ITEM NO. 2 : REVIEW OF SYSTEM OPERATION DURING THE MONTHS JUNE 2017 TO JULY 2017. 2.1. Frequency Particulars: During June 2017 the system frequency was below 49.9 Hz for 5.81% of time against 6.56 % of time during July 2017. The system frequency was above 50.05 Hz for 18.69% of time during June 2017 against 17.29% of time during July 2017. The system frequency was within the IEGC range of 49.9-50.05 Hz for 75.50% of the time during June 2017 against 76.15% of time during July 2017. The average monthly frequency was 50.00 Hz during month of June 2017 and 49.99 Hz during month of July 2017. The system frequency did not touch 49.20 Hz during the above period.

2.2.4 Status of Shunt Capacitor Banks installed at various EHV Transmission Substation: The updated information of the status of installed capacitor banks (in MVAR) in EHV transmission system as on 31.07.2017 as submitted by MPPTCL is given below:-

2.2.5 Status of completion of ongoing Transmission Schemes being executed by MPPTCL: The various ongoing Transmission Schemes completed during the financial year 2017-2018 (up to July 2017) and plan for completion of various ongoing Transmission Schemes for the Year 2017-2018 is enclosed as Annexure 2.2.5(i) and 2.2.5(ii) respectively.
[Action: Committee may like to note] 2.2.6 U/F and df/dt Relay Operation (i) U/F and df/dt Relay Operation: Frequency did not touch 49.20 Hz during June 2017 and July 2017.

(ii) Defective u/f, df/dt relays: MPPTCL has informed that all the df/dt relays are in operation, where the U/F
relays are not available, the numerical relays programmed for under frequency operation. df/dt relay installed at 220 KV Ujjain, 220 KV S/s Badnagar & 132 KV S/s Chapda is being replaced shortly, except this all U/F stages are in good/healthy working condition.

It has come to notice that the transformer-II has been connected through bus coupler breaker both side (400 KV & 220 KV) and there is no main breaker for this 315 MVA X’mer-II. In 58th OCCM MPPTCL informed the committee that 220 KV side Main CB is taken in service & 400 KV side Main CB work is in

progress and CB expected to be commissioned by September-2017. Latest status for commissioning of 400 KV side CB may please be submitted by MPPTCL in the meeting.
2. 12.5 MVA, 132/66/33 KV X’mer, CGL make Sr. No. 23615 at 132 KV S/s Pichhore
19.05.2016 Transformer failed on
19.05.2016 as intimated by T&C, MPPTCL.
The load is manageable through (1x20 + 1x40) MVA X’mers in running condition at S/s Pichhore. Hence replacement of failed X’mer is not required as intimated by MPPTCL. In 52nd 53rd 54th & 55th OCCM, Chairman OCC requested MPPTCL, P&D to submit the letter for removal of transformer from Asset. In 56th , 57th & 58th OCC. Chairman OCC stated that T&C and P&D will perform load growth / load assessment study prior to decommissioning and intimate to SLDC. Further, Member Secretary OCC stated in 58th OCCM that the matter shall be taken up by P&D with Discom and thereafter it shall be discussed in this forum as it includes policy matter also. The latest status in the matter may please be submitted by MPPTCL (T&C/P&D) in the meeting.
3. 12.5MVA X mer, BBL Make (Sr. No.-1428/3) at 132 KV S/s Chapda.
Not intimated X’mer failed
The 12.5MVA BBL make Transformer Sl. No. 1428/3 failed and proposed to be withdrawn from system as intimated by MPPTCL. In 56th and 57th OCC representative from T&C informed the committee that correspondence is being done with P&D, MPPTCL for load growth study and decommissioning of the transformer. Further, Member Secretary OCC stated in 58th OCCM that the matter shall be taken up by P&D with Discom and thereafter it shall be discussed in this forum as it includes policy matter also. The latest status in the matter may please be submitted by MPPTCL (T&C/P&D) in the meeting.
4. 160 MVA, 220/132 KV Sr. No. 626452037050 BHEL X’mer at 220 KV S/s Jabalpur
30.09.2016 Tripped on Differential indication.
Transformer dismantled and sent to M/s BHEL for inspection / repairs as intimated by MPPTCL. Latest status may please be submitted by MPPTCL in the meeting.
5. 63 MVA Auto X’mer at ATPS Chachai.

Generation of Acetylene Gas in the DGA result was found beyond dangerous limit.
MPPGCL informed that over hauling work is under progress. MPPGCL is requested to submit the latest status in the meeting.
6. 50 MVA, 132/33 KV BHEL make X’mer, Sr. No. 2042474 at 132 KV S/s
28.05.2017 Tripped on differential indication.
Representative from MPPTCL informed the committee that X’mer failed within guarantee period and it

Katni is being sent to M/s BHEL for inspection/ repair. MPPTCL is requested to submit latest status in the meeting.
7. 20 MVA, 132/33 KV EMCO make X’mer, Sr. No. HT-1223-11224 at 400 KV S/s, Katni

