Dublin 15 school wins top awardin anti-racism competition

The class from CastaheanyEducate Together NationalSchool in Dublin 15 acceptedthe ‘overall winners’ award inthe annual creative competitionrun by the Show Racism theRed Card charity.

The competition calls foryoung people to develop cre-ative messages about racismand integration using written, visual and audiovisual means.

It is open to primary schools, secondary schools and youthgroups and, this year, receivedover 200 entries.

The project the Castaheanyclass submitted to the competi-tion was a video depicting thefifth-class pupils developinganti-racism artwork for displayaround their school.

The soundtrack to the videois the pupils’ own version of thehit track ‘Let It Go’ by Demi Lo-vato, with the lyrics re-writtento promote an anti-racism mes-sage.

To ensure their messagereached as wide an audience aspossible, the pupils uploadedtheir video to YouTube, where ithas received over 1,200 views.

Garrett Mullan, the coordi-nator of Show Racism the RedCard, said: “Castaheany EducateTogether National School is typ-

ical of schools in many parts ofIreland that, like Dublin 15, ex-perienced high levels of migra-tion in recent decades.

“The class that won ourcompetition includes pupilswhose families originally comefrom Slovakia, Poland, Nigeria,Romania, Albania, Serbia, Indiaand Pakistan, as well as Ireland.

“Because the school hassuch a multicultural studentbody, the teachers are highlyconscious of the importance ofeducating pupils about racismand equipping them with theskills to challenge racism inevery-day life.”

He added: “Importantly, theschool is also committed tospreading the anti-racism mes-sage outside of the school-gates.  What really impressedour judging panel about thisparticular entry was the empha-sis it placed on ‘going viral’ andspreading a positive messagethrough social media.

“If we can cultivate anawareness of racism amongstyoung people and give themadvice on how best to tackle it,we will go a long way towardsensuring Ireland becomes ahappily multicultural and wellintegrated society in futureyears.”

From page 1“An attack of such nature is,

in fact, an attack on all minoritiesand it must be taken very seri-ously. I have been canvassing forover six weeks and I haven't metanyone with racist sentiments.

“People naturally wonderabout my background but this isjust to know me as a person.

“It was upsetting as my 5-year-old, who was with me atthe time, said, ‘daddy are theydoing it just because you have abeard?’”.

Mr Uludag said that whileout canvassing the stories heheard were “not full of racism, but rather of austerity, cuts, housing crisis and water charges, and anger towards the Govern-ment parties”.

“I have been living in thearea for over 10 years and I willalways do my best not to allowracism to develop in our commu-nity,” he stated. “I have been ananti-racism campaigner formany years. We have seen

many examples of how racismdivides people and brings hateand fear into societies.

“This incident, though ex-tremely upsetting, will not stopme from my local activism andmy involvement in the commu-nity.”

Mr Uludag has now called forall local election candidates inthe Castleknock area to publiclycondemn the racist attack andtake “a clear stand against anyform of racism”.

BROWN Bag Films and To Rus-sia With Love have launchedan online initiative to raisefunds for the Clontarf-basedcharity.

‘ANYA’, a four-minute ani-mated short film charting 20years in the life of a Russian or-phan, is the end result of 14months’ work at the twice Oscarnominated studio.

Brown Bag Films was origi-nally approached to produce ashort advert to highlight the workthat ‘To Russia With Love’ do withabandoned and orphaned chil-dren in Russia, but decided that ashort film would be a more effec-tive approach.

Writer/director Damien O’Connor said: "The idea was sim-ple: we make an engaging pieceof animation, one that ideallypacks an emotional punch.

“If people are charmed ormoved by it, they show their ap-preciation by sending a donationdirectly to To Russia With Love.

"Unlike an advert, people aremore likely to share a film onlinewith friends or family, which ofcourse helps spread the wordabout the charity. It's 'visual busk-ing' in a way.

“We're all used to charity sin-gles and calendars, so we appliedthe same approach to a full four-minute computer animated filminstead.”

