No passengers, workers dead nor
injured
200 to300 people gathered into a station as a shelter leading up to about 5000 people
No functioning of chain of commands Move the 5000 evacuees by their own
judgments risking themselves as subjects of discipline without the orders of the Company
Case 1 Station
5000 evacuees were moved to a safe place by JR workers at
station
1083 passengers on boardSome passengers were in panic by the
unprecedented scale of the earthquakeConductor called for “Let’s be strong.
Let’s overcome this difficulty. Let’s get out of here alive and go home.”
Case 2 In the Cars of Shinkansen
Passengers and workers were united as one
Learning the Heart of Humanism

Symposium at Tokyo Institute of Technology Participants: University professors and Company managers
The miraculous things happen in reality
1) We find many valuable suggestions for our research, in which we have encountered deadlock.
2) These good outcomes result from the humanism activities of the union. These viewpoints are unable to be found in our discussions and there is no research on relationships between company and union. We would like to research on them.
3) We find that safety culture of the railways is built on craftsmanship, professionalism and commitment as a Company culture.
4) We feel that because of life-time employment is in place at the Company, safety culture of workers on site has been become the Company culture.
5) When people learn something, 10% of learning come from listening, 20% of learning come from seeing and 80% of learning come from experience. That’s why many people need to pass on these experiences through simulation experiences.
6) If the framework allows the company to take responsibility of the judgments by workers when his/her judgments turn out to be wrong, that framework would become a reference for other industries.
7) Giving an authority to workers on site is important, but it is hard to do so in reality.
They started
investigating the spots
on their foot for disaster preventions
When a train stops between stations, workers on trains are unable to guide to an evacuation site, because they are unfamiliar with the areas
Having examined some spots we found out;
1)A place that takes more than 30 minutes from a station to an evacuation site.2)An evacuation site from a station goes the direction to the sea.3)A place that river floods and evacuation site immerses under water.4)A place that JR East Company designates as the evacuation site without the permission of city office.5)A place that rails and level crossing hinder to evacuate to higher grounds.
Earthquake, Typhoon, Torrential rain, Collapse of ground, Tornado
Various damages have to be considered
Common issues for the Company and the union
Updating the manuals How to conduct on-site trainings Cooperation with local governments on designated evacuation
sites Measures to designate dangerous areas
Activities to lessen disaster damages
We will strengthen our activities to build up safe railways, worksite environments and company culture
Thank you very much for your listening
