VRC-40 1996 COMMAND HISTORY

1. COMMAND COMPOSITION AND ORGANIZATION

a. Fleet Logistics Support Squadron FOUR ZERO (VRC-40) is assigned the joint tasks of Carrier Onboard Delivery (COD) and Naval Special Warfare support services to the Navy's SECOND, FIFTH, and SIXTH Fleets. VRC-40 performs these missions in the Grumman C- 2A "Greyhound" aircraft .

b. The Grumman C-2A carries the largest cargo payload of any fixed wing carrier aircraft and is the mainstay of the carrier battle group logistics support effort. The optimum fuel efficiency and cruising speeds of the C-2A enable the VRC-40 llRawhides" to provide service to Carrier Battle Groups throughout the vast SECOND and SIXTH Fleet operating areas. Unlike most fleet squadrons, VRC-40 does not deploy as a unit; instead, a two-plane, self-sustaining detachment is assigned to each deploying Carrier Battle Group. The detachment operates while embarked aboard the aircraft carrier or from forward land based sites, providing the most flexible and expeditious delivery of high-priority personnel, cargo, and mail. Additionally, VRC-40 deploys detachments in support of routine SECOND Fleet carrier exercises as required.

c. Naval Air Station, Norfolk, VA is the home port of VRC-40.

d. VRC-40's immediate senior commander is Commander, Airborne Early Warning Wing U. S. Atlantic Fleet (COMAEWWINGLANT), also located at Naval Air Station, Norfolk, VA.

e. VRC-40's Commanding Officer from 23 November 1994 to 17 April 1996 was Commander John V. FitzSimons, USN. The Commanding Officer from 17 April 1996 to the present is Commander Paula H. Hinger, USN.

3. NARRATIVE

a. 1996 was an excellent year for VRC-40. The squadron's continuing commitment to the SECOND and SIXTH fleets, and as ambassadors of the Naval aviation community, resulted in many accolades, and further embellished their incomparable reputation of safe, dependable, and courteous service to the Fleet.

b. The Distinguished Visitor (DV) program continued to be a part of their operating schedule. Several community service leaders became honorary "Tailhookers" after completion of flights in the squadron's C-2A I1Greyhoundlr aircraft. The professional and courteous service that was rendered to these passengers left many positive impressions of the "Rawhides" and the U. S. Navy.

c. Various Fleet exercises, Special Warfare paradrops, participation in several air shows, and numerous detachments were an inclusive part of Fleet Operations throughout the year.

d. The "Rawhides" of VRC-40 have continued to canvas the world flying Distinguished Visitors, passengers, mail, and cargo to LANTFLEET aircraft carriers at sea. Dets I, 11, and I11 deployed to the Mediterranean and the Red Seas and the Arabian Gulf in support of CRUDESGRU TWO/USS GEORGE WASHINGTON (CVN 73), CRUDESGRU TWELVE/USS ENTERPRISE (CVN 65), CARGRU EIGHT/USS THEODORE ROOSEVELT (CVN 71) Battle Groups. The overwhelming success of the three detachments served to reinforce the strategy of using the C-2A(R) Greyhound COD aircraft in a detachment concept. Additionally, VRC-40 sent detachments to numerous other locations such as Naval Air Station Mayport, Florida, Naval Air Station Roosevelt Roads, Puerto Rico and Naval Air Station Pensacola, Florida to support a variety of COMNAVAIRLANT, COMNAVAIRPAC, and CNATRA training and exercise requirements. As a squadron, VRC-40 carried compiled the following impressive statistics:

Total Passengers carried: 26,342 Distinguished Visitors carried: 3,072 Cargo carried: 2,570,312 Mail carried: 931,232 Sorties : 3,009 Flight hours : 5,106 Carrier arrested landings: 1,149

This completed the squadron's thirteenth consecutive year with a perfect safety record. All of this was done with an impressive 98.06% sortie completion rate with a 22 percent increase in operational sorties over the previous year. The "RawhidesM pride themselves in providing the most professional level of Carrier Onboard Delivery service available.
