EXECUTIVE SUMMARY

WSP have been engaged by JohnStaff Projects on behalf of Healthscope to input towards the Hydraulic sections relevant to the Directors General Requirements (DGR and accompany the Environmental Impact Statement). In doing this involved undertaking a review of the existing authorities’ site mains infrastructure for the proposed Private Hospital Extension situated at 11 Norbrik Drive, Bella Vista, NSW, 2153.

The review was undertaken with reference to existing as built drawings, reports obtained via the “Dial before you Dig” process and informal conversations with the respective supply authorities. Further to this, a general site inspection was undertaken on Thursday 19

th September 2013, which included a general walkthrough of

the existing hospital, basement and roof plant areas.

Our findings indicate that there appears to be no major issues with the existing Sydney Water and sewer mains or Jemena Gas supply infrastructure serving the site.

INTRODUCTION

This Site Infrastructure report provides an overview of the potable water, sewerage and gas infrastructure for the Norwest Private Hospital Extension at 11 Norbrik Drive, Bella Vista, NSW, 2153.developments.

The focus of this study has been the infrastructure required to meet the energy, water, sewer and gas demands of the site.

This report has been prepared to accompany an Environmental Impact Statement prepared under Schedule 2 of the Environmental Planning and Assessment Regulation for an application for State Significant Development [SSD 13_6074]. This report specifically addresses the following relevant matters associated with the Director General’s Environmental Assessment Requirements issued under Section 78A(8A) of the Environmental Planning and Assessment Act 1979.

SOURCES OF INFORMATION

This report considers information obtained from:

Dial Before You Dig (DBYD) responses, refer Appendix 1.

Verbal conversations with authority representatives.

Site Inspection undertaken on the Thursday 19th September 2013.

AUTHORITY REQUIREMENTS

The following report is based on informal conversations with local authorities and infrastructure representatives.

The following applications will be submitted to the relevant authority upon receipt of the associated Development Applications:

Section 73 application to Sydney Water.

Water pressure application to Sydney Water.

Gas connection application to Jemena.

Stormwater drainage discharge application (CIVIL engineer to undertake)

WATER

Existing Infrastructure

The site is currently serviced with the following Sydney Water mains:

DN250 DICL main around the entire site on Norbrik Drive;

The existing Hospital is currently supplied via existing fire and potable water connections from the DN250 CICL ring main located within Norbrik Drive.

The existing building is serviced via a 100mm Potable water supply, c/w external water meter and backflow prevention device, located on the property boundary perimeter to the East of the development

In addition, the 150mm Fire Hydrant / Sprinkler Booster set is located to the front of the water supply connection and reticulates to the existing hospitals site hydrant system and sprinkler plant room, to the north of the loading dock area.

The localized existing water main sizes appear to be of adequate size for Sydney Water requirements.

An existing 50,000 litre (effective capacity) rainwater reuse tank is provided for onsite irrigation and mechanical plant make up supply.

New Infrastructure

It is anticipated the increase of flow rates as a consequence of the proposed combined fire sprinkler/hydrant system, as well as the extra hot and cold water consumption requirements will necessitate an upgrade in the connections to the existing DN250 CICL located within Norbrik Drive, as well as the existing booster pump duty.

Water efficient fittings will be specified to minimise consumption: dual flush toilets (max 4.5/3 L/flush);

waterless urinals; 7.5 L/min taps and any other water fixtures to reduce water consumption,

Water and sub metering shall be provided with digital output linked to the BMS to both potable and non-potable water supplies. A major leak detection device shall be installed to protect both internal and external water services installations and proximity detection equipment shall be installed to all WC and urinal installations.

The infrastructure water supply requirements will be subject to the Notice of Requirements issued by Sydney Water in response to the Section 73 Developer’s Application. The Section 73 requirements will be applied for upon the Development Application being submitted.

SEWER & SANITARY DRAINAGE

Existing Infrastructure

The site is currently serviced with the following Sydney Water sewer mains on Norbrik Drive:

• DN300 PVC sewer mains to south east corner of the existing Hospital;

• DN225 PVC sewer mains to south west corner of the existing Hospital;

The existing sewer and sanitary drainage service incorporates a gravity network connecting soil and wastewater fixture pipework to the boundary trap to the Sydney Water Authorities 300mm sewer main to the south east of the site perimeter.

Trade Waste drainage service is provided from the commercial kitchen discharging to an existing 5000 litre Grease Arrestor is located in the lower level car park basement in accordance with Sydney Water Trade Waste Policy.

Kamlock fittings and pipework are located within the loading dock and grease arrestor room to allow grease removal by an authorised Sydney Water Trade Waste Removal Contractor.

New Infrastructure

It is anticipated the increase of flow rates as a consequence of the hospital extension will require a new connection to the south west perimeter of the new extension. This will ensure the sewer connection is kept localised to the network, as well as minimise disruption to the existing hospital site.

In addition, the existing trade waste grease arrestor volume will require to be increased to accommodate the increase in occupancy levels as a consequence of the new extension, in accordance with Sydney Water Trade Waste requirements.

The sewer requirements will be subject to the Notice of Requirements issued by Sydney Water in response to the Section 73 Developer’s Application. The Section 73 requirements will be applied for upon the Development Application being submitted.

GAS

Existing Infrastructure

The site is currently serviced with the following Jemena natural gas main network:

DN110 Polyethylene Main (PE) high pressure (210kPa) gas ring main around the entire site of Norbrik Drive;

The site is currently serviced via the 50mm Diameter 210kPa high pressure mains located on the perimeter of the building, adjacent to the loading dock at the south eastern corner of the building,

The existing building gas regulator and meter are located in an external housing, approximately 225mm from the hospital boundary.

