1. Introduction: JFTC will support exercise Trident Jupiter 19-1 (TRJU19-1 ). JFTC invites JLSG, MNCG, POL CBRN TF, Senior Mentor, Exercise Control (EXCON) members and SHAPE Evaluation Team to participate in the respective phases of TRJU 19-1 at JFTC from 25 October to 15 November 2019.

2. Instructions.

a. Purpose. To detail the administrative staff arrangements, necessary to enable execution of TRJ U 19-1 phase II I B and to facilitate participation of personnel from both JFTC and from external agencies.

b. Participation. The instructions cover TA, EXCON, Senior Mentor, evaluators, augmentees and units deploying to JFTC.

JFTC ADMINISTRATIVE INSTRUCTIONS

1. Introduction. Exercise Trident Jupiter 2019 Part 1 (TRJU 19-1) will take place in the Joint Force Training Centre (JFTC) (building no 5), located at Szubinska 2, 85-915 Bydgoszcz, Poland, between 5 November 2019 and 14 November 2019. Signs in the JFTC compound will direct participants to the in-processing area, which will be conducted:

a. CIS S&V: 25 October 2019, 0800- 2100 hrs.

b. TA warm up: 2 November 2019, 0800- 2100 hrs.

c. Remaining participants: 4 November 2019, 0800 - 2100 hrs.

2. Documents. All attendees must hand carry copies of the following documents to be presented during the in-processing:

a. Travel order (original and/ or a copy to be handed out at the in-processing).

b. NATO or national military ID card .

c. Security Clearance and/or AMIS card.

3. Security. The following security measures are to be met:

a. Security clearance must be NATO Secret or National Secret. Your security clearance can either be an individual security clearance or a list, where the security officer of the organization certifies that all the personnel listed are NATO Secret/ National Secret cleared . AMIS card also confirms the level of security clearance.

b. US personnel: since JFTC does not use the JPAS system, please upload the printable JPAS form showing your Security Clearance level to the JFTC registration page. You can also upload a security clearance memo (stating your current clearance level) signed by your HQ security manager to the registration website, or present your security clearance memo to the JFTC in-processing desk.

c. Personnel external to NATO must attach their security clearance to the registration form on line or send a copy of their security clearance to the JFTC Security Branch, no later than 18 October 2019. Email to: [email protected] or via fax at +48.52.378.1579.

d. Security documents must be in accordance with directive C-M (2002) 49, 60 and AC/35-D/2001, 2002 and directive AD 70-1 , part Ill.

e. Private communication or storage devices (mobile phones, smart watches, laptops and cameras) are not allowed in the exercise area. There will be storage lockers available at the entrance to the exercise area.

f. Official storage devices and laptops must be scanned and registered by the JFTC Communications and Information Systems (CIS) Security Officer.

g. Classified materials must be handed in to the JFTC Central Registry during the in-processing for storage. Uploading of classified materials must be requested through the JFTC Central Registry.

h. For that specific exercise, weapons will not be brought to JFTC.

4. Real Life Support (RLS).

a. Timings. JFTC will provide Real Life Support from 2 to 15 November 2019. Participants arriving in Poland earlier than 2 November 2019 or departing from Poland later than 15 will not be supported with accommodation, dining or transportation without prior coordination.

b. Accommodation. Exercise participants will be accommodated in local hotels and military lodging located at a Polish military complex around 1 km away from JFTC. Booking is done by JFTC as a block arrangement. JFTC RLS team is responsible for allocating participants to their accommodation. Once a participant registers for the exercise and provides all requested information, they will receive an unclassified email with accommodation details, however not later than 18 October 2019. Confirmation/ cancellation/ payment for the room is the participant's responsibility. If an individual fails to confirm the reservation with the hotel, the booking will be cancelled. Payment must be done in Polish currency in cash or credit card before the check out. Payment for the hotel rooms could also be done as a group bank transfer before the arrival. Unfortunately that kind of payment is not possible at the military lodging - this payment must be done individually or as a group payment (cash or credit card) on the day of the arrival to the military lodging.

(1) Local hotels. Price for one night varies between 203 and 400 PLN per single room and includes breakfast.

(2) Military lodging. Military lodging is a barracks hall consisting of two-, three- or four-person rooms equipped with linen and 2 lavatories attached to each room. Breakfast will be provided at JFTC at extra cost. Each bed is from 22 PLN (~5 EUR) per night in a regular room (depending on the number of people in the room) up to 100 PLN (~23 EUR) for an apartment.

c. Dining. Payment for meals is the responsibility of the participants. There is no reimbursement for missed meals. The reimbursement could only be given for those leaving prior to the end of the exercise due to an emergency. The money shall be returned within 48 hours. If a participant wishes to have breakfast/ lunch/ dinner at JFTC every day during the

exercise, the payment must be done for the entire exercise period. Payment for meals can be done either as a group payment via bank transfer before the arrival or during the in-processing in cash or via credit card. Meal rates are as follows:

(1) Non-obligatory meals:

(a) Breakfast: 15 PLN (~3.5 EUR), available for participants accommodated at the military lodging.

