    Some of the opponents concerns were addressed dur-ing the public comments period of the Stokesdale Town Council meeting on Oct. 8, which followed a presentation by Kate Dixon, executive director of the Friends of

    the Mountains-to-Sea Trail (MST). If the Town allows a nature trail along the abandoned A&Y Rail-road bed, the state would include it as an official part of the MST.

    With a packed council room, less than two dozen citizens chose to speak out: eight were in favor of the trail, nine opposed, four asked ques-tions, one sug-gested wait-ing and one citizen presented a petition signed by 140 people op-posed to the trail.

    The MST stretches 1,150 miles across the state, from the Smoky Moun-tains to the Outer Banks.

    Its part of the North Carolina State Parks system; they see it as a public-private partnership, Dixon explained. We created it and operate it, but the local vision comes from the local entity like the community of Stokesdale, for you to decide what you want.

    Dixon stressed that the trail does not have to be built as described in the A&Y Feasibility Study. In fact, 530 miles of the MST are on natural-surface trails, built and maintained by volunteers. And about 40 miles are on privately-owned land.

    I would not dispute that its chal-lenging [to find trail land], Dixon admit-ted. The low-hanging fruit of building a trail was on public land, so that was the first place we turned.

    Dixon said leaders in Elkin drew a two-mile wide corridor on a map, ex-tending 20 miles from to Stone Moun-tain State Park. Letters were sent to 160 landowners within the corridor, and public hearings were held.

    Seventy of them said yes, and weve been working with 30, she said. If a landowner says no, you go out to the road and use it [as the trail] instead. Theres no-body who is going to condemn [property] and say it has to go through there.

    In Stokesdale, several landowners along Flatrock Road have already signed agree-ments for the trail easements, donated land and sold land to Guilford County.

    Dixon emphasized that Stokesdale is not obligated to be part of the MST.

    While she didnt know how long ago Stokesdale was put on the route, State Parks funded a regional trails plan and would have contacted various people and drawn a map that included routing, generally thinking we would go from Danbury to Stokesdale to the Greensboro watershed, she said. Im 99 percent sure they knew about the A&Y [Railroad bed]. Then your Metropolitan Planning

    Organization, a part of DOT, said Lets do a more detailed plan and that was the A&Y Feasibility Study.

    If Stokesdale does not want the trail, another MST route will be found con-necting Walnut Cove to Greensboro.

    A resident of N.C. 158 said she is worried that hikers might leave the trail to camp and their campfires might set her woods on fire or their trash might bring a 35-pound bobcat back out of the woods.

    Pam and Bill Lemmons of Newberry Street, who own several tracts of land throughout Stokesdale, are considering establishing a campground.

    Janet Plummer of Athens Road said shes against funding the trail by impos-ing a property tax in Stokesdale.

    The Town Councils biggest trail pro-ponent, Councilman Frank Bruno, said hes totally against imposing a property tax to pay for a project like the trail.

    If everybody decided to go forward with it, we would have to figure out how to pay for it, he said.

    Plummer expressed concern that if someone got hurt in her backyard, she would be responsible for the doctors bill. Town attorney Bill Trevorrow assured her she would have no liability because the trespassers would be uninvited guests.

    Im against it. In Summerfield and Oak Ridge, places where these people park and walk, these are crime-ridden ar-eas, said Nick Southern of Athens Road.

    Dixon said Greensboros trail is moni-tored by park staff. Greg Webster of N.C. 158 said Boy Scouts put up markers to determine someones location on the trail in case of emergency. He said the fire and sheriffs departments are responsible for incidents on the trail, and the City of Greensboro has received multiple grants.

    Dixon said typical grant sources include federal money administered through NC State Parks; state trust funds; local governments; and a good chunk is privately raised in many communities.

    Thearon Hooks of Shoeline Road said Stokesdale should wait to make a decision until after a final route is deter-mined for the future U.S. 158 bypass.

    I live on Strawberry Road and pass through the U.S. 220 construction area regularly. Recently I have noticed a series of stakes along Strawberry

    Road, from U.S. 220 at least to N.C. 150. Can you tell me what these stakes are for? Is a widening of Strawberry Road planned?

