SUBJECT: (6.1) 80 Arthur Street, North Sydney - Construction Traffic Management Plan AUTHOR: Report of Traffic and Transport Engineer, Xan Philp DESCRIPTION/SUBJECT MATTER: Council has received a Construction Traffic Management Plan dated June 2014 prepared by Karimbla Constructions Services (NSW) Pty Ltd for approved Development Application 466/13 at 80 Arthur Street, North Sydney. The approved development involves the excavation and construction of a 29 storey building containing 218 serviced apartments. Condition B1 of the Development Consent states: Construction Management Program - Local Traffic Committee Approval B1. Prior to issue of any Construction Certificate, a Construction and Traffic Management
Plan must be prepared and approved by Council’s Traffic Committee. RECOMMENDATION: 1. THAT the traffic aspects of the Construction Traffic Management Plan dated June 2014 prepared by Karimbla Constructions Services (NSW) Pty Ltd for approved Development Application 466/13 at 80 Arthur Street, North Sydney be approved subject to the conditions of approval stated in the report.

(2) DETAIL Standard or Guideline Used: North Sydney Council Development Control Plan 2002, Australian Standard 1742.2, Australian Standard 1742.3, Australian Standard 1742.10, RMS Traffic Control at Work Sites Signs & Lines Priority: N/A Precinct and Ward: Central Business District, Victoria Impact on Bicycles: No specific impact to cyclists, access will be managed for general traffic as outlined in the report. Impact on Pedestrians: Impacts as outlined in the report. Impact on Parking: Temporary removal of parking on Little Walker Street and Arthur Street to accommodate a Works Zone. Condition B1 of the Development Consent states: Construction Management Program - Local Traffic Committee Approval B1. Prior to issue of any Construction Certificate, a Construction and Traffic Management
Plan must be prepared and approved by Council’s Traffic Committee. The following matters must be specifically addressed in the Plan:
1) A plan view (min 1:100 scale) of the entire site and frontage roadways indicating:
a) Dedicated construction site entrances and exits, controlled by a certified traffic
controller, to safely manage pedestrians and construction related vehicles in the frontage roadways,
b) RTA approved signage type and location to manage pedestrian in the vicinity, c) The locations of any proposed Work Zones in the frontage roadways, d) Locations and type of hoardings proposed, e) Area of site sheds and the like, f) Location of any proposed crane standing areas, g) A dedicated unloading and loading point within the site for all construction vehicles,
plant and deliveries, h) Material, plant and spoil bin storage areas within the site, where all materials are to be
dropped off and collected, i) The provision of an on-site parking area for employees, tradesperson and construction
vehicles as far as possible, j) The residents/occupiers are to be updated on a monthly basis and at key construction
stages and be provided with a phone number to contact the site manager.
2) A detailed description and route map of the proposed route for vehicles involved in spoil removal, material delivery and machine floorage must be provided: a) Light traffic roads and those subject to a load or height limit must be avoided at all
times. b) Once approved from Traffic Committee, a copy of the route is to be made available to
all contractors, and shall be clearly depicted at a location within the site.
3) Traffic Control Plan(s) for the site incorporating following: a) All Traffic control measures proposed in the road reserve that are in accordance with
the RMS publication “Traffic Control Worksite Manual” and designed by a person licensed to do so (minimum RMS ‘red card’ qualification).