MPPTCL informed that the X’mer shall be replaced by October 2017. MPPTCL is requested to submit the latest status in the meeting.
8. 40 MVA, 132/33 KV CGL make X’mer, Sr. No. T-8362-3 at 220kv s/s Ujjain.
22.06.2017 Tripped on differential indication.
MPPTCL informed that the internal inspection of the X’mer is pending due to bad weather. MPPTCL is requested to submit the latest status in the meeting.
9. 20 MVA, 132/33 KV CGL make X’mer, Sr. No. T-8362-3 at 132kv s/s Sonkatch.
09.06.2017 Tripped on differential indication.
MPPTCL informed that the 33 KV bushings are defective and purchase order for procurement has been placed. MPPTCL is requested to submit the latest status in the meeting.
10. 20 MVA(16.5/6.6 KV), UAT-A, Unit No. 10, STPS, Sarni 27.05.2017 Due to oil leakage from
B-Phase LV bushing.
MPPGCL informed that procurement of new bushing is under progress. MPPGCL is requested to submit the latest status in the meeting.
11. 90 MVA (400/11.5/6.6KV) Station X’mer-2, SSTPP, Khandwa
14.09.2016 B Ph. HV side bushing failed
MPPGCL informed that repair work of station transformer is under progress at M/s BHEL, Jhansi. MPPGCL is requested to submit the latest status in the meeting.
12. 400 KV Generator Breaker of Unit # 9 of Satpura 01.09.2017 Faulty Declared as
intimated by MPPGCL

ITEM NO. 4 : OPERATIONAL STATISTICS FOR THE MONTH OF JUNE 2017 AND JULY 2017: The details of actual generation, Schedule from Central Sector, demand etc. are given in the following Annexures: Annex. 4.1 Unit wise actual Generation of MPPGCL thermal Units and station wise Generation of
MPPGCL & NHDC Hydel Units. Annex. 4.2 Power Supply Position. Annex. 4.3 Hourly Average of Availability and Demand. Annex. 4.4 Hourly average schedule Vs Drawal of DISCOMs.
[Committee may like to note] ITEM NO. 5 : SYSTEM DISTURBANCE IN MP DURING JUNE 2017 AND JULY 2017 : There was no major grid disturbance in MP during June 2017 and July 2017. Moreover, the Grid Disturbances and Grid Incidents in MP during these months are given in Annexure 5.

ITEM NO. 6.0 : IMPORTANT OPERATIONAL ISSUES:- 6.1 STATUS OF COMPLETION OF ONGOING SCHEMES FOR COMMISSIONING OF REACTORS / TRANSMISSION ELEMENTS:- The present status regarding schedule and commissioning of reactors / transmission elements is as below:-

Representative from NHDC informed the committee that delivery of all equipment is expected by August 2017. Thereafter erection & commissioning work will be carried out. It is expected that the reactor will be in service by October 2017 as informed by NHDC.

In 57th & 58th OCCM, MPPGCL informed the committee that procurement of line reactor is under tendering stage and expected to be commissioned by Oct, 2017.
3. Bus Reactor at SSTPS
125 MVAR MPPGCL
Work will be carried out under PSDF as intimated by MPPGCL. In 56th OCCM MPPGCL informed the committee that purchase tender will be opened on 31.03.2017. Representative from MPPGCL informed the committee in 57th & 58th OCCM that the price bid is to be opened and it is expected to be commissioned by January 2018.
The latest status may be submitted in the meeting.

6.2 Provision of synchronization facility at EHV sub-stations of MPPTCL:- As per Grid Code, the
synchronization facility should be available at all the Power Stations, 400 KV Sub-stations and 220 KV Sub-
stations and 132 KV sub-stations in the path of black start. In last OCC meeting MPPTCL representative
informed the committee that order for 69 no. synchronization trolleys has been placed
The status of installation and commissioning of synchronization trolleys at different substations has not
been intimated by the MPPTCL till date. In last 58th OCCM MPPTCL intimated that synchronization trolley will
be commissioned by September 2017. MPPTCL is requested to submit the latest status along with time line in
the meeting. [Action: MPPTCL]
6.3 Ten Daily Reservoir operation table of MPPGCL HPS:- In the meeting held in Regional Office of MPPMCL at Bhopal on 24.09.2016 to discuss availability from Sardar Sarovar Project, ISP & OPS and State Hydel Plants for Rabi season, MPPGCL had agreed to obtain ten daily reservoir operation table from WRD and NVDA for their operation of their hydro generators. In last 54th to 58th, OCCMs, request has been made to MPPGCL for furnishing the same to SLDC.
MPPGCL has not submitted the ten Daily Reservoir Operation Table of all the power stations of
MPPGCL for the year 2017-18. It is requested that MPPGCL shall submit the Ten Daily Reservoir Table of all

hydel power stations in coordination with NVDA and WRD for optimum utilisation of available water in the reservoirs during real time operation.

6.4 : MAPPING OF FEEDERS WIRED UNDER AUFLS TO SLDC SCADA :- In the 4th, 5th & 6th NPC meetings, mapping of the Feeders / Lines covered under AUFLS on SCADA systems of SLDC's/RLDC's was discussed. NPC have desired that monitoring of the feeders / loads under the AUFLS shall be done at SLDC's / RLDC's, so as to ascertain that the desired results are ensured during the events, frequency falling below the AUFLS frequency settings.
It has been decided to integrate the DFE make RTUs for mapping of AUFLS feeders for calculation of
load relief during the tripping of feeders. Accordingly Chief Engineer (Planning & Design) has requested M/s
Dongfang Electronic Co. Ltd, to make necessary arrangements in the DFE software to provide details
regarding load relief on activation of under frequency and DF/DT relays during tripping of feeders. The
interconnection between above relays and RTUs shall be done by MPPTCL.
In the above context, it is mentioned that a meeting was held on 26.07.2017 at MPSLDC, Jabalpur
regarding integration of RTUs for mapping of AUFLS feeders. Therein it has been decided that substation wise
requirement for integration of under frequency and df/dt relays ( requirement of spare port in Digital Input
(DI) module / DI module, wiring required / RTU configuration, CMR requirement etc.) shall be worked out by
Transco SCADA and T&C section and suitable action for integration of relays in RTU and Transco SCADA as
well as arrangement of software to provide details regarding load relief on activation of under frequency and
df/dt relays with GUI terminal at SLDC shall be initiated by MPPTCL. The present status of above work may
please be apprised.