    The stakes you see have been placed in preparation for the work soon to get underway at the intersec-tion of Strawberry Road and U.S. 220.

    ROAD WORK AHEAD

    raised approximately 3.5 feet in order to meet current design standards required for the new four-lane divided highway.

    While construction is underway at this intersec-tion, Strawberry Road will be closed for 30 to 45

    days so the contractor can complete the work to raise the new road to the final elevation. Traf-fic will be required to use N.C. 150 during this time period.

    After construction has been completed, traffic will be traveling on the new lanes that are being con-

    structed and motorists will be able to make all turns from Strawberry Road that they are currently making.

    Though the roadwork at the U.S. 220 and Strawberry Road intersection has been delayed for over a year, it was most recently scheduled to get underway around mid-October but that was before the area experienced 11 successive days of rain. Bobby Norris, division engineer with NCDOT, says con-struction will hopefully get underway by late October or early November.

    Norris says a press release will be sent out a few weeks pri-or to the southern end of Strawberry Road being temporarily closed, and message boards will be placed for advance notice to the public on these roads two weeks prior to construction getting underway.

    Homol shines in starting debutNorthwest 29, Ragsdale 7

    by L.A. LOGANIt was a good night for junior Caleb Ho-

    mol, who made his first career varsity start at quarterback in the Vikings Oct. 9 game against Ragsdale.

    On the first score, Homol connected with Tre Turner on a slant route for 37 yards.

    I saw the corner off a little bit, said Ho-mol. I froze him with a fake, tossed it to Tre, he made a good play and scored for us.

    After the Vikings defense held the Tigers to a three-and-out, Homol connected with Cameron Cloud for a 14-yard gain. On the next play Thomas Hennigan reeled in his second catch, a 26-yard touchdown strike.

    With 4:28 remaining in the third quar-ter, Hennigan rushed for a 46-yard sprint that put the Vikings up 22-0.

    Late in the fourth quarter, Hennigan caught Homols 65-yard pass, scored the touchdown and sealed the game for Northwest.

    It was a good win for us, said Homol. The defense played great.

    Everyone felt refreshed tonight, Hen-

    nigan said. There was something in the game plan (tonight) that gave me an op-portunity to come out and make plays.

    Head Coach Jared Rolfes said the game plan was to air the ball out against Ragsdale.

    I told Homol to expect to throw it 40 times, said Rolfes. Homol completed 12 of 24 throws for 270 yards, threw three touchdown passes and most importantly, no interceptions.

    Homol understood the game plan, Rolfes said. He did a good job distributing the ball. That was the key.

    LOOKING BACK | Tyler, Stone and George Cook combined for 27 tackles.

    We really didnt give up an (offensive) touchdown, said Rolfes. Our defense is well coached. Our kids are really disci-plined, which makes a big difference.

    On Thursday, Oct. 8, the Stokes-dale Fire Department was called to Food Lion in the Kings Crossing Shopping Center on N.C. 68 about 12:30 p.m., after two customers and a clerk complained of burning, scratchy throats and sudden sinus-like symptoms.

    The store was evacuated while firefighters searched for a possible gas leak. Piedmont Gas joined the investigation, but found no indica-tions of a leak or any other reason for the symptoms the three people had.

    Apparently something just got in the air and happened to settle in that area near the front of the store,

    said Stokesdale deputy fire chief Randy Southard.

    The customers and clerk were checked out by EMS, but were not taken to the hospital.

    The whole process took about an hour, Southard said.

    Whatever it was dissipated in the air its one of those mystery cases, he said. We stayed there a good 20 minutes after we let the folks go back in, and kept the monitor going no one else had any symptoms.

    Erin DeWaters, a Food Lion cor-porate spokesperson, said the inci-dent was isolated to a specific aisle.

    Our best guess is that perhaps someone sprayed something that irritated the respiratory systems [of the three symptomatic people], she said. The manager evacuated the store out of an abundance of cau-tiousness. Even the affected shop-pers went right back in and contin-

    ued shopping. There was no issue.