The production of ‘ANYA’began in February 2013 when MrO'Connor travelled to the Hor-tolova Orphanage in Russia where

This year’s festival theme is ‘And catch the heart off guard’from the poem Postcript, taken from one of Ireland’s literarytreasures, the late Séamus Heaney.

Lord Mayor of Dublin, Oisín Quinn, said: “Dublin City Coun-cil’s Bealtaine Festival programme is an invigorating pro-gramme with so much of the arts on offer, from the BealtaineFilm Tour of ‘Quartet’ and ‘High Society’ to the voices of the ‘StAgnes’ Parents’ String Orchestra’ and much more.

This year’s festival theme ties in beautifully with Bealtainewhich catches the hearts of all involved. Don’t miss this electricfestival.”

Ray Yeates, Dublin City Council’s Art’s Officer, said the festivalis gaining momentum year on year. “The programme of eventsis testament to the hard work of the staff of Dublin City Council’sArts Office, Dublin City Gallery The Hugh Lane and Dublin CityPublic Libraries,” said Mr Yeates.

MEP backs host city Euro bid MEP for Dublin, Emer Costello, has backed the FAI’s bid forDublin to be a host city for the Euro 2020 soccer tournament.

The competition, normally staged inone single country, will in 2020 be heldacross 13 host cities.

“Dublin is well equipped to welcomelarge numbers of travelling fans – the

world-class Aviva stadium is ready to go,the transport is there, and the accommo-dation is in place,” said Ms Costello. “Inaddition, the city has plenty of experi-ence in hosting major matches – staging

the UEFA Europa Cup final in 2011, as wellSix Nations and World Cup matches in therugby.

“Give the capital a chance to hostsome matches for the Euros and you canbe guaranteed a fantastic atmosphere, awarm welcome for fans from all over Eu-rope, and a quality infrastructure to sup-port them.”

Putting child safety before sex offenders’ rightsTony McCullagh

LAST week a disturbing newspaper article was circulatedon social media, reporting that 12 paedophiles who hadbeen released from prison were now living in my commu-nity and in three nearby towns.

Four of these individualswere considered at “high-risk”of reoffending by gardaí.

A closer look at the reportshowed that it dated back toNovember 2012. But its re-emergence last week still hada chilling effect on local par-ents.

This type of story changesyou. You become wary of everyrandom stranger; you eyeslow-moving cars and vanswith suspicion. Your kids can'tunderstand why they're sud-denly not allowed out on thegreen unsupervised to kick aball or call around to their bestfriend's house.

How do you explain tothem that it was ok to do it

yesterday but not today?Sometimes the 'don't talk tostrangers' chat isn't enoughwhen there are sexual preda-tors at large.

Last week the issue of sen-tencing for sex offenders wasin the news when a man wasgiven four years in prison forsexually assaulting twoteenage girls on the Luas. Con-troversially, the judge decidedto suspend the final two yearsof the term with conditions at-tached.

Over the years there hasbeen much criticism of how thecourts have sometimes dealtwith convicted sex offenderswhen it comes to sentencing.Judges may well have the legal

scope to hand down suspendedor short prison terms but whenthey do it can create a percep-tion of leniency in the publicmind.

All crimes of a sexual nature– be they carried out againstchildren or adults – should bedealt with severely and consis-tently by the courts. Attendingtreatment programmes shouldbe a mandatory condition at-tached to all early releases forconvicted offenders.

That said, if I had my waythere would be zero remissiongranted to sexual predatorswho target children. Puttingthem on a sex offenders' regis-ter is not enough. I believe theyshould be electronically taggedfor a substantial period of timeafter their release and that res-idents living in close proximityto convicted paedophiles shouldhave a right to know exactlywhere high-risk offenders arelocated. Gardaí could help en-sure that mob rule does notprevail.

I've no doubt that the moreliberal-minded in society wouldtake issue with my approach. But in my personal opinion, breaching the human rights ofsexual predators would be asmall price to pay for the pro-tection of our children.● You can read all the DublinPeople blogs at dublinpeople.blogspot.ie

Seeing the city from land and seaNeil Fetherston and photographer Darren Kinsella embark

on a whistle stop tour of Dublin…from land and sea

On a fantastically beautifulearly summer’s day we weregiven the opportunity to seewhat this unique tour had tooffer and with the sun shiningout of a clear blue sky we couldhave been forgiven for thinkingwe were on a Mediterranean

cruise.First we joined the group at

Dublin Bus headquarters on O'-Connell Street where we givenan outline of this brand new at-traction that will appeal to lo-cals and tourists.

