Introduction Introduction from Carol Coe, the first hour will hear the views of people with learning disabilities.

Dawn read through what happened at the

local groups in November. We will talk about

each question asked at the local groups and

agree if we want to tell the Police about those

things later so they can take those things

back to the chief constable.

Hate Crime, Police & Keeping Safe

(Customers and carers only) 1. Are there more crimes now a lot of

street lights are off?

2 people say no, 3 people say yes and 4

people are not sure or don’t know.

2. Do we have a local MASH?

This is a joint team of people from the

Council, NHS, and Police that look at people

as a whole and put together an action plan to

help support them. All work together to help

that one person.

There is a MASH in Northamptonshire and

David Smith suggests we ask about it this

afternoon. It is a referral service.

3. How do we know what a real warrant

card looks like?

Comments given were;

If a Police man has lost his warrant card,

can it be copied?

Not sure what a real one looks like

It has Police contact details on

If the Police were at the door, check with

local Police station & they would know if he

should be there.

David says ask them for their collar number, if

you are worried they are not a Police officer,

phone 999.

4. We like to see Police officers on the

beat - does this happen now?

Half of the group say yes.

5. On average, how long does it take for a

Police officer to come out when called?

The group decide that it is due to the type of

crime or problem.

6. Why are there less PCSO's?

There is less money to pay for them.

7. How do I find out who my local PCSO

is?

Go to local Police station, phone 101, look

online.

8. Do we still have local Police officers?

You can find out by doing the steps as above.

9. My local park seems to be a route for

thieves and drug dealers. What can be

done about this?

Comment given were;

Tell the council, they will send someone

out or tell neighbourhood watch to keep

an eye on it.

Mike says don't go in park

Tell the Police what is going on.

10. How can we get personal alarms?

Maplin £3

Go online and buy

See a PCSO on a stall or stand at an

event, they hand out free ones.

11. How can we make our house safer?

Put chain on

Leave light on

Stop papers being delivered

12. What should I do if I see a gang of

drunks on my street?

Keep well away from them

Call the Police - depends on if they are

doing anything

Other questions that we want to ask the

Police:

1. How committed are the Police in

supporting the keep safe scheme now

they are a member short?

2. John has heard that CCtv cameras are

being turned off to save money, is this

true?

3. John has had trouble with kids causing

problems but they might not be crimes.

How can this be dealt with?

Dawn Line talks about the butterfly scheme.

Paula wrote to Simon Edens (the Chief

Constable) to say the scheme can help all

vulnerable children and adults in the county,

he has asked the PCSO who started the

scheme to get in touch with Paula.

We all give Paula a clap.

ourselves and Carol reads the apologies.

Hate Crime, Police & Keeping Safe

Inspector Khan says due to budgets, the

numbers of PCSOs are going down. Frontline

officers are Police. The new Chief Constable,

Simon Edens, is keen to work with all

communities.

Paul Clarke reads our questions to Inspector

Khan

1. Are there more crimes now a lot of

street lights are off?

The Council has made the decision to turn

some lights off. I don't think it’s made a great

difference, it is a concern in winter, it’s more a

case of confidence more than crimes going

up. If kids are causing anti social behaviour,

Police need to come and also we need to ask

council to put lights back on.

2. Do we have a local MASH?

Yes, we have. Referral is made by any

agency. There is a 0300 number we can pass

on for referrals or look up MASH on computer.

3. How do we know what a real warrant

card looks like?

Inspector Khan shows his warrant, it has a

white rose logo plus photo ID. The warrant

has metal white rose and the ID card has

photo, rank and collar number. If you are

concerned, ring the control room, they can

confirm who the person is.

Angela asks what if a fake Police man is at

the door. They should have a Police car, if

you are not happy ring 101 and check. Check

their ID card.

4. We like to see Police officers on the beat

- does this happen now?

There are 1200 officers in Northamptonshire,

you are likely to see more in built up areas

than in rural areas. 1 Police officer for every

500 people in the UK. Everyone would like to

see more, you must report issues so the

Police go to areas where there is trouble.

5. On average, how long does it take for a

Police officer to come out when called?