    On Monday evening, Oct. 12, a manhunt got underway after a sheriffs officer recognized a vehicle in which a suspect with several out-standing warrants was a passenger. As the officer began to follow the vehicle while simultaneously calling for backup, the driver turned into the Times Turnaround gas station and convenience store at the U.S. 158/N.C. 68 intersection.

    The driver pulled behind the store, ignoring the officers call to stop the vehicle, and the suspect jumped out and fled on foot. Though tracking dogs were brought to the site, they were unable to pick up the suspects scent.

    Carl Allen Watson, 22, who is still at-large, is wanted on two counts of habitual breaking and entering and one count of misdemeanor larceny in Rockingham County, communicat-

    ing threats and stalking in Guilford County and now, resisting, delaying or obstructing an officer.

    And finally, at about 11:52 a.m. on Wednesday, Oct. 14, an armed sus-pect entered Crossroads Pharmacy, located in the Kings Crossing/Food Lion shopping center on N.C. 68, and demanded money.

    A person known to the pharmacys owner entered the pharmacy at about the same time and immediately chal-lenged the suspect; the suspect was stabbed during the conflict and fled on foot, where he was picked up by a woman in a white Ford Expedition.

    Michael Milliner, 34, was appre-hended a few hours later in Ran-dolph County and taken to Moses Cone Hospital, where he was being treated for facial lacerations and non life-threatening stab wounds.

    Charges were pending as of our press time.

    REAL ESTATE briefs Realtors give back to community with seventh building project

    The Greensboro Regional Realtors Association (GRRA) held its seventh an-nual Realtors R Rebuilding project on Oct. 8 and 9. During the event, mem-bers of the association came together to provide much-needed repairs for a designated Greensboro homeowner.

    This years homeowner, Patricia Da-vis, was in a car accident late last year.

    After the accident, the doctors told her she wouldnt be able to walk, but she is walking, says Melanie Carr, com-munications specialist with GRRA. She has limited mobility, using a cane at times, so one of the things the Realtors did was build her a ramp so she can get into and out of her home easier.

    In addition, the group did such things as replace the roof, clean the gutters, replace the kitchen floor, trim shrubbery and make other minor re-

    pairs as needed.

    For Phillip Stone, a Realtor with A New Dawn Realty, Keller Williams in Summerfield, this was the second year he had been involved with the project.

    I really enjoyed participating. As Realtors, I think if we have the oppor-tunity to give back to others who really need it, we should take it, says Stone. I also enjoyed the opportunity to learn. Id never put a roof on before, but now I know how its done.

    Realtors R Rebuilding is a project the GRRA does in conjunction with Community Housing Solutions, a non-profit organization dedicated to provid-ing decent, safe and affordable housing to low-income households.

    Nearly 30 different Greensboro Build-ers Association members are participat-ing in this years Parade of Homes, and will showcase homes with prices ranging from $134,900 to $799,900.

    New to this falls Parade of Homes is a Tiny House. This 200-square-foot home isnt actually in a community, rather its on wheels and is on display at Kevin Jones Design-Build in Greensboro.

    Along with showcasing some of the areas most attractive homes, the Greensboro Builders Association wanted to do something more this year to give back to the community. Because of this, the builders are partnering with one of Greensboros newest nonprofits, A Simple Gesture-Greensboro.

    Collins says A Simple Gesture is a food collection program that supports the food banks and food pantries in Greensboro and Guilford County, espe-cially those that assist children.

    Rather than store or distribute food, A Simple Gesture collects and channels food to three different organizations BackPack Beginnings, the Out of the Garden Project and Greensboro Urban Ministry.

    Patty Disney, who along with her hus-band Francis owns Disney Construc-tion Company and is a member of the associations

    community service committee, believes A Simple Gesture provides the perfect oppor-tunity for the builders and Parade attendees to support the community.

    Greensboro and Guilford County have been designated as one of the hungriest places in the country, says Disney. Almost 30 percent of Guilford County children are food insecure. Based on these needs, we felt support-ing this new initiative was a great fit for our association, especially in conjunction with the Fall Parade of Homes.

    Attendees interested in participating are invited to bring canned foods to any of the Parade homes. Food banks cur-rently need protein-based foods, such as chicken, tuna, beans and vegetables. Additional information on ways to

    My husband and I are in the process of buying our first home. Were strapped for

    cash and Im wondering if we can forgo getting a survey. Are surveys really that important if the homeowner or agent shows you where the property boundaries are?