The occasion was to launch

the Dublin Bay Cruises' dailyroute that will link the city withHowth and Dun Laoghaire har-bours with the ‘Dublin - Land &Sea Ticket’.

A combined initiative be-tween Dublin Bus, Dublin BayCruises, Dublin Sightseeing, andthe Little Museum of Dublin, the ticket is designed to allow

easy and cheaper access be-tween the attractions.

Now, for the first time, lo-cals and visitors from furtherafield can tour the capital byland and sea with the oneticket.

The award winning DublinBus Hop on Hop off tour takesin a visit to the Little Museum

AN exciting new tour has been launched in Dublin thattakes in the best of the city from both the land and water.

of Dublin and the 75-minutecruise around the bay for just€30.

After a whistle stop tour ofthe city that brought us alongO’Connell Street and across tothe Southside we stopped off atthe quirky yet fascinating littleMuseum of Dublin on StStephen's Green.

There, the animated andknowledgeable guides gave usa quick run through of the re-cent history of the city.

The museum may be littlebut it is absolutely packed withfascinating exhibits includingthe lectern that US President JFKused to speak from when headdressed the Dail during hisvisit to Dublin in June 1963.

Then it was back on boardfor a run down to the dockswhere we hopped on the MV StBridget for a cruise out into thebay.

On a classically beautifulDublin day we watched as theLord Mayor of Dublin and Hon-orary Admiral of Dublin Port, CllrOisín Quinn, performed the an-nual ‘Casting of the Spear cere-mony, a Dublin Port tradition

dating back 526 years. The Casting of the Spear

dates back to 1488 when thethen Lord Mayor, ThomasMayler, set out on his horse toride the city’s boundaries.

Historical records show thathe rode out onto the strand asfar as a man could and fromthere cast a spear into the sea.

At that time, casting thespear demonstrated the extentof the city boundaries east-wards.

The ceremony marks justone of the many famous mo-ments in Dublin Port’s long andremarkable history since its es-tablishment as a trading postsome 1,200 years ago.

Speaking at the ceremonyon board the MV St Bridget,Lucy McCaffrey, Chairperson ofDublin Port Company said: “Thisyear’s Casting of the Spear cer-emony was particularly memo-rable, marking a celebration oftraditions old and new.

“While Dublin Port Com-pany brought to life its me-dieval tradition of the LordMayor casting a spear intoDublin Bay, we welcomed a

new initiative from Dublin BayCruises and Dublin Sightseeingwhich will further animate theRiver Liffey and Dublin Bay forDubliners and visitors alike.”

Dublin’s MEP Emer Costellodescribed the ‘Dublin - Land &Sea ticket’ as a super initiative.

“This new combi-ticket willallow Dubliners and visitors ap-preciate the city, both past andpresent from land and sea,” shesaid. “Dublin is a great city andit’s no wonder that CSO figuresshow that visitors to Ireland arealready up 7.3 per cent in thepast three months.

“Initiatives like the ‘Dublin -Land & Sea ticket’, are impor-tant not just for showcasing thebest our city has to offer, butalso in highlighting the valuefor money which exists.”

Ms Costello added: “As partof the launch, I was especiallydelighted to join Lord MayorOisin Quinn for the casting ofthe spear, a tradition in DublinPort dating back 500 years, which I was fortunate enoughto do myself when Lord Mayor.”

A NORTHSIDE-based charity has called on local election can-didates to consider the needs of people with sight loss intheir election manifestos.

The NCBI said people are liv-ing longer and consequentlydealing with various relatedhealth and disability issues, oneof which is age-related sight loss.

It said adapting to sight lossin older age presents uniquechallenges and has the potentialto isolate people as they strug-gle to navigate their local area, services and facilities independ-ently.

