PRINCE RUPERT - The 135-metre Russian vessel Si-mushir finally found a port in the storm in Prince Rupert ear-ly Monday after a dramatic three days that threatened Haida Gwaii and the North Coast with a potentially devastating environ-mental disaster.

The Simushir, loaded with 450 tonnes of Bunker C fuel and diesel oil, was sailing from Washington back to Russia at approximately 1:30 a.m. on Oct. 17 when a defective oil cooling pump caused the vessel’s engines to lose power 12 nautical miles northwest of Gowgaia Bay, off Moresby Island.

“The Haida Nation’s worst fear is coming true,” Peter Lan-tin, president of the Haida Na-tion, stated.

The Council of Haida Nation was the first to raise the alarm and at the time were told the ves-sel would run aground by Friday evening. However, a wind direc-tion change helped to downgrade the threat of the Simushir run-ning aground later that day, with Roger Girouard, assistant com-missioner of the Canadian Coast Guard Western Region, telling media the ship was no longer considered an imminent threat during a teleconference just after 5 p.m.

The Canadian Coast Guard vessel Gordon Reid reached the cargo ship Friday afternoon, along with two helicopters that were on standby. After a few un-successful attempts, the Gordon Reid was able to secure a line on the Simushir. While the ves-sel wasn’t equipped to handle the full rescue operation, it pulled it further away from the coast and

until private U.S. tugboat Barba-ra Foss was able to take over on Sunday.

When the Simushir was se-cured at Fairview Terminal at 3 a.m. Monday, its 10 crew mem-bers were still onboard. The ship’s captain had been airlifted to Sandspit early Friday after-noon to receive medical atten-tion. After an inspection, it was determined the only repairs re-quired were to the cooling pump. Michael Gurney, the Port of Prince Rupert’s manager of cor-porate communications, said re-pairs were relatively simple, and estimated they would take 48 hours to complete on Monday.

“Obviously, the seas off Hai-da Gwaii were extraordinary ... what they needed was a stable platform which they have now, thanks to a very calm day in Prince Rupert, and some techni-cal assistance to change out that

equipment. Then they should be on their way after a short Cana-dian visit,” he said.

Gail Shea, Minister of Fish-eries and Oceans Canada, said because of the close co-ordina-tion between the Canadian Coast Guard and the Department of National Defence, the Govern-ment of Canada was “able to take immediate action to halt the Rus-sian-flagged ship Simushir from drifting into shore.”

But there’s been plenty of criticism about response time, with many pointing to the inci-dent as a reason why there needs to be a full-time vessel stationed on the North Coast.

“It is one of the things we have been pushing for because we have very little to respond with,” Des Nobles, a Skeena-Queen Charlotte Regional Dis-trict (SQCRD) director, said dur-ing a meeting on Friday.

TERRACE - New Democrat MP Nathan Cullen says he has no big objections about oil products being export-ed from North America with the one exception that nothing should be transported through his Skeena – Bulkley Val-ley riding.

It means that not even a plan to ship re-� ned oil by tanker, which some studies have shown to be less harmful than bitumen crude in the case of a spill, would be permit-ted from the north coast if a private member’s bill being promoted by Cullen is ever turned into law.

Cullen provided a rundown of his “An Act to Defend the Pa-ci� c Northwest” bill at a public session held at the Sportsplex Oct. 16.

He does not go so far as to include pipelines in his ban bid but his bill does call for the Na-tional Energy Board to review such proposals to determine their val-ue-added economic and

job-creating potential.Nor does the pro-

posed ban apply to LNG tankers or any tankers that might be heading north and south up the coast, as the bill is directed at banning tanker traf� c bound for ports across the Paci� c Ocean in particular.

Cullen said his bill would not apply to ar-eas outside the bound-aries of his constitu-ency, arguing that other areas have to make their own decisions about oil exports. And against the charge that his bill is a “not in my back yard” measure, Cullen said there are particular as-pects to the coastal en-

vironment that make it highly unfavourable for oil export.

This was his re-sponse to those like Ann Kantakis, who said she is strongly opposed to Northern Gateway, when they asked Cullen how his proposed law would protect the coast from other oil shipping projects, for instance if an alternative line was built to Alaska.

“It depends on what your backyard is,” Cul-len said afterwards. “Some places we recog-nize, as a country, that shouldn’t be threatened. We do it all the time. It isn’t a question of re-source development or not, it’s what kind and under what condition.”

Cullen started the discussion with a de-scription of the En-bridge Northern Gate-way pipeline project, the blocking of which is the main goal of his legislation.

