Police are investigating after a hiker spotted eight suspicious “small drums” tossed in a wooded area a few metres off of the 4000- block of Indian River Drive on Friday evening. The hiker called NorthVancouver RCMP, who called in District of North Vancouver Fire and Rescue Services and NorthVancouver City Fire Department, which has a team of hazardous material experts. “Some were sealed and the one that was open had what appeared to be a white powdery substance,” said assistant fire chief Mike Cairns. One of the canisters was labelled with the name of a chemical associated with methamphetamine production, Cairns said, but police say it’s too soon to jump to any conclusions. “At this point, we don’t know what they are. They’ve been taken away by our crime lab unit to an undisclosed location for forensic examination to determine what the powder is. At this point, it’s very preliminary,” said Cpl. Richard De Jong, North Vancouver RCMP spokesman. “It could be leftovers from a chemical lab from another community. It could be from an industrial application and someone was disposing of them. Until we know what it is, we’re not speculating.” So far, there are no persons of interest, De Jong said.     Guardians of Peace recently targeted themovie and its distributor Sony Pictures,eventually getting the ick pulled fromtheatres after threatening violence.Basing a movie around the murder of a

    real person even a dictator may bein terrible taste.The Interview itself maybe stupid, unfunny or unworthy of ourtime, but its disappearance has made itimportant.

    Censorship reduces the present andcheats the future out of knowing the past.We cant allow threats of violence or

    even actual violence to limit what wethink, laugh about or discuss.We may minimize a movie as mere

    fantasy, but as the great director MartinScorsese points out, a movie is bothan invocation of life and an ongoingdialogue with life. Movies remain acornerstone of our culture, making itthe duty of lmmakers to wade intocomplex, sometimes controversialterritory.While we dont believe Sonys actions

    Can we straightensomething out once andfor all? Modern trainsdo not whistle. JeremyShepherds story NV CitySilencesWhistles at Forbes(Dec. 10) in which theterm whistle and whistlingappear almost a dozen

    times notwithstanding,whistles are a productof the steam age. I amsure many North Shoreresidents fondly recall thesoft, sad whoo-oo! of theRoyal Hudson back when ithauled trains full of touristsup to Squamish andback.That was a whistle,

    everyone, albeit a very niceone. It was powered bysteam from the locomotivesboiler. Diesel locomotivesdont normally producesteam, and have thus blownhorns to signal and warnpeople from their practicalinfancy some 75 years ago.Yet, for some reason, people

    (including writers whoshould know better) persistin believing that railwayengines blow whistles, eventhough horns and whistlessound nothing at all alike.

    3:30 p.m. while waiting tocross at a clearly markedcrosswalk on Jones at 21stStreet, in front of CarsonGraham secondary, I wasfrustrated that four cars,including a CapilanoDriving School car, did notslow down or stop to allowme to cross the street. I was

    wearing a light tan rain coatand was clearly visible.

    When I got home, Icalled the driving school andexplained what happened.I was told that one of theircars was in the area at thattime and that it was onloan to an ICBC instructorconducting a driving test!I was also told that theyhave received complaints

    about driving students notstopping at crosswalks.Thecompany representative didher best to reassure me thatthose students would notreceive a good mark on theirexams. However, I sensedthat the person I spoke withdidnt fully understand mycomplaint and believedtheir company didnt shareany responsibility for those

    borrowing their cars fortests. Now, Im wonderingwho is liable in the eventof an accident caused by astudent taking a driving classor test?

    Countless times, Iveseen a variety of drivers,including parents, City ofNorthVancouver vehiclesand other marked companycars not slow down in school

    zones or stop for studentsand staff at or inside themarked crosswalks beforeand after school. How do webring more attention to thisimportant issue?This is thetime of year where there is anotable increase of incidentsinvolving pedestrians gettinghit by cars.Val JacoberNorthVancouver

    Critics of the B.C. Liberalgovernments decisionto green-light the Site Cdam project (and thereare many reasons to becritical of it) are missingthe key point in the wholedebate.

    As much as the decisionwas about electrical power,it was also about politicalpower. As in, how to keep it.

    The move to buildSite C was entirely inkeeping with the politicalstrategy that lies at theheart of the ChristyClark-led government.Strengthening the economyand specically the naturalresources aspect of it are thebasis of that strategy.