According to NCBI, there

were 224,000 people with mild, moderate or severe sight loss inIreland in 2010. This will in-crease to almost 247,000 peoplein 2015 and to just under272,000 by 2020.

Des Kenny, chief executive ofNCBI Group, said that now wasthe time to plan for changingdemographics.

“At local level, there is ahuge opportunity for electedrepresentatives to plan for inclu-sive services, facilities and envi-ronments,” Mr Kenny toldNorthside People.

“As our population ages, thenumber of people with sight lossis also increasing and we canchoose to plan now to ensurethat future needs can be met.

“We are asking candidates toensure that, during their term ofoffice, people with sight losshave equal access to main-

A study published by NCBIand Irish Guide Dogs for theBlind in 2012 showed that morethan one third of older peoplewith sight loss never go out intheir local area without a sightedguide.

The findings of the NationalMobility Study showed that peo-ple over the age of 65, many ofwhom have lost their sight dueto age-related eye conditions, report that the poor design oftheir local environments andpublic transport were the mainobstacles to getting out andabout independently.

A NORTHSIDE local election candidate has demandedthe establishment of a new Garda unit that would bededicated to tackling drug dealing, gang crime andanti-social behaviour in the city centre.

However, the Departmentof Justice told Northside Peoplethat the gardaí already have arange of measures and tar-geted operations in placewithin the framework of aDublin City Centre Policing Planto tackle the problem.

Brian Mohan, A Fianna Failcandidate in the north inner cityward for the local elections, said that under his party’s pro-posals, the unit would focusspecifically on public ordercrimes on the capital’s maincommercial streets. It wouldalso have its own dedicatedsupport team and manage-ment structure within An GardaSíochána.

“I think it is high time thepeople living in this city feltsafer walking the streets andthat gangs and drug dealers aretaken off our street corners,” MrMohan told Northside People.

“This new Garda unit wouldmaintain a visible presence onthe city's main streets 24/7.We need to take back the citystreets from the criminal ele-ments that seem to act against

people and property as if thereis no punishment.

“We only need to look at re-cent violent incidents in townto know that action is needed.”

Mr Mohan said crime andpublic safety was a major con-cern with voters in the localelections.

“I have been meeting a lotof people in the north inner cityover the last few weeks andsome of the issues coming upregularly are anti-social behav-iour, drug dealing and vandal-ism,” he stated.

JAMES C BARRY, DUBLIN EUROPEAN PARLIAMENT CONSTITUENCY RETURNING OFFICER, 13 Fownes Street, Temple Bar, Dublin 2.Dated this 1st day of May 2014

Crowley grew up in Walkin-stown before crossing the Lif-fey to Whitehall where shenow lives with her journalisthusband and two young chil-dren. It was while she was onmaternity leave with her firstchild, Conor, that she got theidea for the book.

The themes explored inthis fast-moving psychologicalthriller will resonate withmothers of young childreneverywhere – particularlythose who use online forumsto share parenting tips andlook for baby advice.

One of the central charac-ters, Yvonne, becomes hookedon an internet forum for newmammies. Her husband haslanded his dream job as execu-tive producer of a top currentaffairs TV show and she turnsto the website to fill the voidduring those long days of prac-tically raising a baby on herown.

When one of her virtualfriends disappears from theonline community, Yvonne ini-tially just finds it curious. How-ever, when the body of ayoung woman is found, alarmbells go off and she begins tofear for the safety of mothersusing the website.

With the explosion of socialmedia in recent years, Crowleyhas really captured the zeit-geist in terms of how we nowcommunicate with others. Itraises topical questions abouthow much information we arewilling to share about our-selves with strangers and if wecan ever really be certain ofwho we are divulging it to.

Another key character inthe book, Sergeant ClaireBoyle, is surely the most inter-esting pregnant policewomanto come along since FrancesMcDormand played Marge in‘Fargo’. I expect we’ll be see-ing more of her if Crowley hasany plans for a sequel.

Crowley, a former film criticand journalist for this newspa-per, has produced a book thatwill appeal to anyone who ap-preciates a riveting crimethriller with a twist you didn’tsee coming. And despite itsobvious appeal to mothers ofyoung children, do not fileunder ‘chick lit’.

