NOTICE OF A SPECIAL MEETING OF THE COMMON COUNCIL OF THE TOWN OF CLARKDALE

PURSUANT TO A.R.S. §38-431.02, NOTICE IS HEREBY GIVEN to the members of the Common Council of the Town of Clarkdale and to the general public that the Town of Clarkdale Common Council will hold a Special Meeting open to the public on Tuesday, August 25, 2020, at 3:00 p.m. in the Clark Memorial Clubhouse, Men’s Lounge, 19 N. Ninth Street, Clarkdale,Arizona. Members of the Clarkdale Common Council will attend either in person or by telephone, video or internet conferencing. Pursuant to A.R.S. §38-431.03, the Council may vote to recessthe meeting and move into Executive Session on any item, which will be held immediately afterthe vote and will not be open to the public. Upon completion of Executive Session, the Councilmay resume the meeting, open to the public, to address the remaining items on the agenda.
Supporting documentation and staff reports furnished to the Council with this agenda are available for review on the Town website at www.clarkdale.az.gov and the Town Clerk’s Office.

2. PUBLIC COMMENT – The Town Council invites the public to provide comments at thistime. Members of the Council may not discuss items that are not specifically identified onthe agenda. Therefore, pursuant to A.R.S. §38-431.01(H), action taken as a result ofpublic comment will be limited to directing staff to study the matter, responding to anycriticism or scheduling the matter for further consideration and decision at a later date.Persons interested in making a comment on a specific agenda item are asked to completea brief form and submit it to the Town Clerk during the meeting. Each speaker is askedto limit their comments to five minutes.
As a reminder, if you are carrying a cell phone, electronic pager, computer, two-way radio, or other sound device, we ask that you turn it off at this time to minimize disruption to this meeting.
3. CONSENT AGENDA - The consent agenda portion of the agenda is a means of expediting routine matters that must be acted on by the Council. All items are approved with one motion. Any items may be removed for discussion at the request of any Council Member.

OFFICIAL CANVASS OF THE AUGUST 4, 2020 PRIMARY
ELECTION - Discussion and consideration regarding the adoption of the official canvass of the August 4, 2020 primary election.

Background: Election law requires the Town Council to canvass the votes not less than six days or more than 20 days after a primary or general election. The official final results of this election were provided to Clarkdale by Yavapai County elections on August 14, 2020.
Per A.R.S. § 9-821.01, calculation of a "majority of votes cast" at the primary election specifies that the number to win be calculated by adding all of the votes cast for all candidates for the office, dividing by the number of seats to be filled and then dividing the result of the calculation by two and rounding to the highest whole number.
Mavor's Race: Total votes cast for Mayor was 1483. The number of votes needed to win this race was 742. Robyn Prud'homme-Bauer received a "majority of votes cast" per Section 2-3-1 of the Town Code and is considered elected and no General Election will be held.
Council Member Race - 4 vear Term.· Total votes cast for the two 4-year Council seats was 2153. The number of votes needed to win this race for these two seats was 539. Debbie Hunseder and Marney Babbitt-Pierce received a "majority of votes cast" for Council Members - four year terms per Section 2-3-1 of the Town Code are considered elected and no General Election will be held.
Council Member Race - 2 vear Term: Total votes cast for the 2-year Council seat was 1236. The number of votes needed to win this race was 618. Alicia O'Neill received a "majority of votes cast" for Council Member - two year term per Section 2-3-1 of the Town Code is considered elected and no General Election will be held.
Robyn Prud'homme-Bauer, Debbie Hunseder, Marney Babbitt-Pierce and Alicia O'Neill will be declared elected effective as of November 3, 2020, the date of the general election as stated in Town Code Section 2-3-1 and per Section 2-1-3, shall assume the duties of office at the regularly scheduled Council meeting following the date of the general election (November 10, 2020).
Recommendation: To adopt the canvass of the official final results of the primary election held on August 4, 2020.