    This governmentspriorities are not healthcare or social services orenvironmental protection.Instead, they are bigeconomic items like theLNG industry, mining andother forms of resourcedevelopment, and mega-projects like the Site C dam.

    The howls of outragethat can be heard from theenvironmental communityover Site C are completelylost on the B.C. government

    and in fact may be morelike music to its ears.Thegreater the wedge thegovernment can createbetween environmentalistsand pro-development folks,the better its chances formaintaining political powerin this province.

    The B.C. Liberalsknow full well that theenvironmental activistlobby, while well-organized,well-funded and well-covered by the media,actually represents aminority point of viewamong the voting public.

    An important point hereis the voting public isquite distinguishable from

    the general public.Thevoting public -- the oneswho determine who formsgovernment -- tend to beolder voters, who are bynature more cautious andconservative than youngerones.

    If the younger peopleat protest rallies againstthings like Site C or theKinder Morgan pipelineactually turned out to votein impressive numbers,that may change things.But until they do, all thechanting slogans in theworld are going to matterlittle.

    This is not to sayactually building Site C isgoing to be an easy task.There are a half dozencourt challenges alreadyled against the project,with the ones led by FirstNations bands potentiallythe most problematic.

    Although the bandsin the Peace River areawhere Site C would belocated are among the fewwho have treaties with theprovince, they also haveconstitutionally-protectedrights when it comes totheir traditional use of the

    land, including hunting andshing activities.

    The joint reviewpanel that awarded theenvironmental assessmentof Site C also noted thedam poses a signicantadverse effect tothose traditional rights.Depending on how ahigh court weighs theimportance of that nding,the projects future remainshazy at best.

    Of course, B.C. Hydrois also negotiating withthose bands for some kindof monetary settlement so itremains entirely possible theobjections of First Nationsmay yet be resolved.

    Nevertheless, the damsconstruction (at leastits initial stages) couldbe delayed by the courtchallenges.While the projectis slated to begin in July,there is every possibility therst shovel in the groundwont occur until well pastthat. One of the uniqueconstruction challengesfor the dam is the fact thatdiverting the Peace Riveraround the construction sitecan only take place betweenAugust and September,

    so you can see theconsequences of any majordelay in scheduling.

    Still, even if the damsconstruction is put off ayear (and presuming nocourt challenge ultimatelysucceeds) there will be workbeing done at the site by thetime the 2017 election rollsaround. And that meansyou can be sure PremierChristy Clark, wearing hertrusty hard hat, will visit theSite C dam constructionsite a number of times.

    By that time, Site C(and perhaps an LNGplant, should one everget approved in B.C.),will provide the perfectbackdrop for her relentlesscampaign message: grow

    the economy, create jobsand reap the benets.

    As they did in 2014,critics will mock her,citing all kinds of accuratestatistics to rebuff herclaims. But the B.C.Liberals learned in the lastcampaign that her messageresonated with the peoplewho actually vote, and theyare betting that will be thecase again when they haveto ask for another mandate.

    Clark considers SiteC and LNG her potentiallegacies. No amount ofprotest rallies are going toknock her off her mark.

    The NorthVancouverschool board iseasing back on itsban on recording andlivestreaming boardmeetings sort of.

    In recent months,the board has beentelling residents theyarent allowed to recordor broadcast meetingsbecause there isntan established policyon recording in theboardroom.

    Former school boardcandidate Shane Nelsoncharged that he has a rightto record in a public spaceguaranteed by the Charterof Rights and Freedoms.

    Addressing thecontroversy was one ofthe rst orders of businessafter the newly electedtrustees were swornin and Barry Forwardand Megan Higginswere elected chairmanand vice-chairwomanrespectively on Dec. 9.

    Initially, the trusteeswere only expected to voteon a motion that wouldsee the matter discussedat various committees andsubcommittees over thenext three months, withsome possible resolutionin February or March.

    Though virtuallyeveryone at the tableagreed with developing anew policy, Lisa Skinnerpushed the board to go

    another step forward andallow recording devices inmeetings in the meantime,as long as the boardchairman approves it rst.

    The decision wouldbring the NorthVancouver school districtin line with theWestVancouver school board,where Skinner said sheplagiarized the policyfrom.

    To be walkingthe walk with respectto engagementand a welcomingatmosphere, increasing. . . transparency andaccountability to thepublic, I dont knowwhy we would shy awayfrom it from this meetingonward, she said,

    Still, there wereconcerns from a faction atthe table that unregulatedcameras could resultin invasions of privacy,especially if children arepresent.

