address impaired waters and mitigate the impact of impervious cover from the MassDOT roadway in this area. The existing stormwater runoff infrastructure does not currently have any BMPs in place to reduce impervious cover and pollutants associated stormwater runoff. The runoff is collected around the watershed and is discharged untreated into Town Line Brook. Photos documenting existing conditions are provided in Appendix A. 1.4 Site Soils The NRCS soil type along Route 60 (Squire Road) within the contributing watershed is listed as Urban Land. Urban land consists mostly of impervious areas such as buildings, roads, and parking lots. This soil type is typically not classified with a hydrologic soil group (HSG). At the intersection of Routes 1 & 60 (Copeland Circle) the NRCS soil type is listed as Udorthents. This soil type does not have a HSG classification; however it is generally listed as moderate to well-draining soils typically consisting of loamy soils used as fill.

CEI conducted exploratory test pits within the area to confirm soils and groundwater elevations. As part of the test pit coordination the locations were marked for Dig Safe, which lead to coordination with the Massachusetts Water Resources Authority (MWRA). An existing 24-inch water main encased in a 30-inch steel pipe owned by MWRA is located within Squire Road, following southeast along the rotary. MWRA granted permission to perform two of the three

proposed test pit locations. The test pit proposed within the 14-foot wide grassed median between the east and west bound lanes was deemed too close to the MWRA water main. The soils at the two completed test pits were generally found to be sandy loam (HSG B) with the groundwater table approximately 5 feet below the existing ground surface.

CEI completed one test pit within the rotary infield area and one test pit within the nearby traffic island at the intersection of Route 60 and Copeland Circle on July 23, 2014. Test pits were completed within the open grassed areas of the infield and traffic island to approximate depths of 7 feet and 8 feet. Based on the July 23 test pit data and analysis, the exploration revealed the presence of moderate sandy loam soils indicative of HSG B soils that would have good to fair infiltration capabilities in this area. Additionally, the soils exploration revealed the presence of seasonally high groundwater seepage between 5 and 5.5 feet below the ground surface which would not limit infiltration basin grading and would maintain adequate clearance to groundwater. Test pit locations and logs are provided in Appendix B. 1.5 Resource Area Delineation On August 11, 2014, CEI identified resource areas located within Copeland Circle (rotary infield) as bordering vegetated wetlands (BVW) to a drainage ditch associated with the existing stormwater drainage outfall from the MassDOT roadway. These wetlands were identified and flagged within the westernmost section of the infield. 2.0 Description of Proposed Work The project will require installation of an infiltration basin within a portion of the large grassed island (a.k.a. the rotary infield) of Copeland Circle in the City of Revere, Massachusetts, which would be located completely within MassDOT’s Right-of-Way. The infiltration basin has been sized to handle approximately 2-inches of stormwater runoff from the impervious area of the proposed basin subwatershed. The controlling factor for the design of this infiltration basin was the depth of the drainage piping network contributing to the basin. Based on the test pit (TP-2), the ultimate infiltration basin depth was estimated which determined the distance the contributing drainage network could extend at a 0.5% slope while maintaining minimal pipe cover. The basin has been sized to store 2-inches of stormwater runoff from the impervious area to receive the greatest reduction credit. A volume equivalent to 2 inches over 1.06 acres of impervious area (approximately 7,500 cubic feet) will be captured and treated by the BMPs. The existing drainage system within the subwatershed will be modified to divert flows into the infiltration basin. An overflow weir will be utilized to discharge treated flows into the rotary infield which ultimately will discharge into the Pines River. The total EIC acreage reduction from the proposed infiltration basin BMP shown on Sheet C-1 is approximately 1.03 acres. Earthwork and grading are required to create the grassed infiltration basin with pre-treatment forebay, designed to be easily mowed and maintained. Areas in which earthwork is required will grade new side slopes to a moderate 3:1 horizontal-to-vertical ratio. Drainage infrastructure will

be installed along Route 60 (Squire Road) to route stormwater runoff to the basin to ensure that the runoff will be treated and total effective impervious cover decreased. Construction of four new drainage catch basins and three new manhole structures and the installation of approximately 730 feet of new drainage piping will direct stormwater runoff into the proposed basin. Proposed new piping, flared end sections, and riprap armored spillways will be installed within the basin to provide stabilization and to control flow through the treatment area. Riprap scour pads will also be placed at all drainage inlets and outlets to minimize erosive discharge velocities. Project plans are provided in Appendix C. 2.1 Protective Measures Measures will be taken to minimize sedimentation/siltation into the resource areas, corresponding buffer zones, and the surrounding community during construction activities. Implementation of accepted and usual methods of sedimentation erosion control will be used at the site during all phases of construction. Erosion control during construction will include the following: Compost filter tubes, or approved equivalent, will be placed as shown on the drawings to

protect wetland resource areas. Compost filter tubes, or approved equivalent, will be staked in place with the grain of the

material perpendicular to the ground. This will allow the erosion controls to conform to the landscape making it more effective.

Erosion control devices will be inspected weekly and after each significant rainfall event. Any entrapped silt or other materials will be removed. Compost filter tubes and other devices will be replaced as necessary.

