one of the most significant actions to come out of the Spring Meeting was the concept of coordinator for each of the seven states. This idea re­ places that of State and Regional Chapters. To date, the following individuals have agreed to serve in this capac­ ity: NEW YORK

The annual Spring meeting for the association in White Cloud on May 16, 17, 18 was a most successful and productive one. One of its most gratifying ones is that Bob Oreis and Pat Allen agreed to serve for us for one more year. Ginny Wunsch continues as our forever reliable "Special Vice President in Residence" and Ken Gackler our ever dependable Treasurer.

Reimers became Vice-President and h• 11 serve in customary function of that office. Thank goodness, also, for the contin­ ued specialness of Ruth Sacks as membership chairperson, Art Holland as Trail Commander and Jim Warmels as Chapter Leader and Pioneer. There was a further gratifying in­ crease in Board Members from Ohio and New York. It will be wonderful to have, soon, full representation from all seven states with regular atten­ dance at our bi-annual meetings and their input from the entire extent of the trail that is so essential to growth and developm~nt.of both the trail and the Assoc1at1on.

NCTA Headquarters, White Cloud MI The meeting was opened at 9:45 a.m. with Bob Dreis, President, presiding. Bob welcomed the 30 members attending. Dreis reported three proposals passed at the Board of Directors meeting the previous evening.

Officers elected as presented by Bredlow. The meeting resumed after a lunch break at 1:15, with a presentation by Huron/Manistee National Forest: Gordon Joiner, Phil Barker, and Jerry McKein. Joiner reported they are getting some money for construction. He thanked Jim Warmels, and Ginny Wunsch. Advised others to get on a first name basis with key personnel. Phil Barker reported that of the 162 miles of trail in the Manistee National Forest 60 are completed with 100 to go. $270,000 in capital funds have been requested for construction. Bob Healy reported for the National Parks Service. He listed the newly certified segments, showed a new sample sign, and described work in pro­ gress on the brochure. He updated the members on efforts underway to make the trails a "unit" within the NPS and the benefits of complexity of the issue.

Sweetgall walked through each of the 50 states and each month was tested to determine the physical effects of extensive walking. He now has a book out. Bob Dreis appointed a colTlllittee to investigate this promotional oppor tunity with Sweetgall and Rockport shoes. Derek Blount reported his efforts to build trail with the Michigan Boy Scouts. He has established a newsletter. He will ask each of the 13 scout councils to organize a trail effort. Currently 2 councils have aqreed. ~inny Wunsch reported on the headquarters. Box 243 Emporium, PA 15834 Dear Ms. Smith and Mr. Hipps: Thank you for your recent letter requesting our assessment of damage to North Country Trail as a result of the 1985 tornado. Portions of the North Country Trail are still blocked within three areas of the Allegheny National Forest. However, all locations are open through use of temporary detours, mainly nearby roads. The sections of the Trail affected are: Tionesta Scenic A'rea in McKean County, Dunham Siding in Warren County, and Kellettville in Forest County. The Forest Service will be most happy to accept any volunteer efforts to re-open the North Country Trail. Inquiries and offers should be directed to the respective Ranger District responsible for management of each area. The affected Districts are Bradford, Sheffield and Marfenville. If you have any further questions, please contact me at your convenience.

The editors would like very much to do more, see more, be more, by what­ ever other means possible. The NCTA Board of Directors has never had full complement from each of the seven states. We look forward to the time when each state will list five active members and boast at least one of them being present at every semi­ annual meeting. It would be nice to see the entire membership of every trail organization along the route of NCT be a member of each other's organization. That is to say, for example, that the entire NCTA membership be members of the Buckeye, ~estern Pennsylvania, Keystone, American Youth Hostels, Finger Lakes, Allegheny Hiking and Cayuga Associations, and that the membership of each of those groups be members of NCTA. In other words, to say that each of us as an organization have each member of the others as individual members and not just the organization as a single unit. Membership in Buckeye, for example. means membership in NCTA and vice versa. Since the Revolutionary War of 1776 set the basic tenor in independence for us and the Civil War of 1885 established some reasonably limiting field markers and our system of government for 200 years and a budget of cosmic magnitude has been experimenting with guidelines trying to show everyone in the universe how, and how not, to accomplish it, let us of the trail o anization shaw them how it can be done. Those of us who have been associated with the NCTA since its beginning in 1980 are acutely familiar with the problem of an antagonism between former NCTA organizers and established other trail organizations. Unfortunately, this antagonism has resulted in a certain lack of cooperation that is now five years old. Most of us that are now active in all organizations do not even know the facts of the matter; it is something like the legendary Hatfields and McCoys. This lack of cooperation has not affected the health and welfare of those outstanding and strong, traditional groups, perhaps. It has, however, seriously affected the growth and development of NCT and NCTA. We have grown, of course, and will continue to, however, slow this may be. We have also matured significantly with sincere, dedicated and reasonable officers and membership. It would be nice to grow faster, none-the-less, with the help of those knowledgeable, long-established, other groups. Attempts to overcome this impasse has been made by a sharing of Newsletter~ by personal contracts with members and officers of other groups at meetings and with the help of Tom Gilbert.

