6. Funding Priorities and ObjectivesThe Northern Territory Government through the Regional Museums Grant Support Program (RMGSP) prioritises the preservation, collection and display of the unique cultural heritage of the region.

The RMGSP supports projects that contribute to:

The development of high quality regional museums, keeping places and/or community art galleries throughout the Northern Territory

Increased visitor engagement. Best practice collection care according to the guidelines of the National Conservation

and Preservation Policy and Strategy, 1998 and the National Standards for Australian Museums and Galleries.

The development of projects involving the local community.

Funding of up to $50,000 (exc GST) is available to Northern Territory regional museums, keeping places or community art galleries for projects that can be completed in one year.

A maximum of 50% of this funding can be used to support operational costs directly associated with delivering the project.

Organisations may apply for more than one project provided the combined annual value is no more than $50,000 (exc GST), and all projects can be completed within one year.

6.1. Examples of Eligible Projects Exhibition, display and collection development. Development of best practice collection care policies and plans including conservation

plans, interpretation plans, collection management and disaster preparedness plans. Employment of consultants or contractors with specialist skills and knowledge such as

conservators or Traditional Owners. Digitisation of materials for preservation and access purposes. Improvement of collection and conservation management practices. Significance assessments and preservation needs assessments. Accessioning and cataloguing of museum collections which may include the purchase

or leasing of items of office equipment, computer database software and the employment of project specific contract curatorial staff.

Storage and conservation material. Outreach work with the local community. Training and professional development for museum staff, professionals and

volunteers.

7. Eligibility7.1. Who can apply?Organisations committed to the preservation of cultural heritage by actively conserving, researching and interpreting collections for visitors’ education and enjoyment.

Applicants must be organisations that meet the following criteria:

Be legally constituted and incorporated in the Northern Territory. Be a ‘not for profit’ (as defined by the Australian Tax Office) museum, keeping place

or community art gallery. Be open to the public or developing travelling exhibitions to regional Northern

Territory. Be committed to the preservation of cultural heritage by actively conserving,

researching and interpreting collections for visitors’ education and enjoyment. Submit a project which is exclusively based in the Northern Territory.

Submit a project which relates to the moveable cultural heritage aspect of the organisation’s activities.

7.2. Unincorporated bodiesUnincorporated bodies may only apply if they nominate an organisation with an appropriate legal status that agrees to accept legal and financial responsibility for the grant. Payment of funds will be made through the nominated organisation, which will be known as the ‘administering body’.

Most administering bodies will charge an administration fee of 10%, which must be included in your application. Arts NT recommends you have a written agreement with your administering body that sets out both parties’ obligations and responsibilities in relation to the management of the grant.

Administering bodies must have a profile on GrantsNT and the application must be endorsed by the administering body prior to the grant program deadline.

7.3. Who cannot apply?• Individuals• State and federal government departments.• Political organisations.• Tertiary education institutions, schools, school councils, student groups.• Organisations not registered and/or based in the Northern Territory.• Organisations with outstanding government grant acquittals. • Organisations not compliant with the NT Associations Act or other relevant authority.• Organisations that do not meet the Department’s definition of a museum, keeping

place and/or community art gallery.

7.4. What is not funded? • Private enterprise or for profit business activities.• Fundraising or charitable events.• Purchases or acquisition of objects or collections.• Activities that are the exclusive responsibility of other funding bodies or government

agencies.• Capital works or the restoration and maintenance of buildings.• Projects that relate to objects which are not owned by the applicant.• Establishing new museums, keeping places or community art gallery.• Operational staff salary and wages (unless directly related to the project);• Utility costs, such as power and water;

• Capital equipment or real estate purchases;• Multiple applications for the same project / activity are not accepted to this program.

Note: Organisations may apply for more than one project provided the combined value is no more than $50,000 (exc GST), and all projects can be completed within one year.

8. Application8.1. How to applyApplications must be made online through GrantsNT on the Northern Territory Government website at https://grantsnt.nt.gov.au

For GrantsNT technical support use the help menu on the GrantsNT website https://grantsnt.nt.gov.au

Before you submit your application:

Check that all previous funding from NT Government is acquitted. Read the Regional Museum Grant Support Program guidelines in their entirety. Speak to the Senior Arts Broker, Kieren Grassmayr, to check if you are eligible. Include appropriate permissions, consultations, acknowledgements and

communication in your application when working with Aboriginal Australians or content and/ or when working with children.

Ensure that all support material uploaded to the application is current Ensure that you have included all of the required support material.

You can discuss flexible application methods if you have accessibility needs that affect your ability to apply for a grant using the method outlined above, e.g. applications by interview or by video for small grants. Alternative application methods must be pre-approved by the Senior Arts Broker.

8.2. Support MaterialGrant Applications for projects relating to National Trust museums must include written approval from the Director of the National Trust NT.

You must include budget support material for expenses over $1 000 (using grant funds) in the form of a quotation or a detailed breakdown of component costs.

The Regional Museums Grant Support Program will not provide support equal to the total cost of an activity. A maximum of 50% of this funding can be used to support operational costs directly associated with delivering the project.

You must demonstrate that you have significant financial or in-kind support from other sources, and should include evidence of other confirmed funding or support, including the nature and value of in-kind contributions, via letters or emails of support or in budget notes.

You must declare all project partner and stakeholder arrangements in your application.

Relevant support material is crucial to a strong application. You can include:• CVs or biographies for all key organisers (max 2 pages) • up to 3 relevant support letters or emails • images or video

8.3. Aboriginal Australian Cultural ProtocolsApplicants need to clearly identify whether Aboriginal Australians are leading, conceiving, participating or have been consulted in your activity.