The existing building gas supply reticulates within the building via a 110mm Copper pipework. The provision loads consist of the commercial kitchen / server and gas fired hot water system. The gas load indicated on the As-built drawings is 6500 mJ/hour.

An additional 25mm connection is provided to the North of the existing building, (Grid Z/13) servicing the coffee shop.

New Infrastructure

The increase of consumption rates as a consequence of the hospital extension, in terms of occupancy from a hot water load perspective and existing kitchen / server area is currently under negotiation with Jemena to determine the adequacy of the current natural gas network.

With the existing hospital being operated 24 hours per day, it is envisaged to limit disruption that the existing gas connection be upgraded in order to the serve the hospital extension to the site. At the time of compiling this report discussions with Jemena were being undertaken.

STORMWATER DRAINAGE

Existing Infrastructure

The siphonic stormwater drainage system collects rainwater from the roof level through proprietary siphonic rainwater outlets. The siphonic rainwater network transfers throughout the building, discharging via a DN250 siphonic connection to the air break pit. A 375mm gravity stormwater pipework discharges from the pit and connects to the rainwater reuse tank (50,000 litre effective capacity).

Rainwater from the roof areas are harvested via a first flush pit and stored in the 50,000 litre effective capacity rainwater tank.

The Harvested rainwater is filtered and pressurised into a piped system for use in irrigation and mechanical plant supply.

The existing building incorporates an onsite detention tank (OSD) (effective volume 397.3m3) discharging to

a gross pollutant trap before existing to stormwater drain.

New Infrastructure

All rainwater from the building extension will be collected by a siphonic rainwater drainage system and conveyed to the rainwater retention tank within the basement carpark area prior to discharging to the in-ground drainage system provided by the Civil Engineer.

The roof drainage system will be provided to collect 1:20yr and 1:100yr storm events for eaves and box gutters.

The CIVIL stormwater drainage system will be subject to the local council requirements, in terms of OSD requirements and assessing overland flow / flooding requirements, as detailed by the CIVIL engineer.

Hope all is well with you both.

We are assisting with a new hospital extension, which we have just been appointed to assist with and at early

concept stage. We’ve been onsite to investigate and also attached the DBYD info.

I was hoping you might be able to assist me with a couple of queries:

• As the existing hospital is ‘live” we are looking at the possibility of having two gas connections to minimise

disruption for the existing hospital and the new extension. Can you advise on the implications or constraints

involved with this, i.e. two meters, two standard charges, billing arrangement, etc.

• If we seek to upgrade the existing supply, is this a simple exercise and how long should we factor in for a risk

scenario should the gas be switched off?

• Also, can we obtain a Jemena gas letter of intent?

Description:

The new Hospital extension caters for 50 inpatients and 100 staff. A breakdown floor by floor is detailed below:

Basement: - Addition of nineteen (19) car spaces.

Ground: - Expansion of Waste, Line & Kitchen to accommodate additional Inpatient Beds.

Level 1

o New Day Surgery Pre-Admission/Surgical Admission.

o Refurbishment of existing Cath Lab (relocated to new ‘wing’) to provide new Inpatient Admission , ICU

Visitors Lounge, CSSD Store & Support.

o Expansion of Washing/Decontamination, Packaging, Cooling Store & Sterilising to accommodate new OT’s.

o New OT’s, including:

� Three (3) additional Operating Theatres.

� One (1) additional Hybrid Operating Theatre.

� Relocation of Cath Lab.

� Additional Support & Staff Amenities

o New Perioperative Bays to accommodate OT Expansion.

o Stage 1 Recovery Lounge Extension to accommodate OT Expansion.

Morning Andreas,

Further to the Norwest Hospital DTM this morning, please find below the process and timeframes envisaged for

Hydraulic utility services:

Water Supply and Sanitary drainage – Section 73

• To obtain Sydney Water approval for water services and sanitary drainage connection, the following process

is required:

o Once the DA has been approved, the council will provide a notice of requirements. One of these

items is to complete a section 73.

o WSP will then provide the DA Arch drawings with a brief summary of the development to a Sydney

Water Services Coordinator, we engage Peter Houston Plumbing to undertake this.

o This process can only begin once the DA has been approved and notice of requirements has been

received.

o From a time perspective, this can take up to 55 -60 days. There is a cost associated with this

application of $950, WSP would pay this and invoice this as a reimbursement to the Client.

o Sydney Water Pressure and Flow enquiry

o WSP have submitted a Pressure and Flow enquiry to Sydney Water to assess the water main

in the vicinity of the site. This will assist in ascertaining whether additional boosted pumps

are required for both hydraulic and fire protection services.

o This process can take up to 14 days. There is a cost associated with this application of

$119.30 + GST, WSP would pay this and invoice this as a reimbursement to the Client.

Stormwater drainage

• The utility connection are undertaken by the CIVIL consultant in conjunction with the local Council.

Gas Services

• To obtain a letter of intent, WSP has already contacted Jemena the gas services provider. This is a simple

process that usually takes 5 – 10 working days.

o We are currently in discussions with Jemena to ascertain whether the existing connection can be

utilised and upgraded or alternatively to reduce the impact to the existing hospital to apply for a

second gas connection specific for the extension.

o There is no cost allocated with this enquiry.

o NB: Further down the track once the design has been completed, the HYD sub-contractor would

provide actual gas loads, etc. and complete the official application form.