Enbridge is work-ing on ful� lling the 209 conditions imposed on it by the National En-ergy Board if it wishes the pipeline to be built.

would mean 250 tank-ers a year coming to and from a Kitimat export terminal carrying di-luted bitumen pumped through a 1,177km pipeline from Alberta.

Cullen described the Enbridge project as be-ing � nancially backed by Chinese investment, an arrangement that ul-timately serves foreign energy needs more than Canada’s need for local economies and local au-tonomy.

“It’s a perverse sub-sidy,” Cullen said of Ca-nadian government sub-sidies to the oil industry in general.

Local resident Da-vis Lindsay asked what Cullen would do to offset the loss of jobs that banning projects like Northern Gateway would mean.

Cullen responded that renewable energy sector jobs could be achieved through redi-recting money currently given in subsidies to oil companies. He added that publicly-� nanced child care programs could boost productiv-ity by freeing up more parents to work.

And in replying to a question from Bruce Hill about the chances of his bill ever be-ing passed, Cullen ac-knowledged it was a long shot. “I want to give my colleagues across the aisle the ex-cuse to do the right thing,” said Cullen.

PRINCE RUPERT - The Prince Rupert School Dis-trict (SD52) is spending the entire 2014/15 Learning Improvement Fund (LIF) on additional teaching and support staff time.

This school year, SD52 will receive $492,620 from the $75-million being provided by the province through the Learning Improvement Fund.

As part of the new collective agreements with teachers and support staff, 80 per cent of SD52’s funding will be dedicated to teaching staff, with the remaining 20 per cent being used for additional hours for education assistants and similar support staff.

Sandra Jones, superintendent of SD52, said about 5.1 full-time equivalent positions were created this year, noting this time was split up between a number of teachers already in the district.

Prince Rupert’s school district is in the process of meeting with the local IUOE to determine how the money earmarked for support staff will be used, as additional funding for support staff was recently con-firmed.

KITIMAT - Amend-ments to the M1 Manu-facturing Zone bylaw has the attention of in-dustry, or at least Chev-ron, who encouraged the District of Kitimat to continue working at any changes before adop-tion.

Council has been working on amendments which would formal-ize density bonuses for work camps attached to projects.

Namely, in the pro-posed amendments, camps with up to 2,000 beds would have to pay $500 per bed, with that money going towards the local affordable housing fund.

Kitimat LNG Team Lead Dave Molinksi, speaking at the October 6 public hearing for the bylaw, said there could be issues with the bylaw as proposed and said he worried about potential impacts to the commu-

nity.“We’ve indicated

we’re prepared to work closely with the plan-ning staff to continue de-veloping a housing solu-tion and strategy for the community,” he said.

When asked about what unintended con-sequences there might be he wasn’t specific on particular concerns.

“For a project like us we look at all the costs

that are involved in de-veloping our project and we would need to under-stand exactly how those costs may affect our de-cision making going for-ward,” he said.

He was also asked how potential upcom-ing legislation regard-ing LNG taxes from the province could play in to their requests on this bylaw but Molinski said he doesn’t see a relation-

ship between the two.Council opted to ad-

journ the bylaw to No-vember 3.

The public hearings on this matter first began in March, and Kitimat staff did recommend further adjourning until November.

That’s because the elusive Housing Ac-tion Plan commissioned by the province still has not been completed and

publicly released. Staff felt information in that study could be useful in formulating a bonusing structure for temporary housing like camps. It is hoped the report will be released by the time of the next hearing.

There’s been a grow-ing interest in housing in Kitimat since the in-crease in industrial ac-tivity as spurred de-mand.

TERRACE - For a few days it looked like there would be a race for the two Terrace seats on the Coast Mountains School District (CMSD) board.

But Oct. 17 Diana Penner withdrew her nomina-tion, meaning incumbent and current board chair Art Erasmus and incumbent Roger Leclerc would be acclaimed as the two Terrace representatives.

With Gary Turner returning as the trustee for Thornhill (also by acclamation), Terrace and area faces around the board table will be the same as they have been since the last election in 2011.

Both Penner and Leclerc suggested last week that they only decided to run when they saw that no one else had.

They filed after the nomination deadline of Oct. 10 was extended over the Thanksgiving long week-end to Oct. 14 after only one name – that of Eras-mus – was put forward by the initial deadline.

“I only put my name in after the nomination pe-riod was over and trustee Electoral Area 2 was short a candidate,” said Leclerc by email last week of the lack of candidates for the two school board Terrace seats. Leclerc, the current vice-chair, had cited time constraints in his initial decision not to run.