6.5 MONITORING OF SCHEMES FUNDED FROM PSDF :- It was decided in the 6th meeting of NPC held on 19th December 2016 at Bengaluru, that all the RPCs in the monthly OCC meetings may follow up with the utilities to expedite the completion of schemes by giving due priority. The implementation of most of the schemes are based on the recommendation of the enquiry committee on grid disturbance of July 2012 headed by Chairperson, CEA. Therefore timely implementation of these schemes would enhance the grid security and reliability. Accordingly the details of grant sanctioned from PSDF for the schemes of MP is enclosed at Annexure- 6.5A. The status of implementation of above schemes (physical as well as financial progress) may please be reviewed and the entities are requested to expedite implementation of the schemes. The utilities were advised to furnish the information in the format enclosed at Annexure – 6.5B by first week of every month on regular basis to Member Convener, PSDF project monitoring group (AGM, NLDC, POSOCO) with a copy to NPC, WRPC division and SLDC . The status of the same is being monitored by WRPC in OCC meeting of WRPC every month. It is observed that MPPTCL and MPPGCL are not submitting the requisite information to SLDC in first week of every month for onward transmission to WRPC. It is therefore requested that concerned official may please instructed to submit the same regularly to SLDC within time. [Action: MPPGCL/MPPTCL]

6.6 Delayed convey of information of tripping / disturbance of 400 KV DCDS Satpura-Astha line I & II to M/s Kalpataru Satpura Transmission Pvt. Ltd.-
M/s Kalpataru Satpura Transmission Pvt. Ltd., has intimated that 400 KV Satpura –Astha Ckt-I & II
were tripped at 4:31 hrs on 20.07.2017. The circuits were normalized at 08:26 hrs and 07:24 hrs on
20.07.2017 respectively, However tripping details were conveyed telephonically to M/s KSTPL representative
by 07:30 hrs on 20.07.2017 by Astha substation official delayed by about three hours. In this context M/s
KSTPL has requested that whenever such incidence takes place, they may be apprised of such incidences
immediately.
In view of the above, MP SLDC has already conveyed to CE, MPPGCL, STPS, Sarni / CE(T&C)
MPPTCL to ensure to inform invariably to the representative of M/s KSTPL about tripping / disturbance
occurrence on 400 KV Astha–Sarni, DCDS Circuit I & II within reasonable time, so that the concerned authority
may take suitable remedial measures immediately.
Further, kind attention of MPPGCL/ MPPTCL is also invited regarding recent and past trippings on 400
KV Sarni-Astha line I & II and indications conveyed. M/s KSTPL has raised question regarding relay indications
received and mentioned that line is not tripped on fault. However, as far as regarding tripping occurred on
20.07.2017, MPPGCL has clarified that this tripping was due to transient fault as such fluctuation observed in
DR file. Moreover, it is also mentioned that Sarni-Astha line again got tripped on 09.08.2017, when line was
being normalized after availing shutdown (for checking of auto reclosure logic). The line tripped from Astha
substation on DT received, however line was open from Sarni substation at the time of tripping and EE
(Testing), STPS, Sarni clarified that they have not closed the line, even though line tripped from Astha
substation on DT received. Considering the above incident, it is desired that relay protection may be got
verified and checked thoroughly at Sarni, STPS and Astha 400 KV substation as well in order to avoid
possibility of mal operation /mal function. MPPGCL/MPPTCL is requested to clarify the cause of tripping.

6.7 Procedure for availing outage on Interstate lines, 220 KC lines radiating from PGCIL S/s and 400 KV Transmission Elements -
As per standard procedure of WRPC, all proposed outages of interstate lines, 400 KV transmission
elements and 220 KV lines radiating from PGCIL sub-stations, proposed shutdowns for next month should be
got approved in the OCC meeting of WRPC in the current month. All the constituents of WR shall inform to
WRLDC for readiness for availing OCCM outage of transmission elements on D-3 basis i.e. 3 days before the
date of approved outage. Further in WRPC meeting it was also decided that post-OCCM outages should be
discouraged.
In the above context, it is further intimated that during 496th OCCM of WRPC which was held on Mumbai
on 13.06.2017, Member Secretary, WRPC has informed that not any post-OCCM shutdown shall be
entertained / approved on D-3 basis, except of emergency nature of shutdown. Therefore, it becomes
mandatory to get approval of all the shutdowns in OCCM. It may please be noted that WRPC is reluctant to
give consent of outage of transmission elements for planned maintenance / construction activities since long,

except OCCM approved shutdown. Now, WRPC is not giving consent for outages which are not approved in
OCCM of WR.
In view of above, it is therefore requested to include invariably all proposed shutdown of 400 KV
elements, interstate lines and all 220 KV lines radiating from PGCIL sub –stations. In proposal of outages for
consideration of OCCM of WR as per practice in vogue so that maintenance / construction activities may not
be hampered and shutdown may be availed systematic pre-planned manner as desired by WRPC. Further, if approved shutdown has not been availed then reason for not availing such shutdown may also be
intimated positively to SLDC for onward communication to WRPC and WRLDC.
As sequel to above, during 497th meeting of Operation & Coordination Sub Committee of WRPC held
on 20.07.2017, the OCC approved outage and post OCC outage procedure for transmission lines / elements
was discussed. The gist of the discussions is narrated as under:-
A. OCC approved Planned outages:
1. OCC forum shall planned outages for transmission lines / elements which exist in WRLDC website
under list of important grid elements in Western Region which includes all 400 KV lines / 400/ 220 KV
ICT and 220 KV lines ( list of 220 KV lines is annexed).
2. The forum also decided that if deviation between outages finalized / planned in OCC forum and actual
outages availed during any month is more than 50%, then in that case the concerned agency shall
have to justify the deviation before the OCC Forum in next OCC meeting.
3. The existing procedure would continue for submitting the outage requests for discussion and decision
in OCC meeting of WRPC.
B. Post OCC outages:
1. It is decided that post-OCCM outage should be discouraged. However for any important outages
need to be availed by the agency under post OCCM approval procedure, the same shall be forwarded
by the Chief Engineer of concerned agency clearly indicating nature of urgency along with
contingency plan for availing shut down, indicating in single line diagram. This proposal has to be
forwarded prior to five working days i.e D-5 of proposed shut down to WRLDC /WRPC by respective
SLDC. Therefore, such urgent nature post-OCCM outage proposal should be forwarded to SLDC at
least prior to seven working days before the proposed outage date through respective / concerned
Chief Engineer along with all relevant information / contingency plan of outage indicating in single line
diagram.
2. For the outage of emergency nature viz. to attend hot points or any other emergency maintenance
work etc. concerned agency/authority shall approach for availing such outage as per prevailing
procedure in vogue. However the emergency should be well defined in the proposal.