People use mobile phones and expect Police

to appear instantly. But there are not enough

Police for this. The control room grade the

incident depending on the seriousness so

Police go to absolute emergencies first.

6. How committed are the Police in

supporting the keep safe scheme now

they are a member short?

We are committed. Luisa has left the force,

David Smith has had it confirmed that they

are committed. We are the shining light of

keep safe schemes across the country.

Debbie asks if there will be staff picking up

Luisa or Lynn Coppin’s roles? Inspector Khan

says there is a meeting in January to discuss

this.

7. John has heard that CCtv cameras are

being turned off to save money, is this

true?

Some are Police installed to look at roads etc,

some are by councils, or some are private

CCtv cameras. Councils have turned them off

if they have not got money to run them.

Sometimes Police install cameras to watch an

area for a while and remove when not

needed.

8. John has had trouble with kids

causing problems but they might not be

crimes. How can this be dealt with?

Anti social behaviour is those people causing

a nuisance; it affects a life quite badly. We

need to know, the Police or PCSO will speak

to you and there is a number of ways to deal

with those people.

Nicola Hobbs-Brake says we don't have a

MASH for adults, but we do for children. We

are having discussions at the moment to bring

one in. All will not be located together, but will

work really closely.

Police used to have hate crime unit, but it is

not there now, Inspector Khan tells us what is

happening now. He describes what a hate

crime is. All have expressed concerns now

that Luisa has gone as hate crime co-

ordinator. The Police will come up with a plan

about how they will have staff look at hate

crimes. A sergeant will report back how they

will do that work at a future meeting.

Care and Treatment Reviews - Claira

Ferreira

Please read Claira's presentation for more

information.

Claira would like a choice of who to have on

the panel as expert by experience. If anyone

is interested in getting involved, please speak

to Debbie or Claire and they will pass it on to

Claira.

Any questions?

Tansi asks how many people so far are

experts? Claira says they have used

advocates so far, but would like real experts.

We need to choose expert carefully for

settings such as low secure. We would like

more choice in who to choose.

Angela suggests putting music on to make

things better for people in hospital. Claira

says yes, those things are important to

people.

Action list

The actions all fit with our project plans. Some

are slow moving as we did not have full staff

until June when Claire started. Can everyone

please read.

Minutes There are no comments on the minutes of the last meeting in September

Any other business

John Welsh says the member’s agreement

needs to be corrected as it says vice chair but

it should say co-chair.

At the last meeting, the Wellbeing CIC did not

present information correctly; they are now

producing accessible information in the right

way. There will be a meeting at Northampton

library in January that you can go to to find

out more. (Please note, this meeting has now

been cancelled)

Mike Whiteley says makaton videos by Dave

Benson-Phillips are very good. Barnaby will

look at this.

In the last LDPB newsletter, there was a book

called Safe and Secure. Carol has one and

you can have a look if you’re interested in

ordering.

What is happening in your area?

Angela’s bus is now every 30 minutes and

she has to stand on the bus. Debbie says that

Angela as a local champion, can write to the

council. We can support Angela to do this and

add it to the LDPB action list.

John Leicester says there is a new Lidl in

Wellingborough.

Mike Whiteley tells us there is a new car park

in Towcester.

Nicola Hobbs-Brake says that normally she

does commissioning but now she has new

assistant director called Colin Sowerby who

started last week that will be looking after this.

The NCC budget proposals are out now and

feedback is needed, everyone please give

your views. Carol says we are putting it into

easy read for you, on Monday 11th January,

12.30pm at Henley Centre in Kettering, we

are holding a budget meeting hosted by

Carol and Dawn for all to come and give

views.

Local Champions report by Mike Whiteley

Mike reads a presentation telling us what the

Champions have been doing recently.

Update on Work Groups by Barnaby

McConnell

Barnaby reads an update on each of the

working groups.

Tansi says there is a Health and Wellbeing

plan and a lot of people have said appropriate

housing is missing. In each Health and

Wellbeing forum in each district, we need to

work with them on this, Healthwatch may be

able to help. Tansi will help to signpost. At the

last housing meeting, we met with Lauren

Humber who is writing the housing strategy

for NCC, this is exciting and will help us with

our work.