Penner withdrew her papers shortly before 4 p.m. Oct. 17, the deadline for taking one’s name off the ballot.

“I did just 10 minutes ago after giving it much consideration and prayer,” said Penner late Friday afternoon by email, responding to a query about whether either had withdrawn their names by the filing deadline.

Leclerc now says he will now have to manage his time to fulfill his trustee duties.

He thought the lack of candidates for the two Terrace school board seats may have to do with terms now being four years as of this year instead of three years as was the case before.

While interest in filling Terrace’s school board seats is evidently weak, that’s not the case at the city – 13 people are vying for the six council seats in Terrace chambers and two people are running for mayor.

In Kitimat, three people are vying for two seats on the school board, and in the Hazeltons two people are in the running for that area’s one school board seat.

Polls open in Kitimat and in the Hazeltons for school district elections on Nov. 15.

PRINCE RUPERT - The loss of a loved one is perhaps the toughest time anyone will face, but the Prince Rupert and District Hospice Society wants people to know it’s not some-thing they must endure alone.

While many asso-ciate hospice servic-es simply with being there for the dying in-dividual, hospice vol-unteers also offer grief and bereavement sup-port for family and friends and assistance with arrangements fol-lowing the passing of their loved one. It’s a valuable service, but one hospice volunteers say has gone underuti-lized in the communi-ty.

Raising the profile of hospice in Prince Ru-pert is just one of the goals of the Closing the Circle Conference, scheduled for Oct. 25.

“We do have a hos-pice here, there are ser-vices and people are not alone when they come into crisis in terms of losing a loved one ... we would like to bring hospice and the idea around the life cycle to people’s consciousness. We’re here, we’re living, but we will be leaving too. And there is support for those who are still here afterwards,” said Judy Riddell, a volun-teer who became in-volved in hospice after receiving support dur-ing the passing of her uncle and mother.

“I wish people would use the resources avail-able in the community and would reach out. I know we have trained over 60 people in the community and they are passionate people who want to be a vol-unteer, but we don’t get a lot of referrals so it is hard to engage the volunteers. We want our service to be used ... we don’t counsel, we don’t offer advice, we listen and offer sup-port. We believe peo-ple don’t have to grieve in isolation and want to help people along their grief journey,” added Connie Munson, a for-mer nurse who now co-ordinates volunteers for the society.

Lending an ear to those facing the end of their life and supporting those during the griev-ing process will not ap-peal to everyone, but it’s something both Munson

and Riddell said are very rewarding experiences.

“Just knowing how important communica-tion is, sometimes fam-ilies don’t fill that gap and it is easier to talk to a caring, compassionate stranger, who becomes a friend. That is why I am very passionate about hospice ... I think the most rewarding part is to appreciate the life that we have and learning to

live each day to its fullest. That is the gift that I receive from sitting with the dying and their families,” said Munson.

“There is a deep reward for supporting peo-ple who are at the end of life. You never know where they are at so you

meet them where they are at. Very often people

are extreme-ly generous and it is won-derful just to be able to be with the per-son and the families and just to give them some support dur-ing a time that is very difficult for

people. I think it’s need-

ed, really needed,” add-ed Riddell.

Speakers during the conference will touch upon everything from suicide to changing the way people view death. Like keynote speaker Stephen Garrett, Riddell and Munson say a differ-ent perspective of death could go a long way.

“Death is not taboo. It happens to all of us,” said Munson.

“It’s part of life. It’s something people choose to ignore rather than embrace.”

Injury of a pedestrian spursa request for witnessesNEW HAZELTON - New Hazel-ton RCMP responded to 88 calls during the period of October 9 - 15, 2014.October 10 - A residence in the 700 block of Seymour Ave in Git-segukla was reportedly broken into the prior evening.

A vehicle key and some cash was missing. $200 in damages were sustained to the home.

October 11 - 9:58 pm, a break and enter in progress was report-ed to the second floor of the Legal Society building in Old Hazelton. Suspects entered a window but

fled prior to police arrival. The in-vestigation is ongoing.

October 11 - 11:30 pm, a ve-hicle collided with a pedestrian on Fourth Ave in Gitanyow. The pe-destrian sustained minor injuries and the driver refused to submit to a breath sample. Police are seek-ing additional witnesses to come forward. Charges are pending.

October 12 - 1:30 am, the Point One 8 Clothing store and the river boat in Old Hazelton were broken into. Police appre-hended some potential suspects nearby and the investigation is on-

PRINCE RUPERT - Changes to the design of Pacific NorthWest LNG’s terminal on Lelu Island have pushed back the po-tential date of an green light from the Canadian Environmental Assess-ment Agency (CEAA).

