The following items appear on the agenda for the June 8, 2020 Loudon City Council

workshop:

A. Rezoning Request - Cedar Park Drive C-4 to R-3. The Loudon Regional Planning

Commission has recommended the rezoning of the property at Cedar Park Drive

from C-4 Interchange Commercial District to R-3 Urban Residential District.

B. Rezoning Request - Queener Road R-1/F-1 to R-3/F-1. The Loudon Regional

Planning Commission has recommended the rezoning of the property owned by

Gary D. and Cynthia A. Klemz on Queener Road (Tax Map 040, Parcel 084.02)

from R-1/F-1 (Suburban Residential District/Floodway District) to R-3/F-1

(Urban Residential District/Floodplain District).

C. Rezoning Request - Corporate Park Drive R-1/F-1 to C-2/F-1. The Loudon

Regional Planning Commission has recommended the rezoning of the property at

10250 Corporate Park Drive consisting of approximately seventy-three (73) acres

from R-1/F-1 (Suburban Residential District/Floodway District) to C-2/F-1

(Highway Business District/Floodplain District).

D. Fiscal Year 2020-2021 Budget. The key takeaway from the Budget is its static

nature in response to the uncertainty that continues to surround the pandemic.

While there is no cost of living adjustment we have budgeted a marked increase

of $260,210 in employer contribution to the City employee share of our health

benefit fund. The only new spending will focus on high priority investments in

our community including:

• Construction of a New Queener Road

• Replacement of a 25-year-old apparatus for LFD

• Paving of most of Loudon’s non-state-route streets

• Patrol Car computers for LPD

• Leaf Machine for LPW

In order to continue making progress we recommend stretching our cash through

an affordable debt issuance to fund the paving plan.

E. Firefighter Pay Adjustment. During the 1st reading of our budget ordinance a

request was made by Vice Mayor Dixon to add enough money to the budget to

bring firefighter compensation more in line with police officer compensation. In

response to this request we prepared two scenarios. The first scenario (see one-

year phase-in below) shows a onetime increase to meet the request. This scenario

would constitute a $175,586 overall increase to our annual operating budget. The

second scenario (see three-year phase-in below) accomplishes the request over a

three-year period. The second scenario would constitute a $58,530 overall

increase to the annual operating budget during each of the next three years.

F. Highland Avenue Update. At our May meeting Councilmember Tim Brewster

expressed a desire to see the Highland Avenue repaving project extend beyond the

length originally planned and spec’d by TDOT. Public Works Director Ellis

Scruggs will present options to at this workshop to extend the length of this

repaving project.

G. Public Works Surplus Items. Public Works Director Scruggs has identified

numerous Maintenance inventory items that are obsolete and should be surplused.

There are some items that may be sold on GovDeals.com and some that must be

disposed of appropriately. Some of the various items include: filters, belts, spark

plugs, shocks, lights, brakes, hoses, wiper blades, dry-rot tires, etc. for vehicles

that are no longer in the fleet.

H. Planning & Zoning. After recent reports from the Loudon County Board of

Commissioners we can expect a request for an amendment to their Planning

Services agreement that calls for more money. Our current budgeted is amount is

$25,000.00. We can discuss our options going forward at this workshop.