    Franci Stratton notedshe was approached byone member of the publicwho was uncomfortablewith being recordedwithout consent.

    Cindy Gerlach arguedtrustees should get theirducks in a row ratherthan make policy willy-nilly.

    I have concerns we aremoving too fast. Im notopposed to the videoing,I just like to make surewe do it in a respectful,reective way, she said.

    Rookie member JessicaStanley countered that,given the ambiguity ofthe policy, it would bebetter to err on the side oftransparency.

    In her rst forayinto debate at the table,Higgins, who is also

    a lawyer, put forwardanother amendment thatwould require anyonewith a camera refrainfrom recording membersof the gallery and childrenas well as ensure theircamera setup does notblock anyones view ordisrupt the meeting.

    After some proceduralwrangling, the entiremotion passed 4-3 withStratton, Gerlach andChristine Sacr opposed.

    Forward questionedwhether the board evenhad the authority to tellresidents they couldntrecord.

    I just dont knowif were in a position,as a public body, torestrict people fromrecording what we doas a board.Thats justmy interpretation ofthat. I havent heard anyarguments or case law thatwe can deny it, especiallyaccording to the Charterof Rights and Freedoms,he said.

    District staff didseek out a legal opinion,according to secretarytreasurer Georgia Allison,and it vindicated theboards previous position.

    The legal opinionincluded all factors,including the Charter ofRights, whether there wasany infringement of theindividuals charter rightsversus the boards rightsto set procedure, shesaid.

    Following the meeting,Nelson praised the boardfor nding a balancedapproach.

    Now theyve reversedcourse and (gone) backtowards transparency andI think thats a good idea,he said.

    No man, and nohomeowner, is an island even if their house isbuilt on one.

    A couple who bought aproperty on Passage Island,about a 15-minute boatride fromWestVancouver,learned that recently afterthe GreaterVancouverRegional District slapped anotice on title over an illegalve-storey home.

    The notice is a legalwarning to prospectivebuyers that the house wasbuilt without a buildingpermit and likely doesntmeet the current BuildingCode.

    That warning hadntbeen ofcially spelled outwhen the couple who nowown the lot bought theproperty.

    But its an issue MetroVancouver ofcials arehoping to get acrossto owners of remoteproperties both thosewho unknowingly inheritproblems and those whodeliberately choose to out

    regulations to let themknow what the rules are andthat there are rules, saidMaria Harris, representativefor the unincorporatedelectoral area within MetroVancouvers regionalgovernment.

    There are only about 30cabins on Passage Island,most of those seasonallyoccupied. But living onan island or up a remoteinlet is no guarantee that ahouse can be constructedwithout paying attentionto the rules, or attractingthe attention of watchfulneighbours or buildinginspectors.

    In the case of thePassage Island home,former owners of thewaterfront lot got a buildingpermit to construct aworkshop on the land in1996. But what they builtdidnt match the plansthey had submitted, andan occupancy permit wasnever granted.

    Despite that, over timethe workshop expandedincrementally, accordingto a MetroVancouverstaff report, to connect

    to a separate home thatcascades ve storeys downthe side of a bluff.

    It is unclearwhat portion of thecurrent dwelling andworkshop would meetthe minimum standardof the B.C. BuildingCode; observations ofthe buildings exteriors,however, suggest thatsignicant portions of bothstructures may not be builtin accordance with theBuilding Code, accordingto the staff report.

    Neighbours previouslycomplained about the

    house in 2000 but no actionwas taken by inspectors.

    Current owners boughtthe property withoutrealizing there werepotential problems.

    Most recently aneighbour complainedabout unsightliness andpotential instability of thehome, prompting MetroVancouver inspectors toinvestigate.

    Owners have indicatedthey are willing to workwith staff, said Harris. Onehitch is the property doesnot have a dock, and thecouple has only been able

    to visit by kayak, she said.But the Passage Island

    home isnt the only NorthShore property to comeunder the inspectorsmicroscope.

    Another illegally builtwater-access property atJohnson Bay about 20minutes up Indian Armfrom Deep Cove has alsobeen the subject of ofcialconcern.

    In that case, a homewas built without a permiton land that was laterdiscovered to encroach onforeshore owned by PortMetroVancouver.