The 365-day envi-ronmental assessment cycle came to a halt on May 9 after the CEAA requested more infor-mation about the ter-minal and its impact on salmon in the area. The Globe and Mail reports that even if the assess-ment were to resume this week the earliest approval could be re-ceived is May, 2015.

However, Pacif-ic NorthWest LNG spokesperson Spencer Sproule said the delay al-lowed changes to be made to benefit the region.

“Pacific NorthWest LNG pro-posed a number of mitigations in response to feedback we heard from the community, particularly regard-

ing Flora Bank and the marine envi-ronment. These mitigations, includ-ing building a suspended bridge from Lelu Island over Flora Bank to Agnew Bank requires more data collection and information to be

submitted to the regu-lator,” he said.

“We are working hard to ensure that we provide all the infor-mation that is required for the regulator, and the public, to make an informed decision on what we think is a world class LNG fa-cility and a tremen-dous opportunity for British Columbia and Canada.”

Murder trial date now setKAMLOOPS - A six-week trial is scheduled to start in September of next year to determine whether Damien Tay-lor is responsible for the murder of his girlfriend, C.J. Fowler.

A B.C. Supreme Court justice has fixed Sept. 28, 2015, as the start date for a jury trial on the charge of second-degree murder.

Taylor, 22, was ar-rested in January after police spent more than a year investigating the death of 16-year-old Fowler.

Fowler’s body was discovered in Guerin Creek, near downtown Kamloops, on Dec. 5,

2012.The Crown called

16 witnesses at Tay-lor’s preliminary inqui-ry — a pre-trial hearing to determine if there is enough evidence to go to trial.

All evidence heard at a preliminary inquiry is subject to an automat-ic publication ban.

At the time of her death, police said Fowl-er, who was from the Terrace area, had been visiting friends in Kam-loops.

Investigators believe Fowler and Taylor, who were involved in a ro-mantic relationship at the time, travelled to Ka-mloops together.

Fowler had appar-ently been planning to return home to Terrace before she was killed.

Taylor has remained

in custody since his ar-rest.

PRINCE RUPERT - The Ru-pert Rampage have shown they can hang with the big boys of the Central Interior Hockey League (CIHL).

It’s just good old fashioned discipline the squad’s lacking right now.

The hometown team lost both games they hosted on the weekend, with the � rst com-ing in the shootout on Saturday night against the Williams Lake Stampeders.

Penalty trouble allowed the Stamps to get right back into the game after Rupert had gone up 4-2 in a cleanly-executed game that unravelled halfway through the third-period.

“They battled back and you just got to stay out of the pen-alty box,” said Rampage coach Roger Atchison after Satur-day’s game, a 5-4 shootout loss to the undefeated Williams Lake squad (4-0).

Three out of the four goals the Stamps collected were scored with the man-advantage.

The Rampage (1-2-1) were in full control and on their way to their second win of the young season when, on the power-play, Williams Lake got two players behind Rupert’s defences and David Gore was able to � ip a puck over the pads of starting netminder Devon Gerrits to cut the lead to 4-3.

Nathan Zurak tied things up

at 4-4 with 10 minutes to go in the game and sent the contest to the skills competition where goals by Gore and Aaron Zurak topped the lone tally of Jordan Weir in the � ve-round shootout.

“You don’t ever want to get to the shootout. You want to � n-ish the game before, but we’ve won one and lost one [in it] and it is what it is,” said Rampage captain Jared Meers.

Meers, Kory Movold, Weir and Tyler Bates recored tal-lies for Rupert against a strong Williams Lake side that only dressed 14 players in their mar-athon trek to Prince Rupert.

The Rampage did an admi-rable job shutting down their top weapons and exposing their slow defence with their speed up front, led by a swift-skating top line of Meers, Bates and Movold, who are proving to be a consistent threat every time they’re on the ice.

“Since camp, we’ve sort of been together and it’s been gelling. It’s all been coming to-gether and we’re starting to feel each other out on the ice here. It’s been good,” said Meers of his linemates.

“They seem to be working hard together and looking for each other and they’re skating well and when you’re skating well, good things happen,” said Atchison.

The coach also mentioned the team’s blazing speed that they showed this weekend was by design.

“We dressed a lineup to-night that was pretty agile and had lots of speed so that was what we were trying to do and skate their defence hard and it worked well when we were � ve-on-� ve.”

Gore had another goal and Andrew Fisher rounded out the scoring for Williams Lake.