b) The main stages of the development requiring specific construction management measures are to be identified and specific traffic control measures identified for each.
4) Waste Management Plan A Waste Management Plan must be in accordance with the provisions of Part B Section 19 of the North Sydney DCP 2013 must be provided. The Waste Management Plan must include, but not be limited to, the estimated volume of waste and method of disposal for the construction and operation phases of the development, design of on-site waste storage and recycling area and administrative arrangements for waste and recycling management during the construction process.
5) Evidence of RMS concurrence where construction access is provided directly or within 20m of an Arterial and/or Classified Road;
6) A schedule of site inductions to be held on regular occasions and as determined necessary to ensure all new employees are aware of the construction management obligations. These must specify that construction-related vehicles to comply with the approved requirements; and
7) For those construction personnel that drive to the site, the Site Manager shall attempt to provide on-site parking so that their personnel’s vehicles do not impact on the current parking demand in the area.
A suitably qualified and experienced traffic engineer or consultant shall prepare the Construction and Traffic Management Plan. The construction management measures contained in the approved plan must be implemented in accordance with the plan prior to the commencement of, and during, works on site. As the plan has a direct impact on the local road network and public amenity, the plan must be submitted to and reviewed by Council prior to the issue of any Construction Certificate. A certificate of compliance with this condition from Council’s Development Engineers as to the result of this review must be obtained and must be submitted as part of the supporting documentation lodged with the Certifying Authority for approval of the application for a Construction Certificate.
A copy of the approved Construction and Traffic Management Plan must be kept on the site at all times and be made available to any officer of the Council on request.
Notes:
1) North Sydney Council’s adopted fee for certification of compliance with this condition shall be payable on lodgement, or in any event, prior to the issue of the relevant approval.
2) Any use of Council property will require appropriate approvals and demonstration of liability insurances prior to such work commencing.
3) Failure to provide complete and detailed information may result in delays. It is recommended that your Construction Management Plan be lodged with Council as early as possible.
4) Dependent on the circumstances of the site, Council may request additional information to that detailed above.

(4) (Reason: To ensure appropriate measures have been considered for site access, storage and the operation of the site during all phases of the demolition and construction process in a manner that respects adjoining owner’s property rights and residential amenity in the locality, without unreasonable inconvenience to the community)

(5) DISCUSSION Existing Site The site is located on the western side of Arthur Street between Pacific Highway and Mount Street and adjoins Little Walker Street at the rear of the site. The site is currently occupied by demolition site approved under development application DA 377/13; the CMP for this site was approved at the 21 March 2014 Traffic Committee. Proposed Development The proposed development consists of the excavation and construction of a 29 storey building containing 218 serviced apartments. Access and egress The applicant has provided detail regarding the two proposed site entry and exit routes; Little Walker Street Access Point - During Operating Hours
• Entry - Travelling south along the Pacific Highway turn onto Little Walker Street and then turn right into site in a forward facing direction.
• Exit - Turn right from site in a forward facing direction onto Little Walker Street, turn left onto Mount Street, turn right onto Walker Street, turn right onto Arthur Street then either;
i. Turn left onto the Warringah Freeway northbound. ii. Continue around and turn right onto the Cahill Expressway southbound.
iii. Turn right onto Alfred Street North, turn right onto High Street and continue onto Pacific Highway northbound.
Arthur Street Access Point - Non-Peak Hours Only
• Entry - Pacific Highway southbound - travelling south along Pacific Highway turn onto Arthur Street then turn left into site in a forward facing direction.
• Entry - Pacific Highway northbound - from Bradfield Highway travel north along the Pacific Highway, veer to the right onto Arthur Street then turn left into site in a forward facing direction.
• Exit - turn left from site in a forward facing direction onto Arthur Street, then either; i. Continue around to the right and turn right onto the Cahill Expressway
southbound. ii. Turn right onto Alfred Street North, turn right onto High Street and continue
onto the Pacific Highway northbound. Given the narrow width of Little Walker Street it is recommended that only single rigid vehicles only are used, that is no truck and dog trailers be used in Little Walker Street Construction Phases and Truck Movements The applicant expects the duration of excavation phase and construction phase will take approximately 26 weeks and 78 weeks respectively. The approved hours of development are: Excavation; 8.00am to 5.00pm Monday to Friday Only

(6) Construction; 7.00am to 5.00pm Monday to Friday and 8.00am to 1.00pm Saturdays, with no work on Sundays and Public Holidays. The applicant has provided approximate durations and truck movements for the phases of construction as set out below:

Construction 78 weeks 20 Loading and Unloading During excavation all vehicle loading/unloading will be contained within the site boundaries. During construction phase, vehicles will be loaded and unloaded from the proposed Works Zones located across the Little Walker Street and Arthur Street site frontages (Arthur Street to be used during non-peak hours only). A working platform will also be constructed along the Arthur Street frontage within the site boundary to allow vehicles to be loaded from within site boundaries. Work Zone A separate application is to be made for Works Zones on both the Little Walker Street and Arthur Street frontages of the site. Through Traffic Through traffic shall be maintained at all times and at no time shall Arthur Street, Little Walker Street or any other road be blocked by construction vehicles. Access to Neighbouring Properties and Neighbour Notification All neighbouring properties shall have their access maintained at all times. Nearby residents and businesses are to be updated on a regular basis and at key stages particularly in relation to vehicle movements and to be provided with a phone number to contact the site manager. Pedestrian Management Pedestrian access on Arthur Street and Little Walker Street shall be maintained at all times. Certified traffic controllers will manage pedestrian and vehicles when vehicles are entering and exiting the site. Hoardings A B Class (overhead) hoarding will be installed along the Arthur Street frontage for pedestrian protection and over Little Walker Street for pedestrian and vehicular protection. The hoarding will be subject to separate approval. Site Crane A tower crane is proposed to be temporarily installed on-site within the proposed building lift core and used to load construction materials to/from the works zones on Little Walker Street and Arthur Street.

(7) CONDITIONS OF APPROVAL The further conditions which need to be included in the Construction Traffic Management Plan are as follows: 1. All works on Arthur Street, Little Walker Street and any public road are to be undertaken
in accordance with AS 1742.3 2. No truck and dog trailers are to be used in Little Walker Street. 3. Approval must be obtained from Council for all temporary construction vehicular
crossings. 4. Installation of a Work Zone for 80 Arthur Street is subject to the applicant paying all
appropriate Council advertised fees and charges, including the cost of the signage. 5. Any disruption to traffic flows on Arthur Street, as approved under the Construction
Management Programs, must occur outside peak hours (i.e. 7.00am to 3.30pm Monday to Saturday).
6. Two RMS accredited traffic controllers will direct entering and exiting vehicles on Little Walker Street, one to direct vehicles and one to direct pedestrians whilst ensuring no pedestrians or vehicles enter the zone of heavy vehicle movement.
7. Access to 90-94 Arthur Street, 45 Walker Street, 53-61 Walker Street, 93 Pacific Highway, 97-103 Pacific Highway and any other property are to be maintained at all times.
8. The residents/occupiers of 90-94 Arthur Street, 45 Walker Street, 53-61 Walker Street, 93 Pacific Highway, 97-103 Pacific Highway are to be updated on a monthly basis and at key demolition stages, particularly in relation to construction vehicle movements, and be provided with a phone number to contact the site manager.
9. At no time shall Arthur Street, Little Walker Street or any other road be blocked by any vehicle or works associated with the construction of the proposed development. Through traffic on the Arthur Street, Little Walker Street and any other road is to be maintained at all times.
10. Arthur Street, Little Walker Street or any other road are not to be used as a waiting area for trucks delivering to or awaiting pick up of materials etc. from the proposed development.
11. Construction vehicles are not to queue in Arthur Street, Little Walker Street or any other road.
12. Any approved Works Zone is to be used only to pick up and drop off materials and equipment. Construction vehicles are not to wait or park in the Works Zone.
13. Materials are to be stored on-site. At no time, are materials to be stored on Arthur Street, Little Walker Street or any other road or any Council property.
14. Trucks may only enter and leave the construction site in a forwards direction, unless under the direct supervision of two RMS accredited traffic controllers, one to direct heavy vehicle movement in and out of the site and one to ensure no pedestrian enters the path of a heavy vehicle.
15. Mobile cranes shall be located wholly on-site 16. Concrete pumps shall be located wholly on-site 17. Pedestrian access and the diversion of pedestrians shall be carried out in accordance with
Australian Standard 1742.3 and 1742.10. 18. If pedestrians are diverted, pram ramps must be provided in accordance with Australian
Standard 1428.1. 19. If a Permit to Stand Plant or Temporary Road Closure is required, application must be
made to NSW Police, Harbourside Local Area command, a minimum of 48 hours prior to any proposed works.

(8) 20. If a Permit to Stand Plant is required, application must be made to Council a minimum of
two weeks prior to any proposed works. 21. If a Temporary Road Closure is required, application must be made to Council
a minimum of two weeks prior to any proposed works. 22. A traffic route map and conditions are to be made available to truck drivers engaged for
this development. 23. A list of truck drivers’ names with their licences and vehicle plate numbers and
conditions are to be kept on-site by the applicant at all times, and be made available for inspection by Council Officers, Police Officers and Council Rangers.
24. Repeated failure to comply with these conditions will result in removal of any Work Zone under notice.
25. All Traffic Management Plans and Traffic Control Plans must be endorsed with the name of the person preparing the plan along with their level of certified qualification and certificate number. Only persons with current “Select/Modify Traffic Control Plans” or “Design Audit Traffic Control Plans” tickets are qualified to develop and endorse Traffic Management Plans and Traffic Control Plans
Please note the construction management program is a condition that forms part of the development application for the site. Therefore any non-compliance with these construction management program conditions of approval constitutes a breach of the conditions of approval for the development application.