(b) Lunch: 20 PLN (~5 EUR).

(c) Dinner: 20 PLN (~5 EUR).

(2) Obligatory meals: coffee, tea and water (refreshment fee) during the event: 10 PLN per day (~2,5 EUR).

d. Transportation. JFTC will provide arrival/departure service, depending on availability of vehicles, for individuals and groups (5 people minimum; which means that one may have to wait for others in order for the JFTC to provide the transportation for min 5 PAX). Basic rules of the transportation provision:

(1) Pick up/shuttle service from and to the Gdansk/Poznan Airports is for groups only.

(2) Pick up/shuttle service from and to the Warsaw Airport is only for trans-Atlantic flights, may be arranged only via direct coordination with the JFTC Real Life Support Point of Contact (POC).

(3) Pick up/shuttle service from and to the Bydgoszcz Airport is for individuals and groups.

( 4) Pick up/shuttle service from and to the Bydgoszcz Railway Station may be arranged only via direct coordination with the JFTC Real Life Support POC.

(5) Participants requesting arrival transportation support will receive an unclassified email with transportation options no later than 18 October 2019 (provided all necessary transportation information has been provided). The meeting point at the airports is the information stand on the arrival level of the specific airport.

(6) Departure. Participants will be informed about departure transportation options during the exercise. The fact that JFTC supports the arrival transportation does not necessarily mean there will be means and capabilities available to provide the departure transportation to all individuals. Participants departing before 0800 hours on main departure date of the exercise from cities other than Bydgoszcz will be offered transportation in accordance with paragraph 1-4.d.1 and 1-4.d.2 the night before. Participants are responsible for

arranging their own accommodation for that night; however the RLS Team may be of assistance.

(7) Transportation to/from accommodation scheduled by JFTC: A bus will pick up exercise members each morning at a point outside of their respective accommodation. The bus schedule and pick up point will be displayed at the accommodation front desk. The bus will take exercise members back to respective hotels at the conclusion of each exercise day. Any personnel who wish to stay at the accommodation other than those reserved by JFTC must inform JFTC RLS Coordinator . What is more, these personnel need to make their own transportation arrangements to get to and from the JFTC each day.

e. Dress code. Uniform of the day (BOU) for military personnel, no battle gear such as a helmet is needed. Civilian personnel will wear appropriate attire. Military personnel should bring casual civilian clothes for after hours leisure time.

f. Working hours. Working hours during the exercise will be from 0800 to 2000 hrs throughout the whole exercise.

g. Parking. Parking for duty cars and privately owned vehicles will be available at the JFTC compound.

h. Medical support. Medical support will be provided to the maximum possible extend, at JFTC, at the Military Hospital, at civilian hospitals and private clinics. It is recommended to have an European Health Insurance Card (EHIC) or its military equivalent and/or a medical/travel insurance to cover unforeseen medical and dental issues during the event. For treatment provided by the Military Hospital it may be enough to have the EHIC or its military equivalent. The medical support will be provided based on the following principles:

(1) Basic medical support (except dental) on weekdays and during JFTC official working hours is available at the JFTC compound free of charge, but extra medical support may be charged.

(2) Basic medical support during weekends and after the official JFTC working hours will be provided by the Military Hospital. That treatment may be charged.

(3) Specialist treatment. Specialist treatment is available at private clinics or at local civilian hospitals and/or the Military Hospital. Usually, these treatments must be paid at the time of service at the clinic or at hospitals (including the Military one).

i. Gym facilities. There is no gym available for exercise participants at the JFTC compound. Information about gyms available in the neighbourhood is included in the welcome package.

j. Duty free shop. There is a duty free shop at the JFTC compound and a ration card is required to do the shopping there. Entitled personnel will receive the card during the in-processing, provided that the Travel Order (NATO/National) is presented as a hard copy during the in-processing. The AMIS card will also facilitate the access to the duty free shop.

k. Laundry services. Laundry services are available at hotels or in large super-markets near JFTC.

I. Internet cafe. An internet cafe is available at JFTC.

m. Miscellaneous. There is "no hat, no salute" policy at JFTC.

5. Procedures for creating a JFTC Exercise (TE) Registration Account.

a. How to create a JFTC Exercise (TE) registration account:

(1) Navigate to the JFTC unclassified registration website: https://events.jftc.nato.int.

(2) Click the "Create new account" button.

(3) Fill in the form on the registration page. Fields marked with red asterisks(*) are obligatory. The user name is created automatically, usually it is your first name, dot, last name (i.e. firstname.lastname).

(4) Once completed, click "Save". The system will take you to the homepage where you will find the event you wish to attend (TRJU 19-1 ).

(5) Click "click here to register" button.

(6) Confirm your personal data.

(7) Fill in all of your transportation, accommodation requirements, and your function (position on the manning doc) at the exercise.

(8) To edit your account information, login to your account on https://events.jftc.nato.int and click on "My account" in the top menu. Click on "Save" button when finished.