‘Can Anybody Help Me?’,by Sinéad Crowley, is publishedby Quercus and is now avail-able from all leading book-shops and to download fromAmazon as a digital edition.

Dog of the weekPETSof the

WEEK■ A reader called Beatrice

sent us in this photo of

12-year-old sally being

coy in front of

the camera.

Dogs very rarely display the highest level of domi-nance overnight. There are usually signs leading up toit over the years and dominant alpha dogs do not al-ways growl and bite.

If the owners are giving the dog what it wants, sometimes there is no reason for the dog to growl orbite unless it is challenged.

Dogs understand that they exist in a human world. After all, who gives them food and opens the door forthem to go to the toilet? When humans perform thesetasks on demand from the dog, though, why wouldn'tthe dog think it’s the leader?

It’s easy for dogs to get the impression they arealpha in their pack. Since many canine alpha behavioursare not acceptable in human society, for example, bit-ing, it is important for humans to retain their leadershipover their dogs.

WalkingWalk your dog, do not let your dog walk you. If you

allow your dog to walk in front of you while on a leadyou are reinforcing in the dog's mind that the dog isalpha over you because the leader always goes first.

This can lead to many behavioural issues that someregard as a ‘breed trait’ or ‘personality’, when actuallyit is your dog being in charge of its humans.

When a dog walks in front, it does not drain its men-tal energy. The dog is not relaxed, as it has the big re-sponsibility of leading the pack. This mental anguish canbuild up inside of a dog.

When a dog is hyper or highly strung it means thedog is not getting the proper amount or type of exer-

cise. If your dog runs laps around your garden or house, this is an indication that it is not getting enough exer-cise.

Next week we will cover how to prepare your dogfor the walk to ensure that you are in charge before youeven leave the house to go for your walk.

We will also cover the different types of trainingwhich can help your dog to become a satisfied stablecompanion in your household.• Dublin North Dog Training Club is affiliated tothe Irish Kennel Club. For more detailed informa-tion on training exercises visit www.dublinnorth-dogtraining.net.

■ Olivia Foley sent in this snapshot of Floyd the col-lie, left, who just loves the camera.

■ Sandra Markey sent in this picture of Buster andBruno, above, caught in a party mood.

BESIDES the obvious guarding, growling andbiting, many dogs display a variety of dom-inant behaviours that commonly go unno-ticed by their humans.

Stepping off the gangway,I’m immersed in the vivid life ofa different European city eachday. I’ve toured some of theworld’s top museums, taken aScandinavian-style coffee breakwhile people-watching from aprime sidewalk café, lingered ona surprisingly sunny and sandyBaltic beach, and enjoyed someof Europe’s most expensive citieson the cheap from my big shiphome-base.

In northern Europe, the cruiseports themselves are generallynot pretty, but they are mighty -often it’s an industrial or mar-itime area with any historiccharm bombed to bits in WorldWar II.

In many cases (including cer-tain ports in Tallinn, Bergen, Oslo, and Copenhagen), they’re rightin the city centre and an easywalk from the sightseeing action. When they aren’t, there’s goodpublic transportation into town.

And once you’re in the heartof the city, the options are entic-ing. Even if you have just eighthours in port, you can still ride adouble-decker bus through Lon-don; paddle a kayak on a Norwe-

gian fjord; stroll Copenhagen’scar-free Strøget; gaze at theRembrandts in St Petersburg’sHermitage and walk in LechWałęsa’s footsteps at the ship-yards and cobblestone streets ofGdańsk.

I’ve taken several Europeancruises recently, and I’ve foundthe per-day cost for a main-stream cruise can beat independ-

ent travel - particularly in north-ern Europe, with one of thehighest costs of living in theworld. (While a cruise savesmoney on a trip to Greece orSpain, it’s an even better deal inNorway - where hotel costs canbe more than double.)

There’s also the conveniencefactor. After a busy day in port, you can head back to the same

cosy bedroom each night, with-out ever having to pack a suit-case or catch a train.