1. Introduction
This CMP has been specifically prepared for the excavation and construction phase in accordance with Consent Condition B1 of approved DA Consent No: 446/13. 2. Consent Condition B1
The following details have been prepared generally in accordance with the requirements of Consent Condition B1: 1) Please refer to Appendix A for the detailed site plan.
a) The existing driveway entrances located on both Little Walker Street and
Arthur Street on the southern end of the street frontage will be used for truck and construction vehicle access. These truck movements will be under the direction of a qualified traffic controller as required (refer to SBMG14061100 R1 plan in Appendix B and site management plan in Appendix A).
b) Warning signage alerting pedestrians that trucks entering / leaving site on both Little Walker Street and Arthur Street will comply with relevant Australian Standards.
c) All excavation material will be loaded on to trucks within the site. A temporary cattle grid and wheel wash to be used within the site at the truck exit point to Arthur Street. A temporary excavation load-out platform will be used within the site during the later stages of excavation. The excavation loading machinery and trucks will access this platform from Arthur Street. The platform will be divorced from the excavation work face and surface areas will be kept clean and clear of dirt and debris at all times.
A separate application will be made to Council for the ‘works zones’ proposed for the construction phase of the development:
A ‘works zone’ along the eastern kerb side lane of Little Walker Street will be used for construction deliveries (refer to site management plan included in Appendix A).
A ‘works zone’ along the western kerb side lane of Arthur Street will be used for construction deliveries (refer to site management plan included in Appendix A).
d) Class ‘B’ overhead hoarding protection will be installed on the site frontages to Little Walker Street and Arthur Street (refer to site management plan included in Appendix A).
e) Due to the extent of the on-site excavation and construction area all site sheds will initially be located on top of the Class ‘B’ hoardings.

f) A construction ‘luffing jib’ tower crane will be temporarily installed on-site within the proposed building lift core and used to load construction material to/from the works zones on Little Walker Street and Arthur Street and then into the building site (refer to crane plans included in Appendix C).
Separate application to be made with Council for any temporary mobile crane use that may be required from the public road reserve.
g) A dedicated truck loading and unloading area will be maintained on-site during the excavation phase. Truck access to this area on-site to be maintained as per SBMG14061100 R1 plan in Appendix B and site management plan in Appendix A.
h) Material, plant and spoil bin storage areas will be located on-site at all times and co-ordinated by the builder at all times as the construction program advances.
i) On-site parking will be restricted and controlled by the discretion of the builder. All other vehicles and or visitors will be encouraged to use local parking stations and / or public car parking amenities.
j) Nearby business residents will be provided with on-site contact details for the builder, Karimbla Constructions Services (NSW) Pty Ltd.
2) A heavy vehicle route plan is shown in SBMG14061100 R1 plan in Appendix B.
a) In-bound truck route
Primary route (excavation & construction phases) = Northbound on Warringah Freeway turn left into Falcon Street then, turn right onto Miller Street then, left turn onto Pacific Highway then, left turn into Little Walker Street then using caution left turn into site 80 Arthur Street or use ‘works zone on Arthur Street frontage.
Secondary route (construction phase) = Northbound on Warringah Freeway turn left into Falcon Street then, turn right onto Miller Street then, left turn onto Pacific Highway then, left turn into Little Walker Street then using caution right turn into site 80 Arthur Street.
Out-bound truck route
Depart site 80 Arthur Street left turn onto Arthur Street then turn right onto Mount Street and right turn onto on-ramp heading south bound on Warringah Freeway to Harbour Bridge.
It is noted that roads within the North Sydney CBD area are not to be used for truck marshalling and / or waiting areas.
b) This CMP is to be included in the on-site safety induction and any updates are to be communicated to builders and relevant contractors during the regular on-site ‘toolbox talk’ meetings.