Erosion control devices will remain in place locally until disturbed surfaces have been stabilized with the final vegetative cover in the area of disruption.

Any necessary temporary soil storage will be placed in a specified staging area and be surrounded by compost filter socks, or an approved erosion control method.

Details of the erosion controls are illustrated on Sheet 3 of the project plans. An operation and maintenance plan has been included in Appendix D. 3.0 Activities Subject to Regulations Although this project is intended to improve water quality, it is necessary to work within the Bordering Vegetated Wetlands (BVW) Buffer Zone to do so. The construction proposed within the buffer zone would consist of an infiltration basin, a forebay lined with armor material, a drainage outfall, riprap spillways, and associated grading. The disturbance area is estimated to be approximately 11,000 square feet. Resource area impacts are shown on Figure 2. 3.1 Description of Resource Area Impacts The project is partially located within the Bordering Vegetated Wetlands (BVW) 100-foot Buffer Zone, but does not fall within the adjacent resource area. The stormwater will infiltrate into the

underlying soil from the infiltration basin, which is located within the Buffer Zone. Only positive resource area impacts are anticipated. The proposed project is not located within a Priority Habitat of Rare Species or within an Estimated Habitat of Rare Wildlife as shown on the map provided by the MassGIS Online Data Viewer in Appendix E. The proposed project is not located within a FEMA Zone flood boundary or within areas of the 100-year flood plain as shown on Flood Insurance Rate Map (FIRM) map in Appendix F. 3.2 Limited Project Status Several sections of 310 CMR 10.00 provide for limited project status for improving inadequate drainage systems and improving the natural capacity of a resource area to protect the interests identified in the Wetlands Protection Act. The following limited project standards apply:

10.53(3)f …maintenance and improvement of existing public roadways, but limited to widening less than a single lane, adding shoulders, correcting substandard intersections, and improving inadequate drainage systems. 10.53(4) …projects which will improve the natural capacity of a resource area(s) to protect the interests identified…

This project has been designed such that it will comply with all pertinent resource area performance standards as a resource area improvement project, as outlined previously. The above limited project provisions have been noted and, although this project would be eligible under 310 CMR 10.53(3)f and 10.53(4), no limited project status is requested. 3.3 Project Alternatives

Infiltration Basins Conceptually, the construction of an infiltration basin within the grassed island at the intersection of Routes 60 and 1 at Copeland Circle was examined. Workable land appeared available to redirect the flow from a modified drainage system for treatment in the proposed infiltration basin, with overflow discharging back into the existing drainage system. This area proved to be impractical based on the existing groundwater elevation. In order to redirect runoff west toward the grassed island the depth of pipes outletting within the grassed island would be below the high groundwater mark. The MWRA 30-inch water main runs through a corner of this island which would also limit the footprint of a basin.  

An infiltration basin within the rotary infield is the recommended area for effective impervious cover reduction. The groundwater table is low enough in this area to accommodate a deeper drainage system and the sandy loam soils are also suitable for infiltration. This area also provides and available footprint to construct the basin outside of delineated wetland areas.

Infiltration Swales

The use of infiltration swales is possible within the grassed areas of the intersection. Infiltration swales may require more grading to provide slope for the flow through the swale within the existing flat grassed island and infield. This will require deep cuts within the grassed island area that would not result in the maximum storage capacity allowable. While being an effective BMP, there appear to be better options for infiltrating and treating the stormwater runoff within the available areas in the grassed islands and infields. Subsurface BMPs Several typical subsurface infiltration BMPs were examined on a volume-per-linear-foot/ structure basis to estimate the footprint of land required to reach or assist in reaching the goal of 1.7 acres effective impervious cover (EIC) reduction. Each alternative would be an off-line BMP, meaning a pretreatment deep sump catch basin would be used prior to flow discharging into the off-line infiltration BMP. Based on the narrow workable area between the existing edge of pavement and the right-of-way line, the following alternatives were examined as potential BMPs along Route 60 (Squire Road):

Underground Infiltration Chambers

This alternative involves the use of HDPE underground infiltration chambers embedded in a stone trench. The typical chamber would be approximately 3 feet wide, and the typical stone trench surrounding it would be 8 feet wide. These chambers are estimated to provide 11.0 cubic feet of storage per linear foot installed, including storage within the stone. This alternative is not recommended based on cost of chambers compared to other alternatives.

Leaching Manholes

This alternative comprises a pretreatment deep sump catch basin discharging to a leaching manhole structure surrounded by an outer diameter of crushed stone. The typical leaching manhole would be approximately 5 feet inner diameter, and the typical stone surrounding it would be 8 feet in diameter. These chambers were estimated to provide approximately 113 cubic feet of storage per structure installed, including storage within the stone. This alternative is only recommended in areas of limited available right-of-way where existing catch basins allow for a retrofit option. Leaching manholes would only be used as an additional BMP to help reach the required EIC reduction goal.

