Analysis of the Import & Export Development Trend of Pesticides in 2019

Despite the environmental protection pressure at home

and the complex economic environment abroad, the

Chinese pesticide industry will maintain a growth trend

in import & export trade in 2019. The main reasons can

be summed up as follows:

I. The Chinese import & export trade environment

has continued to improve, which is mainly reflected

in three aspects: The optimization of the business

environment at ports, which aims to facilitate cross-

border trade, has greatly improved customs clearance

efficiency at ports; the improvement of tax policy has

reduced import & export costs; the import & export

market space has been opened wider to the outside

world and expanded on all sides. As of 2018, China had

signed the cooperation agreement on jointly building the

Belt and Road with over 130 countries and international

organizations, reached 17 free trade agreements with

25 countries and regions in Europe, Asia, Oceania, South

America and Africa, laying a solid foundation for China’s

import & export trade.

II. Chinese pesticide manufacturers actively cultivate

competitive advantages2.1 Strengthening R&D of proprietary brand and

intellectual property pesticide varieties

For example, Jiangsu Frey Agrochemicals Co., Ltd. and

China Agricultural University developed and promoted

pyrimorph; Guangxi Tianyuan Agrochemical Co., Ltd.

and Academician Song Baoan of Guizhou University

developed and promoted dufulin; Zhejiang Xinnong

Chemical Co., Ltd. and Zhejiang University of Technology

developed and promoted zinc thiazole.

2.2 Employing advanced technologies such as intelligent

manufacturing to upgrade production process

For example, Shaoxing Donghue High-tech Co., Ltd. uses

microreactors to manufacture ethephon, which has

effectively solved the main problems faced by Chinese

traditional chemical production such as frequent

occurrence of safety and environmental incidents, low

product quality, low yield, difficult in process scale-up,

large labor forces and large space and revolutionized

traditional chemical installations.

2.3 Actively expanding international marketing network

to promote products and services

For example, Shandong Weifang Rainbow Chemical Co.,

Ltd. has set up subsidiaries or offices in over 40 countries

and obtained over 3,000 overseas pesticide registration

certificates to actively provide plant protection products

and services to global customers.

III. The Chinese pesticide industry has continued

to deepen international communication and

cooperation3.1 Establishing bilateral long-acting mechanism

In 2018, the Institute for the Control of Agrochemicals

of the Ministry of Agriculture and Rural Affairs of

the People’s Republic of China signed China-Turkey

Memorandum of Understanding on Cooperation in

Pesticide Management Technology with the Food

Safety Authority of Turkey and reached a preliminary

agreement to sign China-Argentina and China-Cambodia

memorandums of understanding on cooperation in

pesticide management technology with the National

Food Safety and Quality Service (SENASA) of Argentina

and the Department of Agricultural Laws (DAL) of

the Ministry of Agriculture, Forestry and Fisheries

of Cambodia respectively, creating a good external

environment for the development of bilateral pesticide

import & export trade.

3.2 Continuing to deepen bilateral cooperation

In 2018 the Institute for the Control of Agrochemicals

of the Ministry of Agriculture and Rural Affairs of the

People’s Republic of China attended the 4th China-Japan

Pesticide Management Technology Conference held in

Japan, executed pesticide efficacy evaluation technology

exchange and training tasks in Vietnam, and selected

and sent experts to perform agricultural development

consulting and training tasks in Cambodia; the Institute

also invited officers of the U.S. Environmental Protection

Agency and the Health and Safety Commission of the

United Kingdom to give lectures at the International

Conference on Green Plant Protection Innovation and so

on, laying a solid foundation for continuing to deepen

bilateral cooperation and promote bilateral development

of pesticide import & export trade.