    Owners ignored a stopwork order and a courteventually ordered them toget a building permit withinsix months or take thebuilding down.

    More recently, theowners have beenattempting to work out asolution with Port MetroVancouver giving them along-term lease over theencroachment.

    People build without apermit for a whole varietyof reasons, said Harris. Sheadded, if a large expensivehouse has been built andthat house is in a placeit cannot remain, thatsobviously an enormousexpense.

    Harris said while suchcases dont come before theboard at MetroVancouververy often, there have beenthree properties wherenotice was placed on titlethis fall.

    Harris said shes askedthat MetroVancouver staffprovide an update on thosesituations and that moreregular communicationgo out between rural arearesidents and the regionalgovernment.

    I see this as aneducation piece, she said,so people arent caught offguard.

    I think that the musical, while being verybright and hopeful, also stays very, very true to thesource material and doesnt shy away from someof the loneliness or darkness that appears at thebeginning of James journey,Higgins says.

    Due to some scary moments and macabrethemes, this production is recommended for agessix and up.

    Higgins, a Kitsilano resident, grew up in NorthVancouver and is in her 14th season as artisticdirector of Carousel. She still remembers the dayshe fell in love with theatre.

    I certainly recall very vividly my rst theatreexperience when I was three years old and I thinkit has stayed with me all my life.Thats why Iam in theatre, she says, recounting a Christmasproduction she watched in Lethbridge,Alta. inwhich a family friend played a fairy princess.That just seemed pretty amazing that somebodycould be a princess on stage a fairy princess atthat.

    Higgins went on to earn her BFA in actingat Simon Fraser University and has long beencommitted to engaging children in live theatre.

    This is a ashbackbecause I used to be alandscaper on the NorthShore, I used to be inrubbish removal and Iused to advertise in thoselittle classied sections,he toldThe News. Youguys got me a lot of work.

    But this time, Pattersonis on the phone from hishome inVenice, Calif. totalk about his skyrocketingcareer as a standupcomedian and his rst-ever solo show on Dec.27 the only stop hehas in Canada at theVancouver Playhouse.

    Ive been all over thatplace as a landscaper, Ithink Ive touched downin every neighbourhoodin NorthVancouver, Iloved it, he said. Youcant really be funny as agardener.That doesnt getthe job done.

    Patterson said heperformed a few times onthe North Shore datingback his rst show in1995, but he moved to

    California in 2007 topursue his dream of acareer in comedy.

    I think Ive gotten toexperience every level ofcomedy from performingin front of one person,having shows cancelledall the way to now havingtheatres, he noted.

    The former NorthShore local andWestVancouver secondarygrad was a runner upon NBCs Last ComicStanding last season wherehe faced judgment fromWanda Sykes, KeenanWayans, Russell Peters andRoseanne Barr.

    And after one of his setson the show, Barr said,Your writing is fantasticand your delivery is one ofa kind. I think you couldtake this whole show.

    And its been anunstoppable ride since theshow wrapped.

    Patterson is currentlydeveloping his ownnetwork series scheduledto premiere fall, 2015.Twoweeks ago, he wrapped uphis sold out, live 52-cityLast Comic Standing tour.

    Its not like musicwhere a kid can just beborn with a great voice,he said. You cant beborn with an hour ofcomedy.The best wayto write jokes is to failfor years and then youllgure it out.

    The NBC show wasintense, Patterson said, but

    he spent all the time hecould rening his set andenjoyed the experience.

    I have a sarcasticobservationalism in me,he said. I also have justthings, some personalthings that Im goingthrough right now in mylife and its nice to talkabout those things becauseits almost more a release.

    Patterson said hesinspired by many of thegreat comedians who camebefore him, such as ChrisRock, Dave Chappelle,Jerry Seinfeld, Louis C.K.,Bill Burr and other icons.

    Ive tried really hardnot to emulate anybody,he added. I want todisguise my inuenceas best as I can but . . .people come up to me andsay, You remind of DanielTosh, you remind me ofJim Gafgan, and Im like,in my head, Noooo.

    But they are rightin that I do love thosecomedians and thosecomedians make melaugh.

    Much like his favouritecomedians, Pattersonsaid he hopes to continueworking on pushing theenvelope while engagingcrowds by sharingthe uncomfortabledetails from his life andobservations.

    I never want to quit. Inever want to retire fromthis, he said. You couldgive me a billion dollarsand I would keep going.
