Other stakeholders, for instance, the Services, the Ministry of Defence and private industry in the defence sector too must cooperate to ensure quick, honest and transparent acceptance of the systems. Shri Antony emphasised that, all the stakeholders must meet at regular intervals to undertake periodic reviews and suggest corrective action. Both DRDO and the Services must place more trust and confidence in each other’s abilities and work with close synergy. He further said that the concept of block acceptance and spiral development that is being followed in most leading countries of the world must be embraced after due deliberations and required changes. Responding to the DRDO’s request for enhanced budget, Shri Antony said, “Continuous funding is required for research and development to survive, but I am sure that with more emphasis on indigenisation and self-reliance, we might have to invest more to begin with, but we would save a lot of money in the long run.” Speaking on the occasion, Shri Jitendra Singh, Hon’ble Raksha Rajya Mantri said that Hon’ble Raksha Mantri Shri AK Antony complimented the Defence Research and Development Organisation (DRDO), for its remarkable achievements in recent years, most notably, the Agni 5 and the BrahMos missile systems. Inaugurating the 37 th DRDO Directors’ Conference at DRDO Bhavan, New Delhi, Shri Antony said, “Though we have been making efforts at indigenisation, we still continue to be overdependent on imports to meet our requirements. We need to reverse this trend at the earliest possible and ensure that a majority of our requirements are met through indigenous production.” Referring to some recent developments which have put the defence acquisition process under the scanner, Shri Antony said, such incidents highlight the need to look within and make us realise that there is absolutely no substitute to self-reliance. goals are to be realised, DRDO will have to take the lead in this regard.

Both DRDO and the Services must place more trust and confi dence in each other’s abilities and work with close synergy. He further said that the concept of block acceptance and spiral development that is being followed in most leading countries of the world must be embraced after due deliberations and required changes.

DRDO has emerged as an important pillar of national strategic departments. The theme of the Conference is of current relevance and I urge DRDO and industry to work in close association for indigenisation, he added further.

Shri Shivshankar Menon, National Security Advisor, in his address said that the nation takes pride in what DRDO has done and as a consequence, the expectations are higher. DRDO’s importance will further grow in the years to come, he added further.

Dr Vijay Kumar Saraswat, Scientifi c Advisor to Raksha Mantri, Secretary Department of Defence R&D and DG DRDO, highlighted the recent achievements of DRDO in his theme address. “A continuous string of successes in the strategic missile arena with consecutive launches of Agni 5, Agni 3 and Prithvi by Strategic Force Command, followed by AAD Interceptor test in November 2012 and

underwater missile tests in January this year have very conclusively proved success of technology development in addition to system development in this very critical area thus giving DRDO and India a very decisive edge”, emphasised Dr Saraswat. Dr Saraswat also informed that DRDO also licensed more than 50 technologies over the past two years ranging from the APTA Lakshya for military application to the biodigester for societal missions.

Earlier, welcoming the gathering, Dr Avinash Chander, Distinguished Scientist (DS), and Chief Controller (CC) R&D (MSS) stressed the need to enhance the production capability in manufacturing sector in the nation. Dr K Tamilmani, DS and CC R&D (Aeronautics) presented the vote of thanks. The function was attended by top offi cials from Ministry of Defence, the three Armed Forces and icons from industries.

“Technologies, if not translated into products have no meaning” said Dr VK Saraswat, SA to RM, during deliberation in the 37th DRDO Directors' conference. Emphasising on the need for greater participation of private sector in this translation, Dr Saraswat further said, “Notwithstanding the markedly increased share of indigenous content from 30 per cent to 55 per cent in the items cleared for acquisition, the imports need to be reduced, since a country cannot be strong if it remains dependent on imports.”

The Conference discussed in depth, among other things, the long-term requirements of armed forces and the technology development plan needed to meet these requirements. Emerging technologies and their impact on future warfare and security scenario was another subject that drew attention during the proceedings. As the future wars will see a dominant role played by unmanned systems, the subject drew considerable attention. On front of emerging threats, energy, space and cyber security were seen as areas that needed greater attention. “The armed forces have a large requirement of energy and its assured availability, especially during a confl ict is essential”, said Dr Saraswat.

Transfer of Technology into Product need ofthe Hour, says SA to RM

The participants and invitees also stressed on the need to leverage offsets more effectively, therefore offsets should be worked out during early phase of selecting the vendor. Country’s technology requirements and existing gaps should be the guiding factor in the process. Increased participation of private industries and

the need to create an eco-system more conducive for promoting such participation was considered important.

Dr Saraswat conferred the Young Scientist Awards and Best Performance Awards at a function organised on 24 March 2013, at the Bhagawantam Auditorium, Metcalfe House, Delhi.

The winners of these awards were selected by a committee headed by Chairman, Recruitment and Assessment Centre, based on their performance and achievements after following a rigorous process. In his address, Dr Saraswat said that DRDO has come of age and is seen as a shining model. At the same time, expectations of the people from the organisation has also increased. Only excellence in technology and performance will take us to greater heights. The tradition of recognizing younger scientists dates back to the time when Dr DS Kothari, the fi rst SA to RM and head of DRDO, and other senior scientists of the nation deliberated at the Indian Science Congress on how to motivate them and lay a strong foundation of science in India, informed Dr Saraswat.

Dr G Malakondaiah, DS and CC R&D (Human Resource & Materials) called upon the awardees to continue to foster innovation and team spirit.
