Infrastructure and Small Scale

Development for Coastal Cities of Honduras and

Nicaragua: Supporting

Responsible Tourism Strategies for

Poverty Reduction.

Actions to mitigate climate change

The Miskito Coast:

Unique Place, Unique People.

The Miskito Coast is home to the Miskitopeople, who welcomed Garífuna and Black peoples in 1797, among other peoples.

Rich in cultural heritage the region is home to Miskito and Garífuna languages, in addition to English, making it unique and different from the mestizo Spanish areas.

The Miskito Coast hosts natural resource reserves of biodiversity and of tropical beauty.

The Miskito Coast:

Great Potential, but Serious Needs The area of influence begins at La Ceiba in

Honduras and ends at Bluefields in Nicaragua.

The “major centers” of population in the region are: La Ceiba, Trujillo, Roatán (high end tourism attractions), and Puerto Lempira in Honduras, and Bluefields and Puerto Cabezas in Nicaragua.

The area lacks roads, adequate port facilities, energy, communications and other basic services...to attract private investments.

Views of the area

Honduras: Puerto Lempira y Kaukira

The Miskito Coast: What first?

Transport means are primarily commercial maritime vessels and limited air service.

Energy solutions for a disperse population.

Challenges in the provision of:

Health and Education services.

Telecommunication services: fixed/mobile/satellite telephony and internet.

Water & sanitation services, trash collection, recycling & disposal, particularly at port cities.

Eco-friendly job creation is essential.

A solution for Kaukira

The municipality of Puerto Lempira has a town named Kaukira.

Kaukira is laid out along a canal, northeast from Puerto Lempira, and lacks energy for the whole population.

Under the grant, a study is being carried to determine the feasibility of public illumination.

Kaukira is subject to hurricane force winds during the rainy season.

But is also sensitive to climate change, as it is placed between the Caribbean Ocean and the Caratasca Lagoon, few feet above sea level.

Hybrid system:Eolic and solarenergy.

Solution used inrural Chile: Diode Lamp

Photoreceptor

Wind generator

Batteries at thebase.

A solution for Kaukira

28 W, 112 LEDlamps High efficiency

Low power usage

Life: 50,000 hours oralmost 14 years.

$10 each, minimumorder 50 units.

This type of lamphas never beenused in Honduras.

A solution for Kaukira

40 lamps US$ 7.200 FOB

Wind generator with battery US$ 4.800 FOB

Solar Panel 150 Watt US$ 5.715 FOB

Batteries 200 AH US$ 3.300 FOB

Posts and materials US$ 5.450 FOB

Total materials US$26.465 FOB

Total cost per post US$735

Savings of energy by about US$658 in its life.

A solution for Kaukira: 1 Km of

illumination

Pilot project is essential to show a practical field solution.

Puerto Lempira uses energy from diesel plant at a cost of $0.63/Kwh, still, renewable energy is perceived as too expensive and unreliable.

Need to introduce new technologies, from other countries: US, Europe and Asia.

This solution is feasible and cost efficient as compared to regular on the grid public illumination.

Next step: find a donor to finance it.

A solution for Kaukira: 1 Km of

illumination – an example.

Preparation of diagnostics for ports, energy, citizen safety andcommunity tourism.

Legislative projects to allow municipalities to have their ownports and employment generation through contact centers.

A study of for the implementation of community safety in thecity of La Ceiba.

Rehabilitation of historic downtown La Ceiba.

Prepare the full design of the new pier in Port Lempira.

Preparation of the virtual directory with phone directory forsmall and medium enterprises, including those in the coast.

Other significant actions.