Lots of travellers don’t likethe idea of being part of thecruise-ship hordes. With bigships typically carrying over3,000 passengers and everyonesharing their gripes online, cruise lines work very hard toavoid any congestion.

On four cruises I’ve enjoyedlately, I’ve been impressed bycrowd management. There’s al-most never a congestion prob-lem on board. In fact, very oftenI marvel at how empty the bigship feels - even though theyare always sailing full.

In port, each ship dumps offthousands of cruisers, raring tohave the best seven or eight

hours possible. Just off the gang-plank, you’ll find several options:Tour buses await those whosigned up for ship-sponsored ex-cursions - this is the standard op-tion.

Hop-on, hop-off buses, which are designed for inde-pendent travellers, cost aboute30 for an all-day ticket; theyusually cover a 90-minute loopwith a recorded narration, runevery 20 minutes during thedaytime, stop at a dozen or somajor sights, and include hop-off-and-on privileges.

Public buses connect cruiserswith the town centre, as well astaxis (both standard and minibus- economical for small groups).

Cruise ports work hard to or-ganise the masses. There areclear charts of each port, shuttlebuses if necessary, small tempo-rary tourist information tentsthat are set up when a ship is in,and even painted lines in thepavement that take the guess-work out of getting to and fromthe town centre.

Some ports have a widerange of options. For example, ifyou dock at Le Havre in France, you’ll be offered various tripsinto Paris, as well as guided vis-its to D-Day beaches and Im-

pressionist sights closer to theship.

In some cases, there’s onlyone worthy destination, but ittakes some effort to reach it. Forexample, from the German portof Warnemünde, it’s a three-hour bus or train ride into Berlin. It’s possible to get to theseplaces by public transportation -but the cruise line hopes you’llpay them to take you on an ex-cursion instead.

If there are 3,000 tourists re-laxing on vacation, it’s becausethere are over 1,000 crew mem-bers working day and night tokeep them fed, watered, andclean.

I’ve always been pleasedwith the calibre of the crews onthe ships. Most are from the de-veloping world and work veryhard for low wages plus tips tosupport families they left be-hind.

Some of my readers havecommented that they can’t be-lieve I’m advocating cruising. I’mnot pro or con cruising. Cruisingworks well as an enticing sam-pler for northern Europe, to helpyou decide where you’d like toreturn and really get to know.

THE Ambassador Theatre is currently hosting theworld-renowned exhibition ‘The Art of the Brick’.

Over 70 art sculptures created from more than a mil-lion Lego bricks are on display, the work of US artistNathan Sawaya.

The Art of the Brick has been proclaimed by CNN asone of the world’s 10 must-see exhibitions and the art-works on display feature large-scale sculptures.

Many are human figures, but the show also includesa T-Rex skeleton constructed from over 80,000 bricks thatmeasures over six metres in length.

In addition, visitors have a chance to see Sawaya’s re-cent interpretations of some of the world’s most famousartworks, such as Da Vinci’s Mona Lisa, the Venus de Miloand Vermeer’s Girl with a Pearl Earring.

The Art of the Brick has already attracted millions ofvisitors worldwide in New York, Los Angeles, Melbourne,Shanghai and Singapore.

Nathan Sawaya, whose previous career was as a suc-cessful corporate lawyer, started playing with Lego toysat an early age and just never stopped creating.

“I use Lego bricks as my medium because I enjoyseeing people’s reactions to artwork created from some-thing with which they are familiar,” he explained.

“Everyone can relate to it since it is a toy that manychildren have at home. I want to elevate this simple play-thing to a place it has never been before. I also appreci-ate the cleanliness of the medium. The right angles. Thedistinct lines. As so often in life, it is a matter of perspec-tive. Up close, the shape of the brick is distinctive. Butfrom a distance, those right angles and distinct lineschange to curves.”

IMPROV Asylum, one of Boston's most beloved improv and com-edy theatres has arrived on Irish shores.

The comedy troupe will be producing its signature improv and sketchcomedy in Dublin’s Tivoli Theatre every week until November.

Improv Asylum opened in 1998 in Boston and performed over 6,000shows for over two million people, as well as featuring on HBO.