3) a) All proposed traffic control measures within the public road are to comply with RMS publication ‘Traffic Control Worksite Manual’ where relevant designed by an RMS ‘red card’ accredited person.
b) Traffic control measures during the excavation phase will be based on all trucks being loaded within the site. During construction of the building all truck loading and unloading traffic control measures will be predominately based on the use of ‘works zones’ located on the site frontages to Arthur Street and Little Walker Street.
4) Karimbla Constructions Services (NSW) Pty Ltd will engage a licensed contractor for the removal of trade waste during construction. Bins will be delivered and collected on a regular basis. Bins will be placed on-site and each location will vary to suit the construction requirements. A Waste Management Plan prepared by Earthworx Pty Ltd is also attached to this report (refer to Appendix D).
5) It is proposed that excavation traffic activity will commence in August 2014. The Traffic Management Plan prepared by SBMG ref: SBMG14061100 (refer to Appendix B) has been provided to [email protected] for RMS concurrence.
6) This CMP is to be included in the on-site safety induction and any updates are to be communicated to builders and relevant contractors during the regular on-site ‘toolbox talk’ meetings.
7) Truck Movements
On-site parking will be restricted and controlled by the discretion of the builder. All other vehicles and or visitors will be encouraged to use local parking stations and / or public car parking amenities.
A copy of the Excavation and Construction Traffic Management Plan approved by North Sydney Council traffic Committee is to be kept on-site at all times.
Transport vehicles: All excavation and construction waste will be transported off-site in rigid tipper trucks and/or truck and dog and/or skip bin trucks (all loads to be covered).
Transport frequency: (refer to Appendix B section 1.5 of SBMG14061100 R1). Note: Truck movements may be initially 2-4 per day for the first few weeks of excavation site establishment.

1.4 Development Process
This traffic management plan covers the stage(s) listed below, subsequent stages (if any) may require amendments and additional plans to be prepared.

With demolition phase completed prior, the existing site boundary fencing will be maintained. The use of vehicular crossovers on Both Arthur Street and Little Walker Street will be used for both vehicular entry and exit. Locations are the same as during the demolition works.
1.6 Construction Phase
Largest Truck Size: Semi Trailer (tare up to 35 tonne) Average Daily Vehicle Movements: 20-40
A loading platform to be constructed within the site boundary along the Arthur Street frontage for use during this stage.
Vehicle movements will not be required on all days.

2 Proposed Traffic Management2.1 General
a) Site Vehicles• Site vehicles to enter and exit in a forward facing direction.• All drivers will be made aware of the approved routes prior to commencing work at the site as part
of the site induction.• Vehicles will be scheduled in such a manner as to not require queuing on the road network
surrounding the site.b) Road Occupancy
• Approval from council and/or RMS when required will be sought prior to any works requiring road occupancy.
• All Traffic Control Plans (TCPs) associated with this CTMP will comply with relevant Australian Standards and RMS Traffic Control at Worksites Manual.
c) Parking for Site Workers• Throughout the project all site workers will park within site boundaries where possible with overflow
vehicles to use alternate parking abiding by any existing restrictions.d) Public Transport
• Surrounding public transport access unaffected during this project.e) Surrounding Roads
• Site vehicles are to use approved routes only for access to and from the site.• Construction traffic to be scheduled where possible outside of peak times such as school zone
hours to minimise impact to existing traffic increases.• Truck queuing on surrounding streets is not permitted or required during this project.• The site will ensure that access is not hindered to either the service road leading to property 1
Pacific Hwy or vehicular access to 90 Arthur Street (parking access via Little Walker Street) at anytime.
2.2 Excavation
a) Site Entry & Exit Routes (See Appendix A - SBMG14061101)Little Walker Street Access Point - During Operating Hours
• Entry - Traveling south along the Pacific Hwy turn onto Little Walker Street and then turn right into site in a forward facing direction.
• Exit - Turn right from site in a forward facing direction onto Little Walker Street, turn left onto Mount Street, turn right onto Walker Street, turn right onto Arthur Street, then either;
i. Turn left onto the Warringah Fwy northbound.ii. Continue around and turn right onto the Cahill Expressway southbound.iii. Turn right onto Alfred Street North, turn right onto High Street and continue onto the
Pacific Hwy northbound.Arthur Street Access Point - Non-Peak Hours Only
• Entry - Pacific Hwy Southbound - Traveling south along the Pacific Hwy turn onto Little Walker Street and then turn right into site in a forward facing direction.
• Entry Pacific Hwy Northbound - From the Bradfield Hwy travel north along the Pacific Hwy, veer to the right onto Arthur Street and then turn left into site in a forward facing direction.
• Exit - Turn left from site in a forward facing direction onto Arthur Street, then either;i. Continue around to the right and turn right onto the Cahill Expressway southbound.ii. Turn right onto Alfred Street North, turn right onto High Street and continue onto the
Pacific Hwy northbound.b) Vehicle Movements Within Site
• Vehicles will turn around within the site to facilitate exiting in a forward facing direction.c) Loading / Unloading Vehicles