6.8 Updation of Recovery Procedure for Western Regional ( WR ) Grid-2007:- WRLDC has informed that
the Grid Recovery Procedure for Western Region is being updated and the users of WR Grid, STUs and CTU
may kindly convey the relevant details for facilitating timely updation of this document.
In view of the above it has been requested vide letter no 07-05/RPC-38/1951 dated 25.08.2017 to
kindly submit the relevant details as on 31.08.2017 pertaining to respective entity to SLDC as mentioned in
WRLDC letter under reference to this office by 10th September 2017, so that consolidated information could be
forwarded to WRLDC within specified time limit, but no information has been received till date. It is therefore
again requested to kindly convey the relevant details as given below :-
a. Contacts Details (Mobile/Land Line Numbers/Email-Id) of the Nodal officers identified for crisis
management.’
b. List of New transmission elements and generation units commissioned in 2017.
c. Shunt Reactive resources (Line Reactors/ Bus Reactors) in STU system.
d. Traction Supply Details( As per format enclosed at Annexure-6.8)
e. Synchronization facilities at 132 KV/220 KV/400 KV.
f. List of Stations having black start capabilities.
g. Any other relevant information.

6.9 Delay in conveying information of tripping / grid disturbance on 25.08.17 at STPS,Sarni- It is intimated that the following elements got tripped at 13:02 & 13:09 Hrs on 25.08.2017 at STPS,
Sarni, respectively -
(i) 220 KV Sarni-Sarni Interconnector No.2 (ii) 220 KV Handiya-Sarni Ckt.
Due to above trippings, 220 KV Sarni-Sarni Interconnector No.1 got over loaded as such 400/1 Amp CTs connected at Sarni (PH) end. Therefore contingency arrangements were made in order to reduce the loading on 220 KV Sarni- Sarni Interconnector No.1.
In the above context, it is worthwhile to mention that indications of aforesaid lines were conveyed to SLDC, Jabalpur considerably delayed by about 30 minutes, even after repeated pursuance and request by SLDC officials/officers. It is normally observed that whenever trippings/disturbances take place at Sarni Power House (STPS), the details of occurrences are not conveyed timely and delayed considerably, resulting in delay in process of normalization. Thus, outage of such affected lines / elements are increased unnecessarily.
It is, requested that concerned officials / authority may please be instructed suitably that whenever any tripping or disturbance occurred on EHV elements, the same should be conveyed /intimated with all relevant details to SLDC within reasonable time slot so that remedial action could be taken immediately and unnecessary delay in normalization could be avoided in the interest of safe operation of grid.

Further, MPPGCL kind attention is also invited towards CT ratio of 400/1 A provided on 220 KV Sarni-Interconnector No.1, under N-1 condition the feeder gets over loaded. The reason of CT ratio provided, at low range i. e. 400/1 A, may please be intimated.

6.10 REPORTING OF FLASH REPORT, DR and EL FOR 400KV, Interstate Transmission Elements & Detailed Tripping Report:-
As per the provisions of Regulation 5.2 (r) of CERC (Indian Electricity Grid Code) Regulations 2010 and Regulation of 5(9) of CERC (Indian Electricity Grid Code) (First Amendment) Regulations, 2012 all the Regional Entities of the Region shall furnish the tripping details including DR & SEL output to RLDC with in 24 hrs of the event for analysis and identify the real time measures required in future to ensure secured grid operation. The flash report is also required to be furnished to SLDC within an hour of tripping. It is observed that FLASH REPORT, DR & EL of station is not made available after tripping of transmission grid element by the State Grid Entities and the flash report is also not being sent after repeated pursuation. It has been intimated by WRLDC wide letter no.- WRLDC/SO-II/1737/2017/1996-2014 dated-21.07.2017 that in case of tripping of Inter State & inter Regional lines of voltage class 220 KV & above level, a tripping report along with the DR/EL files shall be submitted to WRLDC. In the matter it is to mention that the detailed report along with DR/EL shall be submitted to WRLDC/WRPC. Several incidences / trippings which occurred during the month of June-2017 for which the details has not been submitted are as below:-

6.11 PROTECTION ISSUE
a. On dtd. 03.069.2017 at 16.27 hrs 400kV S/s Ashta-Jetpura line tripped on transient fault in R-phase and auto reclose was successfully operated at Jetpura substation. However the auto reclosure was not operated at Astha Substation

It is therefore required auto relosure relay may be tested / checked at Astha substation and the cause of non-operation may please apprised in the meeting.
b. On dtd 02.09.2017 at 21.30 hrs, 220kV Main Bus-I Y-Ø string failed at 220 KV s/s Rajgarh (Dhar) . The fault was cleared from remote end. It is observed that Bus-Bar protection had not been operated at Rajgarh Substation.
It is therefore desired that Non-operation of Bus Bar Scheme at 220kV S/s Rajgarh may please be investigated & the details report may be submitted in the meeting.