Speaking about the new venture, Improv Asylum co-founder ChetHarding, said: “This is a great opportunity for us. Dublin reminds me quitea bit of where Boston was when we opened our doors almost 16 yearsago.

“There are a lot of really funny, good improv comedians in Dublin, but there is not one dedicated place to see this kind of comedy.”

Improv Asylum Dublin will consist of Asylum actors from the US, com-bined with Irish actors.

The cast of Improv Asylum Dublin have put together a show that playson the humour of current events, having a multi-national cast, and en-dearing local oddities.

Co-founder Norm Laviolette added: “There are so many cultural con-nections between Ireland and Boston. It really does feel familiar whenyou are over there.

“Obviously the language, but the attitude, dark humour, pubs, andso on make it that much more appealing to open our first show outsideof the USA in Ireland.”

Move to help SMEs securepublic contracts welcomed THE group that represents Irish business haswelcomed a new initiative by the Government tohelp SMEs participate in the public procurementprocess and secure valuable public contracts.

Ibec has long campaigned on the need to reformthe process, to reduce the costs involved andencourage SME participation. The objective is a keypart of Ibec's ‘An Ireland that Works’ campaign.

Following the launch of the new Department ofPublic Expenditure and Reform Circular (Initiatives toassist SMEs in Public Procurement), Ibec EnterpriseExecutive Aidan Sweeney said: “A level playing field isneeded for all companies bidding for public contracts.

“The new initiative is a welcome step towardsreducing unnecessary barriers that limit the ability ofsmall companies to compete effectively in theprocess.

"Under these rules, buyers should carry out fullmarket analysis and ensure SME offerings are takeninto account.

“Other changes will reduce the administrativeburden, by providing greater clarity on insurance andturnover requirements, for example.”

Mr Sweeney said there was scope to makesignificant improvements to the public procurementprocess, which will “benefit all parties and ultimatelythe tax-paying public”.

“To achieve the priority of better Government, it isvital that these new changes are adopted by buyersright across the public sector,” he added. “However, these new rules are just a start. A national strategywith the specific aim of developing a procurementculture, inclusive of SMEs is now required."

Painting a plan for open-plan livingit your own and enjoy it foras long as you’re livingthere. Many apartments areopen plan these days tomaximise on space. There isa clever way to make thekitchen and living room feellike separate areas, by sim-ply using paint. Since you have a very spe-cific colour scheme in termsof furnishing, I have twoshade suggestions for thewalls in each area. The greysofa in the living roomleaves an opportunity forsome colour on the walls. Abright yet sophisticated

shade is Crown’s Up Beat. Thisis a blue/green hue that willreflect any natural light bril-liantly. Use this on the living roomswalls, excluding the dividerwall. I then suggest using agrey colour such as SilverMine in satin finish on any

Ask NevilleQ: Hi Neville, my flatmatesand I have just moved intoa new apartment. Thekitchen and sitting roomare open plan, with onewaist-high divider wallbetween. We want to cre-ate a feeling of separatespaces but aren’t sure howbest to do this? We have agrey three-piece sofa suiteand most of our other fur-niture is black. Thanks! A: It is exciting moving into anew home and so it is goodto put some thought andtime into the decoratingprocess as you want to make

shelving or wall hangings. This will break up the burst ofcolour and help to build onthe theme being carriedthroughout the space. For the kitchen area, it is im-portant that you bring thefeeling of the living roomthrough, even though youare creating distinctivespaces. With that in mind,

City Break is a rich shade ofgrey that will work well. Usethis shade on the kitchenwalls and on all sides of thepartition wall. This will createa flow throughout the open-plan area yet still allow bothspaces to work individually. For the skirting boards, ceil-ing, door/window framesand partition wall ledge, I

suggest using Pure BrilliantWhite. This will ensure thatthe colour scheme is bal-anced and break up thescheme well. When thinking of accessories,I would stick to what you al-ready know; black, grey andwhite will be the tried andtrusted basics here. If youwant to add a random burst

of colour in, think aboutgreen, blue or orange. I hope this information helpsand your new apartment is aplace that brings you manyhappy memories. Happy decorating! • To receive regular updates