On Sunday, the Rampage found themselves in a 2-0 hole after a quick start by the Ques-nel Kangaroos (2-3) had the rhinos reeling and, eventually, falling to the Kangaroos 5-2.

Jarrod Hildebrandt got his � rst start in a Rampage uniform and the young goalie didn’t dis-appoint.

Hildebrandt shut the door early after an opening face-off gaffe gave the Kangaroos a breakaway � ve seconds into the game.

The tall and imposing net-minder’s best sequences during the game included keeping the contest scoreless early on when the Kangaroos were knocking on the door for their � rst goal, and in the dying minutes of the second period, with the game 2-1 for Quesnel, Hildebrandt repeatedly denied the ‘Roos’ efforts of going up 3-1, includ-ing stopping a shorthanded breakaway on Quesnel’s Tyrel Tergion.

Though, the Rampage did give up two back-breaking shorthanded goals throughout the game.

“We had bad giveaways [on

the power-play],” said rhinos forward Jean-Luc Fournier.

“A few rough goals and bad bounces – it could have easily been won both ways.”

After playing two of the league’s top teams in Terrace and Williams Lake, the group is con� dent they can best anyone in the CIHL.

For now, they’ll have to look inward at the kinds of un-disciplined play they’ve been showing.

“It’s tough. There’s a very � ne line between a good pen-alty and a bad penalty [to take]. You just try to avoid it as much as you can,” said Fournier.

Next up is a rematch from the Rampage’s home-opener when the Kitimat Ice Demons roll into town on Nov. 1.

“We have four lines that can play. Everybody’s click-ing – we’re on the same page so we’re just going to get better as the year goes on,” said Fourni-er.

Berrisford to bear torch for Kitimat By Cameron OrrTHE NORTHERN CONNECTOR

KITIMAT - The Canada Winter Games is com-ing to Prince George next year and people in the northwest are being included in the festivities.

Notably for Kitimat, Anne Berrisford has been announced as a torch bearer for the games, along with dozens of other people leading to the events, which begins February 13.

Berrisford said she was told she had the gig early in September but had to keep hush on the matter until the of� cial announcement in October.

She said she hasn’t yet learned exactly which 750 metres she’ll be carrying the � ame but says it will likely be in the Terrace or New Hazelton region.

It will also be in December, and she’s already thinking about waterproof clothing for the event. (She will be given a uniform, though.)

The torch itself weighs 15 lbs, she says, so she’ll “be spending time at the weight room” to train on carrying something that far.

Being chosen as a torch bearer required a nomination but she isn’t sure who that person would have been.

Berrisford, who is an avid golfer and partic-ipant in the BC Seniors Games, is beginning a family tradition of torch bearers in her family.

For the last Winter Olympics she said her son in Ontario was picked as a torchbearer for that event too.

Berrisford joins 17 other runners in this re-gion who get to hold up the torch.

The Canada Games website categorizes the bearers by larger communities so Berrisford is ac-tually listed under Terrace, despite her locality in the snow valley.

Prince George, Quesnel, and Fort St. John were also highligted as regions where other torch bearers were chosen.

PRINCE RUPERT - LNG Buy-BC advocate Gordon Wilson was the guest of the Prince Ru-pert and District Chamber of Commerce on Oct. 15 and said if businesses want to benefit from an expected boom related to liquefied natural gas, the key may be working together rather than in competition with each other.

“The scope of the work is massive, so at the subcontractor and sub-subcontractor level there will be opportunities for us. It may mean that we have to get smart with partnering with our neighbours. Rather than one British Columbia company fighting with another British Colum-bia company to compete for business, some-times it becomes better for us to work together,” he said.

“I think the strength of B.C. business in this industry is going to be our capacity to work to-gether and get smarter to go out there and say, ‘you have these sets of strengths in your compa-ny, I have these sets of strengths in my compa-ny, why don’t we bring our companies together and we can start to bid’. British Columbia busi-nesses have proven that when we do that, we can compete with the best in the world and we can succeed.”

As well as partnering with other businesses throughout B.C., connecting with First Nations on the North Coast will be a critical part of any business finding success when it comes to LNG construction or operational services.

“The days when First Nations are not includ-ed in decision making are long gone and I think properly so, and the First Nations I have spoken with are keen to have proper partnerships and business relationships,” said Wilson.

“Companies when they come in, and they will make it very clear, will let you know First Na-tions business trumps all other because they want to make sure First Nations are properly en-gaged in this process. I think that is only proper and only correct.”

Wilson noted any businesses wanting to be part of building the LNG industry in B.C. should not only find out what pre-qualifications are needed to be allowed to bid on contracts, but also register their business at the LNG Buy-BC website.