6.12 Inspection of Automatic Under Frequency Load Shedding : As Per MPEGC Clause 6.1.17 “all
Users shall provide automatic under-frequency load shedding in their respective premises, to arrest frequency
decline that could result in a collapse/disintegration of the grid, as per the plan separately finalised by the
concerned REB forum, and shall ensure its effective application to prevent cascade tripping of .generating
units in case of any contingency. All Users shall ensure that the under frequency load shedding/islanding
schemes are functional.. SLDC shall carry out periodic inspection of the under frequency relays and maintain
proper records of the inspection.
In 31st WRPC meeting and 478th OCC meeting of WRPC it is decided that SLDCs shall collect the
data of self certification by Discoms/STUs and inspection carried out by intra-circles of Discoms/STUs and
submit to WRPC. In the last meeting of OCC of WR, WRPC suggested to carry out the AUFLS inspection for
at least 10-20 % by WRPC Secretariat & others shall be self-certified by S/s in-charge.
SLDC vide letter no. 07-05/PM-57/1089 dtd. 08.06.2017 and 07-05/PM-57A/1837 dtd. 17.08.2017
requested MPPTCL to submit report regarding self-certification of healthiness the UFRs. The information is yet
to be received from MPPTCL. It is therefore once again requested to submit the same to SLDC for onward
transmission to WRPC. Further as per regulatory provisions, SLDC shall carry out periodic inspection of the
under frequency relays.

6.13 Formation of State Level Relay setting group- Review and Coordination of relay setting in state of MP :- As decided in 128th Protection Committee meeting of WRPC held on 06th & 07th Dec. 2016 , relay
review group for state of MP has been constituted vide this officer letter No.07-05/RPC-14/596 Jabalpur dtd
22.05.2017. In the above context all entities are requested to provide relay settings of all important nodes & all
other nodes where relay settings are required to be examined considering protection issues. As desired by
WRLDC important nodes like Indore PG, Bhopal etc. required to be examined first, which have huge effect on
reliability and security of Grid.
The first meeting of State Level Relay Setting Group convened on 18th August 2017 at SLDC for review the existing relay settings of critical state network and state network incidental to ISTS and to provide necessary interface between utilities/entities.

All the members were requested to make arrangement to furnish details of relay settings of all important nodes,
so that same may be communicated to all members and existing setting of critical nodes could be reviewed &
corrective measures may be taken. Attention was also invited to members that SLDC have made multiple
correspondences in this regard, however except MPPGCL, no any other utility has provided the desired data. It
is accordingly desired that the data may please be provided immediately to SLDC.
During discussions, it was envisaged that relay setting of ISP, OSP nodes required to be examined first, as in
recent past, frequent undesirable trippings were observed due to probable mismatch of relay coordination issue.
Accordingly, ISP, OSP representatives were requested to provide relay setting of ISP, OSP nodes so that same
could be validated by the committee in the next meeting. The issue of relay settings were discussed in broader
prospect.. The date of next meeting shall be intimated separately after obtaining desired data.
6.14 Furnishing the Pending protection audit observation compliances :- As per Hon’ble CERC order
dated 21.02.2014 in petition No. 220/MP/2012 filed by Power Grid, SLDC has regularly submitted the quarterly
Protection Audit Report to the WRPC. WRPC vide letter under reference has intimated that the status of
Protection Audit Observations is being monitored in the PCM regularly. However, it is observed that the
compliances of many Protection Audit Observations is still pending.
The list of pending Protection Audit Observations as submitted by the Intrastate entities updated upto
June 2017 is enclosed as Annexure-6.14. It is therefore requested to take the pending Protection Audit
Observations with site officials and submit the timeline to resolve the pending Protection Audit Observation, to
SLDC so that same could be forwarded to WRPC/CERC. [Action- MPPTCL/MPPGCL/NHDC/ISP/OSP]
6.15 : High Voltage nodes in WR :- Voltage Deviation Index (VDI) of important nodes in WR is being
computed regularly by WRLDC on daily, weekly, monthly and yearly basis and these reports are being
published in WRLDC website. Based on VDI computed for the monthly of July’17 the high voltage nodes in MP
at 400 kV are given below :-

6.16 Outage of Main circuit breaker of Generator transformer of Unit no 9 at STPS, Sarni
On dated 24.08.2017 at 21:05 hrs while synchronizing Unit#9 after AOH, generator X-mer tripped on
PRV/Differential/Buchholz indication. The LBB Protection was also operated, resulting tripping of multiple EHV
elements. 500MVA, 400/220KV ICT at Sarni was also tripped on Buchholz indication.
It is observed that Unit no 9 GT Xmer was charged through tie breaker at the instant of incident as
main circuit breaker was already under outage. It is learnt that the Main circuit breaker of unit no 9 has been
out since long but the outage of the same is not intimated to SLDC, which is violation of MPEGC/IEGC. As per
the provision of clause of IEGC section 5.2, whenever any EHV element goes on outage, it should invariably be
intimated to SLDC. It is therefore requested that reason of outage of circuit breaker and expected restoration
may please be intimated to SLDC immediately.
Further, it has come to the notice of SLDC that 220 KV transfer bus / breaker at 220 KV SGTPS was
also out since long and unavailable for charging of any transmission line / generator in case of outage in main
breaker. This outage is also not intimated to SLDC by MPPGCL. Such important outage of grid element is not
desirable for safe and secure grid operation.
MPPGCL is requested to furnish the detail of outages of the grid elements in all the hydel and thermal
power stations in the meeting. [Action- MPPGCL]
6.17 Low voltage profile at 132 KV Sheopur Kalan area in MP Madhya Kshetra :-
132 KV substation Sheopur Kalan is a remote end substation in the Gwalior region. Line length of 132
KV line feeding Sheopur Kalan from 220 KV substation Sabalgarh is about 90 KM. This long length of 132 KV
transmission line and high loading of Sheopur Kalan and Baroda substations causes poor voltage profile in the
area due to heavy reactive power demand of irrigational load.
To improve the voltage profile, when the irrigation demand is high, all the capacitor banks provided in
the Transmission / Distribution network are required to be taken into service. It is desired that all the
capacitors banks should be in healthy condition and fault if any should be rectified on priority. It is proposed
that SE (T&C), MPPTCL, Gwalior and SE (O&M), MPPMKVVCL, Sheopur Kalan jointly inspect all the capacitor
banks provided in the area and ensure round the clock availability of all the capacitor banks.