3.3 Continuing to carry out international multilateral

cooperation

In 2018 the Institute for the Control of Agrochemicals

of the Ministry of Agriculture and Rural Affairs of

the People’s Republic of China held the Pesticide

Management Policy Talent Training Class & Pesticide

Quality Control Training Class of the Asia-Pacific

Plant Protection Commission (APPPC) of the Food and

Agriculture Organization of the United Nations, which

gave training to professional technical personnel

from Pakistan, the Philippines, Cambodia, Bangladesh,

Myanmar, Thailand and Vietnam and produced good

results; the Institute also sent experts to attend

international meetings including the FA0/WHO Joint

Meeting on Pesticide Management (JMPM), the FAO/

WHO Joint Meeting on Pesticide Specifications (JMPS)

and the FAO/WH Joint Meeting on Pesticide Residues

(JMPR), giving play to its role in international pesticide

affairs management and serving the development of the

Chinese pesticide industry.

IV. China’s pesticide import & export management

and service are more refined4.1 Strengthening pesticide import & export

management

The Ministry of Agriculture and Rural Affairs will,

together with the General Administration of Customs

and the Ministry of Justice, issue Measures on Promoting

the Development of Pesticide Import & Export Trade

to solve bottlenecks that impede the development of

pesticide import & export trade, such as the problem

that some pesticides are only used overseas.

4.2 Facilitating pesticide import & export trade

The Ministry of Agriculture and Rural Affairs will, together

with the General Administration of Customs, release an

announcement on implementing paperless application

for pesticide import & export notices, automatic check

and paperless customs clearance and promoting the

system of handling applications for pesticide import &

export notices at a single window to improve pesticide

import & export efficiency and reduce pesticide import &

export cost.

4.3 Improving pesticide import & export service

Relevant pesticide import & export administrations

such as the Institute for the Control of Agrochemicals

of the Ministry of Agriculture and Rural Affairs of the

People’s Republic of China will further expand the

scope of services, improve service content and regulate

service procedures to facilitate pesticide import & export

trade, such as exploring and implementing paperless

application for verification of material information of

exported pesticides.

4,6-dichloropyrimidine is mainly obtained by cyclization

of diethyl malonate( or dibutyl malonate) and formamide

to get 4,6-dihydroxypyrimidine, and then purified and

chloridized.

Ⅳ. Export

The domestic main manufacturing enterprises of hydroxy-benzonitril are Anhui

Guangxin Agrochemical Co., Ltd., Jiangsu Changlong Chemicals Co., Ltd.,

Lianyungang Tianchen Chemical Co., Ltd., Hunan Haili Chemical Industry Group

Co.,Ltd.

4,6-dichloropyrimidine is the key intermediate of manufacturing azoxystrobin,

and also use for medicine intermediate to manufacturing

sulfanilamide-6-suldimethoxine. As the intermediate of azoxystrobin and medicine,

the domestic main manufacturing enterprises of 4,6-dichloropyrimidine are Hebei

Chengxin Co.,Ltd., Lianyungang guosheng Chemicals Co.,Ltd., Hubei Sancaitang

Chemical Technology Co., Ltd.

4,6-二氯嘧啶主要由丙二酸二乙酯(或丙二酸二丁酯)与甲酰胺经环化,得

到 4,6-二羟基嘧啶,再提纯氯化得到。

4,6-dichloropyrimidine is mainly obtained by cyclization of diethyl malonate( or

dibutyl malonate) and formamide to get 4,6-dihydroxypyrimidine, and then purified

and chloridized.

In July, 2019, the top four export countries of azoxystrobin

TC are America, Argentina, Brazil and India, and export

volume are 96000Kg, 66475Kg, 61220Kg and 47000Kg

respectively, accounting for 72.77% of the total export

volume. Export value are $4896000, $3267356, $2946162

and $2237865, accounting for 72.02% of the total export

value. Export unit price are $51.00 per kg, $49.15 per kg,

$48.12 per kg and $47.61 per kg respectively.

In July, the export volume of azoxystrobin formulation is

628189kg, and the export value is $10273439. The main

export formulation are 125g/L difenoconazole + 200g/L

azoxystrobin SC, 25% azoxystrobin SC, 200g/L azoxystrobin

+ 80g/L cyproconazole SC, 50% azoxystrobin WG, 250g/L

azoxystrobin + 250g/L flutriafol SC, etc.