Let his be a plea for our leaders to find ways and means, realistically. financially and with autonomy to bring together our organizations into a cooperative United System of Trails so that we can have a federation of independent local and regional trails whose paths are joined together to reach across the length and breadth of the entire country. Let it be so that each of our local organizations can boast of the numerical boostership of each other.

"A QUIET VOICE CRIES LOUD", continued: the Indian path system of this hemisphere that we followed to achieve access to this bright. beautiful and bountiful land. The hiking trails associations in this country has expanded them. We can now develop and use that improved system to further improve ourselves and the whole world in the partaking of this magnificient bounty. These convnents are addressed to the hundreds of thousands who so believe and so lfve. We especially address them to the hundreds of leaders amonq us whose particular interest. expertise and devotion consumes a universe of time and energies. These efforts can be more fruitful and more rewar­ ding when expended in cooperative efforts in the ways suggested in this P~say. and hoped for in ways not imaginable by one head alone but concef- ',le by the creative combination of us all. With all respect to each trail organization everywhere. we will say that there are none anywhere than in New York. Pennsylvania and Ohio that has as much trail action going. As a bred, born and reared son of natives of Keystone Mountain Country, we will boast that Pennsylvania be nominated as the Keystone of the NCT even though the lesser number of miles tra­ verses it's northwestern corner and membership is the smallest. Pennsyl­ vania can boast also of three of the eight National Historic and Scenic Trails in the United States; the Appalachian, the Potomac Heritage and the North Country Trail.

The recently completed audio­ video tape of the NCT, so neat~ ly done by NCTA Secretary Pat Allen and Tom Gilbert, is liv­ ing and well and growin3. The brochure is still awaiting press release. The editors are awaiting a list of loca­ tions for copies that are available for any members to use for promotional purposes along all parts of the NCT. This list will be published in the Newsletter as soon as rr ceived from Tom's office.

!SPECIAL NOTE! The American Hiking Society's annual meeting takes place on October 17-19 at the Front Royal, Virginia 4-H Center. The meeting follows a 7-day Hike that begins on Saturday, October 11. It begins and ends at the 4-H center. An exciting program is planned including special guest speak­ er William Penn Mott, director of the National Park service who will speak on Sunday morn­ ing, October 19, 1986. The editors have not had the plea­ sure of hearing Mr. Mott speak: however, we being from Pennsylvania, a man with the name William Penn has got to be a Keystone winner. Of special interest to NCTA is the fact tbat the meeting will host the Fifth Anniversary Reunion for the Hike-a-Nation, the historic cross-country trek which drew national at­ tention to the nation's trail system some years ago. The editors have received a note from Peter Wolfe who is temporarily residing in Mass city, Michigan where he is busy at hiking, trail layout and working with writer Ruth MacFarland on a manuscript of Peter's hike of the North country Trail from New York to North Dakota, 1974 to 1980. Ruth wrote a lengthy and ex­ citing article about Peter that appeared in THE ONTONAGON HERALD, May 21, 1986. She al­ so wrote a knowledgeable ac­ count of the TRAIL: its prob­ lems of growth, development and maintenance and encouraged support and membership for the TRAIL. The NCTA is grateful to Ruth for her neat article: we will look forward to seeing she and Peter in print in the not too distant futur~.

This is to remind all members and other interested persona that the NCTA annual Spring meeting is held on the third three day weekend of May1 and the Autumn meeting on the second three day weekend of October.

The Forest service has com­ pleted a comprehensive plan for a 3,100-mile continental Divide Trail. The trail will be hacked out of a 100-mile corridor that stretches from Canada to New Mexico. Most of the lan·:'l is already in the federal d~ain. Trail suppor­ ters are concerned that there has not been enough publicity about the comprehensive plan. The NCTA Annual Autumn Meeting will be held on October 10, 11, 12 with our Headquarters Site at the Mineral Well Motel and Restaurant, 3 miles east of warren, Pa. on Route 6, which traverses the Northern tier of the Keystone State.