ITEM NO. 7: BLACK-START MOCK DRILL OF HYDEL POWER STATIONS : Black Start mock drill of Hydel stations of MPPGCL:- During 2017-18 the black start mock drill successfully carried out at Bargi and Pench Hydel power station on dtd 23.05.2017 and 06.06.2017 respectively. The Black Start Mock drill exercise at Gandhi Sagar Power station was also carried out on dtd 30.05.2017 but synchronization of islanded system with national grid was not successfully done due to problem in bus coupler breaker at Gandhi sagar Power Station. MPPGCL may apprise the same in the meeting.

The black start mock drill exercise of other power stations shall be planned in the month of September 2017 and October 2017. The date of the same shall be finalized in the meeting. [Action : MPPGCL/NHDC]
ITEM NO. 8: AVAILABILITY BASED TARIFF (ABT) RELATED ISSUES:
8.1 Status of AMR system installed at SLDC:
In the month of July 2017, the complete data of 571 meters was received through AMR
system and data of 58 no meters (Monthly- 50 & Partial – 08) was not received through AMR system. M/s Secure Meters Ltd. have been advised to examine the reasons of 50 Nos. meters not read during the month. The status of data received through AMR system is invariably sent to all concerned offices including SE(T&C) offices through email for furnishing the missing data alongwith monthly JMR data latest by 4th of every month. The Committee may like to discuss the following as an action plan for receiving the complete data trough AMR system in in a time bound manner.
1. CE(T&C) office is requested to take up the matter with M/s Secure Meters Ltd for resolving
the site related issues of the 50 Nos meters could not read during the month of July 2017. Details are shown in enclosed Annexure-8.1(i).
2. Status of integration of 113 Nos. ABT meters installed at the interface points of newly
commissioned substation / Xmer’s / HT consumers / OACs.
i. Modem & SIM details received from field Offices – 76 Nos.
ii. Modem & SIM details not received from field offices – 37 Nos.
iii. ABT meters integrated successfully with AMR system -36 Nos. CE(T&C) office is requested to advice M/s Secure Meters Ltd. and field offices for integrating the balance ABT meters (41 Nos.) whose modem and SIM details are received. Further, CE(T&C) office is requested to furnish the details of modem and SIM of 37 Nos. ABT meters as per Annexure-8.1(ii).
3. T&C Circle’s office are not sending JMR data (ABC format) to SLDC except Jabalpur and Gwalior Circle. CE(T&C) office is requested to issue instructions to concerned circle offices for furnishing the JMR data to SLDC on email id- [email protected].

8.2 AMR facility for the ABT meters installed at MPPGCL:
In compliance to state commission directives for computation of weekly transmission losses and Deviation charges, SLDC has requested the MPPGCL for providing the AMR facility on the meters installed at the interface points for data downloading through AMR System installed at SLDC. Accordingly MPPGCL has provided AMR facility on 107 Nos ABT meters installed at the interface points as intimated by CE(Thermal), O/o ED(O&M:Gen), MPPGCL vide letter No. 426 dated 01.03.2016. The status of July 2017 of ABT meter data (38 Nos) not received through AMR system of SLDC has been emailed to GCC, MPPGCL on 03rd August 2017. MPPGCL is requested to take up the matter with M/s Secure Meters Ltd. to resolve the problems related with non-readability of meters integrated successfully. MPPGCL is also requested to instruct the Power Station officials for

considering the ABT meters with AMR facility as main meters and shall furnish the JMR data accordingly.
MPPGCL is requested to furnish the meter master of ABT meters installed at the interface
points as main, check and standby meters alongwith modem and SIM details as per Annexure-V. [Action: MPPGCL]
8.3 Non receipt of injection data (JMR) timely of Wind & Solar Power Project for issuance of
monthly State Energy Account :
The SE(O&M), Dewas & Sehore are not furnishing the wind & solar data timely i.e. by 3rd or 4th of every month for issuance of monthly State Energy Account. These SE(O&M) are furnishing the data on 6th (A.N) of every month after repeated pursuance. However, SE(O&M) Dewas is not furnishing the complete data by 7th of every month. Further, the concerned SE(O&M)’s do not furnish the monthly injection data of following newly commissioned Wind & Solar Power Project connected at 33KV level. However, SLDC is incorporating the injection data recorded in ABT meter in SEA, but, verification of data could not be done.
i) 15MW Dhar Renewable Pvt. Ltd. connected at 33KV Dashera Maidan substation. –

