NOTICE OF ENVIRONMENTAL IMPACT ASSESSMENT PROCESS

METALS INDUSTRIAL CLUSTER AND ASSOCIATED INFRASTRUCTURE NEAR
KURUMAN, NORTHERN CAPE PROVINCE

Location: The cluster is planned on ERF 6253 (Portion of ERF 1), ~2km south east from the
town of Kuruman. The proposed site falls within the Ga-Segonyana Local Municipality and the
greater John Taolo Gaetsewe District Municipality
Proposed Activity: The construction of a Metals Industrial Cluster. Steel manufacturing will
be the main focus while it allows for other metals related industries to locate in the cluster.
The cluster will focus on the manufacturing component of the minerals beneficiation value
chain. The proposed cluster will start as a developmental initiative, driven strongly by a
Cluster Management Company (CMC). The proposed development will extend over 20 years
and will transition into 4 phases.
Application for Environmental Authorisation: In terms of Sections 24 and 24D of the
National Environmental Management Act (No 107 of 1998), as read with Government Notice
R982 - R985, a Scoping and EIA is required to be undertaken for the proposed project. The
competent authority for the proposed project is the Northern Cape Department of
Environment and Nature Conservation.
Public Involvement Process: Savannah Environmental is undertaking the required
environmental assessment and public participation process. To obtain further information and

Ligging: Die korf word beplan op Erf 6253 (Gedeelte van Erf 1), ~2 km suidoos van die dorp
Kuruman. Die beoogde terrein is in die Ga-Segonyana Plaaslike Munisipaliteit en die John
Taolo Gaetsewe Distriksmunisipaliteit en omstreke geleë.
Beoogde Aktiwiteit: Die oprigting van ’n Metaalnywerheidskorf. Staalvervaardiging sal die
hooffokus wees, terwyl dit voorsiening sal maak dat ander metaalverwante nywerhede in die
korf kan wees. Die korf sal fokus op die vervaardigingskomponent van die
mineraalveredelingswaardeketting. Die beoogde korf sal begin as ’n ontwikkelingsinisiatief,
sterk gedrewe deur ’n korfbestuursmaatskappy (KBM). Die beoogde ontwikkeling sal oor 20
jaar strek en in 4 fases oorgaan.
Aansoek om Omgewingsmagtiging: Ingevolge Artikel 24 en 24D van die Nasionale Wet op
Omgewingsbestuur (Wet 107 van 1998), saamgelees met Staatskennisgewing R982 tot R985,
moet ’n Bestekopname en ’n OIE vir die beoogde projek onderneem word. Die bevoegde
owerheid vir die projek is die Noord-Kaapse Departement van Omgewingsake en
Natuurbewaring.
Openbare Deelnameproses: Savannah Environmental onderneem die nodige
omgewingsevaluering en openbare deelnameproses. Ten einde meer inligting te bekom en
om op die projek se databasis te registreer, verstrek asseblief u naam, kontakbesonderhede
en belang by die projek skriftelik aan Savannah Environmental:

Location: Portion 6253 of Erf 1 located ~2km south east of the town of Kuruman and ~1km south
west of Wrenchville.
Proposed Activity: The establishment of a Metals Industrial Cluster to provide a node for semi-
industrial and industrial developments in the Kuruman area. The Cluster is expected to be
developed in four development phases and is expected to operate for a minimum of 20 years (first
three phases). Phase 4 is intended to cater for the expansion of the Cluster beyond the 20-year
timeframe.
Application for Environmental Authorisation: In terms of Sections 24 and 24D of the National

December 2016.