Underground Infiltration Trenches

This alternative consists of the use of perforated HDPE pipe embedded in a stone trench. The typical stone trench used would be 6 feet wide encasing a perforated 24-inch pipe. These trenches were estimated to provide 8.9 cubic feet of storage per linear foot installed, including storage within the stone. This alternative would provide a cost savings of over 25% when compared to infiltration chambers. The conceptual location for this BMP type was within the 14-foot-wide grassed median between the east- and west-bound lanes. Brief conversations with MWRA personnel have determined this area is too close to their existing water main for security and resiliency issues. A leaching

structure which would cause excessive groundwater in the vicinity of their pipe is something they believe would not be approved through their 8(m) Permit process. 3.4 Selected Alternative The chosen alternative is an infiltration basin in the large grassed infield of the Copeland Circle rotary. Section 2.0 provides a detailed outline of proposed work to be performed. 4.0 Conclusion MassDOT is proposing to implement water quality improvement project under its impaired water stormwater compliance program. Stormwater Best Management Practices will be installed within the watershed of Town Line Brook as part of MassDOT’s Impaired Waters Retrofit Initiative to improve water quality. The installation of new drainage structures and BMPs will address impaired waters and mitigate the impact of impervious cover from the MassDOT roadway in this area. No roadway expansion or increase in impervious area is proposed as part of the proposed BMP construction, the project is exclusively to treat stormwater runoff prior to reaching Town Line Brook and ultimately Pines River. The Resource Area impacts of the project are limited to the 100-foot buffer zone to BVW. MassDOT believes that the Revere Conservation Commission will find that the project as described in this NOI upholds the interests of the Wetlands Protection Act and respectfully requests that the Commission issues an Order of Conditions. 

5.0 DEP Stormwater Standards & Report The following is an overview of project compliance with the ten stormwater standards. The installation of the above discussed infiltration basin will not create additional impervious area or stormwater volume. There will be no new discharges associated with this drainage system improvement project. The completed stormwater checklist is included as Appendix G. Supporting calculations to go along with the checklist are provided in Appendix H. Standard 1. No New Untreated Discharges

This is a stormwater treatment project that will provide treatment to existing untreated stormwater runoff. No new untreated discharges are proposed.

Standard 2. Peak Rate Attenuation No new impervious area is proposed. The infiltration basin installation will reduce peak rates as well as total runoff volume by providing infiltration and recharge to groundwater.

Standard 3. Recharge No new impervious area is proposed. The project will provide infiltration and an increase in recharge to groundwater thereby reducing effective impervious cover in the area.

Standard 4. Water Quality The proposed infiltration basin will result in improvements to stormwater management, water quality, and increased groundwater infiltration. The infiltration basin will provide treatment for approximately 2” of runoff from the

Standard 6. Critical Areas N/A – According to the Natural Heritage & Endangered Species Program and the Division of Fisheries & Wildlife the project site is outside of the Priority and Estimated Habitats.

Standard 7. Redevelopments and Other Projects Subject to the Standards Only to the Maximum Extent Practicable This is a redevelopment project by way of stormwater treatment improvements.

Standard 8. Construction Period Pollution Prevention and Erosion and Sedimentation Control Project includes less than 1 acre of disturbance therefore not covered under the Construction General Permit. Erosion and sedimentation measures are discussed in Section 2.2 and identified on the project plans.

Good Housekeeping Practices:

o Storage, disposal and stockpiling of snow as a result of plowing areas near the basin should be completed adjacent to the basin to allow snow melt to drain into the basin. Snow shall not be stored within the basin.

o Heavy equipment shall not be used within the infiltration basin, to avoid compaction of the bottom of the basin and interference with its infiltration function.

Maintenance Tasks:

o The stormwater management facility, including deep sump catch basins, infiltration basin, connecting piping and riprap outlet protection shall be inspected at least twice a year.

o The infiltration basin shall also be inspected following any storm event exceeding 2.5 inches in a 24-hour period (the one-year frequency storm). Evidence of standing water in the structure more than 72 hours following a storm would indicate possible failure of the infiltration surface. In that case, a qualified professional engineer should be retained to assess the cause of failure and recommend corrective action, which should be immediately implemented to restore the function of the system.

o The catch basins, flared end sections, and interconnecting piping are to be cleaned of sediment, debris and litter as needed to maintain flow capacity.

o Sediment shall be removed from pre-treatment devices (forebays) before exceeding a depth of 6 inches or before completely covering vegetation or stone surfaces.

o Deep sump catch basins are to be inspected for evidence of hydrocarbons. If observed the material shall be immediately removed using absorbent pads or other suitable measures.

o Disposal of sediment and other materials from cleaning the drainage facilities shall be conducted according to local, state, and federal regulations.

o The embankments of the basin shall be inspected at least annually. Any woody vegetation shall be removed, animal burrows shall be carefully filled with compacted soil material, and other conditions that could affect the integrity of the embankment or check dams shall be addressed as needed.

o The basin shall be mowed at least annually using a lawn mower with a bag or materials/clippings shall be removed after each mowing. Weeds shall be removed as needed, unhealthy areas of grass shall be aerated and reseeded with a grass seed mix as needed.

o The basin floor are to be maintained to prevent scouring; channelized scour paths are to be graded to level the swale floor, and reseeded with the basin seed mix.