[Action : MPPKVVCL & MPPTCL] ITEM NO. 9: SCADA and E&T RELATED ISSUES: 9.1 ARRANGENEMENT OF TELEMETRY OF IMPORTANT 220KV SUB STATIONS & 132KV S/S HAVING INJECTION FROM RENEWABLES/CAPTIVE POWER PLANTS OR HAVING INTERDISCOM FEEDERS & HAVING TRACTION FEEDERS-
The telemetry of new 220KV S/s, important 132KV S/s having injection from renewable generating Stations, and Captive Power Plant, is to be provided through Dongfeng RTUS installed and commissioned under MPPTCL SCADA project. Total 50 Nos. Sub Stations has already been identified and forwarded to MPPTCL for arranging integration of telemetry. The integration of around Sixteen RTUs (132KV Biora,132KV Arniakala,132KV Kannod, 132KV Poliakala, 132KV Jeerapur ,132KV S/s Tarana, 132 KV Bankhedi S/s, 132 KV Khapaswami S/s, 132 KV Chanera S/s, 132KV Banmore S/s, 132KV Morena S/s, 132KV Mungaoli S/s, 132KV Shujalpur S/s, 132KV Meghnagar S/s, 132 KV Semri Harchand S/s & 132 KV Amla S/s) is required to be integrated with SLDC SCADA system. The telemetry of 132KV Kothiya Sub station is also required to be extended by MPPTCL.
In addition to the above telemetry of Birsingpur HPS and Zinna HPS are also not available
and same needs to be provided by MPPGCL.
Further, most of the RTUs commissioned recently is not working properly and functioning intermittently. The telemetry of 400 KV Satpura Extension, 220 KV Tikamgarh, 220 KV Morena, 220 KV Gwalior II, 220 KV Anuppur, 220 KV Sirmour, 220 KV Maihar, 132 KV Amarpatan, 132KV Khilchipur, 132 KV Ayodhya Nagar, 132 KV Harda, 220 KV Betul, 132 KV Betul, 132 KV Khategaon and 132 KV Balaghat, is commissioned but functioning intermittently.
The telemetry of these identified Sub Stations is urgently required for monitoring of grid. Hence the progress in the matter as well as further schedule of commissioning, including data channel, plan for arrangement of modems, and rectification of SOE issue may please be provided by T&C. The commissioning of new SCADA/EMS system at SLDC is completed and for successful functioning of EMS system the availability of complete telemetry including CB status is a prerequisite. Hence the work regarding telemetry discrepancy mentioned in enclosed annexure is to be taken up on highest priority. MPERC vide Letter dated 09-08-2017 has directed to ensure proper functioning of RTUs. MPPGCL and MPPTCL may please provide completion schedule regarding rectification of telemetry discrepancy and upgradation of RTU’s.

9.3 PRESENT STATUS OF PROCUREMENT OF RTUs BY MPPGCL:- The matter of procurement of RTU for Rajghat HPS and Bansgar III HPS was discussed in detail in last eighteen OCCM meetings as well as on two number special telemetry meetings, without any conclusive result. The Telemetry of Rajghat HPS is out since LAST THREE YEARS . In the last OCC meeting it was informed by MPPGCL that RTU has been delivered & cable dispatch is pending. The latest status in the matter along with commissioning schedule may please be provided by MPPGCL. MPERC vide Letter dated 09-08-2017 already directed to submit reason for so long outage for RTU at Rajghat Power Station.
In addition to the above telemetry of Birsingpur HPS and Zinna HPS are also not available and same needs to be provided by MPPGCL.

9.4 Extension of RGMO/FGMO signal to SLDC/WRLDC :-
As per IEGC 5.2(f), RGMO/FGMO is mandatory for all thermal units above 200 MW and hydro units above 10 MW. Further considering the high penetration of renewable to grid and also the Government target to achieve 175 GW, it is essential to monitor operation of RGMO/FGMO at SLDC/RLDC for ensuring grid security and compliance of regulation. Subsequently SLDC vide letter no. 07-05/RPC-27/3739 dated 18-01-2017, letter No. SE/LD:E&T/693 dated 23-01-2017, letter No. SE/LD:E&T/34 dated 13-04-2017, letter No. SE/LD:E&T/143 dtd.26-05-17, , letter No. SE/LD:E&T/309 dtd.19-07-17 requested MPPGCL/NHDC for integration of telemetry of RGMO/FGMO in RTU installed at power station and forward the object address configured in RTU so that same may also be configured in SLDC SCADA and RGMO/FGMO status may be displayed in SCADA system. The matter was again taken up vide this office UO No.38 dated 21/08/2017. However, extension of RGMO/FGMO signal of following generating units is still to be extended to SLDC SCADA system:-

9.5 COMMISSIONING OF COMMUNICATION CHANNELS FOR DUAL REPORTING OF RTUS AS PER BACKUP SLDC REQUIREMENT:-
The commissioning of SCADA/EMS system at SLDC Jabalpur and backup SLDC Bhopal is already completed however the additional communication channel required for dual control center reporting as per backup SLDC requirement is yet to be commissioned by MPPTCL & MPPGCL .The RTU wise progress may please be provided by MPPTCL & MPPGCL.
The Strengthening of existing wideband communication node is also required to be
arranged so as to ensure reliable backbone communication network. The immediate requirement in the matter has already been submitted by SLDC to MPPTCL and MPPGCL. The present status of the same may please be provided.