    When deciding whether or not to obtain a survey, Oak Ridge attorney Bill Barbour suggests

    considering the type of property being purchased and your own risk tolerance.

    More and more residential pur-chases occur in very carefully laid-out subdivisions. Consequentially, for those types of communities lenders do not always require a current survey, says Barbour. If the lender does not require a survey, you might save the expense if your comfort level allows you to skip it. In that case, you will be taking a risk, but there are a couple of things you can do to minimize it.

    Barbour advises locating the corner stakes of the property.

    With a little bit of luck you will be able to see the line from corner to corner, he says. It is a good idea to confirm the corners and the property lines with the adjoining neighbors.

    In these types of communities, the most common problems found by surveys are encroachment issues. For

    REAL ESTATE Q&A in the ZONEinstance, a portion of a fence, driveway or storage building might be sitting on the wrong side of a property line.

    Usually it is a minor problem and the buyer and the neighbor agree to live with the encroachment, says Barbour.

    If youre buying undeveloped land that is either not in a subdivision or is larger than an acre or two, Barbour says you should have the property surveyed. He notes that, in these cases, most lenders will require the survey anyway.

    If there was a prior survey and the lines are easily seen, sometimes a lender will allow an affidavit to be signed stat-ing that there have been no fences built, or other changes that would impact the property lines, Barbour adds.

    Barbour stresses that your own comfort level is the key to taking the risk of not obtaining a current survey.

    As a rule, he says the larger the tract, the more important it is to obtain an accurate survey.

    for 40,000 square feet. Bill Bruce, plan-ning director for the Town of Oak Ridge, says this minimum lot size is designed to give major subdivisions an overall density of one unit per acre.

    While the number of square feet in an acre is 43,560, Bruce adds that roads and right-of-way typically make up the residual so that overall density is about one home per acre.

    The RS-40 zoning designation is the most common zoning category for residential neighborhoods in Oak Ridge and Stokesdale that were developed af-

    ter the towns incorporated and adopted their development ordinances.

    While Summerfield also has RS-40 zoning, minimum lot sizes vary because lakes supplying water to Greensboro and the watersheds are within the town. So, the nearer property is to these lakes, the larger the lots must be.

    For instance, lots located in Tier 1, which are the closest to the water intake, must be a minimum of 10 acres. In Tier 2, minimum lot sizes are five acres, and in Tier 3, minimum lot sizes are three acres.

    Bethel UMC hosts block partyOAK RIDGE Want a good way to meet your neighbors? Host a party and invite them all, of course!

    With that goal in mind, Bethel United Methodist Church hosted a block party on Saturday, Oct. 10, to give surrounding neighbors a chance to come together and get to know one another.

    Church member Debbie Rierson, one of the event organizers, said the church wanted to do something in response to the housing explosion on Haw River Road.

    Even in the technological age, it is hard to get to know our neighbors, so anything we can do to continue to strive to knit our town together is imperative, said Rierson.

    Originally planned for Sept. 26, the event was rescheduled due to inclem-ent weather. Another rainy day on Oct. 10 resulted in a lighter than hoped turnout, but those who came appreci-ated the hospitality and enjoyed visiting with each other.

    Draft Land Use Plan soon ready for public inputOAK RIDGE The Town of Oak Ridges Land Use Update Committee has been hard at work since it was formed more than a year ago by the Oak Ridge Town Council. The committee includes mem-bers of various Town boards and com-missions, as well as representatives from the farming/agricultural community, the building/real estate industry, and three Oak Ridge citizens who were appointed by the Town Council.

    The Land Use Plan is used by the Town to determine if and where differ-

    ent types of development are appropri-ate, and will guide how the Town will grow in the future.

    The committee has met monthly for more than a year to develop a draft of the Future Land Use Plan, says town planning director, Bill Bruce, a member of the committee.

    The committee plans to release the draft land use plan to the public in the next month or so, as well as schedule a public hearing for citizen input. Watch for updates in The Northwest Observer.