2.2 Excavation Cont.e) Storage for Equipment, Materials and Waste.
• All located within site boundaries.f) Removal of Excavated Materials from Site
• All site vehicles to be loaded within site boundaries and will be checked and cleaned prior to exit to ensure surrounding roadways are not contaminated with spoil. Shaker pads to be used 4-6m back from the boundary line prior to the exit with vehicle tracks to be swept as required (weekly as a minimum).
g) Pedestrian Management• Boundary fence to limit pedestrian access to site, B-Class hoarding was used during demolition
and will be maintained during this phase for both site frontages. Pedestrian access maintained using the existing concrete footpaths throughout this stage. All equipment such as concrete pump lines that transverse the footpath will have suitable ramps installed over them to maintain pedestrian access.
2.3 Construction
a) Site Entry & Exit Routes - Same as previous stage.b) Vehicle Movements Within Site - Same as previous stages with basement level to also be used when
construction is complete.c) Loading / Unloading Vehicles - Vehicles to be loaded / unloaded from the proposed Works Zones located
across the Little Walker Street and Arthur Street site frontages (Arthur Street to be used during non-peak hours only). During the construction phase vehicles using the proposed Works Zones are to ensure they are standing wholly within the previously existing on-street parking footprint. A working platform will also be constructed along the Arthur Street frontage within the site boundary to allow vehicles to be loaded from within site boundaries.
d) Road Occupancyi. Standing Plant - located within site boundaries or proposed works zone.ii. Works Zone - Proposed along both site frontages. Little Walker Street to be used during
construction hours and Arthur Street to be used during non-peak hours.iii.Parking for Site Workers - Same as previous phase.
e) Storage for Equipment, Materials and Waste - Within site boundaries with the basement level to be used once construction is complete.
f) Pedestrian Management - B-Class hoarding will be maintained during this phase along both site frontages. Pedestrian access maintained using the existing concrete footpaths throughout this stage. 3 Project Impact3.1 Residents / Surrounding Property Owners
Existing property access points will be maintained throughout the project and as such will cause minimal impact on existing traffic flows.
Surrounding property owners will be advised as required by letterbox drop of scheduled timeframes for phase completion and condition changes.
3.2 Pedestrians & Cyclists
Existing pedestrian and cyclists access along both Little Walker Street and Arthur Street to be maintained via the use of B-Class hoarding over both site frontages and footpath ramps being installed as required. Site vehicles are to wait for a suitable gap in both pedestrian and vehicular traffic before proceeding in minimise impact to existing traffic flows. Impact to Arthur Street is further reduced as this is access point will only be used during non-peak hours only.
3.3 Emergency Services
Access along Little Walker Street and Arthur Street will be maintained throughout the project. Priority is given to emergency vehicles as per normal procedure.
3.4 Local Traffic
Access along Little Walker Street and Arthur Street will remain as per normal conditions. Site vehicles are to exit using normally occurring gaps in traffic to reduce impact to traffic flows. Construction traffic to be scheduled where possible outside of peak times such as school zone hours to minimise impact to existing traffic increases. Additionally the impact on Arthur Street traffic will be further limited due to the access point and proposed Works Zone only in use during non-peak hours.
3.5 Public Transport
All existing public transport facilities will remain as per normal conditions throughout the project.
3.5 Impact on Community & Businesses
Impact to the community will be minimal due to approach and departure routes close state roads such Pacific Hwy, Cahill Expressway & Warringah Fwy. As there are no proposed road closures and access along surrounding roadways as per normal conditions impact to the community due to this project will be limited.