The wideband equipment installed and commissioned at SGTPS however, remains unutilized. The RTU data need to be transferred using wideband link. The scheme for the same is already prepared and forwarded to SGTPS around four months back. The present status may be intimated by MPPGCL. 9.6 MAINTENANCE OF OPGW
The 8 No. fibers had been installed on EHV line section between 220 KV Jabalpur to 220 KV Katni S/s under ULDC project in 2003. Presently three number fibres out of eight number of fibers is not serviceable/ ready to use due to problem in joint box placed at 20 KM distance from 220 KV S/s Jabalpur towards Katni. The SLDC vide letter No.SE/LD:E&T/707/826 dated 06/03/2017 already requested, SE (EHT: Maint), Jabalpur to arrange for replacement of the Joint box and ensure that all 8 fibers between 220 KV Jabalpur S/s to 220 KV Katni S/s being healthy and ready to use. However, replacement of joint box is still pending.
9.7 NON AVAILABLITY OF SOE AT SLDC SCADA SYSTEM
WRLDC vide letters dtd. 03.05.17 & 15.05.17 intimated that SOE of grid disturbance at 220 KV
S/s Mahalgaon & 400 KV S/s Indore is not received in Back-up LDC SCADA/Sub-LDC SCADA system respectively. SLDC is carrying out data validation of various substations periodically & it is observed that SOE from various substations like 220 KV S/s Damoh, 220 KV S/s Anuppur, 220 KV S/s Malanpur, 220 KV S/s Tikamgarh, 220 KV S/s Mahalgaon, 220 KV S/s Hoshangabad, 220 KV S/s Bhopal, 220 KV Shujalpur, 220 KV S/s Ujjain, 220 KV S/s Badod was not received at SLDC SCADA system. Subsequently SLDC vide letter SE/LD:E&T/200 dtd. 14-06-17 requested MPPTCL to arrange simulation testing for SOE of all RTUs.
Receiving of SOE is very essential for analysis & investigation of major trippings in the grid.
MPPTCL is thus requested to arrange simulation testing for SOE of all RTU’s in coordination with SLDC SCADA/Back UP SLDC/Sub LDC SCADA system & also issue necessary instructions to sort out the issues for ensuring proper receipt of SOE in SLDC SCADA system.
9.8 INTERMITTENT TELEMETRY DUE TO NOISE IN COMMUNICATION CHANNEL :-
It has been observed that the telemetry of 400KV Pithampur, Singaji Super Thermal Power Station, 220KV Sirmore, 220Kv Sidhi, 220KV Maiher, 220KV Tikamgarh, Bargi HPS, Pench HPS, 132 KV S/s Seoni, 220 KV Seoni, 132 KV Chhindwara, 220 KV Chhindwara, 220 KV Pandhurna, 132 KV Balaghat, 220 KV Dewas, 220 KV Indore SZ, 220 KV Barwaha, 132 KV Jaora, 132 KV Chapda,220 KV S/s Ujjain, 220 KV S/s Shajapur is intermittent due to heavy noise in the communication channel. Further these noisy channels interrupt the functioning of FEP at the SLDC/Back Up LDC/Sub LDC which leads to inconvenience in system operation & control.
MPPTCL is thus requested to arrange for alignment of PLCC Channel & identify/replace the outdoor equipments which inject the noise in the channel/system.

9.11 Telemetry of Railway TSS Sub Stations:- The telemetry of 36 Nos. railway Traction Sub Stations is required to be provided by railway for monitoring of drawal by each TSS and also monitoring of demand of railway in MP. In last OCC, the railway representative informed that the tender for the telemetry arrangement is yet to be floated by railway and railway is planning to float tender for providing telemetry of 20 Railway TSS and not for all 38 existing TSS. Further, MPPTCL representative informed that in addition to existing 38 Nos Railway TSS in MP, planning for establishment of around 25 new TSS is also under progress. Accordingly, Railway is requested to plan for arranging telemetry of all 38 existing TSS as well as for 25 upcoming TSS and expedite the matter. Further Railway officials are requested to provide current progress in the matter along with the timeline.

Annexure-5 System Disturbance / System Incidence
1. System Disturbance on 05.06.2017 at 220 KV S/s Shivpuri: On dated 05.06.2017 at
around 15:30 Hrs. M.P system was normal and frequency of National Grid was 49.89 Hz. Prior to fault 132 KV Shivpuri – Motijheel Ckt & 132 KV Motijheel - Jora was kept open for load management. At around 15:32 Hrs., on 05.06.2017, 220 KV Bina(MPPTCL) – Shivpuri Ckt & 220 KV Bina (PGCIL) – Shivpuri Ckt tripped due to heavy rain & storm in Bina region. Consequently 132 KV Shivpuri – Pichhore Ckt tripped due to overloading and interruption occurred at 220 KV Shivpuri, 132 KV S/s Shivpuri, 220 KV S/s Shivpuri, 132 KV S/s Sheopur, 132 KV S/s Vijaypur, 132 KV S/s Baroda, 132 KV S/s Kolaras, 132 KV S/s Mohna and 132 KV S/s Jora . Due to above tripping there was load loss of about 183.76 MW. There was no generation loss and System was normalized in due course of time.
2. System Disturbance on 07.07.2017 at SGTPS: On dated 07.07.2017 at around 18:30 Hrs. M.P system was normal and frequency of National Grid was 49.98 Hz. Prior to fault 400/220 KV, 500 MVA ICT at SGTPS was under shut down since 11:32 Hrs., 04.07.2017 for retrofitting of Bus Bar Protection. At around 18:39 Hrs. while charging & synchronizing 400/220 KV, 500 MVA ICT at SGTPS from 400 KV side, ICT tripped on differential protection, subsequently SGTPS Unit # 1 differential protection operated but the Generator Circuit Breaker of Unit # 1 did not trip, resulting in operation of LBB protection. Consequently following feeders & transformers tripped as detailed here under:- 220 KV SGTPS – Rewa Ckt. 220 KV Birsinghpur Interconnector – 2nd 220 KV Bus Coupler. Due to above tripping there was no load loss. There was generation loss of about 190 MW and System was normalized in due course of time.