Consultation can be demonstrated with:

• Written permissions for activity from relevant Aboriginal individuals, community or language groups.

• Letters of support for the agreed activity from Elders, Custodians, Land Councils or other appropriate community representatives.

If you project or activity involves Aboriginal Heritage you must refer to current Commonwealth and Northern Territory legislation including:

• The Northern Territory Heritage Act 2011• Commonwealth Aboriginal and Torres Strait Islander Heritage Protection Act 1984• Environmental Protection and Biodiversity Conservation Act 1999• Native Title Act 1993• The Protection of Movable Cultural Heritage Act 1986

Other resources to reference include:

• Guidelines for Interpreting Australian Aboriginal and Torres Strait Islander Culture and Country (2012), published by the National Trust

• Arts Law Centre of Australia’s Artists in the Black resources

8.4. Working with Children ProtocolsApplicants must identify if the activity involves children under 18 years old. If the project or activity does involve children, the applicant must comply with the Northern Territory Care and Protection of Children Act 2007. Applicants must show evidence that the project coordinator/s hold a Working with Children Clearance Notice and Ochre Card (available from the NT Police).

8.5. Insurance You must obtain and maintain the following insurance policies covering each Funded Activity during the whole of the Term:

general third party liability (public risk) insurance;

liability on account of accident or injury to your volunteers and employees, including and workers’ compensation insurance as required by law;

a policy for your full liability under the Return to Work Act (NT); loss, damage, or theft of your property and the Assets to their full replacement value

or their full market value (except in cases where we direct in writing that full replacement value is required); and

any other insurance necessary or desirable for you to deliver the Funded Activity, or which we reasonably require due to the nature of the Funded Activity.

8.6. Buy LocalGrant funding recipients must acknowledge the Northern Territory Government’s commitment to the development of local business and industry, and support Territory enterprises through the Buy Local Requirements. For more information visit http://buylocal.nt.gov.au

The recipient must, (except in those cases where the recipient can reasonably demonstrate to the Territory that it is impractical for commercial, technical or other reasons to do so);

• use labour, including apprentices and trainees and Aboriginal labour, available within the Northern Territory; and

• use the services located and obtain supplies/material available within the Northern Territory.

8.7. Copyright and Intellectual PropertyAll applications must provide details of arrangements relating to copyright and intellectual property associated with the proposed activity. This includes details about authenticity, cultural ownership and appropriate contracts to artists for the publishing of their work.

9. Assessment and Notification Each grant application is assessed against the assessment criteria listed below:

• RMGSP priorities and objectives. • Benefit to the museum, keeping places or community art gallery.• The historic, social, spiritual, cultural and/or heritage significance of the collection • Effective planning, use of resources and a viable budget which demonstrates value for

money• Capacity and skills of the key participants.

• Demonstrated understanding of, and adherence to, the appropriate protocols for working with Aboriginal artists or involving Aboriginal cultural content

9.1. Assessment processOnce the applications submitted an eligibility check takes place. If your application is ineligible, you will receive an email advising you of the reason/s.

The RMGSP is assessed by a panel drawn from the NT Government and the Arts NT Register of Peers who make recommendations for approval to the Minister for Tourism, Sport and Culture.

All applications will be assessed on the basis of the information supplied in the application and the accompanying support material against the assessment criteria.

9.2. Notification After your application is assessed you will be notified of the outcome.

Successful applicants will receive:

• a letter of offer, and• a Funding Agreement outlining the conditions of funding.

The funding agreement must be signed and returned before your grant can be paid. Activities should not commence until the funding agreement is signed.

9.3. Payment of funding Payments will be processed on receipt of:

• A signed agreement.• A completed ‘new vendor’ form, if applicable.

Funding will be paid via electronic funds transfer (EFT) to the organisations nominated bank account. Please ensure your GrantsNT profile has up to date banking details.

9.4. Feedback Arts NT does not provide written feedback to unsuccessful applicants, however, you may request verbal feedback after notification. Some applications meet the published assessment criteria but are unsuccessful. Arts NT receives more applications than can be supported within the available program funding.

Recipients of funding through the RMGSP must acknowledge this support in all publicity and promotional material for the funded activity using the Northern Territory Government logo and/or by using the phrase:

Proudly sponsored by the Northern Territory Government.

Any information you distribute that promotes activities that have received support from the Northern Territory Government such as media releases, advertisements, posters or flyers, publications, or printed banners needs to include the Northern Territory Government logo.All logos are available online at the following URL: https://nt.gov.au/leisure/arts-culture-heritage/grants/how-to-acknowledge-grant-funding

Acknowledgment requirements are outlined in your Funding Agreement.

11. InvitationsGrant funding recipients are encouraged to invite the:

• Minister for Tourism, Sport and Culture;• Chief Executive Officer of the Department of Tourism, Sport and Culture;• the Executive Director Community Participation, Sports and the Arts, and • the Director of Arts NT to attend public events associated with a funded activity, and

as appropriate, to launch or open the activity.

12. Acquittal ReportGrant acquittal requirements are outlined in your Funding Agreement. You will need to submit an acquittal report online through GrantsNT no later than 13 weeks after your activity has finished including:

• a final report with details of key achievements as per the key performance indicators and a statistical report

• financial reporting as outlined in your Funding Agreement.

13. Information and Privacy The information provided by you as the applicant is used to process and assess the application. To assist in the promotion and development of arts and culture in the Northern Territory, the Department of Tourism, Sport and Culture shares information from successful applications and submissions with related commonwealth, state and territory agencies and local and national media as required.
