To encourage officers a n d ra tings nom inated for release in Class B to accept th is form o f release i t has been decided to pay them th e ir w ar g ratu ities a n d post-w ar cred its o f wages toge th e r w ith leave paym en ts in respect o f overseas service, where applicable, approxim ately eight weeks a f te r th e da te o f dispersal, instead of waiting until th e end o f th e emergency.

3. The differences in th e conditions o f releases in Class A a n d Class B are now as follows ::—

(а) Class A. F ifty-six days’ resettlem ent leave. I f th ey have no jobs tow hich to re tu rn , th e em ploym ent exchanges will give th em every assistance in finding em ploym ent and w ill no t, during th e period in w hich th ey are receiving regular Service paym ents, regard th em as subject to any powers o f direction which are otherw ise generally operative.

(б) Class B. Tw enty-one days’ transfer leave. T hey will be directed toth e ir reconstruction em ploym ents an d th is will preserve th e ir re insta te ­m ent rights. T hey will be liable to be recalled individually to th e Forces if th ey discontinue their reconstruction em ploym ent.

4. In connection w ith parag raph 3 (6), in order to clarify th e position of persons nom inated for block release in Class B, th e following is to be brought to th e ir notice :—

The individual will, a fte r release, be d irected b y th e M inistry o f L abour to th e appropria te em ploym ent. Subject to any exceptional requirem ents o f national reconstruction, direction will be to em ploym ent near the indiv idual’s hom e, if suitable em ploym ent is available an d to his form er em ployer if th e em ployer has a su itable vacancy on w ork of national reconstruction o f th e k ind for which th e individual has been released.

5. Persons who have elected n o t to be released in Class B are to be given th e o pportun ity o f reconsidering their decision in th e changed circumstances.

6. W hen an officer or ra tin g accepts release in Class B his dispersal is to be expedited. W hen a ra tin g elects n o t to be released in Class B a tten tio n is called to th e necessity fo r forw arding w ithout delay Form s S.161R in accordance w ithB .R . 1281(1), Release Instructions, parag raph 63 ; reports by signal are no t required for ratings.

7. V ery few of th e ra tings nom inated b y A.F.O. have y e t been released and each ship should ensure th a t th e persons s ta te d to be in th a t ship are traced. A tten tion is called to B .R . 1281(1), parag raph 59.

(c) Southern Rhodesian Eatings.—-(i) Southern R hodesian ra tings to whom th e schem e referred to in A.F.O. 1336/44 does n o t app ly are to be dealt w ith in th e norm al way.

(ii) F o r those ra tings to w hom th e scheme applies th e inform ation an d m edical docum ents under (6) above should be tran sm itted to th e F ixed Centre P ay m aste r, P.O . Box 1378, Salisbury, Southern Rhodesia.

(iii) Post-w ar credit o f wages is n o t payable to ra tin g s concerned u n d e r paragraph (c) (ii).

(iv) Should there be doub t as to w hether a Southern R hodesian ra tin g has or has n o t accep ted th e scheme referred to above, hom e hospitals should app ly to th e Southern Rhodesian Liaison Officer, Rhodesia House, 429, S trand, London, W.C.2, and final invaliding au tho rities in South Africa to th e F ixed Centre P aym aster (see (ii) above).

(d) Newfoundland Ratings.— (i) Telegraphic notification o f th e da te on which an invalided ra tin g ceases pay , an d o f th e d a te to w hich m arriage and /o r d ep en d an t’s allowance has been pa id b y th e Secretary, D ep artm en t o f Public H ealth and W elfare, St. Jo h n ’s, is to be m ade b y th e Supply Officer, H.M.S. “ A valon I I I ” , to th e M inistry o f Pensions, Norcross, Blackpool (copy to D .N .A . (ii) T he Com m anding Officer o f th e establishm ent in w hich th e ra tin g was serving im m ediately before em barkation for passage to N ew foundland should indicate on th e Service Certificate th e character a n d efficiency assessm ent provisionally aw arded on final discharge, and should forw ard th e docum ents to H.M.S. “ Avalon I I I ” for com pletion as regards th e d a te o f final discharge and delivery to th e m an.
